Attached is a package of materials for the NCAMES 18th Annual Lineman’s Rodeo to be held at
the Bill’s Convention Center in Wilson, NC on April 23, 2015.
Please return your entry form(s) and release and waiver agreement to Jill LaBorde at Electricities
(completed by your supervisor) no later than MARCH 20, 2015 to make sure we have
everything ready for all participants. Also, in addition to these forms for the rodeo, please be sure
and register for the NCAMES Conference through your supervisor. The conference registration
is coordinated by Gail Boggs, Secretary/Treasurer for NCAMES. Any questions related to the
conference other than the Lineman’s Rodeo should be directed to Gail at (910) 223-4516 or
[email protected]. Gail will be mailing out conference registration packages early this
year.
The first and second place Apprentice and Journeyman, the third place Journeyman and the
Journeyman alternate winners will be recognized by trophies and/or plaques. The winners will
compete as a team representing NCAMES.
In addition, each will receive, in order to compete in the 2016 APPA Lineman’s Rodeo,
$150 and an all-expense paid trip to Minneapolis, Minnesota. This is presented by the
NCAMES Board of Directors and only participants on the NCAMES sponsored team that
compete in the 2016 APPA Lineman’s Rodeo will qualify for this trip and money.
Plaques will recognize the fastest time without deductions for each event. The Mutual Aid event
prize is to be determined.

NCAMES 18th ANNUAL LINEMAN’S RODEO
The NCAMES 18th Annual Lineman’s Rodeo will be held in Wilson, NC, at the Bill’s
Convention Center. The awards presentation will be the day of the rodeo at the NCAMES Social
at the Bill’s Convention Center, Wilson, NC. We can add or change participants’ names up to
March 20, 2015.
General Rules
Deadline for entry is March 20, 2015. No entries will be accepted after this date.
The release form must be received by March 20, 2015 in order to participate in the Rodeo.
Contestants must compete in all events. Failure to complete all events will result in
disqualification from the competition. Only one ground-man will be allowed per
Journeyman lineman.
***All Events will be judged as Energized Real World Conditions ***
*** All Events will be judged from the APPA Safety Manual - 15th Edition ***
Each contestant must provide their own equipment (unless specified to be provided in an event):

100% fall arrest, (fall arrest is required; if a contestant does not have fall arrest they may
sign one out from NCAMES/ELECTRICITIES)

QUESTIONS AND ANSWERS
All Competitors shall comply with APPA and OSHA Standards
1. Who is qualified to enter?
a. Journeyman Event
Any qualified Journeyman Lineman, Line Technician, Crew Foreman, or equivalent
classification employed by a NCAMES member city within the State of North
Carolina. The Journeyman Lineman must be a permanent full-time employee of the city
represented.
b. Apprentice Event
A person is considered an Apprentice if four years or less in line work. This definition
will be used as the criteria for eligibility in entering the Line workers’ Rodeo. An
apprentice line worker that has been an apprentice for more than four years cannot
compete in the apprentice event and must compete on teams with Journeyman.
2. Will any events be in aerial buckets?
No
3. Will a liability release form have to be signed prior to competing?
Yes
4. What are contestants scored on?
-Safety procedures
-Work practices
-Equipment handling
-Timely completion of the event
5. Who are the Judges?
Members of the NCAMES Safety & Training Committee, operating utility supervisors
and past participants will serve as Judges. We welcome and encourage judges from all
participating utilities. Judges will not be allowed to judge competitors from their own
utility system.
6. What will cause immediate disqualification?
-Any mistake that, under working conditions, would cause serious injury or death.
-Arguing with a judge or exhibiting improper or discourteous conduct toward a judge or
another competitor.
-Failure to complete all events.
-Tools found altered at competition.
7. What size is the Primary Conductor?
-All overhead Primary will be #2 ACSR
-Underground cable will be 1/0 solid aluminum conductor 15kV 220 mil jacketed cable

