SustainabilityRoad traffic is a significant contributor toemissions and environmental issues havebecome a key driver for change in the trafficindustry. Siemens is committed to minimisingits own environmental impact as well as helpingits customers to reduce traffic emissions.

By making traffic flow more efficiently andreducing congestion, local authorities cancontribute towards their environmentaltargets. Siemens provides proven Urban TrafficControl (UTC) and strategy managementsolutions that can help achieve these goals.

Siemens products can help reduce the powerconsumption and cost of traffic control andmanagement. Siemens Extra Low Voltage (ELV)traffic signals use around 75% less energy thanconventional solutions. In Southampton, forexample, low energy LED traffic signals fromSiemens are estimated to reduce carbonemissions by more than 400 tonnes each year.

Emissions can also be cut by reducing thequantity of materials used, extending productlife-spans and cutting maintenancerequirements. Siemens Central Light Source(CLS) signal heads achieve all three of thesegoals. Siemens develops innovative approachesto sustainable solutions, such as our LEDretrofit solution that allows new low-energyLED modules to be fitted to existing trafficsignals, minimising waste and saving cost.

Siemens largest Urban Traffic Control (UTC)system is installed in Santiago, the capitalcity of Chile. Based on Siemens controllersand PC SCOOT technology, it monitorstraffic control at over 2,500 intersections ina city of 6 million people. The systemoptimises traffic signal operation inreal-time and adjusts the signal timings tomatch prevailing conditions, thusincreasing network efficiency.

InnovationWith an enviable track record forinnovation, Siemens has consistentlydeveloped new solutions for trafficmanagement. Siemens offers a complete solution forthe reliable and cost effective control ofpedestrian and traffic intersectionsignals. With many years experience inmicroprocessor-based traffic controllerdesign, traffic control forms the core ofour business.

Siemens pioneered the use of Extra LowVoltage (ELV) systems, which reduceenergy consumption by up to 75% andhelp meet sustainability targets throughlower CO2 emissions. Improved electricalsafety at intersections, substantiallylower operating costs and improvedcable runs also feature on the long list ofELV benefits.

The robust and proven Helios range oftraffic signals delivers optimum clarity,physical appearance and reliability in arobust, vandal-resistant construction. AnLED retrofit option enables existinginstalled signals with incandescent lampsto be cost-effectively upgraded to thelatest LED technology, thus saving onelectricity costs, with a powerconsumption as low as 9W.

Siemens Heimdall above-ground detectorsuse advanced radar technology, which isimmune to changing light levels andweather, to provide solutions forpedestrian detection and also SCOOT andMOVA vehicle applications. Developedwholly by Siemens, each detector is built around a technologically advancedplanar radar antenna system and asophisticated digital signal processingengine. They are simple to install with noroad surface disruption and have very lowmaintenance requirements.

For inductive loop vehicle detection,Siemens provides solutions that arewell-suited to urban, inter-urban andmotorway applications. Using the latesttechnology, the detectors will interface toall popular traffic control equipment. Theyoffer excellent performance for trafficcontrol, counting and incident detection.

Variable message signs

Variable message signs from Siemensprovide concise, highly visibleinformation to drivers. This means theyare better informed and can help toreduce traffic congestion, shortenjourney times and cut pollution levels.

Available in a range of differentenclosure sizes, with display charactersfrom 100mm to 320mm and with easyintegration to new and existing UTMCmanagement systems, Siemens VMSefficiently provide real time car parkand traffic information to drivers.

Maintenance access and flexiblemounting options are key designpriorities allowing for a wide variety of

mounting options and minimising thetime required for installation. SiemensVMS also support remote monitoring andsign configuration.

Reducing car park queues in Nottingham

To help cut congestion and parkingqueues, Nottingham City Council usesvariable message signs from Siemens.These inform drivers in real time of theavailability of parking spaces in each ofthe City’s five zones and their associatedcar parks.

