The Board of Finance has accomplished a great deal this past year. The budget process went extremely smooth and resulted in a reduction of the town’s mill rate, lowering taxes.$25,000 was budgeted for upgrading school security and an additional $10,000 was budgeted for repairs to the drinking water storage tank at the school. Both the Board of Education and General Government ended the year with a budget surplus. 

The Board approved and supported the purchase of the property housing the old Burnham Tavern on North Burnham Highway.  The acquisition of this property helps to protect a historic link to Lisbon’s revolutionary past.   

Special revenue accounts were created for the Senior Center Sandwich Program and the Farmers Market’s vendor fees for better accounting of revenues and expenses for these programs. The Board advertised for and interviewed auditors for the town’s financial statements choosing to renew the contract with the audit firm of O’Conner Davies for an additional five years.   

During the next fiscal year, the Board will continue to work on revisions to the town’s financial plan and policy manual and will strive to insure that the services that the town residents expect are continued to be provided in the most cost effective manner possible.

 Annual Report  

July 1, 2012 – June 30, 2013 Fiscal Year  The Office of the Town Clerk serves the town  in many capacities. We receive and record all town records with  the ongoing  responsibility  to preserve  and  archive  them. We  issue  licenses  and permits  as well  as process land use applications, vital statistics records, appointments, and election results. During the 2012‐2013 fiscal year the town clerk’s office has processed: ‐  974 land records generating over $21,500 in recording fees.  ‐ Over $17,000 in town conveyance taxes for transfers of property. ‐ $4000 in Historic Preservation Grant Funds. ‐ 381 dog licenses.   ‐ 128 sports fishing & hunting licenses.  ‐ 14 Land Use applications. ‐ 25 map filings  As  Registrar  of  Vital  Statistics,  our  office  is  responsible  for  the  recording  and  preservation  of  all  birth, marriage and death certificates for our town residents. We also issue marriage licenses and certified copies which have generated over $2200 in associated fees for the town. This year we have recorded: 

Births –  26  Marriages –  30  Deaths ‐  43  The  Town  Clerk’s Office works  closely with  the  Registrars  of  Voters  in  preparation  for  all  elections  by creating  the  list of offices and candidates, preparing  legal notices and verifying all election ballot orders. Preparing, issuing and receiving absentee ballots are the sole responsibility of the Town Clerk’s office. Once the polls have closed, the election results are verified by the Town Clerk, certified to the Secretary of State and permanently recorded in the Town record books. We held three elections this fiscal year.

Exemptions There are certain exemptions that may be deducted from your assessment for a reduction in taxes. These exemptions are applied to the real estate assessment first, but if the taxpayer does not own real estate then the exemption is applied to the motor vehicle assessments.

Elderly and Disabled Homeowners Tax Relief may be applied between Feb. 1-May 15. To apply for this program you must come to the Assessor's Office with proof of all income for the previous, including Federal Income Tax return or all year end statements plus your Social Security 1099 form. Elderly must be 65+ by December 31 prior to application.

Veterans can receive an exemption if their military discharge form DD214 is recorded at the Town Clerk's office and they served a minimum of 90 days during war time. The DD214 must be recorded prior to October 1 of any year to begin receiving the exemption on the next year tax bill. The DD214 need only be recorded once in a lifetime.

Disabled Veterans receive a higher exemption than veterans. To qualify you must submit your Benefits Payment Statement issued by the Dept. of Veterans Affairs in September before Oct. 1. This does not need to be reapplied for unless the Federal Veterans Administration modifies the Veterans disability rating.

Additional Veterans Exemptions are available for those veterans with lower income. You must apply between Feb. 1- Oct. 1 and submit proof of income for the previous year, as well as Federal Income Tax return or all year end statements plus your Social Security 1099 form. If you qualify, this doubles the Veterans exemption that you already receive. This must be reapplied for every two years.

Disability Exemptions can be applied for between Oct. 1- Jan. 31. You must be 100% disabled & provide a TPQY form from Social Security or a letter from Veterans Affairs. This does not need to be reapplied for.

Blind Exemptions can be applied for at any time. You must submit a copy of the Certificate of Legal Blindness issued by the State of Connecticut. This does not have to be reapplied for.

