In a statement over the week:end, -Kaukungua -confi rmed that he had been allocated a piece of land byChiefSilendu Mpasi of the K wangali area of Kavango. OOt said he had never claimed legal ownership, in the sense of freeho ld. over that piece of land.

Kaukungua said much ofthc ' huUabaloo' about AG Visser's allegation was that some civil servanlS had used their position to il legally grab la nd. Our primary concern then was sheer survival ... il is therefore false ... for Visser and his likes to Iry 10 c reate an imprcss ion that we 'grabbed ' the land using our advantageous position as civil servantS" .

While he SUWOrted the factual exposures of the Frank Commissionwilh regard to "real irregularities", he con. .. idered it " irresponsible and sinister to spread disinform ation".

If Visser was not prepared to call him before the Commission, then he should cease his unfounded allegat io ns . Kaukungua s aid .

should read the trnn<;cript of the commission and not rely only on very compressed newspaper repons of whole days of evidence. His name was wrille n on a list as having received a "comm unal" farm but he was nOI accused or mentioned otherwise . to our repone r's recollection.

Vis.<ier was not leading e vidcnce that Mpasi's allocation of famls was illegal . The word "grab" was thc reponer 's own word 10 describe use of a loophole in land aJlocation rules.

Vi<;Ser called witnesses and evidence to suggest that some of those who were civil servants in 1989 had misused their position to get tile fa lTIl ~ and to clarify that ::actions by some were COntrary to the ag ree ment wi th Mpasi.

Higher charges for drivers PRESTIGE A PROPERTIES ~ HIGHER ch:lrges may come soon for trucks

:md other heavy road users, while Govern. ment ga rage fees to Ministries are to rise by up to 150 per cent.

Deput y minister o f Works, Transport and Comm unic ati on Dr K laus Oierks (Swapo) proposed an extra RB. l million for lnUlSpon and an extra R13 million for works in Thursday's National Assembly additional budget debalc.

Most of this will go on salaries and increased payments to the Government pe ns ion scheme. But R2 million was paid to rescue the Government garage aftcr Ministries were slow paying the ir accounts. Ano ther R5 ,3 million wenl fo r the chief executive o ffi cer 's house

in Walvis Bay and to cover higher electricity and watcr bills on Government accommodation.

Some RIO million less thao expected went on capital projects as work on roads, including resealing, was delayed and some works projects were not done.

Dierks said current licence fees and fuel taxes do nOI meet the COSt of maintaining the road network and building new roads in previously-neglected areas and regional highways to Botswana, Zambia, Zimbabwe and Angola.

RESTAURANT

He suggested a dedicated rOlld user fund and said "owners of heavy vehicles contribute proponionalely less than their fair share to the provision and maintenance cost of roads than do owners of light vehicles". J!c. s<,l 1 more realistic charges would level the lr.U1Sport p laying field compared to rail. The Ministryof Finance gave the Government garage R2 million recently, but tariffs to Ministries are to soarby 60 per cent 10 J 50 per cent from April J after rot having changed sinre August 1990. A monthly rental charge wiIJ be added to the ki lometre tarier to cover some of the 1992/93 de ficit.

There was debate on

the Goverrunent's R75 million Falcon 9008 jet, which Pete r Kayse r (Action Christian National) said had 300 Oying hours on the turbines and was originaUy meant to do maritime surveillance as well .

Dierks replied the hours were fo r testing but US$2 million (R6 million) had come off the original US$29 million price. He said the plane was still "new" and was neve r meant for sea surveillance.

Mishake Muyongo (Democratic Tumhalle Alliance) asked whether concrete blocks from a road experiment near Oshakati had been stolen, and complained o f slow progress on a road 10 Ngoma in the Caprivi,
