Terms and conditions including instructions to bidders and conditions of contract are attached. However, Terms & Conditions at Sr.No.3 and 4 (attached) stands modified and may be read as under:

3. DUE & OPENING DATES: The Offer/Quotations must reach at CSMCRI on or before 22/10/2012 up to 5:00 P.M sharp. The tenders will be opened next day i.e. 23/10/2012 at 3:00 P.M. in the presence of bidders, who wish to present themselves at the time of opening of tender. In case opening date happens to be a holiday, the tender will be opened on next working day at the same time & location. The price bids of two bid tender system shall be opened after technical evaluation of technical bids. The date of opening of price bids shall be informed to the bidders found suitable in technical evaluation.

4. EARNEST MONEY DEPOSIT (EMD): EMD for an amount of Rs 1,50,000/- in the form of Bank guarantee or Term Deposit Receipt/FDR or Bank Draft of a scheduled bank pledged in the name of Director, Central Salt & Marine Chemicals Research Institute, Bhavnagar valid for one year from the date of opening of the tender for the required amount as mentioned in the tender notice separate for each item must be submitted along with the quotation (with the technical bid in case of two-bid system and photocopy of the same enclosed with the price bid), otherwise quotation may not be considered. The firm registered with DGS&D/NSIC as manufacturer for the supply of the same category of item for which the party is submitting quotation will be exempted from submission of EMD. Exempted parties will have to give proof of registration along with their quotation. EMD of the unsuccessful bidders shall be refunded at the earliest but latest within 15 days after finalization of the purchase of concerned item. The party must therefore, submit a pre-receipted Bill in triplicate along with the quotation (in case of EMD sent in form of Bank Draft, to enable us to refund their EMD.

1.0.0 GENERAL

This specification covers design, engineering, material procurement, manufacture, assembly, inspection & testing, performance trial, supply including packing and forwarding, transportation, erection & commissioning of Belt Conveyor / Weigh belt feeder for Bulk Salt Project of M/s. 0.75 TPD SOP TEST BED PILOT PLANT, CSRI-CSMCRI, Bhavnagar, Gujarat, India.

CSIR-CSMCRI INDIA is planning to construct a plant for Sulphate of Potash at Bhavnagar on pilot scale. This pilot plant will build to produce 0.75 TPD of Sulpahte of Potash and verity of byproducts i.e. 0.3 TPD Magnesium Oxide, 0.75 TPD Ammonium Sulpahte.

SNC Lavalin Engineering India Ltd. has been hired as a consultant by CSIR-INDIA to perform Basic and Detailed engineering design work for the plant. It is not the intent to completely specify all details of design and construction herein. Nevertheless, the equipment and installation shall conform to high standard of engineering design and workmanship in all respects and shall be capable of performing continuous operation in a manner acceptable to the Purchaser. No deviation or exception from this specification shall be permitted without the written consent from Consultant. Any deviations from the requirement of this specification shall be clearly mentioned in the technical bid with reference supported by reasons for the consideration of Consultant. 3.3.1. Erection and Commissioning

Erection and commissioning of the complete Belt Conveyor / Weigh belt feeder package with all accessories etc. is in vendor’s scope of work. Erection of the Belt Conveyor shall be completed on a continuous basis, as mentioned in layout drawing no. : 161127-P-EQL-1-001 (2 Sheets). After mechanical erection, the vendor shall arrange to carry out operational test for the Belt Conveyor as per applicable codes / local regulations. The system shall be considered as commissioned after successful performance trials. All manpower equipment, tools/tackles and consumables required for erection and commissioning shall be arranged for by the vendor.

On completion of erection activities, vendor shall leave the site clean and ready for commissioning. 3.2.1.1. Erection and Commissioning of the following equipment which will be supplied by client as free issue and mentioned below.

a) Roll crusher – G-102 b) Jaw crusher – G-101

3.3.2. Statutory Approval

Statutory approval, if required, from the Local authorities shall be in Contractor’s Scope.

3.3.3. Training

Training of Client’s personnel during pre-commissioning and performance testing shall be in Vendor’s/ Contractor’s scope of work. Training shall include all aspects of mechanical, electrical & instrumentation requirements for operation of the unit.

