Prior to our pause in the "north-bound

sequence" to visit Oroville City Manager Randy

Murphy, we had arrived in the City of Redding

from our stops in Corning and Anderson.

Redding is where my second-cousin Tammy

Jaramillo-Martinelli and her family live. So now,

heading north from Redding, we stop in the

historic City of Yreka. Yreka is 21 miles south of

the Oregon border.

Yreka is the county seat of Siskiyou County,

located in the Shasta Valley at an elevation of

2,500 feet above sea level. It has a current

population of about 7,290. The city is 42 mile

south of Medford, Oregon, and 227 miles north

of Sacramento.

as a software support technician for an on-line software systems company in Chico.

She joined the Chico city staff in 1994 as Community Services Officer (CSO), and in

2001 she took a Management Analyst with the Chico Police Department. In 2009

she moved to the City Manager's Office in a Management Analyst post. Deborah

earned a BA in social work from California State University, Chico, and an MS in law

from Champlain College.

The City of Yreka was

settled in 1851 and

incorporation proceedings

were completed on April

21, 1857. The people

arrived during the gold

rush of the late 1840s and 1850s. The story is that

while traveling along the Siskiyou Trail from

southern Oregon in March, 1851, Abraham

Thompson, a mule train packer, discovered

gold near Rocky Gulch. By April, 1851, 2,000

miners had arrived in "Thompson's Dry Diggins"

to test their luck, and by June, 1851, a gold rush

"boomtown" of tents, shanties and a few rough

cabins had sprung up. Several name changes

occurred until the little city was finally called

"Yreka." One story is that the name comes

from the Shasta Indian language for which

Mount Shasta is named. The word means "north

mountain" or "white mountain."

Another story is that through an accident, a

bakeshop had a canvas sign that had not yet

been put up, but was painted and stretched to

dry in the sun in such a way that the word

"BAKERY," all but the "B," showed through and

was reversed. A stranger read it wrong end first,

YREKA, and supposed that the name of the

camp, or settlement was that: "YREKA." Those

in the settlement were satisfied with the name,

and adopted it.

Reportedly, the original Yreka Bakery was

founded in 1856 by Frederick Deng. The

palindrome was recognized early on and

advertised, "Spell Yreka Bakery backwards and

you will know where to get a good loaf of

bread." An ad in the Yreka Semi-Weekly Journal

used that line o n May 23, 1863 and states that

twelve loaves sold for $1.

On the third Thursday of each November, the American Cancer

Society promotes the Great American Smokeout by encouraging

smokers to use that date to make a plan to quit, or to plan in

advance and quit smoking on that day. By quitting — even for

one day — smokers will be taking an important step towards a

healthier life – one that can lead to reducing cancer risk.

Founded in 1983 by former Finance Director and City

Managers Robert Hinderliter, who championed legislation

allowing independent verification of State Board of

Equalization sales tax records. The firm expanded and

Eventually the Yreka Bakery moved to its long-

time location on West Miner Street where it

operated under several ownerships until it

closed in 1965. The historic building, the Brown-

Prior to 1970, the City's water sources included

a number of wells and reservoirs. The

Greenhorn Dam and Reservoir was a major

source of water to the City, but the quantity of

water available during drought conditions was

questionable.

As the City grew, droughts and water shortages

began to have greater impacts, and there

were critical water shortages during the

summers of 1944, 1955, 1957, 1959, and 1966. In

1966, the City commissioned a feasibility study

to find alternative water sources. The report

recommended that the City install a water line

from a location about 23 miles northeast of the

City. Construction of the 24-inch pipeline was

completed in 1968, giving the City a safe

reliable water supply.

Yreka is known as the city where "History Lives

On." The gold-mining era is commemorated in

Yreka with a gold museum, as well as with a

remnant of a former silver mining operation in

Greenhorn Park. The Yreka Union High School

District sports mascot is a gold miner. School

colors are red and gold. Yreka High School was

the first high school in the county, founded in

1894. It currently has eleven feeder districts

which serve an approximately 1,200 square

miles of area.

