NATIONAL POLYTECHNIC INSTITUTE OF PNG.............Background• In 1994 the first two-year Technical Training

Certificate (TTC) course in Tourism & Hospitality wasintroduced and other TTC courses were introduced inthe years that followed to replace PETT coursesexcept the PETT Course in Butchery.

• In 1997 with AusAid funding , Maintenance Fitting &Machining and the Metal Fabrication & Weldingfacilities were upgraded, assessed and certified as theTrade Testing Centre for MFM and MFW trades.

• As of Year 2000 and onwards, the institute is offering12 Diploma courses, 6 TTC courses, the only PETTButcher course and Extension Cookery Course.

• On 3rd December, 2009, the status of the institutechanged again and this time from college to apolytechnic institute and is now called the NATIONALPOLYTECHNIC INSTITUTE OF PNG in line with theNational Education Plan and the TVET Strategic Plan.

• In 2011 National Certificate Course (NC1 & 2) in MFMand MFW, and NC1 in Tour Guiding were introduced.NC courses are competency based training program inline with the National Qualification Framework (NQF).

EDUCATING & SKILLING THE WORKFORCE

• Formerly Lae Technical College or school as it wasknown then, was established is in 1953 at BusuSecondary grounds and relocated to present sitebetween 1954 and 1955.

• School commenced its first apprentice program in1955

• Status changed from school to college in 1965and there was significant infrastructuredevelopment with plan to introduce newprograms.

• College was running continuous High SchoolTechnical Education Program in which Grade 8students continue to Technical College to doGrade 9 and 10.

• Between 1979-1980 the continuous High SchoolTechnical Education program was phased out andreplaced with the 40 Week Pre-EmploymentTechnical Training Certificate (PETT) that takes inGrade 10 school leavers. Various programs foraward of Certificate in Higher Technical Education(CHTE) and various tradesmen extension courseswere also conducted

• In 1993 first of the four semester diplomaprogram or two years full-time studies wasintroduced to replace CHTE programs.

NATIONAL DEPARTMENT OF EDUCATION (NDoE)

NPIPNG one of the seven(7) Technical and BusinessColleges under the TVET Division of the NationalDepartment of Education.

NPIPNG is the largest in terms of student enrolment(over 1000 students) and offering total of 24 programsbeing highest compared to other TVET institutions.

NPIPNG has an academic staff ceiling of 70 but thecurrent staff strength is 56.Support staff strength is 46.

The institution's operational budget annually is just overK4 million and 95% revenue is generated through coursefees. On average the institute receives 60,000.00 to100,000.00 as operational grants.

Except the funding of two Computer Laboratories in2006, no development/improvment funding has beenreceived form Education Department through TVET asfar as I can recall since 1995.

NPIPNG has benefited support form projects funded byAUSAID and KOICA. Industry has also supported bydonating old equipment and machinery for trainingpurpose.

Academic staff salary is paid by Education Departmentwhile the institute is responsible ancillary staff salariesand salaries for part-time academic staff.

While there is increase in enrolment, there has been nocorresponding increase in the Institute’s capacity todeliver the program;Qualified staff leaving for industries and difficulty in recruitingqualified replacement...Massive investment is require to replace equipment that arebeyond their useable life or obsolete in terms of advance intechnology. A single lathe machine for teaching & trainingpurpose cost over K170,000.00 and 30 of them are required in aworkshop for training. The institution does not have financialcapacity to purchase such training equipment.More classrooms & Laboratories are required....Staff require training, upgrading of skills & knowledge...List goes on....

…AND

…it is not the ATTENTION that the TVET institutions needs, it is the improved level of funding that TVET institution needs…
