Memo – Traffic Plan

1. Site Location

As part of the proposed Conveyance System for the North Shore Wastewater Treatment Plant (NSWWTP), formerly known as

Lions Gate Secondary Wastewater Treatment Plant (LGSWWTP), will be located on the North Shore, will connect sewers in the

vicinity of the existing Lions Gate Waste Water Treatment Plant (LGWWTP) with the new NSWWTP on West 1st St.

This part of the Conveyance System is referred to as the North Shore Wastewater Treatment Conveyance System (Conveyance

System) is composed of the following key elements of infrastructure:

an extension to the existing Hollyburn Interceptor from the LGWWTP to the Bridge Road Pump Station (Hollyburn

Extension);

an extension to the existing Capilano trunk sewer extending from Capilano Road to the Hollyburn Interceptor near the

existing LGWWTP (Capilano Trunk);

a 900 mm forcemain extending from Bridge Road Pump Station to the eastern contract boundary near the NSWWTP

(Bridge Road Forcemain);

a 2100 mm secondary effluent pipe extending from a chamber upstream of the marine outfall at LGWWTP to the

eastern contract boundary near the NSWWTP (NSWWTP Outfall, Land Section);

a 250 mm gravity sewer serving an area west of the NSWWTP (within the District of North Vancouver) and extending

to the eastern contract boundary near the NSWWTP;

a pump station to collect sewage from the Hollyburn Extension and the Capilano Trunk and pump the combined flow to

a tie-in point at the eastern contract boundary near the NSWWTP (Bridge Road Pump Station); and

applicable utility re-locations and utility corridor crossings.

2. Existing Transportation Networks

This section provides an overview of the existing traffic network between the LGWWTP and the NSWWTP in the District of West

Vancouver (DWV), Squamish Nation IR#5 and the District of North Vancouver (DNV).

2.1 Roads

The alignment for the Conveyance System follows the CNR railway track between Bridge Road and Whonoak Road and will be

located within Right of Way (RoW) from Squamish Nation. To the east of Whonoak Road, the alignment follows

West 1st St. Refer to Figure 2 for the existing road network within the vicinity of the Conveyance System.

2.1.1 West 1st Street

West 1st St is an east-west major arterial with one travel lane in each direction. The speed limit for major

arterials in the District of North Vancouver is 50 km/h. The roadway cross section is approximately 21.4 m wide,

and includes one traffic lane in each direction, curbside parking lanes, bike lanes and a median lane dedicated to

left turns along West 1st St to provide access to businesses. The curbside lanes are also used to form right turn

lanes at Philip Ave. West 1st St connects to Garden Ave and north to Welch St, West of Garden Ave, a section

of West 1st St provides access to businesses. This dead end section of West 1st St is shown in orange dash in

Figure 2. Within the District of North Vancouver Truck Routes Map, West 1st St is an assigned truck route.

Figure 3 shows the existing cross section layout on West 1st St. The eastbound left turn lane shows that there

are traffic demands for vehicles traveling eastbound on West 1st St turning northbound on to Pemberton Ave.

2.1.2 Welch Street

Welch St parallels West 1st St, to the north, and is classified by District of North Vancouver as a minor arterial

road west of Pemberton Ave to Garden Ave. A short section of Welch St is classified as a major arterial between

Garden Ave. and Whonoak Rd. Welch St continues in the west direction till it intersects Bridge Rd to provide a

continuous east to west road access. A short section of Welch St between Mathias Rd and east of Lower

Capilano Rd is a school zone with 30km/h speed limit (shown in green dash in Figure 2). Squamish Nation's

Capilano residential community is located north of Welch St between Whonoak and Bridge Rd. The Norgate

residential community is also located north of Welch St. Several significant communities and activities are

located south of Welch St including chief Joe Mathias Centre, Youth Centre and Xwemeich'stn School (also

known as Capilano Little Ones School).

The Squamish Nation community has indicated that construction vehicles must avoid travelling along Welch St,

west of Whonoak Rd due to the proximity of an Elementary School and Community Centre. Therefore, the use

of Welch St as a construction route is not permitted.

2.1.3 Philip Avenue

Philip Ave is a north-south local road that connects Welch St. to McKeen Ave. A new road overpass has been

constructed on this road to replace the existing at-grade Pemberton Avenue rail crossing close to West 1st St. A

traffic study developed by MMM Group “Preliminary Traffic Overview – Philip Avenue Overpass Project” included

a future capacity analysis (2017) for the West 1st Street corridor. The report includes predicted traffic movements

following construction and indicates that the intersection operation at West 1st Street/Pemberton Ave will

improve significantly.

