Moreover, due to lifelong struggle towards extreme poverty, inequality and injustice, Char land people became unaware and uninformed on raising their voices, claiming their rights and taking the leadership role to ensure their dignified life. The analysis of benchmark status of the baseline survey shows that 89% ultra-poor women have experiences of human rights violation in char land areas. 6.7% ultra-poor people have access to local justice. 31.4% ultra-poor people have access to local services. 1. Background

participated in the community-based interactive events. 6.8% ultra-poor people participated in

the community-based interactive events. No community platform exists in selected areas to take

action against human rights violation and gender discrimination. No CSAG exists in the selected

char-land. No one defined who understand their rights fully and partially, only 20.8% has defined

as little understands of their rights and 37.9% ultra-poor people have information on accessible

local services. No platform like CSAG and UPG exists in selected areas. No formal platform of

ultra-poor group exists. 37.9% ultra-poor people have information on accessible local services.

Most vulnerable ultra-poor HHs has no alternative livelihood and they are not linked with

alternative livelihood skills to be self-reliant.

Considering this ground reality, Concern Universal, Bangladesh as a part of technical partner of

Manab Mukty Shangtha (MMS) started the action improving the basic rights and accessibility of

Ultra Poor people ensuring effective service delivery and access to justice for Ultra Poor people

by developing democratic and responsive local governance and enhancing all form of human

rights violations and gender discrimination by developing leadership and empowering the ultra-

poor people. The actions have contributed to the efforts of 35 local government institutions

(LGIs), 96 Civil Society Action Groups (CSAG), 90 Ultra Poor Groups (UPG) along with 154000

ultra-poor people for improving rights and accessibility of the ultra-poor people in specific Char

land areas in Bangladesh. Because the ground situation reveals three basic problems in relation

to poor service delivery to Ultra Poor; (1) inaccessibility of the ultra-poor to government

services, (2) lack of knowledge, information and opportunities for the ultra-poor and (3) common

non functionality of the LGIs to effective services delivers and further more for the ultra-poor.

2. Objective

The overall objective is to produce evidence based learning documents on the change of

people’s perception, knowledge, participation and practices in relation with understanding and

experience of human rights, participation of the ultra-poor to local governance, socio economic

and resilience status of the ultra-poor in Char land in Sirajgonj.

3. Scope of work

The process of evidence based learning documentation seeks to understand the changes in line

with the following key points

- What (Changes in Understanding of human rights violations, Participation of the Ultra

poor to local governance, socio-economic and resilience status of ultra- poor)

- How (the way of changes , process and background information)

- Who contributes to changes (including contribution of the PRADG-MMS-CUB project)

- Where the changes are visible (References: cases, quotation, photographs and good

practices)

- Where the major learning through this changing process

5. Task

The tasks:

The team will perform the following tasks:

A. Initial task:

- Review the project information and secondary (necessary data and information)

- Develop a ToR for producing an evidence based learning document

- Share the ToR with Head, Human Rights Unit

- Develop the instrument for collection and verification of information (as per scope of

work)

- Develop a plan for collection of data and information.

- Organize field work (as per plan) under guideline of team leader

B. Analysis and reporting

- Analyze all collected data and information in line with set contents of the learning

document

- Preparation of a draft evidence based learning document

- Submission of final version of evidence based learning document to Head of Human

Rights Unit

6. Working coverage

The assigned work will focus on UPGs, CSAG, LGI, Local Authority (UPG-CSAG Network,

School authority). The selection of sample location will consider the targeted unions of five

upazila (Belkuchi, Chowhali, Kazipur, Shahjadpur and Sirajgonj Sadar).

7. Timeframe

The expected duration of assigned work will be two months (July and August 2014).