8. Do the competitors have to furnish any tools?
YES, Each Competitor shall furnish all of the following: climbers, belt, safety strap,
approved city issued hard hat, 100% fall arrest, (fall arrest is required; if contestant does
not have fall arrest they may borrow one from ElectriCities/NCAMES), safety glasses
with side shields, 100% cotton or flame-retardant long sleeved shirt, hand tools, knife,
hotline tools and cover, 20 kV rubber gloves, leather work gloves, and protectors. Be sure
to mark all of your tools for easy identification. Competitors are solely responsible for
their own tools. All tools will be inspected prior to use.
All climbing gear must conform to current ANSI and OSHA standards.
9. What tools will be provided?
ElectriCities/NCAMES will provide hand lines for Hurt man rescue (unless noted on
event).
10. Can custom (homemade) tools be used?
No homemade or altered tools will be allowed.
11. Can competitors ask the event judge questions?
Yes, before the event begins but not during the event. The judge may be asked to clarify
any questions before the event begins. It is the competitor’s responsibility to ask
questions. You will have a maximum of five (5) minutes to ask questions and lay out
your tools.
12. Will videotape footage be allowed to settle judging disputes?
No. The decisions of the Chief Judge are final.
13. If I disagree with a deduction, can I contest the call?
Yes. Chad Champion, Chairman of the NCAMES Safety and Training Committee will act
as the Chief Judge. Any disputes that cannot be resolved by the Event Judge may be
brought to the Chief Judge. The competitor may request that the Event Judge notify the
Chief Judge of the dispute before he/she leaves the event.
***Be advised that any dispute that is not overturned by the Chief Judge will result
in a 10-point penalty ***
14. Can I use Velcro straps on my climber pads?
Yes, however, they must be used as manufactured. No modifications, such as cutting the
Velcro shorter, will be allowed.
15. Will regular prescription glasses be allowed to be worn by competitors during the
competition?
No. Only approved safety glasses or approved prescription safety glasses with side
shields will be accepted for the competition.
16. Will Battery, Hydraulic or Power Tools be allowed?
No
17. Will hard line cover be allowed?
Yes

18. Will full fall arrest be required?
Yes, and you may attach fall arrest to pole during your five (5) minute set-up time.
19. Will any other size blankets be allowed?
Yes, a 22”x 22” minimum, manufacture blanket will be allowed.
Infraction Definitions
The following are definitions for the infractions listed on the score sheets. These are the most
common infractions.
General Infractions – 2 Point Infractions
PPE MUST BE WORN AT ALL TIMES WHILE INSIDE RODEO EVENT AREA
Hardhat, safety glasses, leather work gloves, and work boots
Failure to cover neutral, secondary or primary properly
All potentially energized conductors must be fully covered with protective cover when
within reach, fall, or slip of energized conductor.
Safety strap and fall arrest infraction
Safety strap must be in control at all times. Both snaps of safety must be hooked on a D-
ring while climbing the pole. The safety strap may be carried on the shoulder; however
both snaps must still be in a D-ring. If the safety strap slides off the shoulder, the
contestant will receive a deduction. After using secondary fall arrest to cross obstacle,
primary fall arrest must be reattached to the pole before continuing to climb.
Improper hand line operation
The lines of the hand line must not be twisted while raising or lowering tools or material.
All tools and material must be raised and lowered on the hand line. The hand line
may be hung above the neutral before cover-up only if there are no secondary conductors
to reach over, and the uncovered neutral is not touched by any part of the hand line or
hand without rubber gloves.
Dropping tools or materials from pole
Climbers cannot drop tools or materials from the pole.
Misuse of tools or the use of the wrong tool
Tools must be used for their intended purpose and not altered from manufactures’
specifications.
Extended body contact with covered neutral
The body cannot have more than brush contact with the covered neutral.

