1. Why do we need TT-only SE?

• On 20 Oct, MTF announced that it will soon be compulsory to use either TT token or TT app to do

SafeEntry check-in. TT-only SE may be mandated as early as 1 Jan 2021*.

➢ Already implemented in some sectors with high human traffic or where individuals are expected

to be in close proximity for extended periods of time (e.g. cinemas, places of worship with more

than 100 attendees, live performances and MICE events)

• TT-only SE is required as Singapore prepares to resume larger-scale events and further reopen the

economy – strengthens contact-tracing capabilities by quickly ringfencing any cases that emerge as

a result of larger group sizes and larger-scale activities

• SE gathers only location data for contact tracing. By also having TT at venues to gather proximity

data from COVID confirmed cases, we can enhance contact tracing to identify closed contacts of

confirmed cases quickly.

*TT-only SE will be mandated only when everyone who needs a Token is able to collect one at a CC near them

2. What does TT-only SE mean to businesses when fully implemented?

1. When TT-only SE is mandated, only the TT App and TT Token modes are allowed to check in

SafeEntry at TT-only SE venues. TT-only SE may be mandated as early as 1 Jan 2021*.

2. The following existing modes of SafeEntry for visitors to enter venues will not be permitted:

i. Visitors use their phone’s camera or QR reader apps to scan the QR code which brings

them to a webform

ii. Visitors use their SingPass Mobile App to scan the QR code

iii. Visitors present the barcodes on NRIC/FIN/other IDs to be scanned by venues

iv. Visitors show their NRIC/FIN/other IDs/passport number to be manually keyed into the

app by venues

3. On the rollout date of TT-only SE, the TT-only SE mode will be automatically switched on

at the backend for all SE venues

i. Visitors checking in via phone camera, SingPass Mobile App or other QR reader apps

will be prompted with a message indicating unsuccessful check-in and that

TraceTogether is required

*TT-only SE will be mandated only when everyone who needs a Token is able to collect one at a CC near them

4. The following venues will no longer require SafeEntry for their customers/visitors when TT-only

SE starts, and to remove their SafeEntry for customers in tandem with the start of TT-only SE:

i. Venues not mandated to enforce SafeEntry for customers/visitors but have put QR

codes at shopfront without enforcing check-ins e.g. retail outlets of less than

<10,000sqft, F&B outlets without dine-ins, etc.

ii. Supermarkets and large-scale retail outlets >=10,000 sqft, if they are fully within a mall

or building that has implemented TT-only SE at their main entrances/exits

Note: For the avoidance of doubt, all workplaces, including small retail outlets, must

still implement TT-only SE for employees, associates and vendors

These venues can still participate in TT-only SE if they prefer. However, they should ensure that

they are able to accept TT Tokens as a mode of check-in. If this is not possible, they should not

deny entry to TT Token users who are not able to use other SafeEntry check-in modes.

• Schools and educational institute

• Preschools and student care centres

• Healthcare facilities e.g. hospitals, clinics, TCM clinics, complementary healthcare

facilities

• Residential and community-based care facilities e.g. nursing homes, Senior

Activity Centres, Senior Care Centres, Day Activity Centres for Persons with

Disabilities

• Retail, personal and food & beverage (F&B) services

• Malls

• Supermarkets

• Selected popular wet markets

• F&B outlets for dine-in customers

• Large retail outlets (> 930 sqm or 10,000 sqft)

• Personal care services e.g. hairdressers / barbers, spas, beauty and

wellness centres

• Facilities providing basic pet services (that do not function on a drop-off,

pick-up basis)

• Places of worship

• Funeral parlours

• Hotels

• Banks and financial institutions

• Tuition and enrichment, training centres, and other training/ class venues

• Sports and recreation

• Sports and fitness centres, including gyms, studios

• Country and recreation clubs, and registered premises of other member clubs/

societies

• Cruises

• Cultural and entertainment venues

• Live Performances

• Libraries

• Museums, exhibitions, and showrooms

• Cinemas, attractions, and other entertainment venues

• Home-based businesses that involve customers entering one’s home for a prolonged

period, e.g. private dining, hairdressing services

• MICE events

• Event venues e.g. function halls/ rooms, event lawn

1. TT-only SE will be applied to all venues mandated to enforce SafeEntry check-ins for their customers and visitors.

2. [For retail & F&B sectors] TT-only SE is not required for customers/visitors at venues outside the list below, such as smaller

retail shops and F&B outlets without dine-in. Note: For avoidance of doubt, all workplaces, including small retail outlets, must

still implement TT-only SE for their employees, associates, and vendors.

