The Guide aims to give you the knowledge to ask the right questions when buying a farm building so that you can get a building that is properly fabricated, constructed, safe and most appropriate for its intended use.

Farm Buildings are exempt from building control provided they are more than 1.5 times there own height away from any building with sleeping accommodation and have adequate fire exits.

Many do not need planning permission

All other buildings in the UK will be checked to see that they are correctly designed and then that they are constructed in accordance with the design.

In the past this was probably not a problem

The farmer is therefore reliant on the fact that the contractor they choose to design and erect their building is competent to do so.

Many farm buildings today are very large

and relatively sophisticated containing expensive stock and machinery

I suggest that very few farmers are able to look at a frame and say whether it is adequately designed for the loads it must take, such as wind and snow.

These loads will vary markedly, a building in a valley may have considerably lower environmental loads than a building on a hillside only .25 mile away.

Do you know what the environmental loads are on your buildings?

More importantly does the contractor you have chosen know the environmental loads on your building?

Often a frame manufacturer will sell ‘off the peg’ buildings, how can you be confident that they are designed to take the loads expected on your site.

In the winters of 2019/10 and 2010/11 some 10,000 buildings collapsed under snow load?

Some were very new and collapsed because of under design and poor detailing

The building shown in the last slide had recently been erected and the depth of snow although deep did not exceed the design loads.

The building should not have collapsed. I am advised that although the steel was

probably light the main reason for the collapse was poor detailing .

Need to ensure that you are buying from a reputable contractor. Who will:

Design the building to the loads relevant to the building’s position.

Erect the building in accordance with the design.

Most suppliers will say that their buildings are designed to BS 5502 class 2.

Ignoring whether a farmer can tell if it is designed to that standard; how many farmers know what the implications of designing a building to BS 5502 part 2 are?

The main implication is that it is designed for a 20 year life. This allows the wind and snow loads to be reduced.

The result, with other factors, is that the design loads are over 20% less than on an industrial building in the same position.

From the previous slide we can see how the classes have been arrived at, but I think that not many farmers understand this.

I believe that the farmer should consider the value of the stock and equipment that they are going to put in the building and if it is high they should strongly consider asking for a class 1 building

The extra cost is likely to be in the region of 5 to 10%

Many farmers are tempted by price to buy a frame and then erect and clad it themselves.

The erection of a frame is a high risk specialist process and one which only specialist erection gangs should carry out.

They will need to use the correct lifting equipment PPE and during the cladding, nets and handrails, without them the risk of injury to the operatives is high.

Use a contractor who is competent, in design, erection and health and safety. One of the ways of assessing a contractors competence is to ask if they are members of a quality trade association such as RIDBA.

The farmer will though need to advise them of any risks associated with the site such as underground cables, asbestos, etc.

Where the farmer uses a number of contractors to carry out different tasks on site, such as digging the foundations, erecting the building, cladding and fitting out, under the CDM regulations he could be looked on as the principle contractor and so have full responsibility for all Health and safety practices on site.

The Farmers position will be a lot easier from July 2014, when CE Marking of structures will come into force.

Then as long as the farmer ensures that the building he purchases is C E Marked he can be confident that it will be correctly designed and fabricated.

This will be checked by an independent 3rd party.

From July 2014, for the contractor to supply a frame which is not CE marked it will be criminal offence.

It is highly likely therefore that your insurer will not insure such a building, so if the building does collapse the cost of repair and damage to anything inside will be the farmers responsibility.

With the drive for more renewable energy it is worth considering asking that the roof is designed to take the extra load of Photovoltaic Panels as it will be cheaper than reinforcing the roof later.
