Role of HYER Members
Representatives of regional / local authorities involved in
• Strategic energy, transport and infrastructure planning
• Technology development program planning
• Public procurement programs (e.g. transport fleets, ..)
• Funding program definition and legislation
• Industrial and climate protection policy
HYER members therefore have access to powerful tools
for the introduction and commercialisation of innovative
energy technologies

Recent Activities / Involvements
HYER’s main work topics
Project involvement to observe and monitor technical development
Gain latest state-of-the-art information from ongoing EC projects and
“translate” information into policy recommendations towards local /
regional decision makers
Data survey and monitoring Data survey and monitoring
Prepare comprehensive data pool based on local /regional information
as unique source of information for all relevant stakeholders
Political support and visibility towards European Stakeholders
Facilitate political seminars and workshops on behalf of members and
third parties (on specific request). Contribute to hearings, public
consultations, liaise with relevant EU organisations (EC, EP, Council, EIB).

Recent activities - Project involvement
HYER is involved in several projects of the EU Fuel Cell and
Hydrogen Joint Undertaking (FCH JU) as partner /co-financer:
H2 moves Scandinavia (FC passenger cars)
HYER facilitates European road shows across several
European regions (dissemination through local events).
 CHIC (FC hybrid buses)
HYER coordinates general and targeted dissemination in
1st Call
HYER coordinates general and targeted dissemination in
19 regions in Europe.
3rd FCH JU Call (FC hybrid buses, taxis and scooters)
HYER is a dissemination partner in two fuel cell vehicles
demo projects: one for buses and one for taxies.
4th FCH JU Call (FC hybrid intercity buses, FC stationary)
HYER is a dissemination partner in a FC bus demo project
and a micro FC demo project proposal

Status to date
Local governments need to align activities on comprehensive
technology solutions, including battery, bio fuel and hydrogen
powered vehicles.
To-date monitoring of electric vehicles and infrastructure
performance has been confined within various EU, national
and local projects.
Impact on the use of primary energy sources and local grid Impact on the use of primary energy sources and local grid
capacity to recharge and refuel these vehicles is unknown.
Much is needed to create opportunities for local industry and
accelerate public awareness.
In short:
Insight in relevant data and in real-live experiences throughout
Europe is crucial to allow fact-based and effective policy
making in particular for market introduction.

Aim of an European Electro Mobility Observatory
Overall aim of the EEO is to collect, evaluate and
disseminate data and experiences from electro mobility
projects and programs across Europe in a consistent
framework to:
 Monitor applications and operations
- Who is using electro mobility and why?- Who is using electro mobility and why?
- How do operators run/apply EM today?
- What are the drives to motivate them?
- ….

The collected insights are intended to meet information
needs of municipalities, regions, national programs and
projects as well as of the European Commission and should
therefore become a “market and costumer observation”
rather than a detailed technical analysis …

Objective of today’s seminar
 Learn from recommendations
(based on existing experience)
 Collect expectations and wish list
(from as many different stakeholders as possible)
Agree on the relevant scope (data set) and the
management of the EEO
from / with key actors in electric mobility development in
Europe with regards to the design and operation of an
European Electro Mobility Observatory (EEO)
