1. INTRODUCTION This document is the 2nd Progress Report delivered in the frame of the “TRACECA Civil Aviation Safety, Security and Environment” project according to the Terms of Reference (chap. 7.1) and the General conditions of the Contract (art.26). It is issued one year after the contract coming into force which happened in February 2009 and six months after the first progress report. It covers the period from 1st August 2009 (T0+6) to 31st January 2010 (T0+12). The document includes:

- A narrative section (Chapters 2 to 5) which provides an overview of the project and describes the activities done during the period covered as well as the activities planned in the next 6-month period.

- A tabular section (Chapter 6) which gives information on the manpower used (Core Team

and Short Term Experts) and the expenditure spent (Air Tickets, Per-diem and other expenses) during the covered period and from the beginning of the Project.

- A set of annexes (Chapter 7) which gather significant documents (Minutes, Reports, …)

2. PROJECT SYNOPSIS & LOGFRAME 2.1 Project synopsis Project Name: TRACECA Civil Aviation Safety, Security and Environment Project Reference EUROPEAID/125350/C/SER/MULTI Contract ENPI 2008/150-669 Beneficiary countries: Direct – Armenia, Azerbaijan, Georgia, Kazakhstan, the Kyrgyz Republic, Moldova, Tajikistan, Ukraine, Uzbekistan Indirect – Bulgaria, Romania, Turkey Overall Objective: Improve air transport safety and security in the EC neighbouring countries and the Central Asian countries, in line with international and European standards in the field of civil aviation. Specific Objectives:

Introduce aviation personnel (in the sectors of safety, security and environment of the beneficiary countries) from the administration and from operators to the requirements of international conventions, resolutions and standards of the EU/EASA (European Aviation Safety Agency) and of ICAO (International Civil Aviation Organisation).

Provide aviation personnel (in the sectors of safety, security and environment of the beneficiary countries) from the administration and from operators with improved knowledge, skills and capacities in the relevant technical sectors.

Strengthen the administrative capacity of the civil aviation authorities of the beneficiary countries to further develop and to fully implement international and, where relevant, European safety standards (EU-OPS, maintenance standards, occurrence reporting and just culture, oversight tools).

Prepare the authorities of the beneficiary countries for closer relations with (Central Asia) or integration (Caucasus, Moldova, Ukraine) to Pan-European aviation structures.

Provide support measures in the context of negotiations between beneficiary countries and the European Union on aviation agreements in the fields of safety and security, and in the context of safety discussions (blacklist).

Promote closer regional cooperation between the aviation administrations of the beneficiary countries to optimise the use of scarce resources.

Requested outputs:

1. A complementary assessment and updated analysis of the situation is provided for the aviation sectors of safety, security and environment in each country.

2. A programme of training courses is implemented for aviation personnel from the administrations and operators (in the sectors of safety, security and environment) of the beneficiary countries, to strengthen their technical skills and their English language knowledge in the relevant areas.

3. A capacity-building programme in aviation safety, security and environment management systems is implemented and specific expertise support is provided, in order to develop the necessary regulatory frameworks, technical and institutional conditions, regional management and monitoring systems in line the requirements of international conventions, resolutions, recommendations and standards of the EU/EASA (European Aviation Safety Agency) and of ICAO (International Civil Aviation Organisation).

Regional and international study tours will be organised for aviation personnel (in the sectors of safety, security and environment) of the beneficiary countries, allowing networking and demonstrating the application of best practices of knowledge, skills and capacities.

4. An awareness, communication and visibility programme is defined and implemented for all aviation safety, security and environment components of the project. Activities: For production of the above outputs, the following activities will be implemented, divided into 4 Work Packages (WP): WP1

- Assessment of current situation (safety, security & environment) - Assessment of training institutions capacity - Establishment of the Work Plan

WP2 - Provision of training (safety, security & environment) - Provision of English language courses

WP3 - Organisation of management capacity-building courses to managers - Provision of expertise support to managers (safety, security & environment) - Organisation of study tours for managers

WP4 - Implementation of communication plan - Organisation of regional meetings

Target Groups: Management, technical, operational and instructional personnel working in the safety, security and environmental areas of:

The Civil Aviation Departments in the Ministries of Transport;

The Civil Aviation Authorities or other Authorities concerned with Regulation, Safety Oversight and Accident Investigation.