2.1.4 Bowser Avenue

Bowser Ave is a north-south cul-de-sac that is used for local business access from Welch St (refer to the yellow

dashed lines in Figure 2). It is an unmarked road for two-way traffic with parking on either side of the road.

There are multiple driveway and business entrances fronting Bowser Ave. There are no sidewalks on either side

of Bowser Ave. Pedestrians and cyclists have to share the roadway with vehicles in order to access businesses

along Bowser Ave.

2.1.5 Garden Avenue

Garden Ave is classified as a north-south major arterial road that connects Welch St. to West 1st St. Garden

Ave consists of two travel lanes, two bike lanes and a northbound parking lane (east side of Garden Ave.).

Vehicles traveling along Garden Ave. have the right of way as free flowing traffic. Two stop signs are located at

the intersection of Welch St for east and westbound traffic and another stop sign at West 1st St. for eastbound

traffic only.

2.1.6 Whonoak Road

Whonoak Rd provides access to residents north of Welch St. It is a paved road with speed humps from Lawa

Ave to Welch St. South of Welch St, Whonoak Rd is a narrow gravel road that provides access to the Norgate

Substation and the Pacific West Landscape Supply business property.

2.1.7 Lower Capilano Road

Technically the Lower Capilano Rd is not a road. It is a water easement that functions as a north to south paved

road that provides access to residents and businesses south of Marine Dr (Upper Capilano Rd connects to

Grouse Mountain north of Marine Dr). The Lower Capilano section between Marine Dr and Welch St is traffic

calmed with speed humps and has a posted speed limit of 30 km/h.

Lower Capilano Rd continues south of Welch St as a no-through road until it intersects with the CN Railway

property where it ends, providing access to the North Shore Paintball business, Chief Joe Mathias Centre and

Capilano Little Ones School. The Squamish Nation community has also indicated that the use of Capilano and

Lower Capilano Rd as construction routes and access for such activities is not permitted.

2.1.8 Bridge Road

Bridge Rd is a north to south that runs parallel and under the Lions Gate Bridge. It is a paved road that provides

access from Taylor Way to the LGWWTP. The paved section of roadway ends south of the railway crossing

then it becomes an unpaved area with no defining width. There is a locked swing gate that is located about 50m

south of the railway crossing. Access south of the locked swing gate will have restricted access (no public

access south of the locked gate).

Bridge Rd is used primarily for access to businesses (Capilano Highway Services, the LGWWTP, CN Railway,

etc.) and connects to the overpass on Taylor Way in which directs traffic into the Park Royal Shopping Center.

The Taylor Way overpass spans across the Capilano River and is not designed for heavy vehicles. Construction

vehicles are not permitted to use the overpass.

Most of the traffic that travels southbound on Bridge Rd is related to activity at the LGWWTP. The hours of

operation at the LGWWTP are between 6:30 am to 3:00 pm on Mondays to Fridays, as a result traffic is

expected to increase before and after the operating hours on weekdays.

2.2 Parking

On-street parking is permitted along the municipal streets in addition to the various private spaces for business

parking at each property lot:

West 1st St – on-street parking is permitted along the north and south side of the road;

Welch St – on-street parking is permitted on the south side only. There are two gravel lots permitted

for parking at the north side of the road;

Philip Ave – on-street parking is permitted along the east and west side of the road. There are several

driveway entrances along Philip Ave that reduces the number of available on-street parking stalls;

Garden Ave – on-street parking is permitted along the east side of Garden Ave only;

Bowser Ave – on-street parking is permitted along both sides along Bowser Ave. The road users have

established a trend to parallel park the vehicles on the west side and stall parking on the east side; and

Additionally, many of the commercial properties in the area have on-site parking lots.

2.3 Cycling

The Norgate area is crossed by multiple bicycle routes, both on and off the roadway. The Spirit Trail is a

dedicated cycle route (shared with pedestrians) spanning the North Shore. The Spirit Trail is located within

Welch Park, north of Welch St, connecting to West 1st Street east of Pemberton Ave. Further east, it crosses the

CN railway tracks using an overpass to connect to the Spirit Trail section bordering the North Shore Auto Mall. In

addition to the Spirit Trail, West 1st St and Garden Ave have cycle lanes within its cross section that can connect

to the Spirit Trail.

