    Team Leader

    The Team Leader will be responsible for:

    Providing overall leadership and management of the program. Coordination of all technical and financial reporting requirements of the program; Coordination of all program operational activities. Ensuring effective working relationships with all stakeholders at all levels of the Government

    of Pakistan and DFID, and internal to the team.

    Providing strategic and technical advice to the client, the recipient government andstakeholders.

    Ensuring program activities comply with Cardno Emerging Markets and DFID policies andrelevant government regulation.

    Development of program workplans.The Team Leader is accountable for the performance of the program including all financial, technical and

    administrative outcomes and aspects, as well as ensuring implementation to the satisfaction of the client,

    recipient government and stakeholders.

    Requirements:

    Tertiary Qualifications in Management or other related field. Previous senior level management experience of community-based construction programs. Previous experience in Pakistan. Demonstrated ability to liaise with senior government officials on strategic issues. Demonstrated ability to lead large geographically-disbursed teams. High-level interpersonal and communication skills and demonstrated ability to communicate

    and negotiate effectively in English (required) and Urdu (desirable).

    Operations Manager

    The Operations Manager will be responsible for:

    Provision of support to the Team Leader in all aspects of operational management includingpublic diplomacy and information dissemination with a view to ensuring successfulachievement of outputs and the provision of a high quality service to DFID.

    Develop and manage the implementation of the programs administrative guidelines,ensuring procedures are in place for the appropriate management of finances, risk,

    recruitment, procurement, and security.

    Manage the implementation of the programs operational and program recruitment plan,ensuring that the process is in accordance with DFID policy guidelines.

    Management of the programs offices, including all administrative and financial services andpersonnel.

    Management of the Human Resource team ensuring effective HR function and oversight forthe Program Support team.

    Contribute to the preparation and submission to DFID of required reports. Production and distribution of relevant reports to be used by the Project team and Cardno

    Emerging Markets as management tools.

    Maintain effective working relationships with all stakeholders concerned with the financialand personnel management of the program.

    Requirements:

    Senior Level experience in finance and accounting. Relevant tertiary qualifications in accounting, management or other relevant area. Operations Management experience of a multi-site operation. HR management experience. Excellent inter-personal and general communication skills. Ability to work with minimum supervision in a multi-cultural environment.

    Procurement

    The Infrastructure Adviser will be responsible for:

    Lead the oversight and verification of the program funded procurement processes in accordancewith government of Pakistan and DFID procurement guidelines.

    Review, analyse and comment on procurement activity issues and documents. Developprocurement rules, benchmark, certification due processes and good practices.

    Assist in developing safeguards and implementing procurement activities. Undertakeprocurement reviews, propose modifications and evaluate procurement implications.

    Revise and implement the program Procurement Manual and documents. Advise on procurement assessment and develop and implement improvement in procurement

    reform capacity.

    Develop, implement and supervise the programs procurement monitoring system to ensureverification and adherence to agreed procurement processes.

    Prepare procurement documents and reports and ensure appropriate maintenance of programprocurement records.

    Requirements:

    An academic or professional qualification in procurement. Extensive experience in public procurement at international level of goods and services, and at a

    senior level of large (not less than AUD 20 million in annual value) and complex public sector

    funded projects/programs, including demonstrated ability to manage and monitor major

    subcontracted works.

    Demonstrated knowledge and experience in donor-funded procurement of goods and servicesand familiarity with the critical linkages and relationship between procurement processes andgovernment agency operations and objectives.

    Demonstrated experience in working with partner government and donor procurement systems,ideally the procurement policies, processes and practices of countries relevant to the

    Government of Pakistan and DFID.

    Demonstrated procurement legal and engineering expertise in supervising, certifying andmanaging the procurement of goods, services and works contracts.

    A demonstrated commitment to and experience in implementing procurement capacitydevelopment and leading procurement training within government agencies and ensuring

    ongoing monitoring.

    Infrastructure Adviser

    The Infrastructure Adviser will be responsible for:

    The overall management and coordination of the work planning, program and budgetingrelated to the reconstruction of school activities of the program.

    The coordination of all technical reporting requirements for the contract. Ensuring effective working relationships with all stakeholders. Contribution to development of program plans, reports and monitoring of the

    implementation of plans, including those related to risk and anti-corruption.

    Monitoring of Quality Standards and proper practices for construction activities. Oversight of data collation, interrogation and reporting. With respect to infrastructure activities, the Infrastructure Adviser will have oversight and

    management of the technical contribution of the program team for:

    - Facilitation of the survey, detailed design and costing of school reconstruction budgets.-

    Facilitation of effective safe and proper working practices of the construction of schoolswithin a designated province.

    - Support to school construction committees for the cost-effective, safe and properconstruction of schools within agreed and existing regulations, including safety,

    environmental and technical specifications.

    Requirements

    Qualified Civil/Structural Engineer. Previous oversight of large-scale construction in senior management positions. Experience of construction in developing countries, preferably Pakistan. A minimum of 10 years site experience on civil engineering or building projects. A minimum of 5 years site experience on civil engineering or building projects in a senior

    management role.

    Ability to communicate effectively at a senior level with government authorities at central,provincial, district and sub-district levels in relation to strategic and operational issues.

    IT literate and capability in the Microsoft Word, Excel, Outlook, and Project. Fluency in English (written & spoken).

    District Coordinator (open to national only)

    The District Coordinator is:

    Responsible for the management and administrative support of the construction andconstruction related activities within a designated district.

    Responsible for facilitating delivery of the designated school projects within specifiedbudget, programme and quality requirements.

    Responsible for assisting in the management of site safety and environmental issues. Responsible for assisting in the establishment and maintenance of quality standards,

    monitoring and record procedures.

    Responsible for assisting in the supervision of a team of Engineer Facilitators and otherrelevant personnel.

    Responsible for the collation and issue of accurate progress record and reporting of theschools within a designated district.

    Responsible for liaison as necessary with government authorities at district and sub-districtlevels.

    Requirements:

    Degree in a relevant field preferably in engineering. More than five years of working experience on civil engineering projects and experience in

    advising on infrastructure maintenance or related field.

    Two years of proven experience of people, project and partnership management.

    Proficient is use of computer software (especially Microsoft Office Package) with good skillsin report writing and presenting.

    High level interpersonal and communication skills and demonstrated ability to communicateand negotiate effectively in both English and Urdu.
