The Affiliate Member in Malaysia expresses a different point of view. The government should not be the primary
actor in any business sector in which the private sector is capable and willing to work in. The government's
primary role in economic markets is to serve as 'market enablers' and regulators, and institute policies that would
correct any imperfections in the market. This includes establishing relevant and effective capacity building
programs and providing incentives (not necessarily fiscal incentives) for industries in which the private sector is
unwilling to enter due to existence of extraordinary risks in the marketplace. In other words, governments must
devolve its proprietary functions and interests where the private sector is willing and capable of engaging in.
Tourism regional integration
Regional cooperation has become increasingly important and an effective framework to jointly promote
region-destinations. Members recommended developing a common regional tourism development agendathat
would cover areas such as:
Tourism Curriculum Development Framework Road map for integration of international air services Regional Cooperation on Human Capital Development - one that would synchronize local human capital
development programs across the region
Regional policies on human and labour migration Regional conventions on Tourism Ethics, Culture and Heritage Protection, and sustainable tourism
development.
According to the Korea Culture & Tourism Policy Institute, the tourism integration in the region needs:
Sharing Tourism Information and Knowledge:Joint research projects of tourist behavior surveys couldbe conducted, and tourism statistics and information could be shared in the Asia-Pacific region.
Facilitation of Tourism Investment: The elimination of barriers to capital mobility and the sharing ofinformation and expertise for tourism investments are recommended.
Enhancement of Tourism Exchange Programs on a Local Government Level: Enhancement of short-term student exchange programs on a local government level in the Asia-Pacific region is one possible
partnership area and sister city ties for urban tourism in this region are recommended.
Facilitation of Tourism Mobility: The simplification of entry and departure immigration process andrelaxation of visa requirements would help to increase to international arrivals in the whole region.