2.4 Pedestrians

There are sidewalks within the area between the LGWWTP and the NSWWTP, but pedestrian access is limited

due to the existing sidewalk connectivity. Welch St has continuous sidewalk on the south side for pedestrians to

travel in the east to west direction. West 1st St has a sidewalk on the north side and on the south side of West

1st St between Pemberton Ave and Philip Ave. There is significant pedestrian movement along Pemberton Ave

between Marine Dr and West 1st St, as a result of different businesses located along Pemberton Ave, the

industrial properties located at the southern end of Pemberton Ave, and transit networks located on Marine Dr.

Site observations indicate very few pedestrian movements along the north side of West 1st St. An alternative

pedestrian access would be the Spirit Trail which will provide an east to west connection, however the Spirit Trail

is also a cyclist route in which both pedestrians and cyclist will have to share the pathway. Refer to Figure 4 for

the location of sidewalks (shown in purple) and the pedestrian and cyclist share path (shown in yellow dash). A

higher volume of pedestrian movement will be expected on West 1st St between Pemberton Ave and Philip Ave

due to the Philip Ave overpass which replaces the current at-grade rail crossing at Pemberton Ave.

2.5 Transit

There are no transit services within the area between the LGWWTP and the NSWWTP. Figure 5 is an extract

from Translink's Bus Route Map for the District of North Vancouver and shows bus routes are mainly located on

Marine Dr. (http://www.translink.ca/en/Schedules-and-Maps/Transit-System-Maps.aspx)

Blue Bus Transit has a depot located on Lloyd Street. This operator provides transit services for West

Vancouver, as well as Capilano University, Downtown Vancouver, Lions Bay, North Vancouver, and UBC. These

buses use West 1st St to access service routes.

2.6 Adjacent Land Use

The area to the north of West 1st St to Welch St is mainly mixed commercial. The Squamish Nation’s Capilano

residential community and the Norgate residential community are located north of Welch St. There are

businesses located north side of West 1st St between Whonoak Rd and Pemberton Ave. The Vancouver Fraser

Port Authority (VFPA) lands and heavy industrial lands are located to the south of West 1st Street. A large

portion of Squamish Nation land (Capilano Reserve #5) is bounded by Whonoak Rd, Burrard Inlet, Marine Dr,

and west of the Lions Gate Bridge. There are commercial businesses (Curtis Paving, Talaysay Tours, and

Northshore Paintball) that are located within the Squamish Nation Reserve Land (south of Welch St). Several

significant communities and activities are also located south of Welch St including chief Joe Mathias Centre,

Youth Centre and Capilano Little Ones School. Refer to Figure 6 for the approximate boundaries of each land

classification.

Figure 6 shows the land use classification within vicinity of the Conveyance System project. Some sections are classified as industrial and commercial within the

underlying classified as Squamish Nation land (Capilano 5).

2.7 Squamish Nation Land

A large portion of the Conveyance System project is located within Squamish Nation land in the District of West Vancouver. The

south eastern part of West Vancouver is classified as the Capilano 5 First Nations Reserve Land. West Vancouver’s municipal

land use bylaws do not apply, and Squamish Nation has land use and zoning jurisdiction over their lands. West Vancouver and

Metro Vancouver provide services within Capilano 5 through agreements with the Squamish Nation. Utilizing the existing east-

west arterial road to access Bridge Rd and the LGWWTP is a potential access route option, but the Squamish Nation will not

permit additional traffic traveling through their community. Therefore, the access option to use the existing east-west arterial

road to access Bridge Rd is not a viable option. Refer to Figure 7 for the Capilano 5 reserve land.

2.8 Canadian National Railway (CN) Right-of-Way

There are multiple CN railway tracks located south of Welch St. and run in parallel to Welch St. A single CN railway track runs

west of the Lions Gate Bridge and services West Vancouver. Immediately east of the Lions Gate Bridge the CN Railway track

splits into ten railway tracks south of the Squamish Nation Land (Capilano Reserve # 5) with three railway tracks, located further

south, which appears to be dead-end tracks. As the railway tracks travel east towards Whonoak Rd and south of West 1st St,

the tracks split up into more tracks as it connects into the Philip Ave rail yard and terminal facility. The Rocky Mountaineer train

operates from the North Vancouver rail station (corner of Philip Ave and West 1st St). The railway tracks will continue to run

parallel to West 1st St. and as it approaches Philips Ave, the tracks will converge into three rail tracks as it travels further east

into the North Vancouver.

