RE: CT DEMHS MOA 2011

The State of CT Department of Emergency Management and Homeland Security (DEMHS) has

been awarded federal grant funding and Canton is eligible to participate through the Region 3

Regional Emergency Planning Team (REPT). The Memorandum of Agreement (MOA)

authorizes the Region 3 REPT to utilize those funds on Canton’s behalf for projects which

include expanded regional collaboration, all hazards preparedness planning and training.

DEMHS has asked the Town of Canton to sign a Memorandum of Agreement to facilitate these

grant projects. THE MOA is attached along with a sample resolution for the Board of

Selectmen.

May 16, 2013 To: Bob Skinner, Chief Administrative Officer From: Brian Wilson, Director of Parks and Recreation Re: Approval to apply for Canton Community Health Fund Grant Attached is the Canton Community Health Fund Application for a shade shelter for Mills Pond Pool. I had met with Board members of CCHF last fall to discuss shade options for the pool. At that time, funding was in the process of being approved for renovations to the facility. Now that a design plan is coming together to address deck replacement and new filtration systems, I can better determine placement of a shade structure. The grant is requesting $5,000. I am looking at a few options for structures that will fit within the facility and provide the most shaded space without exceeding the potential funded amount. The shades I am considering are a Shade Systems product, which are fabric canopy shades with permanent steel posts. The fabric is a heavy-duty polyethylene product that provides up to 99% U.V. screening. The product comes in a variety of sizes, colors, and styles which will be narrowed done once cost quotes are provided from the vendor. The Shade is removable from the posts so that it can be stored in the off season or in extreme weather events. Grant Application Applicant: Brian Wilson, Director of Parks and Recreation Organization: Town of Canton- Parks and Recreation Department Address: PO Box 168 Collinsville CT 06022 Phone: 860.693.5808 Contact Person Email: [email protected] Tax Exempt Status: Exempt- Municipality Proposal Objective: In efforts to improve Mills Pond Pool and provide quality services and facilities, shade structures were identified as a feature that would be of great benefit to the patrons that use the pool facility. Currently there is little access to shade within the pool area. Installation of a shade shelter would benefit visitors that wish to find protection form sun exposure. Duration of Program: Ongoing. A shade will be a fixed structure during the pool operating season. Population Targeted: Pool memberships average around 1,300 people each year, with daily attendance of 400 people. Specific Amount Requested: $5,000 Is Amount Total or Partial Funding? Total Funding. Installation will be provided by Department of Public Works. Are Other Groups Being Asked For Funds: No Additional Comments: Mills Pond Pool is a community facility that provides access to a variety of wellness and recreational programs or just a place to cool off and enjoy the summer. Plans are underway for significant improvements to the facility. If the shade structure is funded, it would be installed to span between both the wading pool and 50 meter pool where many people congregate and provide U.V. protection for users. Over 1 million Americans develop skin cancer annually. As more people become aware of the harmful effects of unprotected sun exposure, requests for shaded space at the pool has increased. In recent pool surveys, increased shade availability has been mentioned many times.

To : Board of Selectmen From : Robert Skinner, Chief Administrative Officer Date : May 15, 2013 Re : STEAP Grant for Town Bridge In 2010 the Town applied for and was awarded a STEAP grant in the amount of $200,000 to help fund the town’s share of rehabilitating or replacing Town Bridge. Approval of the grant was submitted to a Town Meeting on December 15, 2010 and was approved by a vote of 12 to 1. On April 23, 2012, the Town received the State/Town Grant Agreement from the State. One of the requirements of the agreement is a resolution authorizing the First Selectman to execute the agreement. Although the Town Meeting approved accepting the grant the Town Attorney recommended that the Board of Selectmen approve an additional resolution authorizing the First Selectman to sign the agreement. A copy of the agreement is located on the Town web page in the Board of Selectmen electronic package. MOTION: Move that the Board approve the resolution authorizing the First Selectman to sign the agreement entitled “STEAP Grant Agreement between the State of Connecticut and the Town of Canton for the Rehabilitation or Replacement of the Town Bridge Road Bridge”.