Failure to maintain proper clearance from energized conductors or parts
Journeyman must maintain proper clearance* from exposed energized primary
conductors or parts with all parts of the body except the rubber-gloved hand. This would
include any un-insulated tools attached to the energized primary conductor.
*Proper clearance is defined as within reach or fall of exposed energized conductors.
Cutout or slip on pole
A Cutout or slip is defined as one or more gaffs out of the pole and sliding on the surface
of the pole out of control.
Failure to wear hard hat properly at all times (not backwards)
Failure to wear long sleeve shirt, sleeves down and buttoned
Long-sleeve shirts are required. If shirt has buttons on the sleeve, they must be buttoned.
Sleeves cannot be pushed or rolled up.
Dropping or losing hard hat
Hard hats must be worn at all times while inside the event area.
Hanging tools or materials on structure, conductor or safety strap
Tools or materials can only be hung on the hand line or approved devices.
Other: Infractions that have a low occurrence and listed on the other infraction list of definitions
will be shown here with a brief description.
10- Point Infractions
Contact with energized conductor
Contact with uncovered primary or neutral conductor with any body part except rubber
gloved hands.
Losing control or dropping conductor
Losing control of a conductor is defined as being unable to hold the conductor in position
without touching the pole, other conductors or dropping completely.
Walking in Climbers.
Gaff Guards not on Climbers while inside Rodeo Area.
Improper use of fall arrest.
Disputes that are taken to the Chief Judge.
Any dispute that is taken to the Chief Judge will result in a 10-point penalty if the dispute
is not overturned.

APPRENTICE EVENT
WRITTEN TEST
TIME: 25 MINUTES
DROP DEAD TIME: 30 MINUTES
1. Read General Rules (Pages 2-6) Carefully.
2. Test Starts Promptly at 3:30pm -- Late competitors will be disqualified.
3. This year’s test is OPEN book. The ONLY book allowed is the APPA Safety Manual - 15th
Edition.
4. This will be a written test compiled of 25 questions.
5. The questions will come from the APPA Safety Manual - 15th Edition.
6. The questions will be multiple-choice.
7. All Apprentices will take the test the day before the Rodeo begins at a designated area.
8. All wrong answers will count minus 2 points each.
9. Time starts at Judge's signal.
10. Time stops when competitor lays down their pencil(s) and says “TIME”.
11. Time in this event will be used in the case of a tiebreaker only. Time will "not" be calculated
into the overall time of the other Rodeo events.
12. Supplemental material will "NOT" be allowed during this event!!!! This includes any study
guides, online resources, cell phones, etc. Failure to abide by this guideline will result in
immediate disqualification from the Rodeo!!!!!

JOURNEYMAN/APPRENTICE EVENT
VERTICAL HURTMAN RESCUE
Mean Time: 4 minutes
Drop Dead Time: 8 minutes
Event Summary:
This is an individual event. Competitor will be given five (5) minutes to set up and ask questions.
There will be a transformer and switch (cutout) feeding the transformer and the cutout will already be
open.
The Competitor must wear rubber gloves ground to ground.
The Competitor will split the hand line and wrap around the pole a minimum of one and a half turns. The
rope will be run under the mannequin’s arms and tied with three half hitches (the splice cannot be part of
the knot).
The Competitor must have the ability to retrieve the hand line if it is dropped.
The Competitor must have the sheave and one end of the hand line, or both ends of the hand line with
them on the pole until one end of the hand line is secured to the mannequin where it cannot be dropped.
After the mannequin is secured, the sheave and or end of the hand line may be dropped.
The Competitor must call "HEADACHE" before they drop the sheave and rope.
Competitor will cut the insert strap and then lower the mannequin to the ground.
The Competitor must attempt to keep the mannequin off the pole and hardware. There will be NO gigs
for incidental contact of the mannequin and the pole.
The mannequin must hit the ground gently as if it were a real person.
Time will stop when the Competitor has returned to the ground with both feet on the ground.
Event Specifications:
Read General Rules (Pages 2-6) Carefully.
Time starts at Judge's signal with the Competitor at least an arm’s length from pole.
All rubber gloves will be in glove bag cuffs down with no fingers protruding.
Competitor’s belt and hooks will be on the ground.
Time will stop when Competitor has both feet on the ground.
Competitor must stay in 5-foot circle while they have gaffs on.
Competitor must cut the insert. There will be a 10-point deduction for cutting the belt in the wrong place.
The blade of the climber’s knife must not be exposed while climbing.
Judges will use a 4” PVC conduit between the rope and the mannequin to evaluate the rope knot and the
eye splice cannot be in any part of the knot.

