INTRODUCTION The traffic control recommendations in this study are based on:

• The 2009 Manual on Uniform Traffic Control Devices (MUTCD), FHWA

• A Policy on Geometric Design of Highways and Streets, AASHTO, 2018

• The Highway Capacity Manual 6th Edition, TRB, 2016

• Highway Safety Manual, 1st Edition, AASHTO, 2010

• NDDOT Traffic Operations Manual, September 2020 BACKGROUND The purpose of this study is to evaluate both directions of I-29 from RP 101.328 (north of Alton) to RP 110.933 (ND 200) to determine if any revisions are needed to improve traffic operations and safety. The study area includes two interchanges: Exit 104 (Hillsboro), Exit 111 (Mayville-Portland). The cover shows the study area. The project is a structural overlay tentatively scheduled for 2025 construction. This study also evaluates pedestrian/vehicle safety and operations at Exit 104 near Hillsboro. The City of Hillsboro is requesting pedestrian facilities crossing I-29. This would provide a pedestrian connection between the city on the east side of I-29 and new housing developments on the west side. Study Intersections Traffic Control 1. There is lighting present at the ramp intersections. Continuous lighting is present on Caledonia Ave east of the interchange.

TRAFFIC DATA Traffic data was acquired from the Roadway Data Section based on counts from 2018/2019. These counts were factored to estimate 2020 and 2040 volumes. Traffic volume details are in appendix A.

Figure 2 – Traffic Data CRASH HISTORY Crash data for the study area was collected from October 1, 2015 through September 30, 2020. Half of the crashes occurred during non-dry conditions (ice/snow/wet). Contributing factors were: too fast for conditions, speed, and weather. Most of the crashes occurred during the months of December through April. See appendix B for details on the crash data. CAPACITY ANALYSIS OF INTERSTATE SEGMENT Traffic volumes were used to perform highway capacity analysis for the segment. Segment capacity worksheets are in appendix C. PEDESTRIANS AT EXIT 104 The city of Hillsboro is requesting a pedestrian crossing over I-29 to connect to new developments on the west side of the interstate. Currently there is no pedestrian route to cross I-29. Three options are available to make this connection:

• Using existing width: by providing positive pedestrian protection on the existing structure, this option would have a 6-ft width for pedestrians, meeting ADA requirements (see figure 4 for conceptual layout).

• Widening the bridge: this option would provide a 10-ft width to meet standards for a shared-use path and would also include positive protection for both pedestrians and bicyclists.

• Construct a separate pedestrian bridge (shown in blue in figure 3) Positive pedestrian protection refers to some type of barrier separating vehicles from pedestrians (such as jersey barriers). The city of Hillsboro would need to consider how to make pedestrian and/or bicycle path connections with the developments on each side of the interstate. New pedestrian crossings at the ramp intersections are recommended to have continental style pavement markings. Pedestrian (or trail crossing) signs are recommended where traffic is turning onto the interstate.

Figure 3 – Pedestrian Concepts (shown on north side) According to the NDDOT Bridge Division, the existing structure was built in 1970 and there are at least 25 years left in the life expectancy. There are no plans on replacing the overpass and the existing structure could be widened to accommodate a 10-ft path on the north side. Providing a pedestrian facility on the existing bridge may be done by shifting the driving lanes to the south and using jersey barriers and enclosed fence to provide protection to the pedestrian facility. A concept of this is shown in figure 4.

SUMMARY Based on the capacity analysis, LOS guidance is met with the current peak hour traffic. No changes to intersection traffic control devices are recommended with this study. Exit 104 If the decision is made to provide pedestrian access to cross I-29 at Hillsboro, consider one of the following options: using existing bridge width, widen the bridge, or construct a separate pedestrian bridge. Whether or not the pedestrian path is on the existing bridge or a separate facility doesn’t not have any impact on the overall traffic operations of the area. However, a separate bridge would allow more distance between vehicle and pedestrian traffic. If the pedestrian facility is chosen to be located on the north side of the bridge, it is recommended the free-flow WB right be removed at the East Ramp. At both ramp intersections, it is recommended to provide continental crosswalk markings. Pedestrian (or trail crossing) signs are recommended where traffic is turning onto the interstate.

V1 SB in right lane at 75 mph. V2 SB in left lane came to an abrupt stop. V1 moved into the left lane to pass another vehicle. V1 struck V2 in the rear end without any braking or maneuvering.

V1 NB in right lane. V2 NB attempted to pass V1. V1 moved into left lane, failing to check blind spot and collided with V2. V2 rolled and came to rest in the east ditch.
