European Funding
• E.S.I.F. aimed at Economic Growth provided via LEPs• The European money is typically 50% of funds
needed hence need for “match” funding.• Relationship between TO – 8 and TO – 9• Funding Skills Agency (TO-10) & DWP (TO-8) is
programme match & procurement based.• Big Lottery is cash and grant based: TO-9 only.• Big Lottery Board not yet signed off. • Any legal entity can bid. • No need VCSE involvement, need have a good bid.

ESF Aware
• Cash match £11M Lottery money = £22m total• Run a two-stage competitive grants process• Offer Lottery development grants• Provide support to applicants throughout• Offer different application windows• Simplify reporting and monitoring
requirements
ESF Aware
• Outline Bid• Reduction to one bid each of 5 strands
Stage 1
ESF Aware
• Bid into outline project brief• Decisions made by national Big Lottery panel• Assess against wording of project brief so the
wording is very important• Look sign off wording with LLEP in February
2015.• General Election impact timescale.
ESF Aware
• Timescales ( provisional,hoped for/optimistic ?) :
• ESF Aware 2014/2015: CASE support; point of contact
• Applications Stage 1: June 2015 to close Sept ‘15 • Applications Stage 2: Dec. 2015 to Nov 2016• Delivery stage: Earliest release £ in Jan 2016
CASE| Co-operative and Social Enterprise Development Agency | www.case.coop
ESF Aware• Each 5 strands will have one “prime” ie lead organisation
who will manage contract with Big Lottery• Each strand has own bids; not put in a single bid across
strands • Different timescales N +3 Clawback • Prime manages local partners• Partners not sub-contractors in bid.• After start projects probably then need to be a procurement
process if change/add partners • Thoughts Ian:
– “Plug & Play” – Project Management vs infrastructure overheads