APPRENTICE EVENT
KNOT TYING
MEAN TIME: 5 MINUTES
DROP DEAD TIME: 10 MINUTES
This event will consist of an apprentice lineman tying four knots from the book, “Knots for
Lineworkers” Second Edition by Alexander Publications. This book is given to anyone that has
attended any of the Electricities of North Carolina’s overhead line schools. The following four knots will
be tied for this event (reference pages are for the book listed above).
1. Square knot (page 7)
2. Bowline (page 3)
3. Running Bowline (page 5)
4. Timber Hitch with five (5) wraps (page 13)
Apprentice will be allowed a five (5) minute setup time before starting the event to ask
questions.
Read General Rules (Pages 2-6) Carefully.
Time starts at judge’s signal.
The Apprentice must wear leather gloves for this event.
All four knots listed above must be tied for this event.
Rope provided for this event will consist of the following:
1-each 6-foot long x ½-inch diameter rope (square knot)
3-each 10-foot long x ½ inch diameter rope (bowline, running bowline, timber hitch)
Time stops when Apprentice finishes all four knots and yells “TIME”.
Once knots have been checked and okayed by the judge, all knots must be untied and ropes
returned as found at beginning of the event by the Apprentice. Competitors may still be
penalized if they drop materials or tools or violate any safety rules.

APPRENTICE EVENT
EQUAL POTENTIAL GROUNDING EVENT
MEAN TIME: 10 MINUTES
DROP DEAD TIME: 15 MINUTES
This event will consist of a lineman climbing a 40 ft. pole, check/test all phases to be sure that all phases
are de-energized, and install proper grounding for all phases. Competitors will be judged ground to
ground.
1. Apprentice will be allowed a five (5) minute setup time before starting the event and to ask
questions.
2. Read General Rules (Pages 2-6) Carefully.
3. Time starts at the Judges’ signal.
4. Rubber Gloves must be worn for the entire Event.
5. Chain binder will already be installed on the pole, four (4) feet below the neutral.
6. A tool bag with the grounding leads will be at ground level for apprentice to arrange during the setup time.
7. The tool bag with the grounding leads can be pulled up and positioned during setup time.
8. A hot stick in a tool bag will be provided on the pole at the neutral.
9. Competitors shall test all phases to ensure the lines are de-energized before installing the grounds.
10. All grounds shall be installed according to the APPA Safety Manual 15th
Edition, Section 507.14.
11. Time stops when hot stick is returned to tool bag and competitor yells “TIME”.
12. Once grounds have been checked and okayed by the judge, all grounds must be removed and
returned as found at beginning of the event by the Apprentice. Competitors may still be penalized if
they drop materials or tools or violate any safety rules.

JOURNEYMAN EVENT
CROSSARM CHANGE OUT
MEAN TIME: 10 MINUTES
DROP DEAD TIME: 15 MINUTES
This event is de-energized, tested, and grounded. This event consists of changing out an 8-foot wooden
cross arm on a 40-foot, class 4 pole. All three (3) phases will be tied in on the cross arm.
Leather gloves must be worn while in event station.
Read General Rules (Pages 2-6) Carefully.
Competitor will be allowed a five (5) minute setup time.
Fall arrest devices can be installed on poles during setup time.
Climbers and belt shall be put on at the pole base and snapped into fall arrest during setup time.
Time starts at judges’ signal.
Only screwdrivers will be allowed to remove or install preform ties. (NO KNIVES)
Old rubber grommets may be dropped, but competitor must yell “HEADACHE” before dropping
each one.
Old and new preform ties shall be sent up and down on the hand line.
Old cross arm comes down on hand line, touches ground, then sent back to competitor to be
installed.
The new rubber grommets shall be installed on all 3-phases, and tied in correctly.
The Competitor must call "HEADACHE" before they drop the sheave and rope.
Time stops after both feet of competitor are on the ground.

JOURNEYMAN EVENT
SINGLE-PHASE DEAD-END POLE TRANSFER
MEAN TIME: 15 MINUTES
DROP DEAD TIME: 20 MUNUTES
This event will consist of transferring a single-phase primary and neutral (both #2 ACSR) dead-end pole
to a new pole. The poles are 40-foot, class 4 poles and are set 4 feet apart. Down guys and guying
hardware will already be installed on new pole. Primary and neutral hardware will be transferred from
old pole to the new pole. Line is to be considered energized at 7 kV until tested and grounded.
1. Journeyman will be allowed a five (5)-minute setup time before starting the event to ask questions
and lay out tools.
2. Read General Rules (Pages 2-6) Carefully.
3. Leather gloves must be worn while in event station.
4. Time starts at judges’ signal.
5. Primary to be considered energized until tested and grounded.
6. Primary must be tested and grounded.
7. Primary and neutral must be transferred using belt hoist.
8. There is only one guy wire attached to the pole. (9-inches below primary)(No neutral guy)
9. The Journeyman must wear rubber gloves ground to ground.
10. All materials and tools must be sent up and down with a hand line.
11. Time stops when both feet of the lineman are on the ground.

