Terms of Reference Developing Quality Report System (QRS) Manual Book for VAS Program 1. Background In 2014, MI Indonesia has collaborated with Center of Health Research –University of Indonesia and MoH to develop the Quality Reporting System (QRS) tool to monitor the accuracy of data from the Vitamin A Supplementation (VAS ) program at the district, Puskesmas, and Posyandu levels. The QRS tool was adopted by the central MoH as a supervisory tool to assess the VAS program and it has been introduced to 70 districts within the six MI pilot provinces. In collaboration with UNICEF, training on the use of the QRS tool is still on going in 6 provinces to increase capacity and the role of the PHO to provide technical assistance to the DHO. During the training, the MI extenders have also provided technical assistance to the PHO on the application of QRS tools, However, until recently, there are no manual for application of QRS tools as guidance for health staff. Therefore, there is an urgent need to develop a manual (guideline) to be used by the health staff and MI will hire the consultant to provide it. 2. Objective To develop the Quality Report System (QRS) manual of the VAS program as guidance for health staff in implementing the QRS application for the VAS program. 3. Expected Outputs Develop a draft of manual on QRS application for VAS program and share with MoH and the 6 MI provinces Inputs and feedback from MoH, PHO and DHO during the field test in one province, and also from other 5 provinces through the coordination by MI Extenders The final manual of QRS is available in Bahasa and English versions. 4. Scope of work The Consultant will: Develop a draft of QRS manual for VAS program Conduct at least 3 times of consultation meeting with MoH to get their feedback and inputs. Conduct field test in (1) one district in (1) one province to get inputs and feedback from the PHO, DHO and health center staff. Collect inputs and feedbacks from another 5 provices through coordination by MI Extenders Modify and finalize the manual incorporating feedback and input provided during the field test Submit the 2 nd draft of manual to get second round review from MoH as well as MI prior finalization the manual Submit the final version of the manual book in Bahasa and English version. Please note that the consultant will only work to write the manual. Once the writing is finished, a different consultant will work on layout and printing. 5. 1. Background

5. Deliverables The deliverables of this activity are:

• A draft of QRS tool manual for VAS program • Report on the field test including all feedback and input and how these were addressed • The final manual in both Bahasa and English

6. Duration The consultant will work for a maximum of 20 working days (during a 2 month period).

The consultant will be responsible for developing the draft of the manual, conduct a field test and then finalize the manual. Below is a detailed timeline:

Revise the draft based on the feedbacks and inputs from field during the field test as well as inputs from MoH and Extenders in another 5 provinces and submit to MI and MoH for second review

6 Revise the 2nd draft of manual based on the MI and MoH review

7. Consultant requirements • Post graduate degree in public health, nutrition, communications or related fields. • At least 5-10 years of experience in the field of public health, communications and preferable

on behavior change intervention program. • Experience and involved in development of QRS tools for VAS program is highly required. • Competent in written and spoken English. • Previous experience working with MI is an asset.
