Term of Reference Review and Modification of VAS National Guidelines 1. Background A National Guideline on the Management of Vitamin A Supplementation Program (VAS) was developedby MoH in collaboration with Micronutrient Initiative, UNICEF, and SEAMEO-TROPMED UI (Southeast Asian Ministers of Education Organization in Tropical Medicine, University of Indonesia) and launched by MoH in 2009. Those guidelines have been used by the nutrition officers at all level (national, province and district) and also used by the frontline health workers at Puskesmas level as guidance to deliver the VAS program. Up to recently, the National VAS guideline has not been reviewed and adjusted based on the change and needs in the field such as current Global and National situation on Vitamin A deficiency problems, standardized specification of Vitamin A capsule, format of monitoring, evaluation and reporting system, and e-procurement mechanism of supply chain. To date, MI will support MoH to review and modification of VAS national guideline. Therefore, MI seeks aconsultant to collaboration with MoH to review and modify VAS national guideline. 2. Objective The specific objectives of the activity are: 1. Conduct review and get collective inputs and feedback to modify VAS program Guideline. 2. Provide the final draft of modification national VAS program guideline 3. Scope of work The selected consultant will undertake the following tasks: Conduct desk review on the existing national VAS program guideline, and other relevant documents Conduct consultation meetings with the Directorate of Nutrition staff in the (central) MoH to discuss and prepare the workshop including to identify the participants and key expertise as a resource person. 1. Background

The selected consultant will undertake the following tasks:

• Conduct desk review on the existing national VAS program guideline, and other relevant documents

• Conduct consultation meetings with the Directorate of Nutrition staff in the (central) MoH to discuss and prepare the workshop including to identify the participants and key expertise as a resource person.

• Closely coordination and working with Directorate of Nutrition staff, MoH to arrange the workshops Conduct and facilitate two workshops to review and modification the VAS guideline (first workshop is to identify current situation and policy on VAS program globally,re-visit the guideline and identify the gaps,collect

input, feedback and other issues to be adjusted and add in the revised guideline; the second workshop is to finalize the modification of guideline based on the feedbacks and inputs provided)

• Through a workshop report, documentation all of the discussion process and results (i.e. inputs, recommendation) during the meeting and workshops.

• Re-write the draft of modifyguideline with specific content based on the recommendation, suggestion which givenduring the workshops.

• Presentation and discussion with the MoH and MI on content that adjusted/added/modification made prior conducted the second workshop.

• Submit finalversion draft of modification guideline which has been reviewed and approved by MoH.

4. Deliverables • A penultimate draft of modified national VAS program guideline (softcopy and

hardcopy)

• Activity report with executive summary, process, methodology, key outcomes (modification part to be added in the revised guideline, discussion, feedbacks, conclusion, etc.)

• Financial report along with the invoices and receipts

5. Duration The duration of work will be for 25 working days. A selected consultant will be responsible for developing an expanded timeline of activities for the assessment implementation and managing the scope of work so the timeline is adhered to and the work completed in a timely manner. Below is detail timeline that expected need to be fulfilled:

6. Consultant requirements

• An individual consultant who has experiences at least 10 years in nutrition program/public health and good collaboration work with MoH and stakeholders at national level.

• Has excellent knowledge on VAS program and policy in Indonesia • Has experience to arrange and held several workshops with stakeholder,

government at national level. • Competent in written and spoken English. • Experience working with MI is preferable.