Preparing for TT-only SE

1. Venues mandated to enforce SafeEntry for their customers/visitors (public-facing)

are to implement Token check-in mode immediately

a. All existing venues are already auto-created in the SafeEntry NRIC/Token

system. Venues are to:

i. Log in their accounts at “www.SafeEntry.gov.sg > Login ” with their

business name and business email address,

ii. Retrieve their venue’s unique “branch code”,

iii. Enter the “branch code” into the SafeEntry (Business) app loaded on any

smartphone to start scanning Tokens/NRICs*, and

iv. Print and display the poster (shown on the right) to inform customers that

Token check-in is accepted#

b. Implementing Token check-in mode via smartphone is recommended, unless

venues already have laptops and prefer to use them together with a 2D

scanner.

c. Workplaces that are not customer/visitor (public-facing) do not need to

implement Token check-in mode if their employees/staff are not going to use

TT Tokens to check in after TT-only SE is mandated.

2. In Dec before TT-only SE is mandated, a new poster (shown on the right) will

be sent to venues’ business emails. It will carry the existing QR code with

updated SafeEntry instructions.

a. If venues wish to obtain the posters in advance, they can switch on the

TT-only mode inside the system settings during silent hours to generate

the new poster, and switch the feature off after.

b. Venues that have printed SafeEntry QR codes on their own collaterals

can retain them if the instructions inside do not contradict TT-only SE.

Venues can consider pasting new instructions over outdated collaterals

where possible.

3. Check for SafeEntry QR check-in passes as per normal, since successful QR check-ins can only be

made via TT App, and scan only TT Tokens

a. SE NRIC/ID scanning mode will remain available in the system as a bypass* for extenuating

circumstances only, where it is not tenable to reject entry for the individual without TT. As far as

possible, to uphold the policy of turning away individuals without TT, in order not to compromise

contact tracing.

b. Some foreigners are unable to do SE check-in via TT, and use of TT will have to be checked

manually

Foreigners entering TT-only SE establishments

• Pass holders can collect TT tokens from designated collection points (details on token.gowhere.gov.sg) or register for the TT app using their FIN number (e.g. work permit)

• Short-term visitors (non-SC/ PR/ LTP holders) to Singapore under the different travel schemes including Reciprocal Green Lane, Special Green Lane, Air Travel Pass and Air Travel Bubble arrangements are currently required to use the TT app for the duration of their stay in Singapore

• The SafeEntry check-in feature on TT app is currently not available for foreigners who registered for the app using their passport numbers. The TT app will be upgraded by end December 2020, with a new feature to record and validate passport numbers during app registration. This validation will ensure that the foreigner has indeed Singapore.

• In the interim, to enter ToS venues, foreigners who registered for the TT app using their passport numbers will need to display their active TT App, and present their passport as identification. Establishments will assist foreigners with manual SafeEntry check-in.

Using SafeEntry (Business) App to scan TT tokens

• Establishments should as far as possible use a dedicated device (e.g. phone, iPad). However, in the event that they are not able to use a dedicated device, they may use any available device to perform SE check-in and implement the necessary measures listed in the PDPC advisories (e.g. enable lock screen when the device is not in use).

• When the TT Token is scanned by SE (Business) app, the NRIC number that is captured is masked on the device so that a third party will not be able to view the full NRIC number. The data collected is not stored locally the device. Data collected via SE is stored in a Government server, which will only be accessed by the authorities when needed for preventing or controlling the transmission of COVID-19.
