Tomkins is a family owned and operated construction company that has been delivering quality building solutions across the industry for

nearly 70 years.

We design and construct a wide variety of residential, commercial, industrial, and retail projects including special heritage ventures to each client’s unique specifications.

With a strong commitment to investing in our people, the suite of skills and experience our team brings to project delivery is second-to-none. In turn, this has allowed us to deliver on strategic corporate objectives for continued growth and recognition in the Queensland and New South Wales markets.

Over the years we’ve also built a strong and loyal network of subcontractors and suppliers who help us deliver a quality product each and every time.

With projects across Queensland and New South Wales we continue to grow, with a new office now open at the Gold Coast and our Sunshine Coast office expanding.

Focused on quality results, Tomkins operates within a third party accredited Integrated Management System (IMS) which ensures that project management in quality, health, safety and the environment is undertaken in a structured, measured and auditable manner.

Our turnover has increased exponentially over the last five years.

Having self-funded this growth, Tomkins is currently well positioned to manage turnover of approximately $350 million, with capacity to increase our existing revenue without changing our business model.

Overall project capacity has also increased and we are now able to complete projects ranging in scope and value of up to $200 million.

Financial managementWe understand the critical importance of managing company finances to assure confident growth into the future.

We have a team of experienced and knowledgeable professionals to assist with financial governance, including two qualified accountants supporting our Chief Financial Officer, along with an external accountancy firm to provide regular reporting and analysis of company performance.

To ensure integrity and ‘arm’s-length’ accountability of all our financial practices, Tomkins also employs external auditors to undertake annual reviews of the company’s financial records.

As a result of being an institutional client for almost 30 years, Tomkins enjoys a strong working relationship with financial institutions who have confidence in our ability to deliver.

Her primary focus has been providing owner-managed businesses advisory services in the areas of strategic planning, financial and operations management, business structuring and cash flow management.

Anna works closely with the Tomkins leadership team to assist them in meeting strategic business objectives.

JULIAN FRENCHGENERAL MANAGER Julian has extensive experience across the construction industry. As a member of the Tomkins ELT for over 6 years, Julian’s ability to mentor teams to deliver project objectives helps strengthen our team from within, driving stronger results across the board.

With a proven record of managing company growth through difficult market conditions, Julian bases his success on close attention to detail, implementing fluent management systems, and strong working relationships.

APPRENTICE PROGRAM2020 will see a renewed focus on apprenticeships at Tomkins. With our Director, Mike, starting his construction career as an apprentice, the foundations of learning and building skills on the job are firmly ingrained in our culture.

Our passionate apprentices start their journey with Tomkins, with the view of growing their careers over the years towards project management, construction management and senior estimating roles.

We know how important it is to have the right people on our team, and by investing in our ‘family’ early we are building the capabilities of our people, and our company, from within.

CADETSHIPSTomkins is proud of our cadetship program which has seen numerous students become fully qualified members of the business.

Typically, students in their third year of a Bachelor of Urban Development work as cadets on our projects where they learn invaluable practical skills to complement their formal education.

Upon completion of their four-year degree, and a move into project delivery roles, most of our cadets stay on with Tomkins. Currently 80% of our project managers are previous cadets who have come up through the ranks.

3.2Investing in our people

TRAININGTraining is an essential part of keeping our staff and business at the forefront of the industry. All of our staff are encouraged to undertake training that will deepen or broaden their skill set. Project teams work across building sectors to ensure diversity in their skill base.

Our Human Resources team works closely with the project teams to ensure all tickets and qualifications are up-to-date which, in turn, ensures best practice safety and technical skill sets across our sites.

It is important for us to have a cohort of people that operate in ‘The Tomkins Way’ – ensuring a standard of technical, project and interpersonal skills that we can draw from for each project. Not only does this ensure our clients all receive the same quality Tomkins experience, it means projects are staffed with qualified people who are ready to go from day one.

To us, safety is more than just words — it is something that we take seriously.

We have a genuine commitment to the safety of both our people and our sites which is driven throughout the business. We want to ensure everyone in the Tomkins family understands our culture and can help spread the safety mindset.

In 2015 Tomkins launched the safety brand ‘Think Safe Be Safe’ as a way to communicate the high importance Tomkins places on safety and to create a strong safety culture.