The Operational, technical and administrative departments of airports;

The Operational, technical and administrative departments of airlines;

The Instructional and administrative departments of those training centres, academies, schools etc. that are concerned with aviation disciplines

Recipient authorities: The recipient authorities in the Beneficiary countries are the Ministries of Transport, other state entities involved in Civil Aviation when relevant (Ministry of Finance, Ministry of Justice, etc …) and

the national Civil Aviation Authorities. In the limits of reasonable availabilities, industry will also be invited to join the activities (events, trainings …), namely air operators, maintenance & repair organisations, training institutions and design/manufacturing organisations where applicable. 3. PROJECT SUMMARY STATUS The present Chapter provides summarised lists of completed and remaining activities, with focus on those conducted in the reporting period or planned for the next reporting period. Such past and up-coming activities are described in more details in Chapter 4 hereafter. 3.1 Summary of project progress during the reporting period

(1/08/2009 to 31/01/2010) WP1 - Assessment of the aviation sector in the beneficiary countries

WP1 was completed in the previous reporting period, except translation into Russian and transmission of the Country Survey reports (Russian version, 1 per country). This was done in September.

WP2 - Training and capacity-building

Technical Training plan finalised General English Training Courses delivered, except for Uzbekistan2 Technical English Training Courses in progress (2 courses completed out of 5)

4. PROGRESS & ACTIVITIES 4.1 Project progress in reporting period

4.1.1 WP0: Management & coordination Meetings with EC institutions The following meetings/coordination actions were initiated in the period: With DG TREN for Safety A meeting was held in Brussels on the 11th of September between DG TREN and Egis Avia. The purpose of the meeting was to exchange feed-back after the survey visits done to the 9 Beneficiary countries within frame of the TRACECA project, and discuss more specifically on the support measures in the field of aviation safety to be taken by the project towards countries with carriers on the list of airlines banned within the EU4”. The meeting included a summarised review of the results of the 9 survey visits, after which the meeting focused on the key issues for the visited countries most sensitive in terms of safety. Following this meeting, two actions were launched for technical assistance in Kyrgyzstan and Kazakhstan, within frame of WP3 as described hereafter. With DG ENV – DG TREN for Environment Meetings and contacts have been taken in the area of Environment, to present the Project to relevant persons at DG-ENV. In particular these contacts and discussions were involved in agreement on the content and participation to the ETS seminar (Istanbul – 14-15 December 2009). With the EC Delegation in Kiev / EC Project Manager Regular meetings and correspondence went with the EC Programme Manager, for keeping her informed of the actions undertaken, for day to day project management and for administrative procedures linked to prior approval of incidental expenditures. Coordination with TRACECA Coordination actions were implemented with TRACECA organisation as follows:

- Meeting with General National Secretary in Kiev on the 28th October 2009 - Delivery of the Terms of References in Russian to all TRACECA National Secretaries - Regular information of all activities concerning their country. Invitation to deliver opening

speech to events held in their country - Invitation to participate to the Project events:

Coordination with Project partners Coordination actions with Partners have been implemented through the following actions:

- Regular informal contact with most of the partners Coordination with relating projects: the TEN-T Project (Ukraine): Contact was maintained with the Team Leader Mr Les Cheesman for exchange of information on the schedules and training syllabi, and invitations at the occasions of the opening Seminar and ETS seminar. Participation of the Security expert to ICAO’s conference held in Montreal (21 - 22

September) on APIS (advance passenger info systems) / Machine Readable Travel Documents (MRTD)