To : Board of Selectmen From : Robert Skinner, Chief Administrative Officer Date : May 16, 2013 Re : Renewal of the Farmington Valley Stage Co. license Agreement In July 2012 the Town of Canton entered into a license agreement with the Farmington Valley Stage Company for a period of one year. The agreement gave the Stage Company the non-exclusive right to utilize the Town Hall auditorium for the production of theatrical plays. The use includes rehearsals, stage set-up and the actual productions for the public. The Stage Company pays $700 a month for the non-exclusive use of the auditorium. The primary cost to the Town is funding custodial support during the actual productions. The Custodian provides security for Town Hall, assists the Stage Company when necessary and performs other tasks in Town Hall. The Stage Company performs five plays throughout the year. The actual cost for labor during the first three plays was $4,165. Therefore, the estimated cost for the entire season is $6,941. The difference between the yearly fee of $8,400 and the estimated $6,941 labor costs is utilized to pay electricity, heat, bathroom supplies, etc. The Stage Company activities have not interfered with the other uses of the auditorium. When there have been conflicts, such as elections, etc., the Stage Company has been very cooperative in working them out. The actual productions have been a good addition to the Collinsville community. The Stage Company is interested in utilizing the auditorium for another year. I would recommend that the current license agreement be extended for another year under the same terms and conditions as the previous agreement. The current agreement is attached to this memo. Motion: Move that the current license agreement with the Farmington Valley Stage Company be extended from July 1, 2013 through June 30, 2014 under the same terms and condition as the current license agreement.

DRAFT MINUTES CANTON BOARD OF SELECTMEN

First Selectman Richard Barlow called the regular meeting of the Board of Selectmen to order at 7:00 pm.

MOTION: T. Sevigny moved to amend the agenda by adding under NEW BUSINESS item D. Consider and approve submission of Connecticut State Department of Education Youth Service Bureau Grant Application in the amount of $14,000 which requires a fifty-percent local match which has been budgeted to be in the Fiscal Year 2013-2014 budget. D. Gilchrist seconded the motion. The motion passed unanimously, 5-0-0.

R. Barlow requested a moment of silence in memory of Ken Wassall the former Town Engineer who passed away earlier in the week.

VI. CONSIDERATION OF NEW BUSINESS A. Discuss Village Cemetery Maintenance – A letter to the Collinsville Cemetery Association was included in the Board’s packet for their review. R. Barlow summarized items that have been neglected at the cemetery over the past several years. Mark Lowell, President of the Collinsville Cemetery Association was present and provided an update on the financial status of the Association. He stated there currently is a need for a Secretary/Treasurer so that bills can be paid and there has been difficulty arranging a meeting with a quorum to appoint someone. He further stated he is confident the cemetery can be mowed before Memorial Day and unless an alternate source of income can be secured, the Association will only be able to maintain the property for approximately four to five years. M. Lowell stated he will keep R. Skinner updated on the situation. State law requires towns to assume the maintenance of abandoned cemeteries so the Town should anticipate the need to budget for maintenance costs within three to five years.

B. Consider and approve submission of OPM State of Connecticut Police and Youth Grant Program application entitled “Paddling with Police” in the amount of $9,766 sign – A memorandum and application was included in the Board’s packet for their review. R. Skinner stated this grant is a joint effort of the Canton Police, the Canton Youth Service Bureau and Collinsville Canoe & Kayak and provides an opportunity for the police and teenagers to become familiar with one another. He further stated the program would be extremely beneficial and there is no cost to the Town.

Sevigny moved to approve the submission of OPM State of Connecticut Police and Youth Grant Program application entitled “Paddling with Police” in the amount of $9,766. S. Roberto seconded the motion. The motion passed unanimously, 5-0-0. C. Consider and approve participation in Connecticut Property Assessed Clean Energy (C-PACE) Program sign – A memorandum and documentation was included in the Board’s packet for their review. R. Skinner stated this is a state program that provides financing to businesses, including multi-unit housing, for energy efficient improvements such as solar, window replacement, etc. He stated the program does require Town participation and payments must be collected by the Tax Collector. He further stated the goal is to promote energy efficiency; other towns are adopting the program and it could be a benefit to local business owners.

