“Tax Bills 101”Many residents have contacted the Tax Office stating that they haven’t

received their 2017. Grand List tax bills. If you fall into that category, please call the Tax Department at 203-484- 6011 and duplicate bills can be mailed out to you. (There is a state statute that says failure to receive a tax bill doesn’t invalidate the taxes.) If you let it linger, additional interest will accrue and it could impact your ability to register vehicles.

There could be many reasons why you haven’t received your bill(s). First, remember that these bills originate at the Department of Motor Vehicles and reflect vehicles that were registered as of October 1, 2017. The address that DMV had on file for your registration is what is provided to the Town and ultimately used for the mailing of the tax bill. or the losers’ response to it. Indeed, in 1860 the Electoral College voted three times be-fore Lincoln was elected (he lost to Seward on the first ballot). Clin-ton won the popular vote in California but Trump won the rest of the country. Does any-one really believe that there is greater reason to disregard the rule of law today than in 1860? In 1860 and 2016 the losers railed against the duly elected presi-dent, screaming that the electoral vote defied the “will of the people.” The 19th century losers decided that insurrec-tion and violence was preferable to the rule of law and more than a half million people were slaughtered as a result. Today’s losers seem dangerously close to something similar. Lincoln’s import was not manifest in his mo-ment. His approval rat-ings would have been below 40%. Dear Editor:Did I miss the mark in “Our Will and Testament,”

or did I hit it dead center? Our «Will» is our vote and our “Testament” is our Constitution. The title recognizes death, as in “last will and testament.”

The big picture was that derision, division, sedi-tion and violent revolt are not healthy responses to the lawful function of our electoral process. On the finer points: Both Lincoln and Trump were elected according to the supreme law of the land, so the popular vote had nothing to do with either election

EDITORIALState Representative Vincent CandeloraAudit of State Agencies: It’s not all about money

When something is too big to fail, it often does. Some of our state agencies are fitting that category. In summer and fall, the leg-islature is not typically called in for formal committee meetings, but lately, we have been busy trying to address some of these deficien-cies in our agencies.

Connecticut has an agency, known as the Auditor of Public Accounts, which works for the legislature and audits every department in the state to make sure it is functioning properly and following financial and ethics protocols. These auditors then make recommendations in a published report to fix problems. For decades, Connecticut has engaged in this practice, however, over the last few years, corrective action is slow to come. The elimination of staff and budget reductions certainly do not help any agency’s ability to comply.

Most recently, the legislature has adopted a practice of holding public hear-ings on these audits and are bringing commissioners before the legislature to explain why or if or when they will comply with the recommended changes. Part of the urgency of this process, does just lie in saving money for the state, but also to protect the lives of children and adults in the state’s care. Reports have surfaced from both the Department of Children and Families and the Department of Corrections, which give rise to concerns that errors and omissions by these agencies are resulting in the loss of life. That is why I found the Governor’s veto of Public Act 18-140 so offensive. This Act established a state oversight council on this agency to review and address any deficiencies or errors. The Governor felt that the oversight interfered with an executive branch power and violated the separation of powers. As a result, we are relegated to more hearings to bring these issues to the court of public opinion.

In the upcoming month, we are seeking a hearing with the Department of Corrections where 25 inmates have lost their lives due to allegations of neglect and abuse. Some of these stories seem similar to the issues at the Whiting Institute in Middletown where developmentally disabled people suffered abuse from certain state workers. Information was slow to come, and after legislative public hearings and new legislation, some progress is being made to provide proper oversight.

The state must address these issues with transparency and work coopera-tively with the legislative branch. These findings unfairly paint all of our state workers with a broad negative brush, and when corrective action is not swift, the negativity perpetuates. So over the course of the next six months, the legislature will continue these public hearings and seek corrective action. At the least, I hope it draws the attention of our gubernatorial candidates, and whoever ends up our next governor will address these life and death issues.

Let’s Be “Frank”Well brother I had a great start to Friday The thirteenth. I got to work

early a I usually do and it seemed like one of the elevators was stuck on the third floor. I decided to be adventurous and take the other elevator to that floor and see what the problem was. Once up I opened the other elevator and when it opened, I thought I solved the problem. I got in shut the door and bingo. I was stuck on the elevator.

Being the first one in, the building was empty. I pressed the call button and after what seemed like an eternity a very nice lady came on the line and gave me several pieces of advice leaning towards getting the door open. By now I was sweating like a pig (I really don’t know how pigs sweat).

“How are you doing?” The nice lady asked. My answer said it all. “ I am a morbidly obese claustrophobic diabetic with a pacemaker. You tell me”.

She remained calm and told me she would stay on the line until I got out. My head told me I would be okay, but my sciatica was starting the cry, my heart was pounding and the sweat was now soaking into my shirt. I kept pushing the alarm button but nobody was answering. I didn’t have my cell phone so I didn’t know how along I was there but I must have been there for hours.