This conference is run on an annual basis to update delegates on security issues regarding MRTD, likely regulatory requirements that are imminent and the timescales for introduction. Over 600 Government representatives attended from across the World to hear the key note speakers and have the opportunity to speak with exhibitors and examine the latest technology available. MRTD is directly linked to APIS (advance passenger information system) which is currently mandatory for passengers travelling to the USA and Spain and will, over the next 12 months, be introduced in all EU countries, hence the development of the ‘E- Borders’ programme. This requirement will affect all beneficiary countries that operate to the EU and some, such as Ukraine and Kazakhstan, have already publicly set timescales for the introduction of such systems. The ICAO conference was attended by Government Delegates from Moldova, Turkey and Ukraine and Mr Davydov (Ukraine SAA) was one of the speakers. EDAPS Consortium, a Ukrainian registered company, were at the conference giving delegates a chance to examine the latest e-passports and document scanners that are produced in the region. EDAPS have recently been awarded a passport production contract with Interpol The security expert was able to use this information at The TRACECA seminar in Kiev thus ensuring that the delegates had the most up to date information and the contacts and information gained will also be used in WP3 and WP4 of the project. Some beneficiary countries will also need on site assistance to change from manual to automated check in systems to comply with APIS requirements and this will also be part of WP3 for the security expert. Reporting Inception Report & Progress Report nr 1 was finalised and issued on 3 & 4 September. It was distributed in its electronic and paper versions, English and Russian.

The present Draft Progress Report nr 2 was prepared and submitted in its English version. Translation into Russian and final distribution (electronic + paper) will follow after inclusion of the first comments, if any.

4.1.2 WP1 - Assessment of the aviation sector in the beneficiary countries All the country visits and writing of the relating Country Survey Reports in English had been completed at the end of the previous reporting period. The reports were sent to each country by mid-July for review, and up-dated when relevant according to comments received. The reports were then translated into Russian, during the period of August-September. Most of the countries replied and commented their reports. By and large it can be noted that the Central Asia countries and Azerbaijan waited until they received the Russian version, while the other Beneficiaries reacted as soon as they received the English version5. The so finalised reports were transmitted as follows: each country receives its own report (English + Russian) and all the reports are sent to the Programme Manager, TRACECA General Secretariat, DG-TREN & EASA (English version only for DG-TREN & EASA).

4.1.3 WP2 –Training and capacity-building Technical Training Plan Resulting from the 9 survey visits, the outcomes were analysed and identified in terms of training needs. The training needs were identified for each Country, and then consolidated. Actually it appeared that the needs are fairly common, and that the training syllabus may be proposed at Regional level, with courses common to all Beneficiary Countries. In the area of Safety however, it seemed appropriate to differentiate between those countries that endeavour to become part of the European aviation system (such as Ukraine, Georgia, Moldova or Armenia); and those countries in Central Asia where the main priority is to achieve compliance with international safety standards. For this reason the training programme in Safety includes courses that are more focused on EU rules, and some courses focused on ICAO requirements. Differentiation will be made on a case by case basis when selecting the participants to such and such course. On this basis, a full training programme has been finalised, including a description fiche for each course, and indicative schedule of delivery. This programme is given in Annex 7.2. General English Training sessions Two weeks of General Aviation English have been delivered in each beneficiary country (except for Uzbekistan6). For this, choice has been made to use local aviation institutes. This choice was led by the following main ideas:

- For most of the countries, develop local capacities to deliver English training with higher level of quality. For this the project team defined a framework to be followed by the subcontractors.