Each month we promote a new focus through our

Think Safe Be Safe initiative, so our sites can be more informed about how they can help both themselves and their colleagues stay safe on site. Previous topics have included working with hazardous chemicals, excavation safety and general topics such as summer heat and construction dust practices.

To increase team engagement, Tomkins staff are also encouraged to nominate someone they feel has gone above and beyond to ensure a safe workplace with the winner announced at the end-of-month safety BBQ. This initiative is considered an important part of our culture, particularly in safe work practices and adds another dimension to our safety management.

TURN-KEY DELIVERYAt Tomkins, we are also equipped to offer turn-key construction solutions for those customers who are seeking a complete delivery service — from the creation of a project brief through to the handover of the finished asset.

This streamlined service allows customers to leave all the details of a project in the capable hands of the Tomkins team, who will oversee and carry out all aspects of the development including cost planning, development and building approvals, design development, and the construction, resulting in the handover of a polished, finished build. This whole process is done transparently and in open consultation with our clients at all stages.

PROJECT & CONSTRUCTION MANAGEMENTUnder our third-party accredited Integrated Management System (IMS), we have sophisticated project management and reporting systems to ensure your next project is delivered within budget, and of the best quality possible.

Our teams have a proven track record of effectively managing consultants and trade contractors to ensure construction sites run efficiently.

They are driven by client service, providing reporting information in a timely and accurate manner to support our clients’ project objectives. This delivery model fits our relationship-contractor business ethos well, and our teams and projects flourish when set to this task.

6.0Our delivery methodsTomkins offers our clients professional management services at all stages of the delivery cycle, either as stand-alone services, or as an end-to-end offer. We work closely with our clients to determine the best delivery method to suit their needs and tailor projects accordingly.

We encourage early involvement in our clients’ projects which allows us to determine economic build options and address any potential design matters up front. Through this process we are able to mitigate issues which could potentially affect budget or timings — two things central to any construction project.

DESIGN & CONSTRUCTOne of the most common delivery methods in Tomkins’ suite of service offerings, the Design & Construct (D&C) model, allows customers to benefit from both the extensive experience of the Tomkins team, and the project-specific design expertise of the leading industry figures we engage as consultants. For customers, this value-added model offers the best of both worlds, and guarantees that crucial considerations of buildability, efficiency, logistics, time, cost and materials are factored in from the design stage.

EARLY CONTRACTOR INVOLVEMENTThe Early Contractor Involvement (ECI) delivery model gives clients the opportunity to harness our relationship-based construction expertise from the very beginning of a project, governed within a structured and transparent process. This type of delivery integrates our design, cost planning, and construction expertise to inform key design decisions that influence constructibility, cost, time, and quality. Tomkins’ ECI model overcomes challenges caused to project delivery by the separation of the design and construction processes and maximises the creative input of the whole team, whilst still providing the final surety of a fixed delivery cost.

CONSTRUCT ONLYConstruct only is the cornerstone of what we do at Tomkins. We’ve evolved to offer additional services, but pure construction is in our bones, and always will be.

When you engage Tomkins at the construction phase, we work according to your design and specification to execute the project, and seek improved outcomes whenever possible throughout the process. 6.1Major project deliveryAs our business has grown, we are often asked what type of projects we work on. We are builders — we can build anything.

Over the years we’ve seen our portfolio grow and we now deliver a full scope of projects across the commercial development space including industrial, residential, aged care, retail and more.

Five years ago, the average size of our projects was $4 million. Today our largest project is valued at $80 million.

This journey is one of considered steps — both consistent and measured, with a number of frameworks ensuring its continued success.

Our major projects, with both private and institutional clients, require strong systems and procedures, along with personnel expertise. We know that with larger projects comes bigger risk. This is why Tomkins has been investing in strong systems and putting risk management procedures in place every day, for every project.

Since our beginnings, the Tomkins team have been strongly involved in the fitout and refurbishment space. Similar to our other divisions, while our earlier projects may have been smaller, we now have capacity to deliver full-scale commercial and retail fitouts and refurbishments as either stand alone jobs or integrated into a major project.

