Terms of Reference for the Child Protection Knowledge Management Group

(CPKMG)

BACKGROUND The Child Protection Knowledge Management Group (CPKMG) is organised to oversee, manage and drive forward the process of managing knowledge and existing data on child protection to support child protection systems strengthening in the country. This process will enable Child Protection organisations to access, share, harmonize and apply knowledge to promote evidence based programming, policy and regulatory frameworks. The process will involve people and technology with the objective of creating a culture of active learning and sharing in decision making processes and to optimize technology for the MSWGCA to generate, capture and disseminate knowledge inside and outside the child protection domain. Members of the CPKMG are expected to be fully committed to supporting the MSWGCA to drive forward this process. The group will comprise 6 members: one representative from DCI Sierra Leone, Plan Sierra Leone, Save the Children, Goal, UNICEF and MSWGCA. The group will be chaired by the Director of Children’s Affairs MSWGCA.

SPECIFIC OBJECTIVES

1. To strengthen the coordination of CP Practitioners on knowledge management.

2. To improve quality and promote relevant knowledge transfer and sharing of child protection information.

3. To collect, collate and store (through a web base database) child protection knowledge.

4. To support the dissemination of Child Protection policies, laws, strategies, best practices, SOPs and other key documents among partners nationally and internationally.

5. To provide guidance for the development of strategies, policies, laws, guidelines and other relevant materials.

FUNCTIONS OF THE GROUP

The Director of Children’s Affairs Directorate (DCAD) MSWGCA will chair the CPKMG.

To meet bi-monthly prior to National CP Com or as necessary once a month.

Individuals on the CPKMG to report back to CP Com and other relevant working groups as necessary.

Where staff members of member agencies change, it is expected that the agency will fully brief the new person for him/her to take over the role.

If members fail to participate in three consecutive meetings it is at the discretion of the group to select a new member in their place.

Preparation and sharing of meeting minutes one week after meeting by host organisation.

MSWGCA RESPONSIBILITIES

Work closely with the host to produce and circulate minutes within a week after the meeting.

Ensure that all participants are informed a minimum of one week before the meeting to ensure full attendance.

Facilitate CPKMG meetings and ensure that a presentation on behalf of the CPKMG is systematically included in the agenda of every National CP Com meeting.

Organise learning events and when necessary share latest knowledge on CP.

CPKMG MEMBERS RESPONSIBILITIES

Agencies to appoint someone in a senior position, with a sound CP background and with decision-making responsibility.

Provide financial, logistical and technical support for the implementation of the CPKMG activities (learning, coordination, web based data base, etc).