4.0.0 CODE AND STANDARD

This specification together with attached design data sheets covers the requirements for design, engineering, manufacture, fabrication, inspection, supply, erection and Commissioning supervision and performance testing of Belt Conveyor / Weigh belt feeder package System with the system components with Belt Conveyor / Weigh belt feeder package structures and their supports.

4.1.0 No deviation or exception from this specification shall be permitted without the written consent

from SLEI. Any deviations from the requirement of this standard shall be clearly mentioned in the technical bid with reference supported by reasons for the consideration of Consultant. Unless specifically mentioned in the offer, all the clauses of this standard shall be deemed to be acceptable to the tenderer.

4.3.0 Vendor shall submit drawings and documents as specified in this document OR as specified in

Project Specification.

5.0.0 TECHNICAL REQUIREMENTS FOR BELT CONVEYOR

5.1.0 Conveyor Frame Structure

5.1.1. The Belt conveyor structure shall consist of independent prefabricated tables. The length shall be 6M for the standard table but when required special tables shall be provided.

5.1.2. The stringers shall be of ISMC sections. The channel size for stringers shall be 150 mm for Belt conveyors with belt width upto 800mm and 250mm for Belt conveyors with belt width upto 1400mm.

5.2.0 Pulleys

5.3.1. Pulleys shall be accurately rolled from weldable quality steel.

5.3.2. All hubs shall be of forged steel. Hubs and end discs shall be accurately machined for concentricity.

5.3.3. All pulleys shall be straight faced and pulley faces shall be lagged with hot Vulcanized rubber as follows: a. Drive Pulleys with diamond or Herringbone design (i) 6mm thick for dia upto 300mm (ii) 10mm thick for dia above 300mm and upto 600mm (iii) 20mm thick for dia above 600mm b. Non-drive Pulleys - shall be provided with rubber lagging as per vendor Design. c. The hardness of rubber shall be IRHD 60 - 65 (Shore A) in all cases.

5.3.4. Pulley assemblies shall be stress relieved and statically balanced per ISO 1940/1 (Grade G-40)

5.3.5. Pulley shall have face run-out not greater than 0.75mm on diameter and shall have minimum rim and disc thickness of 10mm after machining for belt widths upto 800mm and 16mm thick for belt width 1000mm and above.

5.3.6. Run out tolerance after lagging shall not be greater than 1.5mm on diameter.

5.3.7. Pulley width shall not be less than the following

5.3.8. Angle of wrap of the head and tail pulleys shall be as specified in the enquiry or as per Manufacturer’s standard.

5.3.9. Minimum diameter of shafts used for drums shall be 65mm, even if design permits a lower value. Pulley shaft shall be provided with anti-friction bearing of adequate size(preferably spherical roller for the drive shaft ) and housed in standard bearing blocks of cast steel with labyrinth seals to prevent grease leakage and ingress of dust. When bearing/pillow block assemblies are mounted in pairs one bearing shall be laterally floating and one shall be fixed. For locating the bearing on the fixed end of the shaft, inserting rings shall be provided on either side of the bearing. Full radius fillets shall be provided when shaft ends are reduced in diameter for bearings or couplings.

5.3.10. All pulleys shall conform to IS 8531 or equivalent.

5.3.11. Pulleys should conform to IS - 8531, IS - 4776 Part-I and/or equivalent international codes.

5.3.12. Pulleys shall be of mild-steel construction and welded type with continuous rim and two end discs fitted with compression hubs. Pulleys below magnetic separators shall be of non-magnetic material, including its discharge chute, up to the region of separator’s influence zone.

5.3.13. Drive pulleys should be lagged with 12 mm thick herring bone / diamond (shore hardness of 55 to

65 shore A) grooved neoprene rubber. Lagging shall be vulcanised to the pulleys.

5.3.14. Shaft shall be keyed to hubs and supported by heavy duty, split type pillow blocks equipped with self-aligning double row ball/roller/tapered roller bearings of reputed make with adequate dust sealing device.

5.3.15. Pulleys shall be statically balanced and all the components like lugs, end discs etc. shall be

accurately machined to ensure concentricity.

