Welcome
On behalf of the Hurricanes Youth Rugby Council, welcome to the Hurricanes Under 15 boys
tournament for 2018. Organised by College Sport Wellington and St Patrick’s College Silverstream, the Upper Hutt region is delighted to be hosting the eighth annual tournament and looks forward to
welcoming team members and their families, friends and supporters from throughout New Zealand.
This handbook contains important information and material pertaining to the Playing Conditions and
Regulations of the tournament. It is important that team management are familiar with the Playing
Conditions and Regulations.
We hope that your team enjoys and creates some amazing memories from the tournament. If you

Tournament Specific Playing Conditions & Regulations
1. Teams will be placed in 4 pools of 4 teams ensuring:
a geographical mix
an ability mix
Tournament organisers reserve the right to make adjustments as required
2. On days 1 and 2, teams will play round robin games within their pool.
3. On days 3 and 4, teams will play pool crossovers on the following format:
Semi Finals – Top 8
1st Pool A v 1st Pool D 1st Pool B v 1st Pool C (Top 4)
2nd Pool A v 2nd Pool D 2nd Pool B v 2nd Pool C (Bottom 4, Ranking)
Plate/Bottom 8
3rd Pool A v 3rd Pool D 3rd Pool B v 3rd Pool C (Plate Top 4)
4th Pool A v 4th Pool D 4th Pool B v 4th Pool C (Bottom 4, Ranking)
Finals Winner v Winners
Losers v Losers
4. Team members must be under the age of 15 on the 1st of January 2018.
5. Schools can register up to 26 players in their squad and play a maximum of 22 in any game.
6. Only seven (7) substitutions can be made during a match. There are to be NO rolling subs.
7. Three players must be able to play in the front row as per NZ Rugby Domestic Safety Laws.
8. New Zealand Rugby half game policy stats that for all rugby below First XV, it is compulsory for all
players to play a minimum half game. Thus all students on your game day team card must play
minimum of half a game. If upon a formal, substantiated protest the offending school risks
defaulting the game in question.
9. All games will be played under NZ Rugby Domestic Law Rules.
10. Games will be 30 minute halves, except for Thursday which will be 25 minute halves.

11. All players must be bona fide students of the school they are representing as per NZ Secondary
School Sport Council eligibility criteria.
12. Disciplinary procedures will follow Wellington Secondary Schools Rugby Union protocol. In the
event of a judicial hearing needing to occur, two independent coaches/managers will be asked to sit
on a panel with the Executive Director of College Sport Wellington as the chairman.
13. Team management are requested to nominate MVP’s from opposition teams on a 3, 2, 1 basis. Collated points will enable each school to be presented with a t-shirt recognising their overall MVP.
14. Individuals will be acknowledged for top try scorer and point’s scorer for the competition, so please
record your teams point scorers.
15. In the event of a colour clash it is the responsibility of the away team to wear an alternative colour,
the away team is the team identified 2nd on the draw.
Team Match Cards
Each coach must complete an official team card with all players INITIAL & SURNAME and hand it to the
referee before play starts. It is not acceptable to use players’ nicknames or only christian names on
these cards. Cards will be available from Event HQ (cricket pavilion) and event manager.
Match Balls
LeslieRugby is the official rugby ball supplier to WRFU and WSSRU. All match balls to be used during the
Under 15 Tournament need to be LeslieRugby branded. The tournament organisers and LeslieRugby will
be providing two LeslieRugby Match balls to every team. These will be given out at the team managers
briefing on Wednesday morning.
Tournament Competition Points
4 points for a win
2 points for a draw
1 point for a loss of 7 points or less
1 point for more 4 or more tries
Artificial Surfaces
Games will be played on grass and artificial surfaces. It is important that teams come prepared to play
on an artificial surface and understand the special requirements that these hold. Information regarding

Spectators and Coaches
In most cases, fields have been roped off to provide a safe environment for the students and officials.
All spectators must remain behind the ropes. All coaches and reserves MUST stand behind the dead
ball line during the game. This will be strictly enforced.

Differentiating Tied Teams – Pool Play
1. Where two teams are equal on competition points, the team that won the round robin match
between the two teams will be afforded the higher ranking. If the game was drawn or cancelled,
the team with the higher point’s differential shall be afforded the higher ranking.
2. If more than two teams are equal on competition points, then the team with the higher point’s differential shall be afforded the higher ranking.
3. If in point 2, teams are still tied, then the team having scored the most tries will be afforded the
higher ranking. After that it will be a coin toss.
4. Any disputes relative to the application of the above shall be referred to the Tournament
Committee for final determination.
5. There shall be no extra time in any match. If in any post pool progression match, the scores are tied
at the end of normal time, then the winner shall be determined by the rule below.
Drawn Semi-finals and Finals
In all semi-final and final matches, if the scores are tied at the end of normal time, there is no extra time
(World Rugby under 19 rule). Accordingly the procedures to determine the winner shall be:
i. The team scoring the most tries in the match If still tied
ii. The team scoring the first try in the match If still tied
iii. The team scoring the first points in the match If still tied
iv. If still equal then a coin toss
Distribution of Information
All team managers and coaches will be well informed of progress and developments. This information
will also be easily accessible to your own wider school and rugby communities. Please encourage them

Services
Laundry
A FREE laundry service is available to all participating schools. This will cover a full gear bag laundry service
(22x jerseys, socks and shorts) overnight on Wednesday, Thursday (twice), and Friday.
Gear bags need to be clearly labelled with school name and ready for collection from Event HQ (cricket
pavilion) by the due time each night, see tournament programme on page for times. Laundry will be ready
for collection 8.45am the following day from the Event HQ (cricket pavilion).
Any additional items sent to the dry cleaners will be charged back to the College, post event. An
administration charge may also be included.

Trentham Memorial Park offers three full size rugby fields five minutes’ drive from St Patrick’s College, Silverstream. Travelling along Fergusson Drive, towards Upper Hutt City, take a left hand turn down
Brentwood Street. A large car park and changing facilities are located north of the number 1 field.
When on site, Wellington Free Ambulance will be based close to the number 1 ground.

Maidstone Artificial Turf

Directions – From St Patrick’s Silverstream, return to the motorway south of the college. Turn right
onto the motor way heading North (this will enable you to by-pass Upper Hutt city centre). At the 3rd
set of lights turn right onto Fergusson Drive, then left onto Park Street. Maidstone Artificial will be
located on the left a couple of hundred meters down the road.

Fraser Park Artificial Turf
28 Percy Cameron Street, Avalon, Lower Hutt
Just a ten minute drive south of Silverstream, Fraser Park Artificial is the home of the Avalon Rugby Club.
The carpark is found on the corner of Percy Cameron Street and Taita Drive. The changing rooms are
located under the grandstand.
This area is currently a building site, as work continues on Fraser Park Sportsville. Aiming to be finished
in December, this facility will be the new home for a number of clubs and associations.