Annual Report Board of Assessment Appeals During the past year the Board has held two regular meeting and one special meeting. There were no appeals dealt with during 2013. The Board regretfully accepted the resignation of John Magness who was replaced by Dennis Savage and attended the September meeting. November’s elections saw Steve Beck join the Board. Kim Lang was later appointed to the Board to fill a vacancy. Soon after the election Steve Beck called a special meeting to ensure that all the business of the Board such as the budget and calendar were in place for the end of the year. The total value of these permits was $4,632,781. The Building Dept. fees for the building permits issued was $61,440. The Zoning Enforcement Officer issued 26 Zoning Permits with fees of $4800 collected. The economy continues to drag along as is evident in the number and size of permits issued. Most of the work done this year has been maintenance and small addition types with little new construction. The coming year looks to be much of the same with some additional new house construction. Planning and Zoning Commission Annual Report

July 1, 2012 – June 30, 2013 During the course of the fiscal year, the Planning and Zoning Commission reviewed applications for three special permits, one subdivision/re-subdivision, three zoning permits, one Department of Transportation application and one resubmission of a subdivision application. The Commission approved a special permit that allowed Weight Watchers to occupy Panera Bread’s excess storage space, adding another retailer to Lisbon Landing and the town’s grand list. The Planning and Zoning Commission held twelve regularly scheduled meetings, five public hearings, and three special meetings and one workshop. Future activities include undertaking the task of updating the town’s Plan of Conservation and Development, which was last completed in February 2004. Connecticut State Statutes require that we review and update this document every ten years. The Commission is made up of nine regular members and two alternates whose duties include: weighing the merits of a land use application, establishing zoning regulations, holding public hearings as required, preparing the town’s Plan of Conservation and Development every ten years, and establishing subdivision regulations, among others. Commissioners attend regular meetings the 1st Tuesday of every month, special meetings as required, hold public hearings and workshops, and attend land use and planning seminars as part of the Commission’s continuing education. Lisbon Zoning Board of Appeals Annual Report 7/1/2012 – 6/30/2013 Connecticut General Statutes requires that if a town has a Zoning Commission it must have a Zoning Board of Appeals. The duties of the ZBA are to give a property owner the right to dispute actions taken by the Zoning Enforcement Officer such as, cease and desist orders. The Board also accepts applications, holds Public Hearings and grants variances to zoning regulations when appropriate. The ZBA meets the fourth Tuesday of each month. Public hearings are usually the same day prior to the regular meetings. During the past fiscal year, beginning July 1, 2012 and ending June 30, 2013, we conducted two Regular Meetings and one Special Meeting. Conservation Commission 1 NEWENT ROAD LISBON, CT 06351

The Conservation/Inland Wetland Commission is made up of five conservation minded volunteers, plus two alternates, all appointed by the Board of Selectmen. It administers the Inland Wetland and Watercourses Regulations prescribed by Connecticut General Statutes. With enforcement authority for all provisions of the Inland Wetland and Watercourses Act, it can issue or deny permits for activity within Lisbon’s wetlands and the 100 foot upland review area surrounding wetlands, issue cease and desist orders, and levy penalties for violations of regulations. The Commission is charged with the preservation and conservation of the fragile resources known as wetlands and watercourses. Upon request, it is assisted in these goals by the Eastern Connecticut Conservation District, the Connecticut Department of Energy and Environmental Protection, the USDA Natural Resources Conservation Service and the U.S. Army Corps of Engineers. Commission meetings, open to the public, are held the third Tuesday of each month at 7 p.m. in the Town Hall Conference Room. The Commission reviews and acts upon applications for activities in (or within 100 feet of) Lisbon’s wetlands and watercourses, answers concerns, investigates complaints and conducts all business necessary to fulfill its statutory responsibilities. During the past fiscal year, the Commission held 10 regular meetings, 3 field walks, 1 show-cause hearing and several pre-application consultations. One notice of violation was issued as well as 1 cease and desist order. The Commission received and accepted for review 6 applications and approved 6 permits, 3 of which had special conditions attached. There were several determinations of non-jurisdictional rulings. The Wetlands Enforcement Officer, Joseph Theroux, made numerous inspections, gave several agent approvals, investigated a number of complaints, and monitored wetland concerns arising from both new and existing projects such as the two shopping centers and housing projects.