MOTION: D. Gilchrist moved that the Chief Administrative Officer be authorized to enter into an agreement with Clean Energy Finance and Investment Authority for the purposes of administering the Commercial Property Assessed Clean Energy (C-PACE) Program. S. Roberto seconded the motion. The motion passed unanimously, 5-0-0.

D. Consider and approve submission of Connecticut State Department of Education Youth Service Bureau Grant Application in the amount of $14,000 which requires a fifty-percent local match which has been budgeted to be in the Fiscal Year 2013-2014 budget – An application was included in the Board’s packet for their review. R. Skinner stated this is a matching grant that is routinely applied for and the Youth Service Bureau does an excellent job working with the youth.

MOTION: S. Roberto moved to approve the submission of Connecticut State Department of Education Youth Service Bureau Grant Application in the amount of $14,000 which requires a fifty-percent local match which has been budgeted to be in the Fiscal Year 2013-2014 budget. Barlow stated the Walk for Hunger will take place on Saturday, rain or shine and that he would be presenting a proclamation to Focus on Canton, LLC at ShopRite on Thursday, May 9

Barlow stated the next Farmington Valley Collaborative meeting will be at the Canton Historical Museum on May 23, 2013 at 8:00 am. R. Barlow stated the Farmington Valley Stage Company just completed their 4

th performance.

B. CAO Report – R. Skinner handed out for informational purposes only documents relating to 1) A UConn graduate student doing a Bear Study on Town owned property; 2) 2011 Equalized Net Grand List information; 3) Town of Canton Public Works open projects; 4) Youth Service Bureau data collection; and 5) Various correspondence relating to Track & Field bids. R. Skinner notified the Board that PMBC recommended Folsom Construction be awarded the Track & Field contract.

R. Skinner stated an incident happened at the Collinsville Fire Station causing damage to Fire Rescue #9 and the building.

R. Skinner stated that Weston & Sampson Engineer, Jeff Alberti will be providing the presentation at the Town meeting on May 9

th.

D. Gilchrist requested an update on the fiscal year end finances. R. Skinner stated Fire and DPW will run over, but reimbursements from FEMA will help and he will have a better idea at the next meeting.

S. Roberto commented on how good Mills Ponds, the Peace Pole and Bowdoin field properties look.

T. Sevigny stated the No Parking signs for the Farmers Market at Town Hall need to be displayed. R. Skinner stated he would have DPW take care of.

S. Roberto commented on faded signs along the trail for which R. Skinner stated DPW is working on obtaining estimates for replacements.

The Board discussed a redacted letter received from the Board of Ethics.

The Town was issued a permit for alterations to the Social Services Department at the Community Center. The Town was issued a permit for renovations to housing at 21 Dowd. The one commercial permit issued was for repairs to FAVARH at 15 Canton Springs Road.

The following are highlights during the month of April 2013

• Participated in the school security drill at Cherry Brook Primary School on April 3.

• Attended a State of CT Division of Emergency Management and Homeland Security (DEMHS) meeting (Blizzard 2013 FEMA funding) in Rocky Hill on April 4.

• Attended the Capitol Region Fire Marshals Association meeting in Hartford on April 4.

• Attended a meeting at CL&P in Simsbury on April 9 to discuss new proposed outage map.

• Attended a career development class in Rocky Hill on April 11. The class was presented by the State Fire Marshal’s Office and the class topic was fatal fire investigations/code issues.

• Presented students of Canton Community Nursery School with ‘Jr. Firefighter’ helmets when they toured Town Hall on April 11.

• Attended an Emergency Preparedness Steering Committee meeting at the Community Center on April 16.

• Presented fire and life safety education at FAVARH (Commerce Drive) on April 17 with volunteers from the Canton Volunteer Fire & EMS Department.

• Performed an inspection and received firefighting information at the AT&T central office on River St on April 25.

• Picked up new battery for the Statewide Tactical On-scene Channel System (STOCS) box in Hartford per DEMHS on April 29. The battery was replaced and the system tested ok.

• Lisl Huebner, Canton resident and certified herbalist, offered a lecture on native edible and medicinal plants. Following her talk, she led participants on a hike of the property surrounding the library. The audience identified beneficial plants in the area surrounding the public gardens and even sampled a few, such as new dandelion leaves. A popular event with 21 in attendance.