The Tomkins’ differenceWe have dedicated teams who work closely with our customers to deliver a successful update to their work space. We understand the importance of a fitout or refurbishment and the role it plays in employee morale, brand engagement and productivity. We also work to value-add by reducing waste, coordinating

effective programmes and providing cost benefits throughout the fitout.

Our experience tells us there are different methodologies and challenges associated with working within existing buildings and live environments. With each project featuring its own unique complexities and needs, the ability to deliver a build in a live operating environment requires a technical capability that respects both the space and those using it.

Our teams understand this, and work with our clients to determine suitable work schedules to keep employee disruption to a minimum while reducing overall project time frames.

FITOUT & REFURBISHMENT

6.2Specialty projectsAs our capacity to construct larger projects continues to grow, we never want to lose sight of where we came from. Tomkins is proud of our heritage, rooted in community-based specialty projects in Beaudesert, back in the 1950s.

While the scale and grandeur of our projects may have increased, our commitment to these works remains.

Our valued clients — for whom we’ve often built a large-scale project — often come to us looking to find someone who’ll help with these smaller jobs and are pleasantly surprised to learn that it’s something we still deliver as part of our service offering.

The Tomkins specialty projects division caters to minor works jobs, refurbishments, redevelopments and fitouts.

This division is led by a team of highly-skilled members who are experienced across all phases of a project life cycle. They have the attention to detail necessary in our smaller projects, ensuring a quality delivery for each client.

These projects are often invaluable for our cadets and junior project managers to fortify the principles of successful project management on which Tomkins is built. The scale of special projects requires multi-skilled and multi-disciplined team members to deliver efficiencies across the project. The combination of our years of experience, plus our can-do cadets, helps us deliver these tailored solutions to all projects — no matter the size.

Additionally, Tomkins has an established team of key professionals and quality tradespeople to deliver Customer Care and Facilities Management to support the ongoing product quality and the expected performance of the building during its operational life.

Tomkins’ Customer Care services provide an ongoing relationship to better manage the quality and operation of our clients’ assets.

Our Customer Care Team is the direct and consistent line of communication for our clients and takes responsibility for addressing quality, improvements, and maintenance with building owners and property managers.

The Customer Care Team, alongside the project team, will undertake handover training and education of end users on the safe and efficient operation of the building. We also actively pursue a green environmental interaction to protect any native fauna and flora on our project sites by engaging specialists to identify areas where we may pose a risk, and then implementing systems to achieve zero environmental harm.

Tomkins Commercial & Industrial Builders was started by Mike Tomkins 27 years ago.

Mike’s building roots began as a sought-after carpenter building across south east Queensland and, as such, the business as it stands today owes a lot to a family tradition of quality construction.

Mike has successfully created an expanding, competitive and influential company with an extensive portfolio stretching across all industry sectors. His established, multi-award-winning direction for the company is supported by a highly skilled and experienced team.

The legacy is set to continue long into the future through Mike’s son, Brendan. A tertiary-trained Project Manager, Brendan developed his skills in a tier one company and understands the importance of relationships coupled with strong disciplines in achieving the technical nature of projects and client objectives.

THE NEXT GENERATION

The history began with Dave Tomkins who instilled in his family the positive character traits of hard work, honesty and integrity while he worked as a timber ‘ringbarker’.

1895–1955 1951 1982

The history continued with Edward “Ted” Tomkins who, upon returning from WWII and gaining an apprenticeship, established E.D. Tomkins Building Company in 1951. Ted is recognised for making the first delivery of “Ready-mix” concrete.

With sons Vince and Trevor formally joining the business, the company name changed to E.D. Tomkins & Sons.

An award-winning Master Builder for over 50 years, Vince Tomkins’ influence in the industry has been enormous. Vince and brother, Peter, established Tomkins Bros in 1982. As a successful business owner, Vince has been responsible for training scores of apprentices over the years and has volunteered countless hours towards heritage restoration projects.

We were proud to be recognised for the national award-winning ‘Building T’ project for the Australian Catholic University — a repeat client across ten projects.

FITOUT & REFURBISHMENTTomkins has strong foundations in the fitout and refurbishment sector. We understand how a strong fitout or refurbishment can provide a new lease-of-life to an existing structure.

Recently completed fitout projects include the award-winning Australian Catholic University Building T, the McLachlan Street Fortitude Valley Inspiration Office, and numerous commercial and industrial offices all over South-East Queensland.

