Effective Human Resource Management is essential to drive a business organization forward and to respond to the needs of its personnel. Human Recource Managment is a key mission for an organization wishing to maintain its competitiveness in its business area and to comply with the 12th National Economic and Social Development Plan (2017-2021) which continues the development objectives from the previous development plan in order to create an integration of all aspects of the development on the principle of moderation and reasonableness and to emphasize “human resource as the center of development” for national security and the moral and intellectual development of people of all ages to enhance their potential and creativity which will consequently strengthen the competitive potential of the production and service sector in the labor market of Thailand 4.0. The 21st-century learning skills emphasize the concept of outcome-based learning that incorporates student-centered learning with teachers acting as facilitators, activity-based learning, problem-based learning, project-based learning, profession-based learning and service-based learning. The teaching and learning concept of the 21st century and the education in the age of Thailand 4.0, therefore, lead to “the development of learners’ full potential and ability to create innovations”.

Managers in all types of business are responsible for making plans, bringing order to their organizations, as well as recruiting, leading and as controlling the personnel. Human Resource Management requires specialized knowledge, skills and mindset in tasks such as personnel admission, recruitment, development, renumertaion, evaluation and assessment and professional development. In addition, the personnel administration unit plays a key role in supporting the organization’s work towards the achievement of its goals by coordinating with all employees in the implementation of the organization’s policy. The personnel management officers provide services to all employees with the cooperation of higher-level administrators in designing management strategies and providing support to the organization through the process of employment, development, assessment, rewarding, promotion and discipline.

Global trends such as globalization, fast technological development and changes of rules, regulations and laws are highly dynamic in the highly competitive business context.

These trends have a great impact on Human Resource Management in terms of workforce diversity, nature of work, service society and human capital.

These changes inspired the revision of the Human Resource Management Program, conducted by Naresuan University International College (NUIC), one of only three universities in Thailand that offer the International Program in Human Resource Management. The program revision aims to meet new demands in personnel management focusing on the effectiveness of “human capital”, the interest of all stakeholders, and the business advancement in a borderless world for the graduates careers in Thailand, ASEAN countries and beyond.

12. External Factors and/or Development Considered in Program Planning 12.1 Economic Circumstances/Development 12.1.1 The economy of the present day is still recovering from a recession. Workplaces, therefore, are in need of quality, able and skilled workers, especially those in the field of Human Resource Management who can assist administrators in the recruitment, training and development of employees in various departments to increase their potential and ability to compete and to create good relations between employees and administrators as well as among the employees themselves and reduce friction from labor strikes and wage protests. 12.1.2 In the age of high economic competition, companies, businesses and industries all require personnel who have the knowledge and ability in Human Resource Management to train and develop the personnel to increase their competitiveness, reduce production costs and enhance operations for better competition inside and outside the country. 12.2 Social and Cultural Circumstances/Development Companies and factories employ people who are diverse in terms of gender, age, qualifications and culture and need proficient human resource officers to coordinate the diversity, generate good understanding and reduce organizational conflicts. Moreover, organizations make use of new technology in their operation. These changes often meet with resistance from workers, which prevents the organizations from achieving their goals. For this reason, it is necessary for organizations to have employees who are able to understand the changes and help reduce such friction and, most importantly, help the organizaitons to increase their employees’ potentiality.