2.9 Emergency Services

West 1st St is an emergency route and is considered one of the key east to west connection routes in North Vancouver. A Fire

Hall is located on West 15th St close to Pemberton Ave. Lions Gate Hospital is located within the City of North Vancouver on

East 15th St between St. Georges Ave and St. Andrews Ave. A City of North Vancouver Fire Hall and the RCMP are both

located close to Lions Gate Hospital on St. Georges Ave, at the corners of East 13th St and East 14th St, respectively.

2.10 Destinations

Destinations that generate vehicular movements along West 1st St include Park Royal shopping center, Capilano Mall, Walmart

and North Vancouver Auto Mall. Shift changes at the shipyards also generate considerable traffic volumes along the West 1st

St corridor during specific hours. Shift changes typically occur at 7:00 a.m. and at 3:00 p.m.

2.11 Business Access

The conveyance sewer alignments are located on the south side of Welch St within the Squamish Nation Reserve Land and a

mix of commercial/light industrial businesses. The Chief Joe Mathias Centre is a significant community facility for Squamish

Nation community and it will generate traffic to the area. Business accesses are located throughout West 1st St and Welch St.

These businesses mainly have designated parking spaces/lots on their properties which are primarily accessible from Welch St.

Currently there are no business accesses from West 1st St east of Garden Ave to Philip Ave. However, CN Railway and the

Pacific West Landscape Supply have business access at the western end of West 1st St. (where West 1st becomes a dead end

road).

3. Construction Impacts

There are five proposed pipe alignments (Hollyburn Interceptor Extension, Capilano Trunk, West 1st St Sewer,

NSWWTP Outfall, and Bridge Road Forcemain) that will be newly constructed as part of the conveyance for

NSWWTP. The Capilano Trunk will be slip-lined through the North Vancouver Interceptor and will not affect the

extent of construction. The Bridge Road Pump Station will be constructed south of the Bridge Rd alignment

(south of the locked swing gate on VFPA’s RoW) where the public will not be able to access the area, as a result

the construction impact will not have an effect on traffic or the public.

The Hollyburn Interceptor Extension will connect the existing Hollyburn Interceptor sanitary sewer at the north

side of the LGWWTP and connect to the new Bridge Road Pump Station. The 2100 mm diameter NSWWTP

Outfall alignment begins at the existing outfall located at the southern end of the LGWWTP where the Lions Gate

Bridge meets the north end of the Burrard inlet. From the connection point, the NSWWTP Outfall will run under

the Lions Gate Bridge and will turn north as it parallels the Bridge till it is north of CN Rail RoW. The Bridge

Road Forcemain start at the Bridge Road Pump Station and will span in the north direction (parallel the

NSWWTP Outfall alignment) until it is north of the railway tracks.

Once the alignments are on the north side of the railway tracks, they will span east and run parallel on the north

side of the CN railway tracks until they reach Lower Capilano Rd. The NSWWTP Outfall and Bridge Road

Forcemain will continue to run on the north side as they parallel the CN railway track until Whonoak Rd then both

alignments will run on the south side of West 1st St. The NSWWTP Outfall and Bridge Road Forcemain will

continue to run on the south side as they parallel West 1st Street till they tie into the NSWWTP at Philip Ave.

The West 1st St Sewer main (250 mm diameter) will be located on the north side of West 1st St between

Whonoak Rd and Philip Ave. Refer to

Figure 9 for the Conveyance layout and Table 1 for the potential traffic impact summary.

The Bridge Road Pump Station will be constructed as part of the Conveyance System. However, the pump

station is located at the south end of Bridge Road (south of the CN railway corridor) where public access is

limited. Traffic within the area is expected to be employees of the LGWWTP and CN Rail. All construction traffic

to the pump station would use the temporary construction easement for access via Whonoak St to the site.

The construction for the conveyance alignment is expected to be linear with each section approximately 30 m in

length. Therefore, driveway impacts (business access) would be expected to be closed up to two days.