The Commission continued to refine an Open Space Plan and submitted a letter to the Board of Selectmen recommending the purchase of the former Lisbon Golf Course property. The Commission maintained its membership in the Connecticut Association of Conservation and Inland Wetland Commissions. Also continued was the presentation of U. S. Savings Bonds to two members of Lisbon Central School’s graduating class who exhibited a strong interest in the conservation of our natural resources. The Commissioners find it gratifying that town officials and private landowners recognize the need to preserve and conserve rapidly disappearing natural resources and that the public in general is becoming educated in the important functions of our wetland areas. The Commission feels it is much more productive to review a plan that may or may not impact a regulated area than to address a situation in which a violation has occurred. The Commission strives to work with the applicant in finding a way to use the land with minimal impact to the wetlands and adjacent buffer areas. Respectfully submitted,

The department and its members continue to strive and meet or exceed regulations and training requirements set forth by the State and Federal Department of Labor, the Department of Occupational Safety and Health Administration (OSHA), the National Fire Protection Association (NFPA), the State of Connecticut Department of Emergency Medical Services (OEMS) and Medical Control from Backus Hospital. It is thru the volunteer efforts of our members that the Lisbon Fire Department and Ambulance takes great pride that our volunteer department keeps and maintains a level professionalism and is as sophisticated and complex as any “paid” fire/ambulance organization remaining committed to providing the best in fire and emergency medical services to residents of the Town of Lisbon.

Lisbon Recreation Committee Annual Report The Lisbon Recreation Committee meets on the third Monday of each month at 7:00 p.m. in the Lisbon Town Hall. Committee members are appointed by the Board of Selectmen and serve two years. The individuals who currently serve on this committee include: Chairperson Nancy Smigiel, Vice Chairperson TJ Restivo, Fran Houle Jr., Larissa Kelly, Jim Synott, Chris Fabry, Chad Johnson, and Joe DiRoma. There is currently one opening. The Committee also includes LCS Student Leadership representatives: Alex Jacobik, Brady Rider, and Jack Espinoza. The Lisbon Recreation Committee supports a variety of recreational programs and activities in the Town of Lisbon. Popular programs that the Committee sponsored over the past year include Men’s Basketball, Women’s Volleyball League, and Adult Co-ed Volleyball; community bus trips (ski trips, Radio City Christmas Show, and Red Sox game, with more planned in 2014); Easter Egg Hunt; and other events. The Committee oversees the maintenance of the cross-country trails, soccer field, baseball and softball fields, community track, tennis court, and Lisbon Meadows Park.

The Lisbon Recreation Committee completed the following projects this past year – installation of Batting Cages at the Baseball & Softball Fields, purchase and installation of new Playground equipment at LCS, and Soccer Field upgrades. The Lisbon Recreation Committee will be busy again this year planning programs and activities, which will be displayed on the announcement letter board sign located at the entrance to Lisbon Meadows Park. The Committee looks forward to introducing an on-line field scheduling capability and re-introducing a Youth Basketball program in 2014. Lisbon Senior Center

The Lisbon Senior Center is for young-at-heart, vibrant 60+ to 90+ folks looking for a club-like setting that includes socialization, activities, trips, classes, information, etc. We welcome Lisbon residents as well as our friends from surrounding communities. There is no membership registration, no dues – and the coffee pot is always on (free). The Center is open Monday through Friday from 9 a.m. to 3 p.m. (except on federal/union holidays). Made to order lunches are served daily at 11:30 a.m. by Glenda, our trained and certified meal site manager. Stop by to check out the standard menu. Several times a month Glenda prepares a special lunch meal, such as seafood grinders or spaghetti and meatballs. As the seasons change, a breakfast is held to welcome the change in weather and outlook. March brings a corned beef and cabbage celebration of St. Patrick’s Day, and an elaborate holiday luncheon takes place in December. Special meals require advance sign-ups; the sign-up sheets are usually found at the reception desk. Transportation is available for Lisbon residents via the senior van with Vikki as its regular driver. Vikki delivers Meals-on-Wheels on a daily basis and provides rides to doctor and dentist appointments, banking, the hairdresser or barber, shopping, and to and from the Senior Center. Rides need to be scheduled in advance in order to accommodate as many people as possible. Call the Senior Center at (860) 376-2329. Help is available for paperwork, applications and insurance decisions. Information is available on aging and related programs. Services are available for maintaining the health, independence and well-being of seniors. Enhanced benefits counseling is provided the second and fourth Tuesdays of every month and Choices help usually on the last Thursday of the month. Call the Senior Center to make an appointment. The Shooting Stars Sunshine Committee sends cards to those who are enduring a loss or who are ill. Call Carolyn at (860) 376-9770 with the names and addresses of those who would appreciate receiving a card to show someone cares. Lisbon seniors receive the lisbon link, the Senior Center newsletter which comes out every other month. This publication lists special activities and programs and contains helpful information on a variety of subjects.

