Jean Louis Legare Regional Park &

Willow Bunch Recreation Authority 2013 Director’s Report

2013 was another busy and productive year. We are happy to report that we have been able to operate all facilities and still remain financially viable. Though our financial statement shows an $11,545.00 loss for 2013, this loss is actually caused by a cash transfer to the Town of Willow Bunch into an account for the Construction for the new Curling Rink Lobby. All bills for the lobby are to be paid from a Town Account in order to qualify for certain grants. Without this transfer we would have shown a profit of $20,908.90. Though most of the facilities are not profitable we are able to offset the losses with municipal grants, donations and fundraising activities. We are very fortunate to receive such good support from the community and surrounding areas. SKATING RINK Our 2012-2013 Skating Rink season ended in February. Though the rink wasn’t utilized as much as we would like, it remains open and available to everyone for some skating and hockey enjoyment. The rink was operated by volunteers once again. Thank you to all who helped put in ice, paint ice and maintain the ice throughout the season. We are looking at some major repairs to the artificial ice plant and header prior to opening in 2014. CURLING RINK The Curling season ended in March with an open Bonspiel which was well attended. We had teams from Assiniboia, Bengough, Coronach and Rockglen participate. It was a great time and a lot of fun. The curling rink was opened again in December for the 2013 – 2014 season. Thanks to all the volunteers for their help installing and painting the ice and rings. This should be the last season in the old lobby. We are busy with the construction of the new building and are very happy to see the new development becoming a reality in the

community. Thank you to everyone who has been helping out with this project. PARK The Regional Park opened in May with our new caretakers Marie and Art Harvey & Trevor Brost. With such a late and wet spring, it was a difficult year to get the whole park up and running to capacity, but with Marie’s determination and a lot of hard work, they had it running smooth in no time. There continues to be a strong demand for more campsites and the board is constantly looking for areas that we can expand as we are limited to space. We have developed the ball diamond area into sites and plan to install power to these sites next season. We should have our new in-town sewage dump station complete for use in 2014. We have developed this site, hoping this will reduce the amount of waste that we have to haul from the park to town. We will be encouraging the campers to empty their holding tanks at this station instead of the ones situated in the park. The hauling of sewage waste is costly and a time consuming job for our employees. We are hoping that this site will be successful and will alleviate some of the work load. We would like to encourage everyone in the community to purchase their park stickers which are available at the Town Office, Golf Course, Post Office and any Rec. Board member. We are looking forward to an exciting and busy year at the Park this year. SWIMMING POOL The swimming pool was opened for the months of July and August again and we offered Swimming lessons and an aqua size program during this period. The swimming pool continues to be an important part of summer activity for the community and campers using the park. THRIFT STORE The Treasure Chest Second Hand Store has been operating successfully and continues to bring in a constant revenue for this organization. We are fortunate to have Val and Gerry Bellefleur volunteer their time to keep this store open. We would like to thank everyone for the donations that make this store a viable operation. In closing, we would like to once again thank the Town and RM of Willow Bunch, our 2013 staff and the community for their constant support. We could not operate these facilities without you. Thank you also to the Wildlife Federation, Sportsman Club, Cayer Trust Fund, Miners Trust Fund, Lesperance Texas Hold’Em Group and Kinettes as well as the many volunteers that help to make this a better community to live in. Once again I would like to encourage everyone to make use of and enjoy these facilities. They are here for your enjoyment and pleasure. Submitted on behalf of Jean Louis Legare Regional Park and Willow Bunch Recreation Authority By Roger Philippon (President)

HILLS OF HOME CLUB REPORT FROM THE PRESIDENT The Board of Directors has learned a lot this year. Some of the problems we worked through were due to our inexperience. Other problems were caused by the resignations of some members of the Board. I believe the observations we have made in the last twelve months has brought us to an understanding of the problems in the Hills of Home. At the end of the 2013-2014 Fiscal Year we showed a deficit of more than $900. As you saw in the Financial Review, our revenues exceeded expenses by more than $5,000. The reason for this is that we were able to seize a few opportunities. The Restaurant closing allowed us to operate a “coffee row” five mornings a week. We sold burgers and hot dogs at the R. Wolfe Auction. These two events alone netted almost $4,000. This was done with about six volunteers …. Average age … 74 years. Revenues from our gaming activities will likely exceed $4,000 by the end of the calendar year. Can you imagine what could be accomplished if we had more volunteers that are younger? We are in the process of getting quotations from various contractors to replace the siding on the exterior of the building and to install a larger air conditioning unit. The main trouble we are having is actually getting the contractors we contacted to show up. Even the local ones do not seem to want the work. Getting grant moneys for these projects depends upon getting the application and the quotations submitted

by the deadline of early July. If nothing gets done it won’t be that we haven’t tried. Several years ago the Club by-laws were amended to allow persons of 35 years and older to join. The purpose of that amendment was to energize the Club and make it a more inclusive community club. To date this has had no effect. The Hills of Home Club has the “old folks” image. We have tried new activities to change our image. With younger people as members, there could be more activities that could appeal to a younger crowd. One thing is certain; we cannot survive if the average age of members continues to rise. We need two things to happen:

1. More of the present membership to be more active and

2. A generally younger membership

There are three possible outcomes as I see them:

1. We attract a younger membership and have more activities so the Club can take a more active role in the Town of Willow Bunch or,

2. We continue to work hard to attract members but keep things more or less the way they are while we can or,

3. We down-size the activities to reduce the work load on our elderly volunteers, and use what we have in the bank to cover the day-to-day expenses (utilities, telephone, taxes, etc.) until there is nothing left.

Any organization needs new members to keep things fresh. Thank you for your attendance and kind attention.