- Limit the incidental budget impact and, by such, allow the involvement of a maximum of CAA personnel (2 weeks of training for 12 personnel per country and for an expected total of 108 personnel)

For the selection of subcontractors, support of National CAAs has been requested. The relating training reports are appended in Annex 7.3. Technical English Training sessions In addition to the General Aviation English, Technical Aviation English is in the process of being delivered. This training has been split in 5 sessions of 2 weeks. Each session has a dedicated topic: Airworthiness, OPS, Licensing, Security / Dangerous Goods and Environment. These sessions have been proposed to each country for 1 or 2 participant(s), depending on the size of the Authority, per domain for a total of 12 participants. ICAO Institute in Kiev has been subcontracted for these training sessions. Courses have been delivered in Kiev, Almaty & Tbilisi. At closing date of the reporting period, the courses of Licensing and Security were completed, respectively in Kiev (12-23 Jan.) and Almaty (12-23 Jan.). The courses on OPS and Environment were started and are in progress, respectively in Kiev (25/1 to 5/2) and Tbilisi (25/1 to 5/2). The course on Airworthiness is ready to be delivered in Kiev 8-19 February. Progress N°3 report will include the relating training reports.

4.1.4 WP3 – Capacity-building in management and expertise support Management Training Plan A first draft of the Management training programme has been developed. This programme is given in Annex7.4. It will be presented for discussion to the Steering Committee members during their meeting in February. Opening Seminar in Kiev, October 27 & 28 A two day seminar was held at the Hotel RUS in Kiev and invitations extended to The Ministry of Transport and Civil Aviation Authorities of each of the beneficiary countries. Invites were also extended to representatives of the EU delegation in Ukraine and TRACECA coordinators. The TRACECA project team organised all the logistics for this event, including accommodation, travel arrangements and venue hire and there was no cost implication for any of the beneficiary countries. Most of the beneficiary countries accepted the invitations and attended the seminar which was later judged by all to have been a success and worthwhile to achieve the aims of the project.

The strategic objectives of the seminar were identified during the assessment phase of this project when it became apparent that the support of this group would be essential in ensuring the success of the training and capacity building programme. The seminar was used to identify contact points and steering committee members from each of the beneficiary countries which will greatly enhance the efficiency of the next phases of the project (Re. Annex 7.7 for listing of Steering Committee members and Focal Points per country) It also served to promote the visibility and awareness profile of the team and the project and gave the delegates the opportunity to interact on a ‘one to one’ basis with the core team experts and discuss each countries specific needs in the areas of safety, security and environment. Each area of safety, security and environment was allocated a half day period during which updates in each field were presented together with the proposals for the next phases of the project. Inputs of outside speakers in topical areas such as new cargo security screening procedures and the introduction of electronic passports and machine readable travel documents were also included. One of the strategic objectives of the TRACECA project is to encourage dialogue and cooperation on a regional basis between the beneficiary countries and some progress was made in this respect during the seminar. This seminar was seen as a stepping stone to ensure success in the next phases of the project and the feedback after the event has indicated this has been achieved. International EASA ICF Legal Workshop – Brussels, October 12-14 (EASA event) In October 2008, EASA gathered the Civil Aviation Authorities and regional organisations making use of the European regulations in the "EASA International Cooperation Forum" ICF. As a result of this forum a number of technical activities and events were decided in order to create synergy and bring assistance to all the CAA and organisations part of this forum (Re.: http://www.easa.europa.eu/29102008EASA_ICF/documentation.html). One key action was the organisation of a dedicated workshop on the Legal Aspects of adopting or adapting the European Regulations be it the implementation in a national framework or in a regional system. This workshop was held in Brussels on October 12-14. To facilitate venue for the Beneficiaries of our Project, stakeholders from all Beneficiary Countries were invited by the Project to participate to the event. The global participation was very important: 62 persons attended, coming from National Aviation Authorities of Africa, America, Asia and Europe. From the TRACECA Civil Aviation Project 7 persons participated, coming from 6 Beneficiary Countries (Azerbaijan, Georgia, Kyrgyzstan, Ukraine, Tajikistan and Turkey). The objectives of the workshop were the following:

Present the EU and EASA legal system in order to develop an understanding on the rationale between the EASA regulations structure.

Present the key elements for adopting or adapting the EASA regulations in a different legal environment for (1) Countries having signed an agreement wit the EU to join the EASA system, (2) Countries willing to adopt/adapt EASA regulations into their national framework and (3) Regional organizations

Provide a forum of exchange for the different countries/organisations having implemented the EU regulations into their system.