Regular on-going activities at the Senior Center include: Monday – art/drawing; pickle ball at the tennis court in good weather, at school in winter Tuesday – exercise; quilting; Wii bowling Wednesday - chair caning; basket weaving; wood carving; knitting and crocheting Thursday – exercise; bingo; pickle ball Friday – crafts; Good Reading group; Last Friday book club; Tongue Waggers discussion group Concerns may be brought to the office of the Senior Coordinator or to the Commission on Aging at its regular meeting on the first Monday of each month at 7 p.m. in the Senior Center.

Lisbon Historical Society Annual Report

Fiscal Year 2012 - 2013 The Lisbon Historical Society, Inc. is a 501(c) 3 nonprofit, volunteer organization whose mission is to promote an interest and foster appreciation of the rich history and culture of the town of Lisbon, the Scenic By-Way and the Last Green Valley. The Society collects artifacts and preserves for the historic places and structures significance to the community and it is responsible for the restoration and maintenance of the grounds and buildings associated with the John Bishop House and the Anshei Israel Synagogue. The Society holds business meetings on the second Friday of the month in the Lisbon Town Hall. Outreach The Historical Society’s community outreach programs, beginning July 1, 2012 include the annual Summer Open House at the John Bishop House, Fall Festival open house and open hearth cooking demonstrations, and participation in The Last Green Valley, “Walktober.” LHS members Ken Mahler and Sharon Gabiga guided twenty-three walkers to the Tunnel Hydro Plant in Preston. The walk also included a tour of the John Bishop House and a hike down Old Lee Road with Kim Sperry. From mid-February to mid-March the Society showed support for the National Heritage Corridor by displaying green lights in the John Bishop House windows during the month long Green Lights Celebration. Approximately sixty Lisbon Central School fifth graders, teachers and parent chaperones made the annual visit in May and early June to the John Bishop House for a day of interactive learning and hands-on open hearth cooking. In June we presented our annual Excellence in History Award to graduating eighth grader Margaret Lewerk for her outstanding academic accomplishments in history. Collaboration with Lisbon Central School’s Service Learning program is ongoing. Restoration and Renovation In addition to routine maintenance of the John Bishop House and Anshei Israel Synagogue, the Society replaced the heating system at the Bishop House with a new burner and furnace, new ducts and flanges and foundation. While a major capital expense, we expect to realize a savings in fuel consumption as the old system burned oil at a rate of about 1.7 gallons per hour. The new system will burn at a rate of .75 gallons per hour. Renovation of the Bishop House bathroom under the stairs required new cabinetry, installation of a period appropriate soapstone sink, and replacement of the old hot water heater with an energy efficient model, and fresh paint on the walls, floor and ceiling. Most striking of all the paint jobs this season are the John Bishop House entry doors. The Historical Society chose Stage Coach Red, from the Historic New England color chart. The palette features historically accurate interior and exterior paint colors

The historical marker at the town hall lawn was showing its age after nearly 30 years. Working with the Lisbon Public Works department, the Society under took the restoration and repainting of our town sign. The Historical Society also restored and repainted the hand carved John Bishop House Museum sign to its original colors. Society President Paula Adams, with the help of Boy Scout Troop 73 reconstructed and replanted the JBH herb garden. The garden features specimens from all three categories of herbs; medicinal, culinary and aromatic. The beautiful edging around the garden are foundation stones saved from the original carriage shed. We also planted and maintained the Three Sisters garden on the north side of the house. Prior to the town’s December 2012 purchase of the Hoydila property, Ken Mahler, Lisbon Historical Society Treasurer and Building Committee co-chairman, Nick Anderson, Restoration Carpenter and Gregory Farmer, Connecticut Circuit Rider for the Connecticut Trust for Historic Preservation and the National Trust for Historic Preservation inspected the 18th century property and its structures. The house, located on Route 169, is also known as Burnham Tavern. Revenue Revenue sources include can and bottle donations, funds raised from the annual Holiday Open House, adult open hearth cooking classes, bake sales, member in-kind services, donated hours, individual donations and the town preservation grant. Lisbon Community Center Committee, Inc.