The signs are used at key points aroundthe city centre road network wheredrivers are likely to make decisions about

their route and intended place ofparking. By dissuading drivers fromapproaching full car parks, queues canbe minimised and congestion reduced.

For strategic management, Comet, ouradvanced traffic management andinformation system, is the keycomponent of many integrated trafficcontrol centres in the UK and across theworld. Comet enables traffic managers tomanage the flow of traffic effectively, tomonitor their urban networks, identifytrends in network performance andprovide useful information to travellers.Comet is fully UTMC compliant andintegrates systems and information froma broad range of on street equipment,platforms and suppliers, providing themaximum in information accessibility,dissemination, flexibility and scalability.

Journey time measurement systems

Transportation professionals need to beable to understand the impact of trafficmanagement measures and to evaluatetheir success. They also need to be able

to communicate this to road users,budget holders and other stakeholders.

While Urban Traffic Control hastraditionally been able to provide a basic indication of congestion andjourney times, the use of automaticnumber plate recognition (ANPR)provides a more accurate way ofmonitoring journey times and henceoverall network performance.

Siemens provides sophisticated journeytime measurement systems (JTMS) thatintegrate journey time data from ANPRcameras with the Comet system. This givesa platform to understand the behaviour oftraffic management initiatives and monitortheir return on investment, as well as torespond in real time to incidents that areaffecting traffic flow.

Road safety and enforcementEnforcement plays an essential role in trafficmanagement and keeping the road networkoperating safely. Safety cameras have helpedreduce casualties, and average speed camerasbased on number plate recognition are now anincreasingly common method for enforcingsafe speeds and thus reducing accidents.

Siemens SafeZone is an average speedenforcement system for the urbanenvironment, specifically designed to enablecustomers to enforce speed limits at safetycritical areas such as outside schools and in villages.

SafeZone uses the Siemens Sicore ANPR camerasystem to identify vehicles as they enter anenforcement zone, calculates the averagespeed within the zone and creates evidentialrecords for vehicles exceeding the speed limit.To minimise the impact on the existing streetscene, SafeZone cameras can be mounted onexisting street furniture, with a single cameraenforcing two lanes of traffic, either single ordual direction. SafeZone can support multi-laneand multi-entry and exit points, ensuringcustomers can use the solution for all types ofurban, rural, highway and motorway averagespeed enforcement applications.

Demand management and road user charging

We provide all forms ofroad user chargingtechnology, from CityTolling schemes that useautomatic number platerecognition (ANPR)cameras and DSRC(dedicated short rangecommunications)technologies, tonationwide Road UserCharging schemes that useGNSS (global navigationsatellite system) andmapping solutions.

Road charging in London

Siemens has worked withTransport for London toprovide the enforcementsystem for the Londoncongestion charging scheme. Siemens designed,built and installed the system that comprises ahighly resilient CongestionCharging instation,communications network,and over 1900 ANPR camerasacross 400 locations.

The system was designed to meet Home Officerequirements for automatictraffic enforcement systemsand incorporates robust and proven technologies for encryption andauthentication that canhandle millions of EvidentialRecords every day.

Pollution monitoring andLow Emission ZonesWith road vehicles being a majorcontributor of airborne pollution, there is a need to monitor roadside air quality,and for traffic managers to minimise the environmental impact of the road network.

LEZ in London

The largest Low Emission Zone (LEZ) inthe world has been designed, suppliedand installed by Siemens across GreaterLondon. Siemens was awarded thecontract for this project due to its successwith the London congestion chargescheme and its proven understanding of large-scale systems of this type. TheLow Emission Zone is implementedthrough a network of over 300 ANPRcameras communicating with dedicatedLEZ instation equipment that is operatedby Siemens.

The aim of LEZ is to improve the airquality in London by discouraging the

use of the most polluting vehicles acrossthe capital. The LEZ enforcement systemcharges high emission (polluting)vehicles, currently 12.5 tonnes or

greater, as they travel around GreaterLondon. Data shows a clear trend thatthe LEZ is delivering air quality benefitsfor Londoners.