Impacts of Factors in 12 on Program Development and Its Relevance to Institutional Missions 13.1 Program Development The program development focuses on the development of learners’ potential, knowledge, skills and ability in Human Resource Management, the promotion of learners’ 21st-century learning skills that emphasize outcome-based education, student-centered learning, activity-based learning, problem-based learning, project-based learning, profession-based learning, and service-based learning. The teaching and learning concept of the 21st century and the education in the age of Thailand 4.0, therefore, lead to “the development of learners’ full potential and ability to create innovations”. In addition, the program enables students to add to their learning and professional experience from entrepreneurs, to increase their foreign language proficiency and communicative technology ability, and to develop their organizational communication and cognitive skills to nurture positive attitude towards professional engagement and self-directed lifelong learning. Global trends such as globalization, fast technological development and changes of rules, regulations and laws are highly dynamic in the highly competitive business context. These trends have a great impact on Human Resource Management in terms of workforce diversity, nature of work, service society and human capital. The program provides contents and practices to keep pace with these trends to make the graduates ready for work in all types of organizations from the local level to the international level. 13.2 Its Relevance to Institutional Missions The program integrates its learning and teaching, research and academic services to meet the demands of the public and private sectors. Its aim is to produce graduates with qualifications specified by the university. The program’s objectives are in line with the university’s mission to produce graduates who excel at work, human relations, cognitive skills, life skills and problem-solving skills. The instruction emphasizes both theory and practice to give the students hands-on experience and understanding of the business mechanism and professional world. Moreover, the pedagogy instills morality and ethics, self-directed learning and adjustment to social and technological changes to make the graduates ready for work in all types of organizations from the local level to the international level.

Philosophy, Significance and Objectives of the Program 1.1 Program Philosophy The Human Resource Management Program emphasizes the production of quality graduates to serve as key mechanisms for successful business advancement in the age of globalization. 1.2 Program Objectives To produce graduates with the following characteristics: 1.2.1 Knowledge, skills and principles in Human Resource Management 1.2.2 Critical conscience of the value of Human Resource Management; and understanding of theories and principles that lead to practical guidelines related to real case studies in personnel administration 1.2.3 Knowledge of key new developments in Human Resource Management 1.3 Program Characteristics The specialized identity of Naresuan University International College students lies in their knowledge and ability to use English for communication. The special characteristics of students in the Human Resource Management Program include their positive work attitude, Human Resource Management proficiency in both public and private sectors, and knowledge of a third language that broadens their professional opportunities. 2. 1. Design courses to cover the knowledge of Human Resource Management specified by Department of Human Resource Management, VA, USA. (DHRM)

The course contents cover current issues of Human Resource Management. Each course meets the international standards and presents a paradigm comparable to that of the global business context and leading organizations.

2. Set operation and budget plans to invite guest lecturers who have experience in Human Resource Management to give special lectures in specialization courses at least once every semester

- Recruit and contact experts in Human Resource Management whose qualifications meet the criteria of Thailand Qualifications Framework to compile a directory of guest lecturers and their biographies.

3. Provide courses that enhance the development of the thinking concept in Human Resource Management.

Student Recruitment The student recruitment follows the systems set by the following: (1) Office of Higher Education Commission (OHEC), or (2) Naresuan University, or (3) NUIC

2.3 Limitations of Newly Enrolled Students Newly enrolled students could face common challenges related to the required adjustment from the familiar learning context in school to the learning context of the university. The use of English as a medium of instruction and communication and as a criterion of assessment could affect the understanding of course contents in students with insufficient background of the English language. Consequently, the lack of the English proficiency could hinder their comprehension of more advanced contents and pose as an obstacle to their learning. In addition, the use of English in all lessons, textbooks, documents and exams requires the students to adjust from their previous school experience and could result in their academic limitations. 2.4 Strategies to Resolve Students’ Limitations in 2.3 - Provide an orientation for new students to guide them to set life goals and to introduce them to the techniques of studying in a university and time management. - Assign academic advisors to every student so that the advisors can provie close supervision and advice.

Students must be moral and ethical in order to live happily with others in the society and to contribute to public good. Lecturers need to integrate the following 6 aspects to foster their students’ moral and ethical development together with their intellectual development. The lecturers themselves must also demonstrate these moral and ethical aspects. 2.1.1 Demonstration of honesty, professional ethics and discipline, and respect for institutional and social rules and regulations 2.1.2 Demonstration of the ability to serve as both leaders and followers, to work as a team, to resolve conflicts and to prioritize different issues 2.1.3 Demonstration of positive work attitude, professional morality and ethics and consistent interactions with others 2.1.4 Demonstration of dutifulness, conscientious leadership and membership, and participation in role model development 2.2.1.2 Teaching Strategies for the Development of the Learning Outcomes for Morality and Ethics 2.2.1.2.1 Set class attendance, punctuality and university dress code as part of the organizational culture to instill discipline in students.