5.3.16. Minimum pulley diameter will be selected as per IS - 1891 or recommendation of belt manufacturer, whichever is higher.

5.3.17. Selection of pulley diameter, shell thickness, stiffening and shaft diameter shall be subject approval of purchaser/consultant during detail engineering.

5.3.18. Plummer blocks shall be installed on machined plates supported on rigid frame. Adequate locating screws shall be provided for easy installation/alignment of pulleys.

5.3.19. Drive tail of head pulleys shall have provision for angular adjustment of 3 to 4 degrees in both directions along the belt axis.

5.3.0 Gearbox:

5.4.1. Mechanical ratings of gearboxes should not be less than 1.5 times of the rating of its drive motor and 2 times of the demand power or as per manufacturer’s selection method, whichever is higher. This shall be subject to purchaser’s review.

5.4.2. Helical Gearbox :

a. Casing – Housing shall be of closed grained cast iron of grade FG-260 of IS-210 or equivalent, and stress relieved. Casing area shall be sufficient to ensure effective cooling. Suitable ribs shall be placed under the bearing seats for strength. Walls shall be sufficient strength to withstand the most severe stresses encountered during operation.

b. Gear and pinions – Gear and pinions shall be manufactured out of high tensile carbon / alloy steel duly hardened and ground to withstand local conditions. High wear resistance and increased fatigue strength of gear teeth shall be ensured by proper heat treatment (case carburising and hardening) as per design requirement. Gears shall be generated from hobbing machine with necessary precision and accuracy.

c. Shafts – Input shaft shall be integral with the first stage pinion duly heat-treated and hardened. Low speed shafts shall be manufactured from heat-treated carbon steel and precision ground. Shaft ends shall be properly sealed for protection from any ingress of dust.

d. Bearing – Antifriction ball/roller bearings of adequate size shall be incorporated. Provision shall be kept for reinforcing with an additional roller bearing, if felt necessary by the bidder.

e. Lubrication – For general purposes, splash type lubrication shall be provided. The level of oil which should be in the housing for most effective lubrication shall be clearly marked. If splash type lubrication is not adequate, built-in or separately mounted lubricating pump shall be used for proper lubrication.

f. Cooling – Surface area of the housing shall be so designed that proper cooling of lubricant can be achieved. In case this leads to an uneconomic size of the housing,

bidder may incorporate fan or separate pump, radiator type lube oil cooler, thermometer, flow meter etc. Water-cooled gearboxes shall not be used.

g. Shaft shall be of suitable material and ultrasonically tested as per BS 4124 part 1: 1991 if diameter is more than 80 mm.

h. Hold Back – Hold back device shall be provided for all inclined conveyors.

i. Baseplate – Baseplate shall be supplied by the vendor. Base plate shall be so designed that axial and lateral misalignment are kept to a minimum.

5.4.0 Idler Assembly

5.5.1. Idlers should conform to IS - 8598, IS - 4776, IS-11592 or equivalent codes.

5.5.2. All troughing idlers shall be of 3-roll type, with heavy duty seamless or ERW steel tube having a

minimum thickness of 4mm unless otherwise specified in the data sheet. Rollers diameter and troughing angle shall be as specified in data sheet.

5.5.3. All rollers of similar type of idlers shall be complete with heavy duty antifriction bearings, bearing

housing, double labyrinth type seals, circlips etc. All idlers and rollers shall be self lubricated for life and the minimum life shall be 30,000 hours. Friction factor of idlers shall never be more than 0.02 while testing at shop. For calculation as per CEMA method ‘AI’ value should be selected suitably considering this friction factor.

5.5.4. Impact rollers shall be made of rubber treated rings and also mounted on steel tubes and securely

held in place.

5.5.5. Self aligning troughing idlers shall be similar in construction to troughing idlers and shall be made to swivel with respect to central pivot for aligning the belt in case of untrue running.

5.5.6. Return rollers shall be of two-roll type for long conveyors, which will be V-type with 100 troughing

angle. For other conveyors return idler shall be straight type. Specific details are given in data sheets.