• The Friends of the Library sponsored their ninth annual Crossword Puzzle Tournament on April 27. It was a success and, as always, great fun. The tournament is a joint effort of the Friends and the staff, so I am reporting it here. Since its beginning, Friend Alice Dutton, a passionate crossword puzzle enthusiast, has been in charge. The puzzles are graded and prizes are awarded for the top scorers. Twenty-five (25) people from around the state participated.

• Author Robert Steele gave a thought-provoking talk on Native American casinos and their effects on the life of their communities and the nation. He took questions from his audience and ended by selling and signing copies of his book, which is a novel based on his research.

• Displays/Exhibits: There were no displays or exhibits in the library during April as we readied the walls for painting.

CHILDREN’S SERVICES

• 6 programs – 96 participants 1. Movies on the Big Screen: Rise of the Guardians -- 1 session with 59 attendees 2. Tween Flannel Board Story-Making Volunteer Sessions – 3 sessions with 12 attendees 3. Spanish Language Story Times – 2 sessions (first 2 of 4) with 25 attendees

• Heather Baker was on leave for half of April due to surgery. During the other half, she worked reduced hours. Her absence from the Children’s Room, coupled with the impending repainting, caused us to keep children’s programming scaled back this month.

• Like April, March was a highly unusual month in the Children’s Room and we slipped up on some of the programming information, so I have issued a corrected statistical report for March. It shows accurate children’s and grand total program and attendance numbers.

• Canton student and summer Book Buddies volunteer Sofia Langou is running a 4-part Spanish/English story time for children ages 4 to 7. This unique series is Sofia’s Grade 8 Odyssey Project at Canton Intermediate School. Her well-organized and well-executed Saturday sessions are conducted with her mother present as assistant/supervisor, and the kids are enjoying it. Heather Baker and Sarah Prattson have worked hard to make sure Sofia has all the resources she needs to be successful. Sessions 1 and 2 took place in April.

• Another Movies on the Big Screen session was our April school vacation program.

• A handful of Canton tweens and teens worked with Heather to help prepare flannel board story time props for one of her 2 presentations at this year’s Connecticut Library Association annual conference.

PERSONNEL

• Anna Boisvert, one of our excellent Circulation Desk aides, reduced her hours in order to accept a larger part-time job at the Barney Branch of the Farmington Library. Anna, who is starting her MLS degree work, will remain with us every Friday and will stay in the Saturday rotation schedule.

• Anna gave up 12 of her 19 weekly hours. Eight (8) of those hours went to Circulation Assistant Meghan Glasgow, while 4 went to Susan Tarinelli. Sue is one of our 3 pages but now she will function once per week as a circulation assistant, too.

LIBRARY CONTINUED … • Sarah Prattson, our Children’s Services Assistant, is working out her notice. You may recall that Sarah

holds down 3 part-time library jobs but cannot maintain that schedule any longer so, unfortunately, ours

• is the position she has decided to eliminate. She started here in mid-December and has been wonderful. I will have to act fast to find a replacement. Luckily, one of the candidates not selected last time is still interested and available.

• Heather Baker returned to work on a part-time basis very quickly -- on April 12. While she is working only a few hours each day, we are happy to have her back. She hopes to return to full-time work again on May 13.

• Meetings attended by staff: o Simon – Regional Library Directors Roundtable at the Wethersfield Library, Library Board, Friends

of the Library, Long-Range Plan Evaluation Committee, 100th Anniversary Committee meeting, Friends of the Library Spring Book Sale, meeting with the Town Manager, LCI Governance Committee, Connecticut Library Association annual conference.

o Delaura – State Library Ebook Task Force, LCI ILS Task Force, Friends of CT Libraries Boot Camp (he was a featured speaker), Connecticut Library Association annual conference

o Baker, Bunn, and Van Ness – Connecticut Library Association annual conference. Heather Baker was a speaker at 2 conference classes.