The first day was organised in a plenary session where speakers from EASA, the European Commission, European Member States and several countries and regional organisations had a chance to present their views and exchange on the implementation of the EU regulations. The second day was devoted to specific workshops focused in more concrete needs of the attendance.

- One session was dedicated to the specific aspects of those countries that already signed an agreement with the EU to join EASA system. The workshop was organised in form of panel.

- The second parallel session was dedicated to countries willing to adapt or adopt European Union Aviation Safety Regulations into their national or regional system.

The third day was a plenary session where the conclusions of the two parallel sessions were shared and a general wrap-up and follow-up actions were agreed upon. Main conclusions of Workshop dedicated to “Countries having signed an agreement with the EU to join the EASA system” were:

- To ask EASA to provide updated information of Check Lists (ICAO Annex 8, part of Annex 1 and Annex 6) to allow share information on ICAO compliance as requested by many attendees.

- To propose EASA to upload to SINAPSE web the final recommendations provided by EC to Member States on ICAO State Letters.

In the framework of the ECAA: - To strengthen co-operation between ECAA authorities on Directives and new EC regulations,

with support from EASA - Request clarification on how and when « transfer competence to EASA » will be performed - The meeting arrived to consensus on the fact that there is no need for transposition of “soft

law” and furthermore no obligation for translation Main Conclusions of Workshop focus on “Countries willing to adapt/adopt EU Aviation Safety Regulations into their national System and Regional organisations”:

- Adaptation/adoption process clearly requires further understanding and awareness. It was agreed that this kind of events should continue.

- Regional organisations should determine the level of integration they wish to achieve, based on which one can then understand the particular needs. The requirements are not always the same for all.

- There is a need of a follow-up Workshop on Legal Aspects: Focused and specific to the “techniques” of legal implementation

- Need for legal support for the Regional Organisations that endeavour to strengthen their integration. The process from JAA to EASA can be a good example but this matter should be studied case by case depending on the regional organisation affected

- The workshop supported the proposal to prepare a Booklet to help states/organisations in importing the EU regulations. The initial proposal for the main content made by EASA was approved.

ETS seminar 14 & 15 December in Istanbul, Turkey TRACECA Civil Aviation Project organised the Aviation ETS seminar which was held in Istanbul 14-15th December 2009 as part of Work Package 3. The seminar benefited of wide attendance from Beneficiaries and high level experts from EU officials, the top 2 ETS reporting country ministry levels (UK and Germany), industries (NATS, EUROCONTROL), airlines organisations (IATA, TAROM), experts from organisations and expert consultants (SABRE, SITA, DLR, Lufthansa Consulting).

During the assessment phase in WP1 for environmental issues, one of the main areas to improve was found to be the lack of information on aviation inclusion to European ETS. Given the deadline of ETS implementation for third countries, it is foreseen to be foremost important issue to tackle. Therefore the seminar was organised for TRACECA Beneficiary Countries in Istanbul, dealing with the issues surrounding “Aviation Environment and ETS” covering the discussions on aviation inclusion to emission trading system and European Climate Change policy issues. Target groups were; TRACECA region Civil Aviation Authorities, Airlines and other interested parties from the region; The speakers were chosen among EU officials, international and European experts. The great participation of both Beneficiaries and experts offered the unique opportunity to meet the important players within targeted organisations to understand the ETS issues and climate change. More than 50 people participated to the seminar. Except Uzbekistan all TRACECA beneficiary countries sent representatives to the seminar (both high and technical levels) The seminar was welcomed as big success by participants and speakers. It provided crucial information about the necessary implementation process and how the Reporting Member States are dealing with the issue. Two days seminar provided both high level (during the Day 1) and technical level (during Day 2) information to beneficiaries. Presentations will be a key tool to understand and create knowledge awareness for the ETS. Specific page in the TRACECA website is created to transfer the knowledge including both days’ presentations (http://www.tracecacivilaviation.org/ets-seminar.html). In addition technical ETS guidebook was prepared and distributed to Seminar participants. Full report of the seminar is appended in Annex 7.8. As a result of the workshop, it is expected that all TRACECA Beneficiary participants will distribute and transfer the knowledge to related organisations and experts related to aviation inclusion to ETS. It is also recommended to organise country based events or workshops, by inviting all national airlines to understand the issues. This can be done in collaboration with EU delegations in each country. Technical Assistance in Kyrgyzstan A Short-Term mission was conducted from 5 to 11 December in Bishkek for Technical Assistance to the Kyrgyz Republic, in line with the conclusions of the meeting held in Brussels on the 11th of September with DG TREN (see section 4.1.1 here-above). The purpose of the mission was to assist to the Kyrgyz aviation authorities in establishing an acceptable Corrective Action Plan (CAP) and drafting a roadmap towards the establishment of a sustainable safety oversight system in the Kyrgyz Republic. The scope is to achieve full application of ICAO Standards and Recommended Practices in the field of safety oversight, and in particular:

1) Contribute to the design / review of relating Corrective Action Plan 2) Study possible contributions / projects (TRACECA Civil Aviation, ICAO, EC Delegation,

etc.), to support the development of aviation safety in the Kyrgyz Republic; 3) Propose an aviation safety oversight improvement roadmap for the Kyrgyz Republic.

The mission report drawn by the expert who conducted the mission is appended in Annex 7.5.

A Communication Plan was developed for proper dissemination of information regarding the project. The Plan is based on the “Communication and Visibility Manual for EU External Actions” (July 2009). The main Communication vectors identified are the web site, press releases in collaboration with local EC Delegations and News letters. All supports should be bi-lingual. The Communication Plan is given in Annex 7.6. Communication plan implementation: Website The website has been prepared and is ready for use. Info on the first events is now published on the site. Fore more info, see http://www.tracecacivilaviation.org/ Communication plan implementation: Newsletter Newsletter nr 1 is in preparation. An electronic version will be made accessible on the website. TV Broadcast of the Opening seminar The Opening seminar held in Kiev in October gave the project the opportunity to provide some information about the project. This action was done in collaboration with the Communication Officer of the EC Delegation in Ukraine. As a result of the press release issuing, interviews were organized with 2 Ukrainian TV. Later on, interviews were broadcasted at a national level on Ukrainian TV. The same kind of collaboration was and will be done for each major event of the project such as for the ETS seminar held in Istanbul in December.

4.2 Activities planned for next reporting period The following activities are planned to start in the next 6 months period:

4.2.1 WP0: Management & coordination Steering Committee meetings In February and in end of the period, two Steering Committees will be organised. These events will be organised to help the involvement of the Project partners to define the actions and the promotion of the project. In order to avoid overloading Steering Committee members, these events should last only one day. February meeting agenda should be the following:

- Presentation of the last evolution in the Core Team - Presentation of the activities during the finishing reporting period - Presentation of the Technical Training agenda starting in February and finishing in November

2010 - Presentation of the Management Course program draft, exchange of ideas

Second meeting agenda should be the following:

- Presentation of the activities during the finishing period - Presentation of the Forecast activities for the coming 6 months period - Miscellaneous (to be defined later, according to Participants’ further requests)

Coordination with other projects The coordination meetings will be continued for the Ukraine TEN-T project. Contacts will also be established with relevant representatives of the new projects starting in other beneficiary countries, with help of the TRACECA General Secretariat and EU Delegations in the countries. Management Training Plan A first draft of the Management training programme will be presented at the Steering Committee meeting planned next February in Kiev. A second draft of the Management training programme will be presented at the second Steering Committee meeting. This new programme will integrate the comments done during the first meeting held in February in Kiev. Reporting Progress Report N°3 will be prepared and issued, in its English and Russian versions.

