Arizona’s 20th Secretary of State, Michele Reagan has transformed an an quated paper-based bureaucracy into an efficient digital state agency in less than four years. Her work to transform the Department of State has made it easier to start and run a business and she has improved public access to everything from poli cal contribu ons to genealogical records. Her efforts have earned her a leading role on the Na onal Elec on Cybersecuri-ty Task Force as a member of the Associa on of Secretaries of State as well as the Execu-

ve Board of the Lieutenant Governor’s Associa on.

Before her elec on to the state’s 2nd highest elec ve office, her experience running a small business led her to serve in state legislature where she was named Chair of the House Commerce Commi ee and later selected to lead the Elec ons Commi ee in the Senate where she fought to improve elec on integrity and ballot security.

Originally from Illinois, Secretary Reagan lives in Sco sdale.

The Arizona Secretary of State's office is charged with a number of state func ons, in-cluding serving as ac ng governor when the governor is absent from the state. Like lieu-tenant governors in other states, the Secretary of State is first in line to succeed the gov-ernor in the event of death, resigna on or removal from office.

The Secretary of State works hand-in-hand with the business community. The office is tasked with recording the partnerships of who those who do business in Arizona as well as the registra on of trade names, trademarks, telemarketers and veterans’ charitable organiza ons.

Improving the quality of life for Arizonans has been a priority of the office. The Arizona State Library, Archives and Public Records provides Arizonans access to informa on about their government, their state and their world. The informa on available from the State Library empowers ci zens to become informed ci zens.

The Address Confiden ality Program allows vic ms of domes c violence, sexual abuse or stalking to keep their residen al addresses confiden al by giving them a subs tute ad-dress.

Another important duty of the office is trustworthy, secure elec ons. The Secretary of State serves as Chief Elec on Officer for the State. One of the goals of the office is to register more voters and encourage them to become engaged in their elec ons. The office also cer fies: vo ng devices, elec on results, candidates and measures to the bal-lot, as well as the results of statewide elec ons. In addi on, we are the filing office for campaign finance and expenditure reports made by lobbyists.

The office performs a variety of administra ve func ons as well. We grant or deny use of the Great Seal of the state of Arizona, a est to all official acts of the Governor and affix the Seal on all official documents. The office commissions notaries and cer fies notarized documents going to other states or foreign countries.

Ci zens looking for informa on on legisla ve ac ons need to look no further than our office. We file chaptered bills, Senate and House memorials and resolu ons and guber-natorial vetoes.

The Arizona Address Confiden ality Program (ACP) helps vic ms of domes c violence, sexual offenses, and/or stalking from being located by the perpetrator through public records. The program provides a subs tute address and confiden al mail forwarding ser-vices to individuals and families across Arizona.

Par cipants enrolled in the program use the subs tute address instead of their real ad-dress. The subs tute address is to be used instead of a persons home, work or school address. State and local government agencies must accept the subs tute address issued by the ACP - Secretary of State’s office.

The ACP accepts all First Class, registered, cer fied and elec on mail for the par cipants and forwards to her/his real address at no cost.

