It seems as though no sooner does Summer begin than the leaves begin to turn colors, announcing the beginning of Fall. The last days of Summer

and first days of Fall are always a busy time for families, but they also are a busy time in Town Hall. Town recreation programs and public works efforts transition from Summer to Fall, we develop the Town Budget, ensuring that we maintain our strong financial position and quality Town services while minimizing the impact on taxes, and we focus police efforts on traffic safety, particularly for returning school children. The Brighton Recreation Department After School Program will resume at the beginning of the school year. The After School Program is a NYS Licensed Program for students in grades 1 through 5, located at Brookside School on days that the Brighton Central School District is open for a full day. There are separate school recess programs during winter and spring recess periods. The After School Program offers indoor and outdoor activities for school age children after school, and is especially convenient for parents with irregular schedules because it does not require a long-term contract or commitment. Your child can be dropped off by bus from either French Road or Council Rock Schools. All children must be picked up from the After School Program not later than 6pm. Sign up early for this popular program.

Every Fall, our Highway Department crews transition from picking up lawn and garden debris to autumn leaf pickup. This year, we have restored additional overtime hours for leaf pickup to improve our service to you. Our trucks will make three or four complete trips through the entire Town this Fall, but during the peak of the season, our leaf pickup crews cannot be in every neighborhood every week. The Highway Department posts daily updates on the Town website showing where they are working that day and the next. To make the leaf pickup safer and more efficient, please containerize leaves and debris wherever possible. Containerized materials are neater and are picked up more frequently than bulk material. It is illegal and unsafe to place leaves or debris in the street. If you cannot containerize, please place leaves and debris on your lawn near the street. Leaves and debris left in the street can clog storm sewer drains, leading to neighborhood flooding, and they are also unsafe to cyclists, pedestrians and drivers. Finally, if you use a landscape company, encourage them to get a permit from the Town to haul leaves and debris directly to the Town mulching center on Browncroft Blvd. This will keep your neighborhood cleaner and will help us keep our streets safer for everyone.Speaking of safe streets, Fall brings school buses and school children walking to and from school. Traffic safety is important throughout the year, but especially so during the Fall. Our Brighton Police Crossing Guards do outstanding work in keeping our

children safe, but they can’t do it alone. Especially in the Fall, please observe safe speeds, never drive distracted and watch for pedestrians of all ages. Pedestrians have the right of way in crosswalks; never try to turn in front of them. In particular, police will be watching for drivers who pass school buses illegally. Our children are our future… we owe it to them and to ourselves to keep them safe! One thing never changes from season to season: Brighton’s commitment to provide quality services and open government to our residents. We never forget that we work for you, the people of Brighton, and we welcome your input and participation in your Town government. Watch our Brighton Town Board and Brighton Board of Education meetings, including Town budget hearings, on Channel 12. Town Board meetings are also live streamed on the internet and archived on YouTube for later viewing. The Town Board will hold two public hearings on the 2016 Budget at the October 14, 2015 and October 28, 2015 Town Board Meetings. These hearings will solicit public input on the Operating Budget and Special District

Assessments. Town Board meetings begin at 7:00 pm and are held at Town Hall, 2300 Elmwood Avenue. Copies of the preliminary budget will be available for review in the Office of the Town Clerk and on the town website at www.

Senior and Enhanced STAR Exemption Renewal TimeFor Limited Income Seniors and Non-Automatic Renewal Enhanced STAR Exemption holders, the Town of Brighton Assessor’s office will soon mail the Enhanced STAR Exemption renewal applications and the Real Property Tax Exemption for Seniors with Limited Income renewal applications. Please take note that March 1 is the filing deadline for all Real Property Tax Exemptions, but early filing is always suggested and appreciated.

