Assessment Aged and Disability Building

Building Act 1993 and Building Interim Regulations 2017.

Health Environmental health officers, under the nuisance provisions of the Public Health and Wellbeing Act 2008 are bound by a

statutory duty of care. Failure to respond or address a problem once it is known can result in significant liability at law.

Local Laws Assessment of some external issues on the property under Local Law 11; Fire prevention, Condition of Land, Storage of Hazardous substances or vehicles/machinery and Animal housing.

LEVEL I Tidy well maintained living and external environment (level 1 image rating scale)

All buildings are in good structural order.

Working smoke alarms.

Safe, sanitary/clean; no odours, no evidence of rodents or insects.

No fire risk. No storage of items or materials not normally found in a yard.

LEVEL II

Low level clutter and or some neglect of cleaning (level 2 image rating scale). No barrier to services.

Some clutter observed on external structures.

Working smoke alarms.

Diminished appropriate sanitation odours from dirty dishes, food prep, laundry, toilets, mildew present.

Light evidence of common household pests/insects.

No nuisance to neighbouring properties.

Small amounts of flammable materials, chemicals or machinery. It is not the Fire danger period. Small volume of items/materials that may or may not be unsightly, stored in an safe manner. The land surrounding is fenced or gated.

LEVEL III

Moderate level of clutter, impacting on living environment, clear access points. Evidence of some neglect of cleaning, dirty dishes, clothes. (level 3 image rating scale). Consider if clutter related to poor organisation skills, functional limitations, or behaviours associated with collecting or difficulty discarding.

Medium amounts of clutter observed on external structures. Structures still appear to be in good structural condition. Smoke alarms not functional.

Limited evidence of maintaining sanitation; odours obvious and garbage cans not in use or overflowing.

Medium evidence of common household pests/insects. No nuisance to neighbouring properties.

Medium amounts of flammable materials, chemicals or machinery. It is not the Fire danger period. Medium volume of items/materials that may or may not be unsightly, stored in an safe manner. The land surrounding is fenced or gated.

LEVEL IV

Moderate to high level of clutter, impact on useability of environment, and presenting tripping and fire risk. (level 4-6 image rating scale). Environment presents barrier to providing services. Evidence of squalor eg storage of food, animal faeces, odour present.

Large amounts of clutter observed on external structure/s, these structures cannot be accessed by anyone underneath.

Medium amount of clutter observed on external structures which are observed to be rotting/damaged. Smoke alarms not functional or no smoke alarms.

Rotting food, organic contamination, and very little waste disposed of from property.

Excessive evidence of rodents in yard, ceiling or under house (audible and visible); medium insect infestation.

No nuisance to neighbouring properties.

Medium amounts of flammable materials, chemicals or machinery. It is the Fire danger period. Medium volume of items/materials that may or may not be unsightly, stored in an unsafe manner. The land surrounding is fenced or gated.

LEVEL V

High level of clutter impacting normal use of environment. Limited or no access to toilet and or bathroom and or kitchen. Limited or no utilities. (level 7-9 image rating scale). Environment presents barrier to providing services. Evidence of squalor eg storage of food, animal faeces, odour present.

External structures have excessive items on them, potential for them to collapse and injure someone.

No smoke alarms.

Infestation of vermin, using the rear yard as a toilet or rotting stored garbage, mould/mildew; moisture or standing water resulting in odours and health issues. Causing a nuisance to neighbouring properties. Causing health impacts/risk to the occupant/occupants.

Large amounts of extremely flammable materials and/or chemicals or large amounts of machinery. High fire risk posed in the Fire danger period. Extreme volume of items/materials that may or may not be unsightly stored in an unsafe manner. The land surrounding is unfenced or gated posing a risk to people passing the property.