Finally someone heard the alarm and came down and pushed to button from the outside and I was a free man. I wanted to kiss the guy but I main-tained my composure walked to my desk and looked at the clock. I realized that what had seemed like hours, had only been fifteen minutes. I thought of those kids in the cave in Thailand and began to chuckle to myself at how much of a baby I was. You and Mary can stop laughing now and go tell all of your friends and mine.

Speaking of Mary, as you read this, she will have joined your side exactly one year ago. I can’t believe she has been gone a full year already. If she has stopped laughing about my elevator experience, tell her I miss her and so do the kids.

Yesterday I met Frank and his girlfriend in Manhattan. We went to La Mela, the restaurant I always took them and Mary to when they were kids. He couldn’t stop telling the girl and her mom how we always went to that place and how Mary use to come and how much she loved it. He told them the last time we were there was my 59th birthday. She was already strug-gling with walking but she wouldn’t miss my birthday and she had a ball watching Johnny eat everything in sight in the family style meal. I never saw a two year old eat like that.

We had fun but as I always say, things have changed. We didn’t eat as much as we use to and I only had one glass of wine. When I went to pay the bill, the waiter informed me that the young man at the other end of the table had taken care of the tab.My son paid the bill. Boy things have really changed.

Take care of yourself and tell everyone I said hi. Don’t let dad call me a stupid ass for getting stuck in the elevator. I’ll see you soon.

PLANNING FOR THE FUTURE By Attorney Marc P. Guertin

In the past few years my firm has conducted hundreds of educational workshops that focus on estate planning. We discuss everything from very basic planning to complicated issues like how to avoid the financial devastation that comes along with a nursing home stay. Whatever the topic being discussed, the most often asked question is “What is the difference between a Will and a Trust?”

The fundamental difference between a Will and Trust is that they con-template different things. A Last Will and Testament usually contemplates one thing: death. It has no power until you die. Until the “Testator” (the person who executes a Will) dies, the Will is just a powerless piece of paper. It has no legal power. The Will gets its power through the Testator’s death. Once the Testator is deceased and the Will is proved to be valid, then and only then, does it have any legal power.

Trusts on the other hand contemplate much more. Different trusts contem-plate different things. Revocable Living Trusts, for example, get their legal power as soon as the document is signed. Living trusts contemplate much more than do Wills. There are certainly provisions to handle the distribu-tion of your assets at your death, but it also contemplates what happens if you become incapacitated. It is more focused on your life verses focusing on your death, while still efficiently handling your post mortem affairs.

Trusts are also your best shot at minimizing the time consuming and very public process of probate. Whereas, a Last Will and Testament, is a “ticket to probate.” Most of the time Wills are all about going to probate court and trusts are all about avoiding any major contact with the court. Why do people want to avoid probate? Most of the time it is because it is an expensive, time consuming and public process.

Some trusts are narrowly pointed at specific problems in life. Irrevocable Asset Protection Trusts, for instance, are utilized to shelter assets that rep-resent a lifetimes worth of work from the financial devastation that comes along with a stay in a nursing home.

Subsequent to the recent retirement of North Branford Police Chief Mat-thew Canelli, Mayor Michael Doody and the members of the North Branford Police Commission are pleased to announce that the current Lieutenant James Lovelace will serve the community as the Acting Chief of Police and Detective Sergeant Sean Anderson will serve as the acting Lieutenant. Both men are lifelong residents of North Branford and products of the North Branford School System.

Acting Chief Lovelace has an undergraduate degree from Sacred Heart University in Fairfield, Connecticut and is currently enrolled in a graduate degree in criminal justice at the same university. He has been a member of the North Branford Police Department since 2004. Among many tasks that he has undertaken during his tenure in the Department Acting Chief Lovelace implemented the dispatch center upgrade, has conducted inter-nal affairs investigations, and recently supervised the installation of a new telephone system. He also manages the dispatch center, is a member of the South Central Regional Tactical Unit, is a member and assistant team leader of the South Central Regional Traffic Unit, maintains the qualifications for school security personnel, and coordinates all special events. Acting Chief Lovelace has also received many awards for his service in law enforcement.

Acting Lieutenant Sean Anderson has been a member of the North Bran-ford Police Department since 2003. He has an Associate’s Degree from Dean College in Massachusetts, and earned credits in Criminal Justice from the University of New Haven. In his position of Detective Sergeant Acting Lieutenant Sean Anderson has supervised officers assigned to the Detec-tive Bureau, conducted criminal investigations and performed a variety of administrative functions. In addition, Acting Lieutenant Sean Anderson is also a Tactical Team Leader and Officer among many other assignments and duties. He has also received a number of awards for his service.

