To inform principals of the mandatory Test Administrator training and certification requirements of the ACCESS for ELLs 2.0 Spring 2018 Annual Assessment.
• ACCESS for ELLs 2.0 is the annual English Language Proficiency Assessment for all ESOL and ESOL Students with Disabilities.
o ACCESS for ELLs 2.0 is a large-scale test of English language proficiency based on
the WIDA English Language Development (ELD) Standards that form the core of WIDA’s approach to instructing and assessing English Language Learners (ELLs) in grades K-12.
o Three forms of the assessment are available: Kindergarten, Grades 1-12, and ESOL
Students with Disabilities eligible to take the state Alternate Assessment (Florida Standards Alternate Assessment).
o For some educators, one or more quizzes are required:
➢ Kindergarten ACCESS for ELLs: Kindergarten Training Module and the Kindergarten Quiz
➢ ACCESS for ELLs 2.0: Paper-based Training Module and the Paper Administration Quiz. NOTE: If administering the Speaking domain, test administrators are also required to take the appropriate Speaking quiz (Grades 1-5 and/or Grades 6-12)
➢ Alternate ACCESS for ELLs: Alternate ACCESS Training Module and take the Alternate ACCESS Quiz.
• WIDA has provided interactive training tutorials that consist of: training overview, ordering materials, managing test materials, accessibility overview, assigning accommodations, test scheduling, administering the test, and after testing.
o The Speaking test for ACCESS for ELLs 2.0 paper requires Test Administrators to
complete an additional training module series. This series will prepare educators to
confidently and accurately rate students’ Speaking test performance through use of the scoring scale and rules.
• Previously Certified Test Administrators: o Test Administrators that completed certification for the 2015-2016 or 2016-2017
Kindergarten ACCESS for ELLs, ACCESS for ELLs 2.0 Speaking, and/or Alternate ACCESS for ELLs quizzes are not required to retake those sections. However, the District highly recommends that Test Administrators recertify to review the updated materials to prepare for their roles as Test Administrators.
o Please note the ACCESS for ELLs 2.0 Paper-Based Administration Quiz is
REQUIRED to be completed by all new Test Administrators administering ACCESS for ELLs 2.0 Paper-Based (Grades 1-12).
o Previously certified Test Administrators are to use the 2016-2017 username and
password. Test Administrators that do not remember their username and/or password, must click the reset link on www.wida.us.
• New Test Administrators: o New Test Administrators MUST complete the quizzes (score of 80% or higher),
certification requirements and paper-based quiz for all applicable test(s) that they are administering as specified on the WIDA website.
o The Office of Student Assessment and Educational Testing will provide the
designated school-site test chairperson with the following information via email: ➢ A generic “username” and “password” that will enable each designated test
administrator and/or test coordinator to create their own individual accounts on WIDA’s secure portal.
➢ This will enable them to complete the mandated modules for ACCESS for ELLs 2.0 assessment.
• The testing window for M-DCPS will be from January 29, 2018 through March 23, 2018. o By November 2, 2017: All NEW Test Administrators (Assessors) must communicate
with their school Test Chairperson (Test Coordinator) to get “Login” information and create their own unique passwords.
o By December 15, 2017: All Test Administrators (Assessors) must complete all training
tutorials, quizzes and certification. o Elementary Principals: All sections of the Kindergarten Assessment (L/S/R/W) are
administered one-to-one and include manipulatives, requiring table space. o It is the Principal's responsibility to ensure testing takes place in a secure and non-
disruptive environment.

• The Division of Academics, Department of Bilingual Education and World Languages is advising Principals/APs of the mandatory online test assessor/administrator training and certification requirements for ACCESS for ELLs 2.0 Assessment:

2018 ACCESS for ELLs 2.0 Test Administration and Security Agreement

Bureau of K–12 Student Assessment
Florida State Board of Education Rule 6A-10.042, FAC, was developed to meet the requirements of the test security
statute, Section 1008.24, F.S., and applies to anyone involved in the administration of a statewide assessment test.
The rule prohibits activities that may threaten the integrity of the test. See the “Florida Test Security Statute” and
the “Florida State Board of Education – Test Security Rule” located in Appendix A. Examples of prohibited
activities are listed below:
Revealing the passages, test items, or performance tasks Copying the passages, test items, or performance tasks
Interpreting or reading test items or passages for students
Changing or otherwise interfering with student responses to test items Copying or reading student responses
Translating the reading passages into the student’s home language
Translating test items orally or in writing into the student’s home language
Providing dictionaries or translation devices for students to use during the test administration
If any of the above examples are allowable accommodations for students with current IEPs, Section 504 plans, or
ELL plans, Test Administrators are permitted to provide allowable test accommodation(s) as described in the
ACCESS for ELLs 2.0 Accessibility and Accommodations Supplement.
All personnel are prohibited from copying the test items and/or the contents of student test books and answer
sheets. The security of all test materials must be maintained before, during, and after the test administration. Please
remember that after ANY administration, initial OR make-up, materials must be returned immediately to the
School Test Coordinator and placed in locked storage. Secure materials should not remain in classrooms or be
taken out of the building overnight.
The use of untrained Test Administrators increases the risk of test invalidation due to test irregularities or breaches
in security. Inappropriate actions by district or school personnel will result in further investigation, possible loss of
teaching certification, and possible involvement of law enforcement agencies.

statewide assessment and read the information and instructions provided in all applicable sections of the relevant
test administration manual(s), including the Florida Test Security Statute and State Board of Education Rule. I

The new school or district will use the District/School label and bubble in the student's information on both the front and back covers of the test booklet.

Notify Student Assessment as soon as you know that the student has transferred out of the District or in from another Florida District. The original school should return the partially completed booklet for scoring. The new school should affix a District/School label