OTHER HIGHLIGHTS OF THE MONTH • The library interior was repainted between April 9 and about April 26. We ended up closing the

Children’s Room for 5 business days, but the patrons understood. The Local History Room, the Children’s Story and Craft Room, and the staff offices were particular challenges because so much stuff had to be moved out and then back in. Some of these areas are still semi-chaotic, but we’re slowly getting back to normal. All the same colors were used again so there is no dramatic new look to the library, but we are, in general, brighter and fresher.

• The Friends held their successful spring book sale on April 13. Proceeds were approximately $2,000. The members worked hard on this secondary sale, which was introduced for the first time in 2012.

• The Friends co-sponsored with the library their annual Crossword Puzzle Tournament. See above.

• The Friends voted in April to pay for all current upholstered loveseats and chairs in the Children’s Room to be reupholstered. They also will pay for an additional chair. What would we do if we didn’t have the Friends?

• April was National Poetry Month. Trustee Nita Hansen and Reference Librarian Beth Van Ness placed containers of poems all over the library for visitors to read and take with them as part of “Poem in Your Pocket Day”: April 18.

• The 122nd annual conference of the Connecticut Library Association was held at the Crowne Plaza Hotel in Cromwell on April 29 and 30. Our 5 full-timers attended the educational classes. We all went for one day except for Heather Baker, who attended both days (at no cost) because she was a speaker at 2 of the programs. I usually go both days, but skipped Day 1 this year.

• The teen services librarian request is part of the official town budget proposal for FY 2013-14. The budget referendum: May 22.

PARKS AND RECREATION

• Tee ball and Coach Pitch began as scheduled on 4/27 with over 100 participants. The month was busy with preparations for this program. Scheduling, team building, shirt orders and many emails.

• New programs for the spring inclued Kickball with 20 registrations.

• Program revenue year to date is higher than last 5 years with 2 months remaining in fiscal year.

• All summer programs are online and we are accepting registrations which are steadily coming in.

• Several questions from parents of participants of the Dusky Swim Team regarding pool membership requirement.

• Promoting new Disc Golf program afterschool at CIS.

• Director Wilson met with CAO, Neil Pade and Jeff Shea to discuss potential STEAP grant projects.

• Director Wilson went to Dennis Malone Aquatic Center in Bristol to view membership system and tour facility.

• Director Wilson attended interviews for the Mills Pond Pool Feasibility Study. There were two respondents and Mythic Sports Group was selected.

• Met with new Aquatics Director Chris Melite to review position duties and orientate on position.

• Began scheduling Explores Camp trips and activities.

WPCA OPERATIONS

• The plant achieved 97 % BOD removal and 97 % Suspended Solids removal.

• The Effluent plant flow, monthly average decreased from .863 MGD to .685 MGD

• Rainfall total for the month is 1.81 inches.

• Plant is running well. LABORATORY

• Analyzing Primary Tank solids, Secondary Solids, and sludge shipped by Synagro.

• Monthly Nitrogen and Phosphorus are analyzed and weekly Effluent Nitrogen to comply with the general permit for Nitrogen.

• Regular permit testing was done in house including pH, Temp, BOD, TSS, Alkalinity, and other tests as needed or required by the permit. All required permit parameters were met.

• Shipped sludge solids, averaged 3.8 % this month.

• Nine loads of sludge were shipped by Synagro @ 58,500 gallons this month. COLLECTION SYSTEM

• Lift station inspections were performed twice per week.

• Marked call before you dig locations.

• Water & Waste in to pull pumps @ Townbridge rd. pump station (rags in pumps) MAINTENANCE • Monthly and weekly duties performed.

• Cleaning D.O. Probe in RBC Tank on a weekly basis

• 24 hour cleaning of sand filters

• UV Disinfection system, 1 bank of bulbs cleaned weekly

• Tower Generator in perform annual service on generators

• Drain and flush Trickling filter bearing SAFETY AND TRAINING • Performed test of all emergency exits signs and lights.

• Calibrated 4 function gas meter.

• Annual training, refresher and sign off “Emergency Action Plan” ADMINISTRATIVE

• Met with Engineers from Woodard & Curran to discuss Pumps and options for the primary clarifiers.

• Out to bid for Primary sludge pumps

• Review of Generator services contract with DPW

• Attended Department Head meeting

• Met with the owner of Saybrook Fish House