Lecturers must train their students to think logically so that they understand the cause of a problem and can solve it using their own concept. The lessons must not emphasize rote learning. Each course in the program responds to certain learning outcomes (as specified in Section 4, Number 2) as either its primary responsibility or its secondary responsibility. Not all courses respond to all learning outcomes. The information can be provided as an appendix.

Section 5 Student Evaluation Criteria 1. Grading Rules/Guidelines Students are graded according to Naresuan University Regulations for Undergraduate Studies 2. Standard Verification Process for Student Achievment 2.1 Standard Verification of Learning Outcomes before Graduation 2.1.1 Appoint an academic committee to verify the course syllabi, lesson plans and tests of all courses in each semester and to ascertain that the evaluation and assessment methods in the courses are practical and applicable and that the lecturers or those in charge of the courses have addressed issues related to the standard of the outcomes of the courses. 2.1.2 Arrange to have the learning outcomes evaluated by the workplaces, work supervisors and university supervisors. 2.2 Standard Verification of Learning Outcomes after Graduation 2.2.1 Survey the employment status of the graduates and their opinions on the program and the management of the teaching and learning. Conduct a survey with each batch of graduates in terms of the length of time for job hunting, opinions on their knowledge and ability, and confidence in their career. 2.2.2 Survey the employers’ satisfaction in terms of the graduates’ readiness to work and knowledge of their field of study as well as of the fields related to their career and the employer’s suggestions for improving the quality of the program.

3. Graduation Requirements 3.1 In order to qualify for graduation, students must meet all of

the following criteria: 3.1.1 All courses completed according to the conditions

specified by the program with no I or P remaining in the grade results 3.1.2 A minimum of 2.00 CUM-GPA 3.1.3 A maximum of 8 academic years of study time 3.1.4 Completion of study not before enrolling in 6 semesters

of full-time study , with the exception of students under special agreements with other Thai and foreign institututions or students transferring credits from other institutions

Section 6 Lecturers’ Professional Development 1. New Lecturer Orientation 1.1 Provide an orientation or a guidance session for new lecturers to explain the university and the college policies as well as the details of the courses in the program. 1.2 Encourage the lecturers to keep increasing their knowledge and experience of teaching and doing research, provide support for their pursuit of higher degrees, trainings, academic and professional site visits, national and international academic conferences and sabbaticals. 1.3 Assign experienced lecturers and/or those with academic titles as mentors for new lecturers during their trial period. 2. Knowledge and Skill Development for Lecturers 2.1 Development of Teaching, Assessment and Evaluation Skills 2.1.1 Encourage the lecturers to keep increasing their knowledge and experience of teaching and doing research, provide support for their pursuit of higher degrees, trainings, academic and professional site visits, national and international academic conferences and sabbaticals. 2.2.2 Encourage the lecturers to enhance and update their teaching and assessment skills. 2.2.3 Require all lecturers to participate in student development activities by acting as student club advisors, trainers for student competitions at both national and international levels, and guidance teachers at the college’s guidance center. 2.2 Other Academic and Professional Development 2.2.1 Participate in community service activities related to the development of knowledge, morality and arts and culture conservation. 2.2.2 Encourage the lecturers to create academic works in the field of Human Resource Management. 2.2.3 Promote research studies to create new knowledge, develop the teaching and learning process, and enhance professional skills.