In December, 1941 Yreka was named the new

Capital of the State of Jefferson. Counties from

southern Oregon and Northern California

wanted to secede from their respective states

and form a new 49th State. San Francisco

Examiner writer Stanton Delaplane received the

Pulitzer Prize for his coverage of Yreka and the

State of Jefferson in 1942. Though, of course,

not an actual State, the State of Jefferson has

existed as a state of mind for many citizens

within the northern California and southern

Oregon area for more than 155-years. The first

recorded news on the area seeking

independence was reported in the New York

Daily Times in January, 1855. Recent efforts are

no surprise to those who know the area.

Steven W. Baker is the current Yreka City

Manager. Steve served as the City Manager in

Suisun City between 1998 and 2004. He served

as the Suisun City Assistant City Manager

between 1995 and 1998. Steve joined the

Suisun City staff in the Community

Development Department in 1988. He was

appointed to the Yreka post in February, 2010.

He served as the Oakdale City Manager from

2004 to 2006, and he also served in special

City Manager position in July, 1996. Dale

began his city government career in 1975 as an

Administrative Assistant in Buena Park. In

October, 1979 Dale moved north to work as an

Administrative Assistant in Chico. In 1985 he

became the Chico Community Service

Assistant, and in 1993 his was appointed

General Services Director. In September, 1995

Dale was appointed Assistant City Manager in

Yreka, and served in that post until he was

appointed City Manager in 1996. Dale

became the Cotati City Manager in Sonoma

County in May, 2000. He then served as the

Hollister City Manager starting in 2003, and

worked there until 2004. He then moved to

Eagle Point, Oregon. Dale retired from full-time

public service in 2004. Since then he has

worked for several Oregon cities as Interim City

Manager, including: Brookings, Newport,

Phoenix, Shady Cove, Talent, Myrtle Creek, and

Gold Hill. Following his 2004 retirement he

registered as an Interim Manager with the

League of Oregon Cities. Dale earned an AS

degree from Cypress Community College, a BA

from California State University, Fullerton, and

an MPA from California State University, Chico.

ICMA's old directory books note that James L.

Dillon was appointed to the Yreka City

Manager position in 1970. The ICMA directory

shows that James was not an ICMA member. It

lists James as serving as the Yreka City

Manager until the appointment of Dale

Shaddox in 1996. The 1996-1997 ICMA Who's

Who book lists James L. Dillon as the Yreka City

Manager. The 1997-1998 book lists Dale

Shaddox. Jim was born March 30, 1929 and

passed away on June 15, 2000 at the age of

71. We found a mention that Jim served as the

Yreka Acting Planning Director in 1997. He

attended classes at the University of California,

Berkeley.

Yreka is the county seat in Siskiyou

County, California. Tom A. Odom is

the County Administrator for

Siskiyou County. In 1982 Tom served

as the Urban Development Director

in Monroe, Louisiana. He moved to the

Planning Director position in Camp Verde,

Arizona in 1985, and became the Director of

Commerce & Economic Development in

Coolidge, Arizona in 1989. Tom was appointed

Assistant City Manager in Surprise, Arizona in

1992. In 1994 Tom came to California to serve

as the City Manager of Greenfield. He left there

in 1998 when he accepted the appointment to

serve as the City Manager in Grover Beach. In

2001 Tom was selected to be the City Manager

in Lomita and he served there until November,

2009. Tom worked as the Rancho Palos Verdes

Public Works Director from 2009 until June, 2012

when he was appointed to the Chief

Administrative Officer post in Siskiyou County.

Tom earned a BA in government from the

University of Louisiana at Monroe. In 2008 Tom

received a 25-year ICMA Service Award.

We did not have much luck in our search for

information about members of the Yreka city

administrative staff, but we did find bits and

pieces, here and there.

Brian Meek served as Yreka City

Manager between 2002 and 2010.

Brian was born and raised in Yreka.

He attended the University of

California, Davis before graduating

from the University of Washington in 1971. In

1975 Brian went to work in Yreka as a CETA

employee starting out on a street paving crew,

water/sewer system repair crew, and as a

water meter reader. The story goes that upon

hearing that the City Building Inspector was

planning to retire, Brian earned his building

inspector certification through a home-study

course. He applied for the building inspector

job when it opened, and served as the Yreka

City Building Inspector for a dozen years. Brian

served a number of years on the Montague,

California City Council, and then applied for

the Yreka City Manager post. He is listed as the

Montague Mayor in the 2004 State Planning

Directory. Brian retired as the Yreka City

Manager on January 18, 2010. Brian serves of

the Board of the Shasta Regional Community

Foundation, which is a tax-exempt charitable

organization working to improve the quality of

life for the people of Shasta and Siskiyou

Counties. The Foundation was founded in 2000.