Please note that these exemptions are for owner-occupied primary residences. Please note that income, as described by New York State for the Seniors with Limited Income, has a different definition than income for income tax filing. Some other real property tax exemption examples include:• Basic STAR – one time filing, (unless you move) must be your primary residence• Disability – Annual Renewal Required

(income detail is similar to Seniors with Limited Income filing requirements)• Veteran – one time filing (unless you move—updates of disability ratings may require notification of assessor’s office)Please call (585) 784-5215 if you have any questions about exemptions or any other assessment related issues. I am happy to now offer the option to renew your dog licenses online. As long as your furry friend’s rabies vaccination is still current, you can renew their license online with a credit card. Just go to my Town Clerk’s page on townofbrighton.orgThe 2015-16 School Tax bills will be mailed during the last week of August. If you do not receive your bill by September 5, please call my office (784-5240) right away so we can investigate. Full payments are due by Thursday, October 1 and for those wishing to pay by the installment option, the first payment is due on or before Tuesday, September 15. Complete payment instructions and deadlines can be found on the reverse side of your bill.

Please DO NOT use online bill pay – I know, I use it for everything too - but when you use this service, your bank still actually mails us a paper check. NYS Real Property Tax Law Section 925 defines the payment date as the USPS postmark or (absent a postmark) the day it is actually received. Online bill payment checks do not receive a USPS postmark, so they are not considered paid until we physically receive the envelope. This can be days (or in some cases weeks) after you tell your bank to make the payment and result in you owing additional interest.First installments or full payments can be made in person at Town Hall, or at either of the M&T branches (S. Clinton or Monroe Ave) in Brighton, or by mail.

Second and third installments are made directly to Monroe County. I am a firm believer that your lunch break should be just that – a break, so we are open until 6pm Monday thru Thursday (5pm on Fridays) to let you stop in after work to take care of your business with the Clerk’s Office. You can make most passport and marriage appointments as late as 5:30pm. Of course, we are still issuing Dog Licenses, Accessibility Parking Permits and providing Notary services too.If you ever have any questions or suggestions on how we can serve you better, please do not hesitate to stop by the office or to let me know by phone, email or @BrightonClerk on Twitter.

Please be sure to include your name and complete mailing address.The Recreation Department would like to remind everyone who has a Rec1 account, to check and update it periodically. It is especially important to update your family information including ages and grades of children. The system does not automatically update this data, so it is up to each user to make changes as needed.

All individuals pictured in photos must provide written consent in order for submission to be considered. HAPPY FEET SOCCERHappyFeet Rochester is part of the growing family of HappyFeet programs that started in Kansas City. HappyFeet is a developmentally appropriate physical fitness program for children ages 2–6. PRESCHOOL ADVENTURES – KIDS IN THE KITCHENDoes your little one love to help in the kitchen? In this class toddlers and pre-schoolers will be able to make their own snacks by following simple instructions. They will be encouraged to mix, measure, create and taste new foods. Adults will learn some creative ways to serve old favorites. Each week will center around an age appropriate theme. We will also have a story, craft and games. NEw YORK STATE BOATER SAFETY COURSENew York State requires all individuals born on or after 5/1/96 to successfully complete an approved course in boater education in order to operate a motorboat. This course requires a minimum of 8 hours of classroom instruction. Students must pass a final exam with a score of 76%. Students will receive a temporary boating safety certificate upon completion of the course. Students 18 years of age and older will be required to pay a $10 fee to NYS for issuance of a permanent boating safety certificate. Permanent boating safety certificates do not expire. CORBETT’S GLEN NATURE HIKEJoin us for a Sunday afternoon in one of Brighton’s most scenic spots, Corbett’s Glen Nature Park. Come explore the trails that wind through the park. The hike will start at the top of Corbett’s Glen on Penfield Rd., then travel down to the historic Postcard Falls and finish back at Penfield Rd. Please bring a water bottle and dress appropriately for this hike, which is over a mile long. TUESDAY LUNCH BUNCH GET TOGETHERA full lunch is catered each Tuesday by The Full Belly Deli at 11:30 am. Lunch includes an entrée, two sides, dessert and milk. Cost is $6.00 per meal and can be ordered until noon the day before by calling 784-5266. Musical entertainment or informational speakers follow the luncheon at 12:15pm. SENIOR ACTIVITY GROUPSBrighton Recreation sponsors a social club on Tuesdays for people age 60 and over. People are welcome to drop in anytime. Activities include Lunch Bunch, musical programs, speakers, card playing, trips, holiday celebrations, and special events. Bus transportation to the Senior Center for Tuesday activities can be arranged for Brighton residents by calling the Senior Office at 784-5266. The cost is $4.00 round trip. The bus may be used occasionally or on a regular basis.