Section 7 Quality Assurance

1. Program Administration The program conducts the quality assurance according to Thailand Qualifications Framework for Higher Education and the university’s criteria as follows: 1.1 Produce the TQF documents and follow up on the TQF implementation in both semesters under the supervision of NUIC Director and according to the following details: - Produce and submit TQFs 3, 4, 5, 6 and 7 and report their KPIs through the TQF Management System. - NUIC and Division of Academic Affair report the submission of TQFs 3, 4, 5, 6 and 7 to the university’s Academic Committee and the Academic Council respectively. 1.2 The lecturers and departments in charge of the courses must ensure that the teaching and learning and the evaluation of the outcomes follow the details provided for the courses. 1.3 The thesis advisors and thesis committee must ensure that the thesis courses and evaluation follow the quality control procedures set by the university and the college. 1.4 Require all full-time and part-time lecturers to have at least a Master’s degree or a comparable qualification or an Assistant Professor position in the field of the course contents or in a related field. 1.5 Require a revision of the program according to a specified timeframe, or every 5 years, by updating the program based on the annual evaluation results and performance reports. 2. Graduates The program studies the demands of the labor market and society and/or the employers’ satisfaction towards the graduates, the details of which are as follows: 2.1 The Program Committee monitors the production of graduates to ensure that their qualifications meet the demands of the labor market, the society and the workplaces in both public and private sectors. 2.2 The program surveys the employers’ satisfaction towards the graduates and follows up on the graduates’ professional advancement according to the criteria in Thailand Qualifications Framework for Higher Education.

3. Students 3.1 Student Admission and Pre-Sessional Preparation 3.1.1 The program specifies the qualifications of applicants based on the standard criteria for undergraduate studies and Naresuan University Regulations for Undergraduate Studies. The Program Committee participates in the recruitment based on the applications and attached evidence. 3.1.2 The program provides an orientation for new students prior to the beginning of the academic year in order to enable the students to make adjustments and to introduce learning techniques, university rules and regulations, facilities provided by the university and the college and the students’ academic advisors. Moreover, the Program Committee organizes an English language and academic subject preparation project every academic year to assist the first-year students in their adjustment to the study at the higher education level. 3.2 Student Promotion and Development 3.2.1 Collaborate with other organizations in Thailand and abroad in student exchange programs to develop the students’ life and language skills. 3.2.2 Provide community services to take part in the community development and to integrate the activities in the program’s courses as part of the promotion of the 21st-centry learning skills. 3.2.3 Promote professional experience and hands-on problem solving through Cooperative Education. 3.3 Student Supervision 3.3.1 The Program Committee provides an advisory system to support and give advice to the students and arranges timetables for the students to meet with their advisors who give consultation regarding the study plan, research for learning development and various regulations all through the students’ study period. 3.3.2 The lecturers in charge of the program monitor the students’ retaining and graduation rates according to the program’s study plan. 3.3.3 The Program Committee surveys the students’ satisfaction towards the program and learning facilities and makes use of the results in the program administration. 3.3.4 The Program Committee summarizes the students’ complaints (if any) and reports them to the college every semester.

4. Lecturers 4.1 Recruitment and Appointment of Lecturers in Charge of the Program 4.1.1 The program aims to appoint 5 lecturers to be in charge of the program. The lecturers’ qualifications must meet the university’s standard criteria for undergraduate programs as well as the program’s duties and responsibilities. 4.1.2 New lecturers are recruited according to Ministry of Education’s standard criteria for undergraduate programs, their understanding of the program’s objectives and goals, their ability to use English as a medium of instruction and to accomplish the college’s missions, their knowledge and skills in classroom management and learning outcome evaluation, and their research and professional experience in the field of the program. The candidates are recruited and interviewed by a committee appointed by the university. The newly appointed lecturers are given an orientation by the college during which the college’s and the university’s rules and regulations and the details of the program administration are provided. 4.2 Lecturer Management 4.2.1 The program makes plan for the management of manpower. The lecturers in charge of the program are given the details of the workload based on their respective qualifications and skills. They can also comment on the workload and assist in the development of guidelines for teaching and learning. 4.2.2 The lecturers participate in the development of guidelines for teaching and learning in meetings during which they plan for course instruction, evaluation, assessment and verification. The information is further employed in the improvement of the teaching and learning as well as of the program. 4.2.3 The lecturers exchange methods for student development as well as for creating activities and projects that can strengthen the desired characteristics of students as specified in the program. 4.2.4 The lecturers review and revise the program based on their experience of the teaching and learning process, the development of the desired characteristics of the students and the problems related to the implementation of the program. A program revision is scheduled to be undertaken every 5 years. 4.3 Lecturer Promotion and Development The program follows NUIC’s system and mechanism in the promotion and development of the academic knowledge and ability of the lecturers in charge of the

