Each party receives disproportionate support from a different region of the province according to the poll: " In the 416, Toronto proper, the Liberals (43%) hold a solid advantage over the PCs (29%) and NDP (26%). " In the 905, GTA region, the PC (48%) lead over the Liberals (28%) and NDP (20%) is comfortable. " In Southwest Ontario, the NDP (43%) leads by a sizeable margin over the Liberals (29%) and the PCs (22%). " In Central Ontario, the Tories (50%) are well ahead of the NDP (25%) and the Grits (22%). However, the party did not con- firm this development. "We are yet to finalize our candidates," party spokesperson Dilip Pandey said. Ilmi, a party leader and member of the National Executive Commit- tee, had unsuccessfully con- tested in assembly elections last year from R K Puram constitu- ency and lost by a narrow mar- gin. It is learnt that she had also expressed her interest to contest either from South Delhi or from Farukkhabad against Union min- ister Salman Khurshid. Of the two, the party has already de- clared candidature of Lucknow scribe Mukul Tripathi against Khurshid. Sources said that the AAP wants to field a known name who can take on the Congress president in the Congress party stronghold in Rae Bareli. "In Delhi, we don't require a name as we already have supporters here. However, when we are tak- ing on a strong candidate like Sonia Gandhi, we do require a known name," a party source said. The par ty is also looking for strong candidates against BJP's prime ministerial candidate Narendra Modi and there is also a buzz that party's national con- vener Arvind Kejriwal might con- test against him if he contests from anywhere outside Gujarat.

Why AAP quit government. To explain this, let us rewind a bit.In 2011, people of our country said, "enough is enough" and cametogether to fight for a strong Anti-corruption law. After many protests,numerous hunger strikes, millions of people coming out on the streetsfollowed by broken promises of politicians across par ties, we weremocked at and told that laws are not made in "streets or maidans" andif we wanted to make laws, we needed to contest elections, form thegovernment and then write laws.Aam Aadmi Par ty was formed and we decided to first contest elec-tions in Delhi. Citizens of Delhi not just suppor ted us by voting withoutthe usual electoral considerations of religion, caste, money and musclepower but helped us redefine "winnability" in politics.Is it true that BJP and Congress wanted to support the Bill, butonly wanted to us to do it in a "constitutional way"?Before forming the government, we were offered "unconditionalsuppor t" by the Congress and "issue-based suppor t" by the BJP.We had listed out an 18-point agenda which contained promiseswe had made to the citizens of Delhi and asked them to specifi-cally confirm their suppor t of the same. The Congress said thatfor most of the issues their suppor t was not required as it was theprerogative of the government and they would suppor t the issueswherein their suppor t was necessary. The BJP, instead of clarify-ing their position, said it was unheard of for a par ty to put upconditions for the suppor t that they were offering. Now both thepar ties have gone back on their assurances.As a par t of the Jan Lokpal Bill, we had written that the law passedat the Centre would be applicable to all the states in the form of aJan Lokayukta Bill. This was strongly opposed by all par ties inParliament, saying it was against the Federal structure and everystate should have the option of passing their own bill. Now, when