Elizabeth Casson, 55, is the current Yreka City

Clerk, Assistant City Manager and Planning

Director. She was appointed City Clerk in

March, 1989; more than 25-years ago. Liz is

listed as a member of the City Clerks

Association of California. Liz was named the

Yreka Employee of the Year in March, 2000.

This is a postcard picture of the Siskiyou County Gold

Display from 1947. This collection was displayed at

the 1939 World's Fair in San Francisco on Treasure

Island where John W. Simpson and Frances Y. Muns

met. They were later married and became my

parents. This display was intended to inform the

world that gold is a big deal in Siskiyou County. It is

said that this is the only display of its kind.

Mary Frances McHugh served as the Yreka City

Attorney for 10-years. She resigned when she

was appointed to serve as the Siskiyou County

Superior Court Executive Officer. Her last day as

Yreka City Attorney was December 7, 2012.

14-years with the City of Fresno. He joined the

Yreka staff as the Director of Public Works in

1998.

Picking Up the Pieces: We erred!

Can you believe it! Anyone who

knows us knows that this is entirely

possible...often! Point Arena is not a

new city. In fact it was

incorporated in 1908. However, the city recently

adopted the Council-Manager plan and appointed

former Eureka City Manager David Tyson as the first

City Manager in an "interim" capacity. Phil Vince is

their first full-fledged City Manager. Thank you to

Russ Leavitt of the Central Contra Costa Sanitary

District for catching our goof. Garden Grove City

Manager Matthew J. Fertal has announced his

resignation effective December 31. Matt has served

as the Garden Grove City Manager since April,

2004. Nick Wells was appointed to serve as the

Holtville City Manager in September, 2014. Prior to

that, he was the Holtville Finance Manager for a

little more than three years. Before joining the

Holtville staff, Nick worked with a planning and

engineering firm in El Centro. Nick attended Holtville

schools from Finley Elementary through graduation

from Holtville High School in 1986. He then earned a

BA from California State University, Fresno. Arroyo

Grande Administrative Services Director Deborah

Malicoat has been designated Acting City Manager

until an Interim City Manager can be named in the

wake of City Manager Steve Adams' resignation.

Debbie joined the Arroyo Grande staff in May, 2013.

Prior to that she worked for the City of San Luis

Obispo; first as the Finance Manager (2007-2012)

and then as the Utilities Business Manager (2012-

2013). Retired City Manager Bruce A. Altman

currently lives in Palm Desert, where he served as

City Manager from 1983 until 1995. John Wohlmuth is

the current Palm Desert City Manager. Bruce also

served as the City Manager in Simi Valley (1970-

1974), Brisbane (1968-1970), and Newark (1965-

1968). Bruce earned a BS from Arizona State

University. He was the recipient of a 30-year ICMA

Service Award in 1994. Desert Hot Springs appointed

Joe Tanner Jr. to serve as its' Administrative Services

Director in October, 2014. Joe is responsible for

human resources, risk management, employee

relations, information technology, finances and

fiscal operations. He reports to City Manager Martin

Magaña. Joe previously served as the Interim City

Manager in Rio Vista, California.

Cheri Ann Haggerty Lawrence, 35,

of Intergovernmental and

Community Relations, and wife of

the City Public Works Director

David Lawrence, and their

newborn son tragically died on Tuesday evening,

November 25, 2014. Cheri collapsed in her City Hall

office and ...She was appointed City Clerk in

January, 2014. Cheri jointed the Big Bear Lake staff

in November, 2005 as the city's Public Information

Officer. She earned her International Institute of

Municipal Clerks, Certified Municipal Clerk ranking in

December, 2013. She previously worked for Riverside

Transit Agency and the Orange County Rescue

Mission, Inc. She earned a BA in Communications

from California State University, Fullerton and an MA

in organizational leadership from Chapman

University. Sincere Trackdown condolences to

Cheri's family, friends and the City of Big Bear Lake.