The Arizona legislature established the Address Confiden ality Program within the Office of the Secretary of State. Arizona was the 27th state to create a confiden al address pro-gram. On June 4, 2012, the program began assis ng individuals and families impacted by domes c violence, sexual offenses and stalking. The Business Services Division (BSD) exists to centralize state-wide registra ons in areas of: Trade Names, Trademarks, Limited Partnerships, Limited Liability Partnerships, Lim-ited Liability Limited Partnerships, Veterans Chari es, Telephone Solicitors, Advance Di-rec ves and Uniform Commercial Code (UCC) Financing Statements. The office also trains and commissions Notaries, responds to Notary Complaints and issues Apos lles and Cer ficates of Authen ca on to our users for various fees. The services offered by BSD helps to support and enhance the Arizona business sector. In-person Notary Workshops are provided free of charge to anyone interested in learn-ing the du es and responsibili es of a notary public. Workshops are held twice monthly in Phoenix and once monthly in Tucson. Addi onally, there is an online Notary Work-shop; a short quiz follows each sec on. During Fiscal Year 2017, the Secretary of State’s Office implemented an online electronic filing system for registering Trade Names and Trademarks. The system con nues to be fine-tuned and applicants can complete their registra on, pay for it online and receive their cer ficate via email, all from the comfort of their own home. Ini al users reported increased sa sfac on; however, addi onal improvements during 2018 will complete the “user- friendliness” aspect of the system. The Election Services Division takes great pride in helping Arizona citizens register to vote and educating them about elections. In addition to maintaining the integrity of the statewide voter registration system, providing online access to polling place locations and early/provisional ballot statuses, facilitating overseas/military votes, and certifying the results of statewide elections, Election Services duties include lobbyist registration, campaign finance report filing, testing and certification of voting equipment, and issuing a General Election publicity pamphlet.

In 2017, Election Services made great advancements in eliminating archaic paper pro-cessing methods and removing obstacles to facilitate a variety of services we provide to voters, candidates, public officers, county partners and the general public. Through vari-ous technological applications, such as our candidate portal, the E-Qual application, new campaign finance reporting application, petition processing program, and Election Night Reporting systems, we have made significant improvements in efficiency, accuracy, and transparency. Additionally, we have embarked on the first steps, in collaboration with our county partners, to build a new state-of-the-art statewide voter registration system. As we move into 2018, we look forward to fine tuning these applications and expanding these systems to build uniformity of processing, security, and efficiency throughout the state.

In 2017, Library Services consolidated func ons to provide Arizonans easier access to re-sources and services. The Digital Arizona Library (DAZL) and State Library of Arizona (SLA) branches merged to become the State of Arizona Research Library. DAZL was re-tained as the name for online library resources. The Reading Room at the Capitol was closed and the move of library materials and services to the Polly Rosenbaum Archives and History Building began. This consolida on allows customers to access both Research Library and Archives resources at one loca on, with assistance from knowledgeable sub-ject specialists. Consolida on also made it possible for an administrator to work full- me providing E-rate support statewide for libraries that file e-rate applica ons. Arizona Talking Book Library con nued to serve Arizonans who are visually impaired or who cannot handle a physical book, and Library Development empowered libraries statewide with their ser-vices. All four Library Services branches either administered grant projects or partnered with other organiza ons on grants to expand library services. The Ins tute of Museum and Library Services (IMLS) awarded the State Library $3,240,303 in federal funding through the Library Services and Technology Act, and the Arizona State Legislature provided $651,400 for State Grants-in-Aid (SGIA). The Arizona State Library also received $35,000 as one of 3 state libraries in the United States selected by IMLS and the Na onal Digital Inclusion Alliance (NDIA) to be part of a pilot project that aims to increase digital inclu-sion through local digital literacy trainers. In addi on, the Na onal Endowment for the Humani es awarded a three-year $279,000 Na onal Digital Newspaper Project Grant to the State Library. Library Services collaborated with other state libraries on the Get Involved Collabora ve project, a Laura Bush 21st Century Librarian Program award from IMLS. The purpose of this project is to increase the use of skilled volunteers in public libraries. The State Li-brarian served as an Advisory Board member for the Rural Ac va on and Innova on Network, a project that supports STEM ac vi es and events in rural Arizona through a grant from The Na onal Science Founda on.

Fiscal Year 2017 Highlights: Managing a Changing Collec on Arizona Talking Book Library, a Regional Library of the Na onal Library Service for the

Blind and Physically Handicapped at the Library of Congress, served the reading needs of 6,797 qualifying Arizonans, using digital technology to expand opportuni es. Book discussion groups by telephone were offered to highlight items in the collec-

on. A endees expanded their reading interests and shared reading experiences. Instruc ons for accessing the library’s 168,611 books, 1187 movies, and hundreds of magazines and newspapers can be found on the website at h ps://www.azlibrary.gov/talkingbooks. All but newspapers, which are accessed by phone, are listed in the online catalog at h ps://klasweb.azlibrary.gov/az1aopac.

