OverviewThis report is a fact-finding document to get all the real facts and questionsanswered for getting the approval in the Town of Quincy allowing streetlights inthe Town of Quincy. This would enhance and expand on the beautification of ourtown and more importantly move us into the zi". Century. Lighting the townwould make it safer, allow emergency vehicles to see intersections (firstresponders) and help protect us from criminal activity.

Today the town has no lighting whatsoever, all lighting in the town on our streetsand thoroughfares and intersections are provided by businesses or citizens withlights on their properties. Even the intersection at our town hall is pitch black withno lighting. This is the time to light up, get involved, and make the move tostreetlights the time is now.

Allowing the use of streetlights will light up the town for work, tourism,recreation, and transportation. It would light up the inter-sections for emergencyvehicles and allow you to see and read the street signs at night. This project alongwith the committee were formed to do all the fact finding and get the real scoopon all issues and items pertaining to the impact, legality, liability, and costs.

Within this project, we plan on presenting this project to the town board for the'Lighting of Quincy'. The scope of this project is to do things smartly, orderly,respectfully, and responsibly.

approval. Get on their agendas if needed.3. Streetlights - All lights will be the same with LED lighting a 73-Watt fixture,

mast, and photo sensor. All lights will go on and off controlled by a photocellcontrolled sensor to energize the unit dusk-to-dawn.

4. All poles will be wooden 30 ft. in height.5. Light Maintenance - Adams Columbia Electric will be responsible for all repairs

and maintenance. (no power, damage from storms, changing LED lights etc.).6. Insurance/Liability - Town Insurance liability insurance premium cost will not go

up. Lights are currently covered in the policy and we don't have any. Any damage to alight from storms, fire etc. are also covered in the current policy. Coverage for damage

of town property is covered up to $300,000.00 this includes lights and all townproperty (town hall, out buildings, fences, etc.) Other damage to a light caused by avehicle would be covered under the individual's policy or responsibility. Insuranceinfo. for the town.

Impact to community - Safety, a deterrent for criminal activity, nice to see atnight for all and especially senior citizens, able to see foot traffic (pedestrians)walking on the shoulders of the road, helps spotting animals crossing theroads, enables you to read street signs, and makes it easier for emergencyvehicles.

Recommendation

Administration - A town board member should be assigned and involved during theinitial development and implementation of the 'streetlights. For direction, along withtown authority. They would also act as a liaison between our committee, the townchairman, and the rest of the town board. (We don't think that theadded workload and responsibility would be substantial).

Meetings - Meetings should be held at the Town of Quincy town hall.

Communication - Town (website, Facebook, E-mail, newsletter)Town of Quincy (bulletin board at town hall)

Streetlights - On all main county roads CTYHWY 'F' & CTYHWY 'Z', or only in strategiclocations, or do them in phases spreading the costs over a few years. Requests foradditional lights on town streets would be handled individually based on need orrecommendations.

Procedure in place - We need to put an approval procedure in place so we can update,enhance, change, add or remove a 'streetlight' swiftly in a timely manner.

Project Goal - The goal for the committee is to produce and finalize the implementationand installation.

Timeline - Present at the Quincy Town board meeting on the agenda for the October 24,2019 town meeting. On the budget hearing meeting in early November for planapproval. And implementation of 'streetlights' in Quincy.

Conclusion

I believe we have pretty much covered everything that we thought would be pertinent tomake a good sound decision with a 'YES'vote from the Town of Quincy board to light upthe world of Quincy while enhancing and expanding the town into the zi" Century. Withthe addition of 'streetlights' it would be a big boost to our community and would promoteeverything about our area, thus raising revenue and income for all for mentioned areas. Thisdocument is for your review. Much of the logistics and final details will have to be hashedout before approval, implementation, roll out, and vote by the Townof Quincy Board of Directors. As a committee, we are all into making this happen. Alongwith most citizens (electors & taxpayers) in the Town of Quincy.