Manhattan Beach Community Development

Director Marisa Lundstedt is the former City Planner

for the City of Oceanside. Marisa also previously

worked at the Principal Planner in Chula Vista. She

is replacing Director Richard Thompson, who is

retiring. Manhattan Beach City Manager Mark

Danaj made her selection as she has strong

experience in both the private and public sectors.

In her private time Marisa enjoys running and

cycling. Alexander P. Meyerhoff is the new

Community Development Director for the City of

Desert Hot Springs. He served as the City Manager

of Holtville between July, 2011 and September,

2014. He was the Principal Planner in Palm Springs

between 2001 and 2005; and he served as the

Community Development Director in Twentynine

Palms from 2005 to 2008. He earned a Master of Arts

in Urban Planning from the University of

California, Los Angeles (UCLA). Former

Alameda City Manager Debra Kurita served

as an Interim Deputy City Manager in Santa Ana

between April, 2013 and October, 2013. Debra

began her career as an Administrative Intern in Los

Angeles in 1979. She earned a BA from the University

of California, Davis and an MPA from the University

of Southern California (USC). She celebrated a

birthday on November 30. Debi is married to former

City Manager Keene Wilson. A Trackdown Happy

Birthday. Yreka approved surveillance cameras for

high crime area. Retired Lakeport City Manager

Randy L. Johnsen is listed on the "Banjo Hangout"

web page. His primary instruments are guitar, bass

More Pieces Picked Up: Gridley Chief

of Police Dean Price has been

appointed City Administrator, and will

serve in both posts until a new City Administrator is

recruited. City Administrator Rob Hickey served in

the City of Gridley position from September, 2008

until this month (November, 2014) when he was

dismissed without cause. Snohomish, Washington

City Manager Larry J. Bauman served as the Public

Information Officer in the City of Oceanside,

California from 1988 until 1995. He was the Shoreline,

Washington Assistant City Manager from 1996 to

2002. Riverside Assistant City Manager Belinda

Graham is among the four finalists for the City

Manager appointment in Puyallup, Washington.

She was previously a finalist for the Bellevue,

Washington City Manager post. Riverside has a

population of 310,000. She has served as ACM there

for the past 6-years. Prior to joining the Riverside

staff, Belinda worked for the County of Riverside for

9-years, including as Assistant Director of the

Economic Development Agency. Robert E. Smith,

Town Manager in Chino Valley, Arizona, is one of

the final two candidates for the City Manager

position in Marshall, Texas. Robert served as the City

Manager in San Juan Bautista, California between

1998 and 2001. Robert withdrew his application in

Marshall, and the City decided to start over in its'

search for its' next City Manager. The Acting City

Manager is Buzz Snyder. Former Hawaiian Gardens

Administrative Analyst Alma L. Reyes serves as a

Recreation Supervisor in the City of Costa Mesa.

She joined the Costa Mesa staff in January, 2011.

She was appointed to her current post in July, 2014.

Alma earned a BA from California State University,

Fullerton and an MPA from California State

University, Long Beach. Eastvale Interim City

Manager Robert Van Nort has gone on medical

leave, but is expected back in the office on

December 8. Bob appointed Public Information

Officer Michele Nissen to serve as Acting City

Manager in his absence. Former Tracy City Manager

Leon Churchill is currently an associate at

Landcastle Real Estate, Inc. in the San Francisco Bay

Area. Leon joined the Landcastle firm in October,

2014. He served as the Tracy City Manager

between May, 2008 and March, 2014. Leon earned

an MPA from the University of Kansas. Lisa Linnet is

the elected City Clerk for the City of Corning. She

also serves as an Administrative Assistant to the City

Manager. Lisa has been with Corning since August,

2000. She is a member of the City Clerks Association

of California. Arroyo Grande has accepted the

resignation of City Manager Steve Adams effective

immediately, while it the city continues to recruit for

a replacement. San Leandro City Manager Chris

Zapata Jr. began his career in Arizona serving as

the Town Manager in Superior (1991-1993), City

Manager in Eloy (1993-1995), Town Manager in

Superior (1995-1999), Eloy City Manager (1999-2000),

Utilities Director in Glendale, Arizona (2000-2002) and

Deputy City Manager in Glendale (2002-2004). Chris

came to California in 2004 to serve as the City

Manager in National City, and he served in that post

until 2012 when he moved to San Leandro. Banning

Interim City Manager Homer Croy has completed

his assignment, though the city expects to start its

City Manager recruitment over early next year.