Assis ng with E-Rate Applica ons for 2017-18 The Federal Communica ons Commission (FCC) has made funding available to the E-

Rate Program on an annual recurring basis. E-Rate is administered by the Universal Service Administra ve Company (USAC), a not-for-profit administrator of the Univer-sal Service Fund. E-Rate provides discounts for telecommunica ons, Internet access and internal connec ons to eligible schools and libraries. The State Library offered training on the E-Rate rules and applica on process and assisted public library staff who applied for reimbursements. With that help, Arizona libraries applied for $3.3 million in e-rate reimbursements in April 2017.

Providing Access to Databases Over 13 million items from statewide databases (h ps://www.azlibrary.gov/dazl/

online-reference-resources) were downloaded or otherwise provided to users. Crea ng the State of Arizona Research Library A merger of the State Library of Arizona and the Digital Arizona Library (DAZL) creat-

ed the State of Arizona Research Library. The new branch is responsible for 8 print collec ons and their online counterparts, totaling over 900,000 items, many of which are available at h ps://www.azlibrary.gov/dazl. Research Library staff answered nearly 3,500 reference ques ons related to those collec ons.

Fiscal Year 2017 Highlights: Moving Public Services to the Rosenbaum Reading Room Staff packed collec ons housed at the Capitol and began a moving process that has

con nued into 2018. Access copies of the State Publica ons, law materials and Fed-eral Documents microfilm were moved to the Rosenbaum Building. New shelving for State Publica ons was installed in a climate-controlled pod, and the Rosenbaum Reading Room was refurbished with new tables, bookcases, and digital microfilm readers. The Capitol library reading room closed June 30, and customers needing ac-cess to physical documents from both the Research Library and the Archives are now being served in one accessible loca on, the Rosenbaum Reading Room (h ps://www.azsos.gov/about-office/media-center/press-releases/1250).

Growing Online Content with Addi onal Collec ons Online users accessed more than 875,000 materials. Two new portals were added to

DAZL: Arizona Government and Arizona Maps Online. The government portal consol-idates over 10 online state government informa on resources at h ps://www.azlibrary.gov/digital-arizona-library/arizona-government. Maps Online includes a variety of collec ons at h ps://www.azlibrary.gov/dazl/az-maps-online.

The Department of State’s Administra ve Rules Division (previously the Public Services Division) is the filing office for all aspects of the Administra ve Rules process that in-cludes publishing rules promulgated by state agencies. Agency rulemaking is governed by the Arizona Administra ve Procedures (Act), Title 41, Chapter 6 and the Division’s rules on rulemaking, 1 A.A.C. 1. The Division is responsible for publishing the Arizona Administra ve Register and codifying rules in the Arizona Ad-ministra ve Code. The Division is a performance-based office with measurable deadlines defined under the Act. Fiscal Year 2017 Highlights:

Under Secretary Reagan’s Green Ini a ve the division supported legisla on to elimi-nate the paper version of the Register. The Register has been posted online since 1999 in a portable document format (pdf) but was not required to be published elec-tronically. The paper version was considered the official publica on of record.

The division is now required to publish the Register in an electronic format. Under Ari-

zona’s Uniform Electronic Legal Material Act (UELMA). A subject search feature with an index of sec ons to the Arizona Administra ve Code

Fiscal Year 2017. This is 54 more rulemaking packages than in Fiscal Year 2016. The total page count for the Arizona Administra ve Register, Volume 22 (calendar

year 2016) was 3,796. The total page count for Fiscal Year 2017 Administra ve Code supplements (Supps.16-

3, 16-4, 17-1 and 17-2) was 3,851 pages.
