    Terms of Reference

    Registration and Polling StaffLibyan General National Congress Elections, Out-of-Country

    Registration and VotingUK

    Duty Station: UKClassification: Employee, all-inclusive service fee

    Type of Appointment: Service contract Approximately 2-weeks, beginningon or around 15 June 2012

    The International Organization for Migration (IOM) has been mandated by theHigh National Election Commission to organize the Out-of-Country Voting (OCV)for people 18 years and older and of Libyan origin in UK and five othercountries. The process will consist of in-person voter registration and polling.

    Under the supervision of the designated IOM OCV staff, Registration and PollingStaff will have the following duties and responsibilities:

    1. As part of a registration and polling team, ensure smooth operation atRegistration and Polling Centers (RPC), including maintaining order andmanaging the flow of persons into the RPC, ensuring proper set up andclosure of the facility and reporting of daily registration figures;

    2. Conduct registration of eligible persons to establish eligibility andcompleting relevant registration forms, following determined registrationprocedures;

    3. Conduct all the polling activities which enable the eligible voters to casttheir votes;

    4. Conduct sorting and counting of ballots, as well as result tabulation atstation level;

    5. Ensure sensitive materials are kept properly secured, and data protectionprocedures are followed at all times;

    6. If selected as Registration and Polling Station Chairperson, take overallresponsibility for operations within the RPS, and supervise all members ofthe team. This will also entail taking overall responsibility for the openingand closing of the station, security of registrant and voter data, receivingaccredited observers and other monitoring officials, and notifying theirdesignated IOM OCV Country Office staff of any information or activitywhich might have a bearing on processes; Chairperson assumes fullresponsibility for accounting for all issued electoral material.

    7. Behave impartially and observe confidentiality at all times, in order tosupport a free and fair registration process;

    8. Report to their designated IOM OCV Country Office staff for any operationalclarification/ issue;

    9. Perform such other related duties as may be assigned.

    Desirable Qualifications: A minimum of secondary grade education is expected.Good standing within the community and good communication skills. Ability towork in difficult and demanding environments under pressure.

    Languages: Fluency in Arabic is required. Good English language skills (spokenand written) are also highly preferred.