3.1 Estimated Truck Volume

Truck hauling and other construction related traffic will be at the design builder’s discretion; however, the

following provides an estimate of construction traffic for the various routes based on how the construction might

occur. Squamish Nation has dictated that construction vehicles are not permitted to use Welch St between

Whonoak Rd and Bridge Rd. Therefore, construction vehicles (trucks, equipment, etc.) are only permitted to

travel on West 1st St, Garden Ave and along the temporary construction easement (north of the CN railway from

Whonoak Rd to Bridge Rd).

The peak of the construction traffic is predicted to occur at the latter end of the 2018 construction period or about

six months after the start of construction. The peak period is expected to last approximately six months. At this

time truck traffic is likely to be in the order of 20 trucks per working day on average, with possibility of 30 trucks

during peak day activities, to and from the Pump Station site and effecting Whonoak Rd, Welch St (between

Whonoak Rd and Garden Ave), Garden Ave, and West 1st St. Outside of this period construction traffic at the

site is expected to be somewhat less than in the peak construction period.

3.2 Traffic Impact

An east-west route is required for construction vehicles to access the Bridge Road Pump Station on Bridge Rd and the Conveyance System that connects the LGWWTP/pump station to the NSWWTP. There are two possible access options due to the location of the Bridge Road Pump Station and the alignment of the conveyance sewers (see Figure 8):

Option 1 - Use Welch St between Garden Ave and Bridge Rd to access the Bridge Road Pump Station and to

exit the area; and

Option 2 - Use the temporary construction easement off Whonoak to access the Bridge Road Pump Station

and the conveyance sewers.

Option 1 would use Welch St for construction traffic since Welch St is an existing pave roadway which would

provide a connection from West 1st St to Bridge Rd. However, as previously discussed, the Squamish Nation

will not permit construction vehicles entering their community. As a result, Welch St between Whonoak Rd and

Bridge Rd is not a viable option. Construction vehicles are not permitted to use Welch, however, construction

workers traveling in their private vehicle to access the construction site are not restricted to use Welch St as their

travel route.

Option 2 would use a minimum 10m wide temporary construction easement from Whonoak Rd at Welch St to the

north side of the CN RoW corridor and connects to Bridge Rd. The minimum 10m wide temporary construction

easement is required to permit two-way truck traffic and possibly located temporary piping during construction.

The primary object for the temporary construction easement is to provide access to construction vehicles such as

heavy trucks and construction equipment. Construction workers and similar traffic would not be required to use

the temporary construction easement. The use of the temporary construction easement for construction vehicles

will significantly reduce the potential impacts on Welch. The passage of construction employee vehicles on

Welch is considered to be minor, and well within the expected daily variation that Welch would experience.

Figure 9 and Table 1 describe the expected traffic related impacts during construction.

3.3 Construction Easement

There are several active railway tracks within the vicinity of the proposed construction envelope located north of the Burrard Inlet

between Lions Gate Bridge and Whonoak Rd. According to the CN Customer Safety Handbook, a clearance distance of 25 feet

(minimum) is required from the nearest rail unless a CN representative has placed a block for train movements. The CN RoW

was approximately mapped out with the proposed alignment.

The construction of the alignments at the north side of the railway corridor will required to utilize a combination of existing and

potential new RoW to permit a construction trench for the alignments. On the north side of the rail tracks between Bridge Rd

and Lower Capilano Rd, the construction limit will required to use the existing MV RoW and a section of the potential RoW within

the Squamish Nation Land (see Figure 10 for the approximate RoW layout). Between Lower Capilano Rd and Whonoak Rd, the

construction limit will required use of the existing NVI RoW, and possibly a new section of RoW within DNV land and a section of

potential RoW within the Squamish Nation Land. The temporary construction easement will be constructed south of Welch St,

adjacent to Whonoak Rd for heavy trucks and construction equipment access only. It is recommended to use a minimum 10 m

wide RoW in order to construct a 7 m wide temporary construction easement (two 3.5 m lanes) with a minimal V-ditch on each

side of the temporary construction easement for drainage. A flag person may be required at the intersection of Welch St and

Whonoak St to manage the interaction of trucks with the other road users. Construction workers can use Welch St to arrive and

leave the construction site (see Figure 11 for the proposed RoW layout). Fencing is recommended along the construction

easement for security and to separate the construction area from the public.

3.4 Property Impacts

The construction envelope may have some minor impact to the businesses within the Squamish Nation Land. Three areas have

been identified that could potentially have impact to the business property: east of the Lions Gate Bridge, east of Capilano Rd

(North Shore Paintball), and west of Whonoak Rd (Pacific West Landscape Supply).

