MASTER PLANNING A Master Plan is an evolving long term planning document. It establishes the framework for and key elements that will influence the future development of a site, reflecting a vision created and adopted in an open process. It is a visual and written description of the possibilities of place making.

A Master Plan sets out objectives and strategies to manage development and change over time. A Master Plan is a high level document that defines what is important about a place and how its character and quality can be conserved, improved and enhanced.

The community and industry should be involved throughout the process, to ensure local issues and community values are considered and to facilitate community buy-in. This does not mean that all community interests can be accommodated. Differing views across a broad community can sometimes conflict with one another, may not fit into broader established policy outcomes or raise issues that cannot be dealt with by a Master Plan.

The process of preparing a Master Plan includes the following stages.

• Detailing the context (locally and regionally) and outlining opportunities and constraints that must be taken account of• Sourcing and interrogating inputs from specialist consultants on matters such as- environmental constraints- open space and recreation opportunities- traffic and transport planning- economic viability and impact- social planning (community needs)- urban design outcomes- heritage (archaeological and European)- infrastructure planning- crime prevention through environmental design (CPTED)- sustainability• Preparation of a vision, establishing desired outcomes and design strategies• Preparation of a draft Master Plan and engagement with the community and stakeholders (this may include local authorities, local agencies and community groups)• Preparation and presentation of a Final MasterPlan to the local authority for endorsement• Establishing a policy framework to be implemented to ensure the outcomes of the Master Plan are achieved