Construction on heritage-listed buildings is highly specialised and requires a unique building approach to maintain the building’s character. Matching materials and finishes, managing regulatory bodies and satisfying stakeholders are all part of the job for heritage-related work.

Key heritage projects for Tomkins include the award-winning Sandgate Town Hall refurbishment, and restoration works for the Queensland Maritime Museum and Toowong Cemetery.

HERITAGE & COMMUNITY

The evolution of the retail industry in recent years now sees importance placed on the customer’s experience within stores and centres to increase engagement.

Tomkins’ understanding of this has resulted in the successful delivery of projects including regional shopping centres and high-end retail stores for national clients.

Tomkins’ experience within the large format retail space is quite extensive and includes full build projects, refurbishments of previously tenanted buildings and the development of car parks and other amenities.

Recent projects include Home Co. Centres across five locations in Queensland and New South Wales along with the Stage 6 retail precinct at Homeworld, Helensvale.

Civil projects have been prevalent on the Tomkins workbook for many years. Tomkins were awarded the 2014 Civil Contractor of the Year by Master Builders for the Carinya Drive Stabilisation Project for Gladstone Regional Council.

Tomkins have recently completed a variety of civil projects recently including a 50,000m2 car parking facility in Eagle Farm and a 610 space car park and sports court facility for the Australian Catholic University.

CIVILTomkins’ experience in delivering health projects including a radiation bunker, a mental health clinic, and several medical centres has ensured a team that provides expertise in these complex environments.

We have an award-winning history in the health sector with our team having a great understanding of the specialist and technically detailed specifics of these project types, most recently on the Qscan Radiology Clinics.

BUILDABILITY & STRUCTUREDuring the tender, Tomkins interrogated the buildability and structure of the project, and identified significant issues with suitable plant accessing the site and structural elements that introduced risks with safety and time.

Firstly, the traditional piling system designed by the client required a large piling rig that would not be able to access the site due to significant site constraints. In response to this flaw in the design, Tomkins completely re-designed the piling system to a micro-piling solution to enable a smaller piling rig to access the site.

Further structural review identified deficiencies with the design of the major cantilevers. Again, Tomkins engaged our own structural redesign to create a safe solution to reduce the extent and size of the cantilevers, thus drastically mitigating the risk and saving construction time.

Finally, Tomkins observed the CASA Obstacle Limitation Surfaces (OLS) was a constraint for the use of standard luffing cranes due to the relative height of the College on the hill at Clayfield. Tomkins elected to erect a hammer-head crane to avoid the OLS, positioning the crane to ensure no sail-over encroachments with adjacent landowners.

STAKEHOLDERSAs part of the tendering process, Tomkins researched:

• the surrounding road network• the historical issues experienced by St Rita’s• the attitude of neighbours.

From this we were able to devise a strategy for Traffic and Stakeholder Management. Specific Management Plans were developed prescribing the way Tomkins would manage all the construction logistics for a very congested site and surrounding roads within an environment of heightened community and neighbour interest.

PROGRAM & SAFETYConstruction within a “live” school campus was carefully planned to provide safe separation and protection for the students, staff, and parents of the College.

High-risk works were conducted during holiday periods and stringent safety processes were applied to all activities, overseen by a full-time on-site safety officer.

Tomkins ensured the program of works was tailored to complement the College’s academic calendar observing quiet exam times. We also worked with St Rita’s to set milestone completion of stages to coincide with school terms limiting disruption to college operations.

This ultimately displayed our detailed understanding of the project, the stakeholders, and the issues of critical concern to the College.

This focus on careful planning and risk mitigation was recognised by the College’s tender selection panel with the award of the contract to Tomkins from third place. Our successful appointment was due to our ability to demonstrate appropriate due diligence in our approach to the project.

OUR PROCUREMENT STRATEGYThe tender period is the opportunity for Tomkins to interrogate the design, test assumptions, understand the commercial risk profile, and allocated best-fit staff to each project.

Understanding the project and its circumstances benefits both our clients and Tomkins by mitigating risk through careful planning and contingency

development. By having a contractor fully conversant with their project with a solution-focused delivery team cognisant of the key issues, St Rita’s enjoyed peace of mind knowing all aspects had been carefully considered.