The area east of Lions Gate Bridge just north of the CN Railway Tracks is anticipated to have minor impacts to the businesses.

The parking area of the business might need to be adjusted due to the construction limit and the entrance/exit into the business

might need widening to the north. See Figure 12 for details.

The area east of the lower Capilano Rd (North shore Paintball) could potentially have some minor adjustments during

construction of the sewer alignments. The storage area at the end of the Lower Capilano Rd might need to be moved and north

of the railway tracks might need adjustments due to the possible construction extent. Since North Shore Paintball attracts public

users to the area, it is recommended to install a fence between the construction extent and the business property to prevent the

public from going into the construction site. If the existing CN gates are opened or removed, due diligence is required to prevent

the public from trespassing on CN property. Refer to Figure 13 for details.

The area west of Whonoak Rd could have a more significant impact. The storage area within CN Rail Intermodal Yard might

need to relocate the storage containers that are within the easement/construction extent. The entire west end of the Intermodal

Pacific West Landscape Supply might need to adjust their parking/storage area to accommodate for the close proximity of the

construction extent. See

3.5 City Street Impacts

The proposed sewer alignments will be constructed on West 1st St between Whonoak Rd and Philip Ave. The NSWWTP

Outfall and the Bridge Road Forcemain will be on the south side of West 1st St and the smaller influent gravity main will be on

the north side of West 1st St. Construction of the alignments will not have major impacts/disruptions to the businesses along

West 1st St, however the eastbound parking and possibly the eastbound bike lane along West 1st St between Garden Ave and

Philip Ave could be removed during construction. There could be some minor adjustments for business properties along West

1st St, west of Garden Ave due to the construction extent for the north side construction. The intersection at Garden Ave and

West 1st St. will need to be staged to allow single lane alternating traffic (SLAT) at the intersection to permit vehicles to travel

north and southbound along Garden Ave.

3.5.1 Pedestrian Impacts

Pedestrians will not have access along the north side of West 1st St during to construction. There are no sidewalks along the

south side of West 1st St. so pedestrians can be detoured to use the south side of Welch St. or use the shared path along the

Spirit Trail. Construction warning signs are highly recommended to be installed in advance along West 1st St to detour

pedestrians off West 1st St. and to give advanced warning to other road users for the increase in truck traffic within the area. It

is recommended to install detour and warning signs at Garden Ave and Welch St and at Philip Ave and West 1st St to give

pedestrians advanced warning. The solid red lines shown in Figure 15 represent the sidewalks that are still available for

pedestrian use during construction and the red dotted lines represent closed sidewalks.

3.5.2 Cyclists Impacts

The westbound bike lanes along West 1st St should be maintained during construction. If the eastbound bike lane on West 1st

St needs to be removed due to the extent of the construction footprint, cyclist access would be directed to use Welch St or to the

Spirit Trail. However, efforts should be made to keep both bike lanes along West 1st St open. It is recommended to install a

fence between the eastbound bike lane and the construction area to protect cyclists from the adjacent construction activities.

3.6 NSWWTP Site Construction

The proposed NSWWTP is being developed by Metro Vancouver to meet its wastewater secondary treatment obligations which

comes into effect at the end of 2020. It will be located on an existing brownfield site in the District of North Vancouver (on West

1st St. between Philip Ave and Pemberton Ave) approximately 1.7km east of the LGWWTP. Refer to Figure 16 for the

NSWWTP site location.

4. Construction Access

Construction vehicles should be restricted to major routes and designated truck routes to access the construction site, to avoid

travelling through residential areas. Construction vehicles will use the Second Narrows Bridge to access the north shore and to

exit back to the city. It is expected that construction vehicles travel from the east to access the construction site. West 1st Street

and Marine Dr are two truck routes that can be used for construction vehicles. The section of Bridge Rd, north of Welch St,

Welch St between Whonoak Rd and Bridge Rd and Capilano Rd (Upper and Lower) are not permitted to be used by

construction vehicles. Permits are required by the governing municipality and may be required by Squamish Nation before

construction vehicles can use the non-designated truck routes for access. Refer to Figure 17 for area indicating the possible

arterial routes.