AAP government in Delhi tried to introduce Jan Lokpal bill, Con-gress and BJP joined hands and have been saying that the billcannot be introduced without consent of the Governor acting onbehalf of the President of India.Interestingly, Sheila Dikshit's government passed a resolution in2002 (details below) preventing meddling by the then BJP ledCentral government in the matters of Delhi state government. Now,the same Congress Central government is meddling in the affairsof Delhi.Citizens of our country have seen a new phenomenon in the re-cent past wherein par ties who have all along opposed each otherand their respective policies, have come together to oppose thepassing of the bill to bring political par ties under the ambit of RTIand also to oppose the Supreme cour t's directive to keep "crimi-nal out of politics". Yesterday, was another classic example of thenexus between such par ties which seem to be making laws basedon vested interests who hold their purse strings.Why did we not go to courts and seek directives against theGovernor's order ?This suggestion is being given knowing fully well, the time re-quired presently for cour ts to decide on such matters. Ratherthan going to cour ts for the next many years, we prefer going tothe people and seeking a mandate which will allow us to form amajority government both at the state and the Centre.Why did we resign without consulting our voters ?Against all exper t predictions, we won 28 seats. Since we did nothave a majority and required outside suppor t of, one of the twopar ties we had fought against, we consulted with our voters as towhether we should take up the challenge thrown at us. In the caseof the resignation, however, as we were not able to deliver on ourmain promise of passing an equivalent of the "Jan Lokpal Bill " inDelhi, there was nothing for us to go back to people with.Are we running away from Governance ?Although we have been in power for only 49 days, the Aam Aadmion the street has experienced reduced corruption and improved gov-ernance due to several initiatives of our government a list of the sameis given below.While there are very many things to be changed in our country, ourprimary fight is against corruption, since it is the root cause of allother problems. This House resolves that there can be only one definitionof the government for legislative and any other purpose and thisis the 'Government of the National Capital Territory of Delhi'. More-over, amendment of rules 23 & 55(1) cannot take away what theConstitution (69th Amendment) Act and the Government of Na-tional Capital Territory of Delhi Act, 1992 have sought to give tothe people of Delhi. Recently, government of India celebrated 12thPravasiBhar tiya Divason Jan 7,2014 at New Delhi and later on Govt. of Punjab organizedNon Resident Indian (NRI) popularlycalled Non Resident Punjabi(NRP)Sammelanfrom Jan 10-11 2014.The two day function was organizedon 1st day at World famous monument Virasat-e-Khalsa,ShriAnandpurSahib, bir th place of Khalsa and on 11 Jan ,2014 at Jalandhar.I happento attend both these functions and was impressed that Govt. of Punjabhad organized it with all sincerity and in a well-organized manner toshow case the progress made by the state and steps taken tosafeguardthe rights of NRI. Till date, the NRP Sammelan 2014 was the 4th in row with nextdue in early 2015.To call it more ritual would not be justice in rightearnest.Already Govt. of Punjab has pushed up number oflegal,administrative and police reforms to give better facilities to theNRIs.The Govt. has tried to assure the international diaspora of itscommitment to the safety of their proper ty and life as never before.Theinitiation of such steps is a right beginning with reforms in mind .Butas admitted a lot about practical aspect is required to be done whichwould take some time even if Govt. is committed. There is no dear thof legal remedies available to citizenin India but nepotism in publicadministration and lethargy in legal jurisprudence is rotting the sys-tem. I find such annual ventures are welcomed but as admitted byChiefMinister Pb. in Jalandhar, such Sammelan need to be specificwith small group sessions of business, trade and commerce del-egates. It is hoped that in futureGovt would extend NRP Sammelan to3 days sessions with smaller interactive groups where delegatescould spell their views and proposals freely. Govt. of Pb should put up

cer tain business proposals including School sites and Tourist sitesespecially in RanjitSagar Dam sites on sale to the investing NRI sothat Pb could benefits from the foreign investment which would turnPunjab the modern, progressive and investment destination. NDP tables bill to correct votingrestriction for Canadians living abroadToday, New Democrat MP, Megan Leslie (Halifax), tabled a bill tostrike down Section 11(d) of the Canada Elections Act, which statesthat Canadian citizens that have lived outside of Canada for morethan five years cannot vote. "It is patently undemocratic to restrictsomeone's ability to participate in our democracy because they areengaging in the myriad of opportunities available globally," saidMegan Leslie. "Canadians living outside the country still have avested interest in the decisions of government, taxation, our economy,our justice system and rights." Under the Charter of Rights and Free-doms, Canadian citizens who are 18 years and older have the right tovote as well as "the right to enter, remain in and leave Canada". "Incontrast to the Conservatives and their attacks on democracy, the NDPis standing up for electors," added Leslie. "Canadians living abroad are asignificant asset to Canada, domestically and internationally. These folksmay not hold citizenship somewhere else and yet they are being totallyand unreasonably disenfranchised." According to Stats Canada, therecould be as many as 2.8 million Canadians living abroad. The five yearresidency rule does not apply to members of the Canadian Armed Forces,RCMP personnel or diplomats.