EVENING OUT: DISNEY’S THE NEWSIESThey delivered the papers until they made headlines… Direct from Broadway, “a musical worth singing about!” Join us Sunday, October 11th for dinner and a 6:30 pm show. Avoid the traffic and parking hassles by hopping on the senior bus that will drop you off right at dinner. The bus will leave the Senior Center at 4:00 pm and returning around 10:00 pm. EUCHRE TOURNAMENTA Euchre Tournament will be held on Friday, September 25 from 10:00 am – 3:00 pm. It is a singles tournament so you will have a different partner each game. Donation is $3.00. ROCHESTER PUBLIC MARKET OUTINGSOn the first Thursday of the month from June through September and October we will take a trip to the Public Market. The bus leaves Brighton Recreation at 10:00 am and you will have one and a half hours of shopping time at the Market. Bus cost is $2.00 from the Center. Call two days before for a reservation. (Ten people are needed to run this outing).

EARLY THANKSGIVING LUNCHEON & DANCEWe will celebrate Thanksgiving a bit early on Tuesday, November 17 at 11:30 am. A traditional turkey dinner will be served. Music and dancing will follow with the performance of John Seiger. Cost is $8.00. Call 784-5266 for a reservation by November 13. Seatingis limited.

HOLIDAY BANQUETWe will have a sit down luncheon at the Memorial Art Gallery on December 10 at 11:30 am. There will be three entrees to choose from and meals include salad and dessert. Entertainment will be by Johnny Matt. Guests have the option of touring the Art Gallery at no charge. Tickets are $25.00 and must be purchased by December 4. They will be sold on a first come first served basis starting November 23.

BRIDGE: PLAY OF THE HAND IN THE 21ST CENTURY - PART 2This course is for intermediate bridge students who have taken the basic courses or who have solid experience playing bridge. Although this course does include pointers on defensive play, it mainly focuses on declarer play. We will cover promoting high cards, suit establishment, finessing, ruffing losers, and ways to discard losers. We will also explore how to learn from opponents bidding and playing. Each class will include a combination of instruction and playing of pre–dealt hands. SMOKE DETECTOR BATTERY CHECKThe Fire Department will come to your home or apartment to check and/or replace your smoke detector battery for you. There is no charge for this important service, but you must live in the Brighton Fire District or in the West Brighton Fire District. Toarrange for this service, please call Brighton Recreation at 784-5260 any time prior to October 17. You will be asked for your name, address, and phone number. On October 31st, a firefighter will visit your home by appointment to check the battery in yoursmoke detector.

Mentoring ClubIn the Fall of 2005, Brighton Youth Together joined forces with the Brighton Central School District Mentoring Club. Twelve Corners Middle School and Brighton High School students meet weekly at the TCMS Cafeteria from 3:00 - 4:00 pm. This high-energy group is working on building the 40 Developmental Assets for youth and community service projects while building relationships with their fellow students. If this is an after-hours call, an answering service will take your information and contact Sewer Department personnel. If a backup is a result of a blockage in the public sewer main, the Town

Sewer Department will remove the obstruction and/or repair the sewer main. If the obstruction is located within the sewer pipe from the house to the sewer main, the Town Sewer Department, as a courtesy, can assist in assessing the problem and in an emergency, the Town will try to remove the blockage.