An access road is required within the temporary construction access easement to provide construction vehicles to

access the sewer alignments. The existing CN access road is not permitted for access, therefore the proposed

access road will be located north of the existing CN access road and it will be within the temporary easement to avoid

infringement onto adjacent lands. The temporary construction easement will be used as an east to west access from

Whonoak Rd to Bridge Rd during construction. The temporary construction easement will be used by construction

trucks and equipment only (public access is not permitted). The access road will be removed and the land will be

rehabilitated after construction is complete.

4.1 Proposed Construction Access

The proposed Bridge Road Pump Station is located under the Lions Gate Bridge adjacent to Bridge Rd. Construction

vehicles will travel westbound on West 1st St, southbound on Whonoak Rd to the access the temporary construction

easement then westbound towards Bridge Rd to access the Bridge Road Pump Station. Bridge Rd is not a heavily

used road for access and would be used by vehicles exiting the Park Royal Shopping Center and employees from the

local businesses that are located on Bridge Rd just south of Welch St. Construction vehicles exiting from the Bridge

Road Pump Station location will have to travel eastbound onto the temporary construction easement then northbound

(adjacent to Whonoak Rd) towards Welch St. Construction vehicles are not permitted to use the Bridge Rd, Welch

St, and Capilano Rd (Upper and Lower). Construction workers can still use Bridge Rd and Welch St. Refer to Figure

18 for the route layout.

5. Mitigations and Recommendations

5.1 General Requirements

Construction activities for the sewer alignment is expected to be within the preliminary Metro Vancouver surveyed

RoW, however a temporary construction easement will be required to be built on a strip of easement north of CN

Railway’s RoW. There might be minor encroachment onto private RoW and minor disruptions to the District’s street

network. The following mitigation measures and recommendations should be applied:

Taylor Way overpass, and Bridge Rd, are not permitted to be used for construction vehicles;

Coordinate with CN Rail for ensure that the clearance distance to work near tracks is acceptable and a rail

flagger is not required since work is within the easement;

Coordinate with CN Rail regarding construction of the Conveyance System across the CN railway tracks

near the LGWWTP. Avoid construction work in the area during CN Rail’s peak operation hours;

Notify nearby businesses to inform them about the possible minor impacts to their business;

Install fences between the construction extent and the North Shore Paintball property to ensure the public

will not enter the construction site when a paintball event is active. Fencing is also recommended to be

installed along the temporary construction easement;

The south end of Lower Capilano Rd is not permitted to be used as for staging or as a turnaround area for

construction vehicles traveling along the temporary construction easement.

Notify BC Hydro that construction will be adjacent to Whonoak Rd and that construction vehicles and

equipment will be working near and under the power lines. Coordination with BC Hydro is recommended to

ensure construction activity is permitted;

Due to the restrictions to access the work site, construction vehicles (heavy trucks and equipment) must

use the temporary construction easement from Bridge Rd to Whonoak Rd (north of the CN railway tracks);

The temporary access RoW to build the temporary construction easement must be a minimum of 10m wide

to safely accommodate for two-way traffic and possibly temporary piping;

The temporary construction easement is not permitted for public use. Construction workers/laborers may

use Welch Street to access the construction site;

A flag person will be needed at the intersection of Whonoak St and Welch St to manage truck access.

During construction on West 1st St, ensure that the intersection at West 1st St and Garden Ave remains

open. Stage construction to provide SLAT, if necessary, to permit traffic flow. Only partial closure at the

intersection is permitted;

If there is sufficient space on the south side of West 1st St during construction to maintain the eastbound

bike lane, install a fence to protect cyclists from the construction activities or detour cyclists to the Spirit

Trail;

Provide advance warning signs to detour pedestrians on to Welch St or the Spirit Trail; and

Advance warning signs must be placed in advance (at least one city block) of construction areas to provide

ample notice to drivers.

5.2 Mitigations and Recommendations on Squamish Nations Reserve Land

The following mitigation measures and recommendations must be applied within the Squamish Nations Reserve

Land (approximately west of Whonoak Rd):

Welch St (between Whonoak Rd and Bridge Rd) and Capilano Rd (Upper and Lower) are not permitted to

be used for construction vehicles;

Notify the Squamish Nation about construction activities that will take place within Squamish Nation lands.

Advanced notice must be given to the Squamish Nation representative for any changes to construction

activities that could impact the Squamish Nation land;

Squamish Nation will require weekly or bi weekly updates on construction as well as attendance at weekly

construction meetings;

All applicable activities and recommendations described in section 5.1 and elsewhere in the Traffic Plan.