JOURNEYMAN EVENT
OBSTACLE COURSE
MEAN TIME: 20 MINUTES
DROP DEAD TIME: 25 MINUTES
The competitor will climb a 45 foot pole constructed with an open-bottom area light on a 30-inch arm
and three cross arms. All of the following tasks shall be completed on this event:
The competitor will replace the photo control on the area light.
The competitor will remove polymer insulator and re-install the insulator on the opposite end of
the third crossarm down from the top of the pole. (All cotter pins shall be to the inside)
The competitor will remove the fused cutout and bracket and re-install it on the opposite end of
the second crossarm down from the top of the pole.
The competitor will move the top crossarm 90 degrees to the next pre-drilled hole and remount
the arm and braces.
The competitor may begin the event with any task.
Construction Details:
Pole: 45 class 3 Penta-Treated
Cross arms: 8 ft. standard dimension Penta treated with standard wood braces (with 5/8” bolt instead of
lag screw)
Switch: 100-AMP, 15KV load break switch, mounted on an “L” bracket.
Insulator: 15KV Polymer
Light: Open-bottom area light on a 30-inch arm
Hand line will be provided on the pole
1. The Journeyman will be allowed a five (5) minute set-up time before starting the event.
2. Read General Rules (Pages 2-6) Carefully. 3. Leather gloves must be worn while in event station.
4. Time starts at judges’ signal.
5. Competitor may begin with any of the four tasks.

7. All nuts must be installed with square washers for 5/8 hardware or round washers for 5/16
hardware.
8. All nuts will be “snugged" using a crescent wrench, lineman’s wrench or socket attached to
ratchet.
9. The Journeyman must wear rubber gloves ground to ground.
10. Leather gloves are required during preparation and cleanup.
11. Fall arrest devices can be installed on poles during setup time.
12. Time stops when both feet of the lineman are on the ground.

MUTUAL AID TEAM EVENT

hardware will already be installed on new pole. Primary and neutral hardware will be transferred from
old pole to the new pole. Line is to be considered de-energized. All competitors are encouraged to
participate. The teams will be drawn at the question and answer session. This event is a bonus event
and will run time permitting.
Competitors will be allowed a five (5)-minute setup time before starting the event to ask questions
and lay out tools.

Time starts at judges’ signal.
Primary to be considered de-energized and grounded.

RELEASE AND WAIVER OF LIABILITY, ASSUMPTION OF RISK, AND INDEMNITIY AGREEMENT
In consideration of NCAMES staging a Lineman’s Rodeo at Wilson, NC (hereinafter “the Event”), or otherwise permitting me to attend such Event, I, on my own behalf and on behalf of my heirs, next of kin, representatives, administrators, and assigns, hereby agree as follows: 1. I HEREBY AGREE TO RELEASE, WAIVE, DISCHARGE AND COVENANT NOT TO SUE NCAMES, its officers, directors, managers, employees, shareholders, insurers, or any participant in the Event (hereinafter “Releases”) FOR ANY AND ALL LIABILITY, INCLUDING BUT NOT LIMITED TO, PERSONAL INJURY, LOSS OR DAMAGE TO PROPERTY caused or alleged to be caused in whole or in part by the negligence or gross negligence of the Releases’ or otherwise while I am participating in or attending the Event. I expressly acknowledge that injuries received may be compounded or increased by the negligent rescue operations or procedures of the Releases’ and this Release and Waiver of Liability, Assumption of Risk, and Indemnity Agreement (the “Release”) is expressly intended to include any such compounding or increasing of injury.

I hereby agree to indemnify and hold harmless the Releases’ and each of them from any loss, liability, damage or cost they may incur due to my presence or participation in the event, including but not limited to responding to or defending against any allegation, claim or cause of action brought in violation of this Release.