The program details are the result of the feedback receivedfrom provinces, territories and infrastructure partners overthe course of 2012 and 2013. heroism whenever the country needed them.The One Rank One Pension (OROP) issue has been one of theissues raised by the retired armed forces personnel andCongress Vice President Rahul Gandhi has stated he wouldpress for an early resolution of this issue. Rahul Gandhi saidour soldiers never think twice before making the supremesacrifice for our country and that he would do everything toensure their demands are met.India has close to 2.5 million ex-servicemen. That's almostdouble the strength of the 1.3 million strong Indian army. These2.5 million former soldiers, and their families, represent ageneration that sacrificed its youth in defending India's honour.Thousands of them, who laid down their lives defendingNational honour, are now survived by their widows and chil-dren. Some of Mother India's bravest daughters and sons havebeen fighting a prolonged battle seeking parity in pension for allex-servicemen regardless of their date of retirement.The issue moved closer to resolution on Friday when they had ameeting with Congress Vice President Rahul Gandhi. TheCongress leader assured the 1,000 member ex-servicemendelegation of his complete suppor t.Rahul Gandhi said he will make sure their demands are met atthe earliest. "I am on your side. I understand your concerns.You give your life for the country; I will do all that I can to seethat your demands are met," the Congress Vice President said.The delegation largely comprised ex-servicemen from Haryana,Rajasthan, Himachal Pradesh and Punjab.One Rank One Pension has been a long-standing demand of thetwo million plus ex-servicemen of India. Highlighting theunjustness of higher pensions for juniors, who retire later at thesame rank, they urged the Congress Vice-President to ensurethis anomaly is corrected.One Rank One Pension policy will ensure uniform pension forall armed forces personnel retiring at the same rank, and withthe same length of service, irrespective of their date of retire-ment.

At present there is a disparity between pensions received bythose who retired pre-2006, and those who retired post-2006.For example, a Lieutenant General who retired in 2002 receivesa significantly lesser pension than a Lt. Gen. who retired in2008.During discussions with Rahul Gandhi the delegation requestedgovernment's consideration on the following issues: One RankOne Pension; establishment of an Ex-Servicemen Commission;assured second career for officers by way of placements inCentral Armed Police Forces, Public Sector Under takings,Police and State government organisations; a separate PayCommission, or alternatively, representation in the Seventh PayCommission; representation of Defence officers in the Depar t-ment of Ex-Servicemen Welfare, enhanced rate of pension incase of early retirement; and reservation for the children of ex-servicemen in jobs.According to Major Ved Prakash, Chairman of the Congresspar ty's ex-servicemen depar tment, "OROP will ensure thatthese ex-servicemen receive pension on the basis of thepension people are getting in their rank after the implementationof the Sixth Pay Commission."Recounting the ex-servicemen's meeting with Rahul Gandhi,Maj Ved Prakash added, "The ex-servicemen also pointed outthat those working in the armed forces retire early, even beforetheir family commitments are fulfilled and hence should beaccommodated in paramilitary forces and government jobs".As per some estimates over 6 lakh widows will benefit from agovernment decision to implement OROP.UPA government recently approved the composition of theSeventh Central Pay Commission, which will be chaired byJustice Ashok Kumar Mathur. A wide array of crimes against humanity, arising from "policiesestablished at the highest level of State," have been committedand continue to take place in the Democratic People's Repub-