Deputy City Manager June Overholt will serve as

Interim City Manager. June served as the Acting

City Manager from January until Homer took office

in April. Homer is only allowed to work 960 hours

during any fiscal year pursuant to CalPERS

retirement rules. Santa Maria Deputy City Manager

Andrew Tse earned an MPA from California State

University, Dominguez Hills. Andrews has previous

experience as a member of the city staffs in

Cypress, Seal Beach and Bell Gardens. He served

as the Administrative Services Manager in Cypress

between September, 2008 and June, 2014. Pamela

Arends-King is the Finance Director in the City of

Tustin. She joined the Tustin staff in January, 2009

after working as the Assistant Director of Finance &

Management Services in Santa Ana. She was the

Director of Administrative Services/Treasurer in the

City of Seal Beach from December, 1999 until

October, 2005. She earned a BS from the University

of Missouri-Saint Louis; completed post graduate

accounting at California State University,

Dominguez Hills; and an MBA from the University of

California, Irvine. Pamela is the President of the

California Society of Municipal Finance Officers

(CSMFO). Former Tracy Administrative Services

Director Jenny Haruyama is the new Assistant City

Manager in Livermore. Jenny joined the Tracy staff

in 2012 as the City's first Administrative Services

Director. Prior to Tracy, Jenny worked for the Town of

Los Gatos for about 12-years, and prior to that she

was a Senior Management Analyst in Rancho

Cucamonga. She will now work with Livermore City

Manager Marc Roberts.

Bellflower Mayor and Council Member

Randy Bomgaars has returned home from

an extended visit to the hospital. He now

has four stints and is suffering from a post-

polio restrictive lung disease, which requires him to

be on oxygen 24/7. Randy is a Past President of the

California Contract Cities Association. He continues

to serve on the Pathways Volunteer Hospice Board.

Retired American Canyon City Manager Richard

Ramirez, who founded Interim Public Management

Services (IPMS) in June, 2011, served as the Interim

City Manager in Auburn from January, to May, 2014.

in Lincoln, Paso Robles, Hemet and American

Canyon. Rich earned a BA from Humboldt State

and City Attorney Charles Parkin have been

instructed to present an Ordinance to the City

Council making it a Municipal Code violation to

own an unaltered dog. The Ordinance will also

prohibit the sale of dogs, cats or rabbits in Long

Beach pet stores unless they were acquired from a

shelter or bred by an authorized breeder. Show

dogs may be exempt. Millbrae Assistant City

Manager Steve Toler previously served as the

Assistant City Manager in Foster City. He joined the

Millbrae staff in June, 2014. He served as the Foster

City Finance Director from January, 2010 to

December, 2011. He was the IT Manager in

Cupertino between 1996 and 1997. Steve earned a

BS from California State University, Hayward, and an

MPA from California State University, East Bay. Dawn

Vincent is a Managing Director at Stifel, Nicolaus &

Company officed in the Greater Los Angeles Area.

Dawn has been with the firm since January, 1989.

She earned a BA in history and communications

from Santa Clara University. Jorge Garcia is a Senior

Management Assistant in the City of Santa Ana

starting in February, 2014. He served as the MMASC

Vice President between December, 2013 and

November, 2014. Jorge began his local government

career as a Management Analyst in Villa Park (2008-

2011) and as a Management Analyst in Fountain

Valley (2011-2014). Dunsmuir Interim City Manager

Alan Harvey has resigned unexpectedly. Deputy

City Clerk Julie Iskra was directed to develop

information on alternative ways to solicit a new

temporary City Manager. Historical American West

lawman and gambler Wyatt Earp was born on

March 19, 1848. Much of his reputation as a lawman

was earned in Tombstone, Arizona where the

famous "Gun fight at the O.K. corral" took place.

Wyatt later lived at various locations in California,

including Vidal near the Colorado River. He died in

Los Angeles on January 13, 1929.