program. NUIC allocates a budget of 12,000-15,000 Thai Baht/year for each lecturer’s development. This budget can be used for attending meetings, seminars and trainings. The college also organizes activities to enhance the lecturers’ research and teaching potential. 5. Program, Teaching and Learning, Student Evaluation 5.1 The program and the course contents are designed according to Naresuan University’s program development procedure and updated and revised every 5 years. 5.2 The course lecturers are designated in meetings where the lecturers plan for course instruction and workload based on qualifications, experience and evaluation results by students. 5.3 The program provides a guideline for course instruction that integrates key 21st-century skills in the teaching and learning activities. 5.4 The lecturers in charge of the program cooperate in the production of graduates and in monitoring, following up and uploading TQFs 3-7 to the TQF Management System. 5.5 The verification of the students’ learning outcomes is as follows: 5.5.1 Review and verify the quality of the learning outcomes and the assessment process based on the information in TQF 3, evaluation results of the course lecturers by the students, and course evaluation by the lecturers. The results are used to improve the course contents and the program. 5.5.2 Review and verify the learning outcomes after graduation by graduates and their employers. 6. Learning Resources NUIC allocates an annual budget of 13,000 Thai Baht for the program to procure books and printed materials and surveys the lecturers’ satisfaction with the learning facilities such as classrooms, audio-visual equipment, computer network system, Reading Room, and the general conditions of the building and environment. The lecturers in charge of the program are encouraged to provide suggestions regarding learning facilities essential for the program and the students. In addition, NUIC encourages the lecturers and the students to propose a list of books and printed materials to be procured within the allocated budget. The

Program Committee assesses the suitability of the proposed books before submitting the list to the college. Section 8 Evaluation and Improvement of the Program Implementation

1. Assessment of Teaching Effectiveness 1.1 Assessment of Teaching Strategy 1.1.1 The lecturers attend meetings to share their viewpoints and consult experienced lecturers regarding teaching strategies. 1.1.2 The course lectuers/the lectuers in charge of the program ask for opinions and recommendations from other lecturers after the teaching strategies are designed. 1.1.3 The course lecturers ask the students about the effectiveness of their learning experience by means of course evaluation, questionnaire, group discussion during or at the end of the semester. 1.1.4 The students’ learning outcomes are evaluated based on their expressed conduct, participation in activities and test results. 1.1.5 The teaching strategies are planned with the evaluation results of the students’ learning outcomes in mind.

1.2.3 The students evaluate the lecturers’ instructional approaches, punctuality, clarification of course goals, objectives and assessment, and teaching media in all courses at the end of each semester. 1.2.4 The students’ learning outcomes are evaluated based on their expressed conduct, participation in activities and test results.

2. Overall Assessment of the Program The evaluation and assessment of the students are conducted according to Ministry of Education’s 2005 Standard Criteria for Undergraduate Programs, Clause 12, which indicates the criteria for educational assessment and graduation. The assessment process is as follows: 2.1 Assessment by Students and Alumni Appoint the Program Assessment Committee consisting of representatives of current students and alumni to plan for a systematic program assessment and to survey information needed for the program assessment from Year 1-4 students and from alumni. 2.2 Assessment by Employers of Graduates Follow up on the alumni with their employers/supervisors using questionnaires and interviews. 2.3 Assessment by Experts and/or External Assessors Analyze and assess the overall program and make use of the feedback from the students, alumni and employers in the assessment.

3. Assessment of the Program Implementation Based on the Program Specification The annual quality assurance according to the Key Performance Indicators in Section 7, Number 7, is conducted by a faculty-level internal quality assurance committee consisting of 3 committee members, one of which is an expert in the field of business administration or in a related field. 4 . Procedure for the Review of Evaluation Results and Plans for the Revision of the Program and Teaching Strategies The information from Numbers 1 -3 above provides an overall picture of the problems related to the program administration as well as those related to individual courses. The latter can and should be addressed immediately in a minor revision of the program. The revision of the overall program is scheduled to be undertaken every 5 years to ensure that the program is up-to-date and relevant to the needs of graduates and their employers.