lic of Korea, according to a UN repor t released Monday, which alsocalls for urgent action by the international community to address thehuman rights situation in the country, including referral to the InternationalCriminal Court.In a 400-page set of linked reports and supporting documents, based on first-hand testimony from victims and witnesses, the UN Commission of Inquiryon human rights in the DPRK has documented in great detail the "unspeak-able atrocities" committed in the country."The gravity, scale and nature of these violations reveal a State that does nothave any parallel in the contemporary world," the Commission -- establishedby the Human Rights Council in March 2013 -- says in a report that isunprecedented in scope. "These crimes against humanity entail extermina-tion, murder, enslavement, torture, imprisonment, rape, forced abortionsand other sexual violence, persecution on political, religious, racialand gender grounds, the forcible transfer of populations, the enforceddisappearance of persons and the inhumane act of knowingly caus-ing prolonged starvation," the repor t says, adding that "Crimes againsthumanity are ongoing in the Democratic People's Republic of Koreabecause the policies, institutions and patterns of impunity that lie at theirheart remain in place." The second more detailed section of the report citesevidence provided by individual victims and witnesses, including the har-rowing treatment meted out to political prisoners, some of whom said theywould catch snakes and mice to feed malnourished babies. Others told of

watching family members being murdered in prison camps, and ofdefenceless inmates being used for martial arts practice. "The fact that theDemocratic People's Republic of Korea…has for decades pursued policiesinvolving crimes that shock the conscience of humanity raises questionsabout the inadequacy of the response of the international community," thereport stated. "The international community must accept its responsibility toprotect the people of the Democratic People's Republic of Korea from crimesagainst humanity, because the Government of the DPRK has manifestlyfailed to do so."The Commission found that the DPRK "displays many attributes of a totalitar-ian State." "There is an almost complete denial of the right to freedom ofthought, conscience and religion, as well as of the rights to freedom of opin-ion, expression, information and association," the report says, adding thatpropaganda is used by the State to manufacture absolute obedience to theSupreme Leader and to incite nationalistic hatred towards some other Statesand their nationals. State surveillance permeates private lives and virtuallyno expression critical of the political system goes undetected - or unpun-ished. "The key to the political system is the vast political and securityapparatus that strategically uses surveillance, coercion, fear and punish-ment to preclude the expression of any dissent. Public executions and en-forced disappearance to political prison camps serve as the ultimate meansto terrorise the population into submission," the report states. "The unspeak-able atrocities that are being committed against inmates of the kwanlisopolitical prison camps resemble the horrors of camps that totalitarianStates established during the twentieth century. The institutions andofficials involved are not held accountable. Impunity reigns."