The members of the North Branford Police Commission believe that the Police Department is in capable hands with these two Police Department leaders while the search for a new Chief of Police is undertaken.

CT Audubon Bestows $24,900 Grant to NBLCTThe North Branford Land Conservation Trust, Inc. (NBLCT) is proud

to announce the receipt of a $24,900 grant from the Connecticut Audubon Society through their In-Lieu Fee Program (ILF). The Program, established by the New England District, Corps of Engineers and Audubon Connecticut, supports the preservation, restoration, and enhancement of wetland and wa-tercourse resources and associated upland buffers in the State of Connecticut.

The ILF grant will help pay for a comprehensive Management Plan that will include trail cleanup and restoration, site cleanup, invasives control and other maintenance expenses of the new Harrison Farm Preserve. The Preserve, which is more than twenty-one acres of woodlands and fields lo-cated on North Street in North Branford, was recently donated to NBLCT by Dudley and Vicky Harrison.

Audubon Connecticut ILF receives its funds from applicants who have applied for permits under the Corps’ Regulatory process and agree to use the program for mitigation of impacts resulting from their approved work. As sponsor, Audubon Connecticut administers a competitive grant funding program by soliciting proposals from Conservation Entities. These propos-

als are then given to an advisory committee to be ranked using a scoring methodology. Ultimately, the proposals are presented with their funding requests to an Interagency Review Team, which recommends the finalists to the Corps for selection. Once the projects are chosen, Audubon Connecticut is responsible for funding the project, ensuring that the Conservation Enti-ties implement the project and that they provide for long-term stewardship.

As the number of breweries and wineries in Connecticut continues to grow with DeFrancesco Farms growing hops for many locally brewed beers, we wanted to showcase the many different styles and tastes that are offered locally. Tickets are available online at nbpotatofest.com for the first-ever Beer & Wine Garden, which will be held on Sunday, Aug. 5 with tickets available for either 1 to 2:30 p.m. or 3 to 4:30 p.m.. For $25, guests can choose to sample eight different vendors. The first 50 guests at each session will receive a goodie bag with a commemorative glass, a gift card to Calabro Cheese, and more.

Tastes will be available from New England Cider Company, SoConn Wine Co., Rose Orchard Vineyard, Bishop's Orchards, Black Hog Brewing Co., Relic Brewing Co., Front Porch Brewing, Thimble Island Brewing Co., Firefly Hollow Brewing, Four Brothers Till LLC, Outer Light Brewing Co., Brewport, Nighthawk, and Erector. Calabro Cheese Corporation will be generously providing cheese pairings for the event.

St. Andrews Parish to OfferCatechesis of the Good Shepard

St. Ambrose Parish in North Branford is offering Catechesis of the Good Shepherd, a Montessori-based religious formation program that offers a pathway for even the youngest child to experience the joy of entering into the mystery of God. Open to children ages 3 through entering Kindergarten, the children work with hands on materials in a prepared environment called the atrium where the bond between God and the

child is nurtured. The Atrium is a sacred space dedicated to the program where children retreat from the noisiness of the modern world and enter into a place of prayer. Child sized furnishings, manipulative, and objects based on Scripture and Liturgy placed in the Atrium encourage joyful self-discovery, foster community, and accommodate all learning styles.

DEATH NOTICEIsidore “Ray” Stark, 93, passed away

peacefully on Friday, July 13, 2018. Ray lived with his wife of 66 years in North Branford (and previously Branford) for many years. They also enjoyed their second home in Punta Gorda, Florida. Ray was born in Binghamton, New York on May 14, 1925 and lived many years in the Bronx. He leaves behind his wife Rhoda Ruth Stark and his two daughters Jac-lynn Stark of Swampscott, Massachusetts and Wanda Stark Losnes (hus-

band Donald) of Guilford, Connecticut. Ray was an avid fisherman and a member of the Branford Yacht Club for many years. He had a great sense of humor and was always quite the character. He served in the Navy during WWII. The family extends their thanks to the MICO team at West Haven Veteran’s Hospital for their compassion during his final days. The State of Connecticut has so many breweries scattered in various towns and never all in one easy to visit location. The Knights of St. Patrick are hosting a Beer Tasting, Saturday, July 14th 4-8 p.m. The place has air conditioning to keep cool on a summer day. The price of $15 allows one the opportunity to try some local brews such as No Worries, Stony Creek, Thimble Island or City Steam without traveling all over the state. There are other breweries one may not be familiar with such as Armada, Ballast Point or Firefl y. While at the tasting and sampling some of Kinsmen Brew-ery, Steady Habit or one of the local favorites from New England you can have a bite to eat, play some games and be introduced to new beers. The location is convenient on State Street with parking available in the lot and on the street. Pop in for a taste and let the local beers come to you. If any of your group is not a fan of beer there is a traditional bar option as well.