4.2.2 WP2 - Training and capacity-building Technical Training sessions

The Technical training sessions will be starting in the next 6 months period according to the Training Plan presented in Annex 7.2. The courses delivered during this period will cover part of the total list of courses planned in the areas of Licensing (PEL), Flight Operations (OPS), Airworthiness (AIRW), Environment (ENV) and Security (SEC). Courses planned in July

1 week in Kiev for the following courses in the area of SAFETY (Flight Operations): o 7/OPS (4 day course) - "Safety Assessment of Foreign Aircraft (SAFA)" o 8/OPS (1 day workshop, to be organised 3 times) - "Airline seminar on SAFA

requirements, quality system and general management" As a whole, the standard duration for each course is 1 to 3 days. When applicable, the shortest courses (lasting 1 or 2 days) are combined with other courses dedicated to the same group of participants, so as to organise them as part of one training session lasting 4 to 6 days. In each case the trainers are selected on a case by case basis. They can be either training experts identified as adequate within the contractor’s staff (Consortium members), or subcontractors selected among recognised training organisations. Whenever possible, preference is given to Russian speaking trainers. In particular, valuable competence and involvement was identified at the ICAO Institute, at the National Aviation University in Kiev.

The courses are organised in the region, where adequate training / hosting facilities were identified, particularly in Kiev, Almaty, Baku and Tbilisi. Each training is open to candidates from the hosting and non-hosting beneficiary countries. For the non-hosting beneficiary countries, the travel and living expenses will be born by the project. The courses will be delivered as much as possible in Russian, or otherwise in English with use of interpreter(s). The figure here-below provides a global overview the trainings planned for the next period:

4.2.3 WP3 - Capacity-building in management and expertise support Management Training programme The Management training programme will be finalised during that period to be implemented in the fourth and sixth semesters of the project. Training Plan draft is presented in Annex 7.4. Provision of Specific Expertise Support (Technical Assistance) Due to the large number of beneficiaries, the project has a limited number of Short Term Expert days available for technical assistance. It represents an average of 50 days per beneficiary country. Choice has been made to dedicate the majority of this workforce to Safety and Institutional assistance. At present stage, the following Technical Assistance missions are planned for the next period

o Short Term mission to Kazakhstan for institutional support to the Authority

During the Site Survey conducted in Kazakhstan last March (re. WP1 - Assessment of the aviation sector in the beneficiary countries), major issues appeared in terms of understaffing of the Authority, and need for increased effort to reform the Civil Aviation bodies and strengthen the institution as well as its safety oversight capacity considering the number of carriers certified in the country. In the meantime it happened that all Kazakh carriers but one were put on the list of airlines banned within the EU, and the remaining Air Astana is subject to operating restrictions (on Annex B). From ICAO reports it appears that the Kazakh government has to re-think the whole safety system. Re-thinking means structuring the whole Regulation, Authority, etc … The probable timeframe for achieving that is 2 to 5 years. To that effect, it is necessary to:

o identify the exact state where the CAA stands o establish reasonable targets. o develop a corrective action plan o reform the sector

It must be noted that the EU assessments of third country carriers or administrations are made vs international standards. Therefore a target of compliance with ICAO is more important for the time being than alignment with EU standards. Starting the reform process is a high priority for Kazakhstan. This will require support in the form of Technical Assistance missions. To initiate this process, a short term mission for institutional support was proposed within frame of WP3. An expert was identified and his CV was submitted to the EU Delegation. Definition of the mission is in the process of being finalised, and the mission should take place in Astana & Almaty, indicatively next March. o Short Term mission to Georgia for assistance to re-structuring the Authority During the Site Survey conducted in Georgia last April (re. WP1 - Assessment of the aviation sector in the beneficiary countries), it was noted that increased development of the traffic to/from EU destination is of significant importance for Georgia, and in this sense cooperation and support from the EU within frame of the project is largely appreciated. Contacts between Georgia and the EU had already been initiated for a while, and the European Commission recently opened negotiations on a comprehensive air transport agreement with Georgia opening of the market and application of the EU rules. A horizontal agreement has been already signed. After having had several reorganisations, the Authorities identified an immediate need for re-writing / translating appropriate Aviation Law. There is a need for assistance in this matter, and the authorities are responsive. In view of such assistance, a short term mission for institutional support was proposed within frame of WP3. Definition of the mission is in progress, and the mission should take place in Tbilisi, indicatively next March or April. o Short Term missions for Technical Assistance in the area of Security Resulting from the site surveys, a need appeared for the following short term assistance missions in the area of Security, planned to start in the next reporting period:

o Development of National Aviation Security Programme (NASP) for 3 beneficiary

countries. This is to include update of current programme and will reflect the recent

changes outlined in Regulation EC 300/2008. These regulations need to be developed before 29 April 2010.

o On site assistance to Ukraine SAA and Bosipryl airport management with development of HBS (Hold baggage screening) which is currently being installed. This will incorporate operating protocols and contingency planning manuals.

o On site assessment and technical assistance for 2 beneficiary countries who have expressed the wish to install millimetric wave full body scanner systems. This will also include health and safety considerations, human rights implications and will be the subject of a study tour to an EU airport currently using this system to examine the problems encountered when it was introduced. This is particularly relevant in light of recent events where a suspect managed to get past screening with an explosive (PETN) which would have been detected by this technology.

4.2.4 WP4 - Safety, security and environment visibility, awareness and communication programme

Communication - Website In the next period, the following actions will be performed relating to the Project Website that was designed and made available since the end of the present reporting period:

o Translate into Russian the pages already existing in their English version o Feed the site with full info on the past events / trainings, in the English and Russian pages o Feed the site with info on the next planned events / trainings, in the English and Russian pages o Include on the site the full training plan in the English and Russian pages, and provide the

possibility of on-line application o Initiate a process of statistics on the number of accesses to the site and pages visited o Offer the possibility to download the newsletters and miscellaneous publications o Constantly keep the TRACECA General Secretariat informed of the up-dates for coordination

with the TRACECA general Website. Communication – Newsletter

o Prepare and issue Newsletter nr 2, developing current information on the activities of the period, and using possible feedback from Newsletter nr 1.

5. MISCELLANEOUS 5.1 Case of Uzbekistan Up to now, Uzbekistan did not participate to the project activities. This is due to refusal of project endorsement by the Transport Minister Cabinet. Contacts have been taken with Europa House and TRACECA organisation. Several actions to Europa House have been done to promote the project. The Contractor’s Project Manager keeps close contact with Europa House, and provides his best support to provide them with any useful documentation, including translating into Russian of the Terms of Reference. Nevertheless, no practical result was seen up to now. Their General English session was consequently withheld to be specially delivered in Tashkent at receipt of Uzbek's green light. The Technical English sessions, first Technical Training course (FCL) and Project events had to be conducted with no Uzbek participants. 5.2 Participation of TRACECA Permanent Secretariat The Secretary General of TRACECA asked by letter to allow the participation of the Permanent Secretariat to all activities organised within the project. The project also is pleased to integrate in its aviation related activities the Permanent Secretariat. All expenses for such participation will be taken in charge by the project according to the procedure put in place. 5.3 Case of Kazakhstan The project planned to provide technical assistance to support the Transport Ministry of Kazakhstan to restructure its administration. For this contacts should be taken at high level. It seemed uneasy to get such contacts through the help of the TRACECA National Secretary, but the local EC Delegation as well as DG-TREN appeared to be helpful in this matter and new attempts are in progress. 5.4 Management courses In Annex 7.4, a first draft of the forecasted Management courses is presented. This will be presented to the Steering Committee for getting their advice and approval on the activities’ design. More details are given within the Annex 7.4. By and large, the following guidelines have been developed:

- Split the capacity building activities into three levels for each Authority: Top Management, Middle management and Training management. A third of activities will be dedicated to each group.