As communities across California struggle with the impacts ofone of the state's worst droughts in over 100 years, PresidentObama is committed to ensuring that his Administration is doingeverything it can help the farmers, ranchers, small businesses,and communities being impacted.The U.S. Depar tment of Agriculture (USDA), Depar tment of theInterior (DOI) and other federal agencies are using their existingauthorities and working closely with their state and local par t-ners as the state of California responds to and recovers from thishistoric drought.New Actions to Help Respond to the Drought$100 million in livestock disaster assistance for Californiaproducers.The 2014 Farm Bill contains permanent livestock di-saster programs including the Livestock Forage Disaster Pro-gram which will help producers in California and other areasrecover from the drought. At President Obama's direction, USDAis making implementation of the disaster programs a top priorityand plans to have the programs available for sign up in 60 days.Producers will be able to sign up for the livestock disaster pro-grams for losses not only for 2014 but for losses they experi-enced in 2012 and 2013. While these livestock programs tookover a year to get assistance out the door under the last FarmBill- USDA has committed to cut that time by more than 80 per-cent and begin sign-up in April. California alone could potentiallyreceive up to $100 million for 2014 losses and up to $50 millionfor previous years.$15 million in targeted conservation assistance for the most ex-treme and exceptional drought areas. This includes $5 million inadditional assistance to California and $10 million for drought-impacted areas in Texas, Oklahoma, Nebraska, Colorado andNew Mexico. The funding is available through the EnvironmentalQuality Incentives Program (EQIP) administered by USDA. Theassistance helps farmers and ranchers implement conservationpractices that conserve scarce water resources, reduce winderosion on drought-impacted fields and improve livestock ac-cess to water.$5 million in targeted Emergency Watershed Protection (EWP)Program assistance to the most drought impacted areas of Cali-fornia to protect vulnerable soils. EWP helps communities ad-dress watershed impairments due to drought and other naturaloccurrences. This funding will help drought-ravaged communi-ties and private landowners address watershed impairments,such as stabilizing stream banks and replanting upland sitesstripped of vegetation. $60 million has been made available to food banks in the Stateof California to help families that may be economically impactedby the drought. The U.S. Depar tment of Agriculture (USDA) isproviding help to food banks through The Emergency Food Assis-tance Program (TEFAP).600 summer meal sites to be established in California's droughtstricken areas. The U.S. Depar tment of Agriculture (USDA) isworking with the California Depar tment of Education to targeteffor ts to expand the number of Summer Food Service Programmeal sites this summer. There are expected to be close to 600summer meal sites throughout the drought stricken areas.$3 million in Emergency Water Assistance Grants for rural com-munities experiencing water shor tages.U.S. Depar tment of Agri-culture (USDA) is making $3 million in grants available to helprural communities that are experiencing a significant decline inthe quality or quantity of drinking water due to the drought obtainor maintain water sources of sufficient quantity and quality. Thesefunds will be provided to eligible, qualified communities by ap-plication through USDA-Rural Development's Emergency Com-munity Water Assistance Grants (ECWAG). California state healthofficials have already identified 17 small community water dis-tricts in 10 counties that are at risk of running out of water in 60-120 days. This number is expected to increase if current condi-tions persist.

But regrettably noneof these variegated condiment hadan iota of novelty in it. In fact it won'tbe wrong to say that everycomponent deployed in the storyline keeps you giving you a "DejaVu" feel. Besides, this it's the highdegree of predictability which pokesin the plot right at the onset andremains your companion for rest ofthe runtime. Although Ali has nottried to unnecessarily complicate thepremise but even that does notemerge as a plus for the storyline,which is too unadorned to leave anymesmerizing impact on theviewers. But yeah one thingwhich can't be denied about

premise of `Gunday` is thatdespite a guileless andexcessively simple premise, uptill some extent it's scriptingwhich emerges as the gracesaver for the writing department.As far as dialogues areconcerned then while scribingthem dialogue writer SanjayMasoom has done a great joband has kept them believablyrealistic. As far as screenplay of`Gunday` is concerned then it issimply dauntless, although atsome places the flow narrationappears to be losing its pace, butfor that minor glitch one canmake story accountable, insteadof blaming screenplay for thesame. Besides it's the top notchediting of Rameshwara S Bhagatand cinematography of AseemMishra which uptill great extentboosts the flair of this hackneyedcine premise. Action of ShamKaushal is again a plus for themovie and never gets overboard. Exceptional backgroundscore of Julius Packiam thoroughlyauthenticates the credibility of theonscreen proceedings. With peppynumbers like Jashn-e-Ishqa, TuneMaari Entriyaan and mesmerizingSaiyaan, music of Sohail Sen is simplyapplaudable and thoroughlybeautifies the lyrics of Irshad Kamil.Coming to the performances, thenwithout doubt every performer of themovie has thoroughly proved his/her mettle, but undoubtedly`Gunday ̀is all the way Ranveer andArjun's show. From the very onsettill the culmination it's the pictureperfect camaraderie of Ranveeer andArjun which keeps you captivatedwithin confines of onscreenproceedings. Although in the initialpart of first half, Arjun looks a bithesitant, but by the time moviereaches mid-way the actor regainsthe momentum to give a tough fightto Ranveer. On the other handit's Ranveer who starts excellingright from the onset and withevery passing moment keeps onraising the bar.