A small group of dedicated volunteers worked throughout the 2013 fiscal year to maintain a Lisbon Fall Festival presence in the town and oversee usage of the Lisbon Meadows Park Community Center. September brought regular Festival activities – youth dance, chowder and fritters, general food court and the road race. Also participating were some of the town’s Farmer’s Market vendors, Newent Congregational Church, Boy Scouts, PTO and Home Depot –just to mention a few. Bingo was played in the Center in October. Electrical power to light the Lisbon Meadows parking lot is provided through the Community Center’s electrical panel. The well adjacent to the Center provides a water supply to the John Bishop House Museum. Development of the Community Center building into a year-round gathering place for both community and private events is the long term goal of the Committee. Due to the lack of interior insulation and heating, the Community Center is currently available for use from April through October only. During the past season the Community Center was used for graduation parties, yard sales, birthday parties, baby and bridal showers and governmental agency meetings, and even a wedding. A copy of the rules governing the building’s use, and application forms, can be found on the website listed above. The Scheduling Subcommittee chairperson is Lorraine Dawley (860 886-7595). The Heating Fund was established several years ago in order to raise funds to insulate the inside of the building and install a heating system. We are pleased to announce the Heat Fund balance is now over $25,000, which includes profits from the annual road race, the bingo games, other Fall Festival activities and donations. The Committee is in the process of soliciting proposals for insulation and a heating system installation. The Community Center has been the site for several Boy Scout Eagle projects. Steve Kral and his crew enclosed the rear stairway to make it safe for winter use and Greg Turcotte and his crew erected a sign to identify the building and advertise events taking place there. The Community Center/Fall Festival Committee meets the 4th Monday of each month (except December and January) in the Lisbon Town Hall Conference Room at approximately 7:15 p.m., following the Selectmen’s Meeting. New members are welcome and needed if the Fall Festival events are to be expanded to include activities for all of Lisbon’s residents and friends. There is always room for those who can spare just a day or two at Festival time around the third week in September. The Lisbon Farmers Market Committee completed another successful year of the Farmers Market. While the weather didn’t cooperate fully, the continued hard work of the committee members ensured a smooth running season. The markets’ core vendors returned for another season and new vendors were added. The addition of new vendors was encouraged and improved the variety of the market. There were specialty nights added this year. Arts and Artisans Day showcased local artisans and an area musical group while Celebrate Seniors Day showed off some of our local seniors’ skills. Back to School Day had schoolchildren coloring pictures and receiving school supplies and Harvest Day let the children show off their pumpkin painting skills. The end of the season market day was part of the Walktober calendar and included a guided walk through Lisbon Meadows Park led by committee member Adeline Jernstrom. We enjoyed seeing regular customers as well as meeting new people throughout the season. The loss of two committee members was tough but the committee bounced back quickly with the addition of two new members. We continue to advertise on The Farmers Market Web Site and Facebook page as well as handing out flyers, business cards, and magnets. Word of mouth is also a large part of our advertising. The Market Committee continues to work on improving the market to ensure its continued success. We look forward to another successful year in 2014 and encourage all residents to visit the market to support our local farmers and vendors.

2013 Superintendent’s Annual Report

Year 2013 has been a year of success for Lisbon Central School. Student achievement has been exceptional. Our recent state standardized testing results reflected overall increased student performance in the subject areas of reading, writing, math and science. Improved student achievement was also indicated in every subgroup such as students who receive special education services and students who participate in the free and reduced lunch program. All state targets were met or exceeded by our LCS students. This was a tremendous accomplishment in light of the fact that LCS was deemed by the State as a school in need of improvement approximately five years ago, based upon academic performance. Our data has indicated a significant upward trend during the past four years. The staff has worked very hard in ensuring that State and Common Core State Standards were the focus for curriculum and instruction. Additionally, LCS’s enrichment model provided strategic intervention and ample opportunities to enrich the strengths and needs of each child. Special credit should be given to the former Scientific Research- Based Intervention (SRBI) Coordinator and current Principal, Mrs. Megan Jenkins for her guidance and efforts. The continuation of these efforts is now being done by our current SRBI Coordinator, Mr. Brian Apperson. Additionally, work has recently had a focus on the future standardized testing system, the Smarter Balanced Assessment Consortium.

