TYPES OF TRAINING
PUBLIC PROGRAMME
SBL SCHEME (SBL)
• Main scheme under HRDF. Under this scheme, employers are free to
identify their own training needs and to implement their training programmes
to retrain and upgrade their employees’ skills in line with their operational
and business requirements.
• Prior approval must be obtained from HRDF. Reimbursement of allowable
training costs is based on the rate of financial assistance as determined by
HRDF from time to time. Payment is based on EMPLOYER’S CLAIM.
• Flexible and can be conducted as:
• In-house – Internal Trainer, External Trainer, Overseas Trainer
• Public – Local or Overseas
• Application must be submitted before training commences.
• Must engaged PSMB’s registered training provider if in-house programmes
(external trainer) or public programmes (local) being conducted or attended.
SBL SCHEME (SBL)
• Development Programme
• Diploma, Degree, Master & PHD – Full time or Part time
• Online Distance Learning
• enables employers to obtain the financial assistance in terms of
skills retraining and increase the knowledge of their workforce
under the online distance learning / E-learning programme
• Job Coach to Persons With Disablement (PWD’s)
• coaching type of programmes to PWDs as to equip them with
relevant skills.
• financial assistance which can be claimed from Human
Resources Development Fund (HRDF) is at the rate of
RM50.00 for the first 2 hours and RM30.00 for each subsequent
hour and not more than RM300.00 per day. This rate has been
fixed by the Social Welfare Department (DWS).
SBL SCHEME (SBL)
• Mobile Learning Application
• enables employers to obtain the financial assistance on Course
Fee/License Subscription and Development Cost for Mobile Learning
Application by the concept Bring Your Own Device (BYOD).
• Coaching and Mentoring Programmes
• the main purpose of this programme in the workplace is to motivate
employees to bring out the best of employees’ capabalities.
SBL-KHAS SCHEME(SBL KHAS)
• An extension from SBL.
• To assist employers in conducting training for their workers despite having cash flow
problems.
• Training provider, trainer and programme need to be registered and an agreement need to
be signed with PSMB.
• Employers are not required to pay the training fee to the registered training providers with
HRDF. Instead, HRDF will pay the fees to the training providers by deducting the amount
from the account of the employers' levy.
• Prior approvals must be obtained from HRDF. Reimbursement of allowable training costs
is based on the rate of financial assistance as determined by HRDF from time to time.
Payment is based on EMPLOYER (OTHER ALLOWANCES) & TRAINING PROVIDER
(COURSE FEE) CLAIM
• Can be conducted as in-house (external trainer) or public programme (local).
• Application must be submitted before training commences.
PURCHASE OF TRAINING EQUIPMENT & SETTING UP OF
TRAINING ROOM SCHEME (Alat)• Encourage employers to conduct more in-house programme to train and retrain their
employees.
• Purchase Of Training Aids – Example
– television set, VCR (video cassette recorders), VCD (video compact disc) player or
DVD (digital video disc) player
– overhead projector, multimedia, LCD and direct projector
– screen & white board, flip chart stand, chairs & tables
– training tape & video, training video compact disc
– mannequin;
– poster
– notebook (once in 2 years)
• Setting up of a training room is minor renovation for existing room available, it will be
considered accordingly based on minimum requirements for any training room. This
does not include the construction of a building, training centre or the rental of training
rooms.
• Prior approval is required.

TRAINING ROOM SCHEME (Alat)
Financial Assistance
“Financial assistance is 100% subject to a
maximum of 30% of the levy balance on 1st
January in the year the application is
submitted”
INFORMATION TECHNOLOGY & COMPUTER AIDED TRAINING SCHEME
(IT)
To encourage employers to train their employees internally by
using in-house IT training facility.
• Financial assistance up to a maximum of RM25,000 for the
purchase of personal computers for training purposes.
• Once in every 3 years – Employer’s HQ or Branches.
• Prior approval is required.
INDUSTRIAL TRAINING SCHEME(ITS)
• Industrial Training is referring to students that are undergoing
practical training at the employer’s premise before graduating.
• Expose trainees to various aspects of industrial practices, work
experiences, ethics at the workplace and enhance trainee’s
knowledge in general workplace behavior (individual, employees,
employers and customers).
• Financial assistance to finance the trainee(s) monthly allowance and
other allowable cost to undergo the Industrial Training or Practical
Training (On-Job) at the employer’s premise.
• Application must be submitted before training commences.
INDUSTRIAL TRAINING SCHEME(ITS)
Financial Assistance
• Trainee monthly allowance – Maximum of RM500/month/trainee
• Minimum duration of the training is 2 months to 8 months maximum
• Personal Protective Equipment (1 set only)
• Insurance Coverage (if any)

RECOGNITION OF PRIOR EXPERIENTIAL LEARNING SCHEME
(RPEL)RPEL Scheme is a process of recognition on the skills and
competency according to the level determined by
recognition bodies.

• 3. Institute of Supply Chain Management (IoSCM)
• 4. Great Britain College Consortium (GBCC)
RECOGNITION OF PRIOR EXPERIENTIAL LEARNING SCHEME
(RPEL)
• This scheme allows registered employers to
apply registration fee for RPEL Scheme.
• Employers who have unpaid levies oroutstanding interest on outstanding levypayment are not entitled to enjoy thebenefits of this scheme

Workers before employment;
• Assist employer to employ talent who will be able to perform with
minimum supervision & training;
• To equip Future Workers with required skills & competencies under
the pre-employment training programme;
• Identify Future Workers’ competencies; and

FUTURE WORKERS’ TRAINING SCHEME (FWT)
Financial Assistance
SME ON-THE-JOB TRAINING SCHEME (SME OJT)
• Encourage SMEs to train their workers using OJT programme that
will minimize the disruption involved in sending workers to external
training.
• Can be conducted in series of sessions, at least 1 hour in duration
per session.
• Minimum duration is 4 hours and maximum duration is 300 hours.
• Trainer to trainee ratio - minimum 1:1 or maximum 1:4
• No prior approval required, claim application submitted immediately
after the date of the last session with the rate of RM5/trainee/hour.
• The trainer should conduct an assessment on the trainee to verify
the achievement of this competency and the trainee should achieve
satisfactory level of skills competency to perform the job after the
OJT.
