Introduction
ELG Planning, formerly known as England & Lyle, are a well established town planning practice who have been assisting
clients in the private and public sector for over 20 years. The practice has been rebranded to celebrate our twentieth
anniversary, to mark the retirement of Dr John England and to acknowledge the role of Director Jeremy Good. We have
a strong team of chartered town planners with over 100 years of experience in the planning system. Having worked or
practiced in many authorities in the region and beyond, we have excellent working relationships and contacts with many
local planning authorities.
Over the past 20 years, the practice has secured planning permission for thousands of new homes, over 30 new schools
and hospitals and over 1 million sq ft of office and retail floorspace. We have advised on numerous projects involving a
wide range of planning issues on schemes ranging from quarries to solar farms; log cabins to hotels; sheltered housing
to student accommodation; offices to power stations and supermarkets to waste operations.
Our clients come in all shapes and sizes including numerous PLCs, as well as private individuals. We offer planning
support to public and private sector clients and operate across the country. Planning advice is delivered to our clients by
our professional and enthusiastic team who possess a wide range of skills and expertise in the marketplace. We have
been heavily involved in a number of prestigious projects some of which are contained within this brochure.
All our eligible staff are Members of the Royal Town Planning Institute and the Practice has recently been awarded RTPI
Learning Partner status in recognition of our high level of commitment to training and professional development. In
2016 the practice were awarded the RTPI North East Planning Excellence Award and in 2017 we were short listed for
Planning Consultancy of the Year.
What We Do
As a practice we perform a variety of roles for our many clients depending on the nature of the brief. We are regularly
required to undertake a whole project management role alongside the usual planning reports, whilst some clients just
require a planning report or even just the knowledge that we are the end of a phone line should any planning issues
arise. We work alongside many other professions during the course of a project and these contacts are essential in

Residential Case Study
Wynyard Village Extension & Wynyard Walled Garden
ELG Planning act for Cameron Hall Developments Ltd promoting their land interests at the historic Wynyard Estate on
Teesside.
This has included the preparation and submission of planning applications for a large scale extension to Wynyard Village
to include up to 634 new homes, a primary school, retail units and community facilities. The proposals will provide the
additional housing and facilities needed to enhance the sustainability of Wynyard Village and deliver much needed
executive housing in the Tees Valley.
The site presented a number of complex strategic planning issues which could only be resolved by employing a
collaborative approach (facilitated by ATLAS, the HCAs Advisory Team for Large Application) with the two Local Planning
Authorities and the adjacent landowner. The walled garden was given the RTPI North East planning excellence for 2016.

Residential Case Study
Helmington Grange
Hemlington Grange is a long standing mixed use strategic allocation for housing and employment land owned by Middlesbrough Borough Council. ELG Planning took on the scheme from preferred bidder status to deliver a hybrid planning consent. Given the ownership of the site, the work involved a considerable amount of public consultation over a period of time prior to the planning application being submitted.
ELG Planning secured detailed consent for the erection of 124 dwellings, associated garaging, landscaping and ancillary works and a new signal controlled junction from Stokesley Road, while outline approval was granted for residential development (up to 1106 dwellings) associated landscaping, SUDs infrastructure; Extra Care Facility; and Access from Stainton Way.
The application was granted planning consent for a major new strategic development in less than 13 weeks from the date of validation. This was achieved through extensive pre-application discussions and public engagement.
The site involved input from a number of developers and interested parties. ELG’s role in mediating to secure the best result for its client while delivering on the Council’s aspirations was key to the success of the scheme.
Numerous consultation events were held and the consultation exercise was hosted on ELG’s dedicated webpage. The scheme included an elderly care scheme as well as a range of housing. Green infrastructure and wider pedestrian linkages were a key element to the development of the masterplan.
Mixed Use Regeneration Case Studys
Fletton Quays, Peterborough
ELG Planning secured planning permission for an ambitious redevelopment of a key brownfield site on the banks of
the River Nene in Peterborough with excellent views of the imposing cathedral. Led by ELG Planning and architects
ArchialNorr, the project team had to contend with issues including impact on listed buildings, Scheduled Monuments,
Flood Risk, Ecology and complex legal issues. The scheme achieved outline planning permission in late 2015 within
10 weeks of submission and the subsequent reserved matters will see the site delivering nearly 300 new homes, a
prestigious hotel, new office accommodation and many ancillary leisure, food and drink uses. The scheme will also see
the redevelopment of the existing listed railway buildings which are retained on site.
Chocolate Works, York
ELG has acted as planning consultant to Henry Boot securing the initial mixed use consent and advising on the
subsequent applications for individual elements of the overall project.
Henry Boot Developments Ltd has won a ‘Game Changer Award’ at the recent 2016 Yorkshire Property Awards for its
redevelopment of the former listed Chocolate Works factory buildings on the Terry’s site in York. Henry Boot is acting
as lead developer alongside specialist developers PJ Livesey and Springfield Health.

Heritage Case Study
Tower Works, Leeds
ELG Planning assisted Carillion (Maple Oak) Ltd in achieving preferred bidder status from the Homes & Communities
Agency (HCA) through a competitive bid process with planning carrying a crucial pass/fail criteria. Having been awarded
the project we have worked closely with Jestico & Whiles Architects to help deliver a scheme which addresses the
numerous complex planning issues. The site contains a number of listed buildings (Grade II & II*) and forms an integral
part of the Holbeck Conservation Area. In addition to heritage issues, the design team needed to deal with considerable
technical constraints. Crucially a balance was needed to deliver a scheme which was appropriate in the context of the
many planning constraints but also economically viable to allow the development to proceed, as previous schemes had
failed to materialise.
Planning permission was granted unanimously at City Plans Panel in February 2016. Listed Building Consent and
Change of Use of the Engine Building followed shortly after.

Education Case Study
Witton Park School, Blackburn
The practice led on the planning application for a replacement school in Blackburn acting for Balfour Beatty Construction.
The site selected was situated within the Green Belt, was part of a historic parkland with a Scheduled Ancient Monument
within the curtilage. Other planning considerations included access, loss of playing fields and residential amenity. The
scheme was completed in 2012 and received a Civic Trust Design Award in 2014.
ELG Planning have worked on in excess of 30 education and health-care projects across the country, including schemes
in Sunderland, Felixstowe, Hull, Blackburn, Bolton, Cheshire, Norwich, Hartlepool, Lincoln and Wakefield.

Retail Case Study
Lidl, Hull
ELG Planning secured planning approval for a discount foodstore and family pub / restaurant at Hedon Road, Hull on
behalf of Lidl.
The submission comprised of a hybrid application securing detailed planning permission for a Lidl foodstore and outline
consent for the family pub / restaurant. The proposals represent multi-million pound investment in East Hull by Lidl
and will secure the long awaited and much needed redevelopment of a prominent site at the junction of Mount Pleasant
Road and Hedon Road, which has stood vacant for over 20 years. The application was approved unanimously at Planning
Committee.