The full day kindergarten initiative has been a huge success. Although long term results are

not available yet, preliminary information has shown that students are readily meeting the kindergarten standards, and many are excelling beyond expectations. Feedback from parents and staff has been very positive.

Our Preschool program was reaccredited by the National Association for the Education of

Young Children (NAEYC). This accreditation process is rigorous and comprehensive in all aspects of students’ learning and development. LCS passed the criteria with high marks.

This year LCS embarked on a new venture in curriculum - the Science, Technology,

Engineering and Math (STEM) initiative. Students in grades six through eight have engaged in various hands-on activities incorporating these four domains such as the demonstration of the use of levers and pulleys and the building of bridges. Students in grades seven and eight have begun to build robots with Legos kits through a cooperative learning setting. Additionally, students and staff have attended a related seminar at Three Rivers Community College and staff members have participated in relevant professional development. We are very excited about STEM at LCS.

In terms of other curricular activities, our students participated in the National Geography

Bee and in Mock trials. We had 96 talented students as members of the LCS Band and Chorus. We also continued to have an exceptional art program and an interactive physical education program.

Our students did very well in sports. They won the League Championships in track and in

cross-country. The softball and baseball teams were champions during the regular season and took second place in the Conference Championships. These are just a few examples of the many accomplishments of our LCS athletes who are known to consistently try their best and play fairly during every event.

As of October 1, 2013, the student population at LCS was 396. Our high school students

attended various schools: Norwich Free Academy (164), Griswold High School (54), Norwich Technical High School (26), Grasso Technical High School (5), Marine Science Magnet High School (9), Ledyard Agri-Science School (2), Science and Technology Magnet School (4). Community Connections High School closed in June 2013. The closing was bittersweet as students

had shown growth in several areas of development. Academic success in particular was achieved as evidenced by standardized testing. Transitions for these students to other high schools went very smoothly. All State and standard paperwork associated with the closing was processed accurately.

LCS was very busy during the 2013 school year, implementing State initiatives.

Administration and staff have been working on an ongoing basis with Connecticut’s new Teacher and Administrator Evaluation Plan. Staff has also been involved with the Positive Behavioral Intervention Support Model (PBIS). This school-wide model was adopted to promote positive behavior and academics. Solicited feedback including data –driven information in relation to PBIS has been positive.

The Administration and the Board of Education Policy Committee continued to update

policies. All Board of Education policies can be found at the Lisbon School District’s website (www.lisbonschool.com) and in the Board of Education Policy Book located in the Superintendent’s office.

A budget increase of .25% over the 2011-2012 budget was approved by the Town with a single referendum. The Board of Education Finance Committee as well as the other Board members, the Superintendent and Mrs. Diana Cormier, the Business Manager, worked hard to present a fiscally sound budget. As a result, we continued to provide curriculum improvements and did not make reductions to educational supplies or athletic programs. Cost savings were realized due to staff retirements and resignations. Some of these positions were not refilled due to dropping enrollments. Lisbon Central School received two substantial grant awards. The School Security Grant was a matching funds grant. The State funded $34,721.00 with a local match of $23, 146.00. This money will be used to fund: two cameras, magnetic door closures, signage, door handles that lock from the inside, two-way radios and an outdoor paging system. Mr. Brian McGlew, the Director of Buildings and Grounds, spearheaded this grant application.

The Technology Grant award was $98,808.00. This money will be used for students’ laptops, the upgrade of switches and the installation of wireless capability. The Connecticut Center of Advancement for Technology assisted the LCS Administration with this grant application.

Our PTO was very active during 2013. Throughout the year, there have been monthly

movie nights, Trick or Trunk, meals for teachers during conferences and a Family Science Night. The PTO is always willing to lend their assistance to the school whenever possible.

The school community has been and continues to be supportive, hardworking and dedicated.
