About the Florence School of Regulation

The Florence School of Regulation (FSR) was established as a centre of excellence for the discussion and dissemination of knowledge on European Energy and Climate regulation and policy .

FSR director Jean-Michel Glachant holds the Loyola de Palacio Chair, established at the EUI in 2008 with the European Commission to foster permanent common policy debate for the integration of the energy markets .

Since 2004, we have provided insight into energy regulation and EU energy policy, allowing you to tackle the latest challenges in a rapidly changing field .

State-of-the-art training and knowledge sharing with interactive tools .

Workshops, conferences, seminars and executive seminars that deal with key regulatory issues .

Knowledge and practice exchange through international networking .

Analytical and empirical research in the field of regulation .

The FSR is a programme of the Robert Schuman Centre for Advanced Studies of the European University Institute in Florence, Europe’s higher education institution for doctoral and postdoctoral studies and research.

How to learn with FSR Energy

We believe that a quality learning experience starts with innovative educational design . Aside from traditional face-to-face training in our residential training courses, we offer online and blended learning programmes .

Residential Learning

Learning occurs through face-to-face interactions with instructors and peers at the same place and time . We encourage the use of simulations, case studies, group activities and discussions .

Online Learning

Participants learn via digital content and media, in the form of pre-recorded video lessons, activities, and online forums completed at their own pace, time and place . All FSR online courses are interactive with a dedicated facilitation team taking care of the participants .

There is currently no initiative related to the supply, transmission, delivery or consumption of electricity in Europe that is not directly or indirectly influenced by renewable energy .

A comprehensive insight into the fundamentals of recent developments in EU energy law and policy, and the market and economic principles which underpin legal provisions .

This intensive five- day training course examines the ambitions of the European Energy Union, and how these will be realised in practice, exploring the legal framework behind the transition to a secure, integrated and competitive low-carbon economy, and the myriad challenges ahead . This will include in-depth studies on the energy consumer and retail pricing, alongside analyses of the internal and external legal dimensions of the Energy Union, and how it will impact upon the EU electricity and gas markets . In addition to lectures from leading experts, participants will be expected to actively participate throughout the course in order to learn how complex and often abstract European energy law principles can be applied in daily practice .

12Annual Training on the Regulation of Energy Utilities

A comprehensive nine-month training in the fundamental energy regulatory principles needed for professional practice .

Our flagship blended training programme is divided into three major blocks consisting of 2 week-long residential trainings and 7 months of online learning:

Residential Block I

A residential week-long introduction to the course covering the fundamental principles of regulation, markets, networks and the regulatory institutional framework .

Online Block II

15 two-week online modules in a seven-month block of the course covering energy regulatory principles and case studies in-depth in a well-structured, flexible e-learning environment that features interactive discussion and virtual activities .

Residential Block III

In this block, participants return to Florence for a week-long discussion of applied case studies and hands-on individual and group practice . The final day of the Annual Training is devoted to a workshop where top industry specialists are invited to discuss the issue of energy and sustainability .