5.5.7. Self aligning return idlers shall be similar in construction to return idlers except that these shall be

provided for swivelling action for training the belt.

5.5.8. For a particular size of belt each type of idlers and their components shall be identical to ensure interchangeability. All rollers of same size shall also be fully interchangeable.

5.5.9. Self-aligning carrying and return idlers shall be of positive action type and thus automatically train

the belt to prevent injury.

5.5.10. Suitable numbers of adjustable transition idlers at tail and head ends shall be provided for all conveyors, at steps not exceeding 10°.

5.5.11. Each end cap shall be pressed type and welding of end cap shall ensure perfect balance of the

roller. All other components shall be accurately machined, wherever required, to ensure concentricity and balance, and to avoid vibration due to eccentricity.

5.5.12. Idlers shall be water-proof, dust proof and weather proof.

5.5.13. Idlers below magnetic separator and metal detectors should be non-magnetic type.

5.5.14. Idlers shall be tested in dynamic friction factor testing machine to test the value of friction quoted, which shall not exceed 0.02. Values of friction factor obtained from shop test will have to be used for conveyor power and tension calculations for obtaining suitable ‘AI’ value, guided by CEMA.

5.5.15. Idler shall be introduced in dust chamber and water chamber to test dust-proof and water-proof

characters of idlers. Testing procedure shall be mutually agreed upon by purchaser / purchaser’s representative and the supplier.

5.5.16. All carrying idlers for conveyors carrying material in bulk shall be three-roll type on

one common carrying frame. The rollers shall be interchangeable.

5.5.17. All troughed carrying idlers shall have 20 deg. troughing angle unless specified otherwise.

5.5.18. All impact idlers shall be of rubber disc type mounted on heavy-duty bearings.

5.5.19. Idlers shall be made with ERW pipes.

5.5.20. Idlers shall be drop-in type for easy replacement.

5.5.21. Minimum one and two variable trough (transition) idlers for 10 deg and 15 deg idlers respectively shall be used at the head and tail end of each conveyor. Transition length shall be as recommended by belt manufacturer but shall not be less than two belt widths.

5.5.22. All idler bearings shall be ‘sealed lubricated for life’. Deep groove ball bearings shall be used. The bearings shall be chosen for life L-10 equal to 60,000 hours. All bearings shall be protected by double labyrinth seals. The bearing seals shall have minimum resistance to rotation. Lubrication fittings for the labyrinth seals shall be provided in the case of impact idlers for bulk handling for the purpose of occasional greasing to keep the dirt and dust out Bracket for fixed type idlers shall be fabricated steel and shall have ample strength and rigidity to operate under all loading conditions without vibration of chatter.Use of cast iron support brackets is not acceptable. The boxes shall be provided with slotted bolt holes for mounting on supporting steel work. Minimum two bolts of 16mm dia shall be used at each end.

5.5.23. The wing idlers in troughing idler assemblies shall be lifted forward in the direction of the belt travel, by about 2 deg, to assist in belt training. In case of reversible conveyors wing idlers of troughing idler assemblies shall not be tilted.

5.5.24. The distance between carrying idlers shall be 1.0M for bulk handling conveyors. The idler spacing and take-up pulley shall be adjusted to limit the belt deflection under load to less than 0.025 of the spacing between idlers. Idler spacing under the skirt board for bulk handling conveyors shall be 0.55M or less. Distance between return idlers shall be about 3.0M. Minimum one return idler to be provided for small conveyor.

5.5.25. Distance between impact idler shall be about 300mm for all conveyors with a minimum of five sets at any feed point.

5.5.26. On convex profiles, the carrying idler loading shall not exceed 50% of the flat portions idler loading.

5.5.27. All idlers and assemblies shall conform to IS 8598 or equivalent.

5.5.0 Conveyor profile

5.6.1. Conveyor at the loading points shall preferably be horizontal but in no case to Exceed 50 with respect to horizontal.

5.6.2. As far as possible, lift up of empty belts at concave curvature of conveyors during Start-up condition to be avoided.

5.6.0 Belting for conveyors

5.7.1. Design, construction, testing and performance of conveyor belt should comply with IS - 1891 and/or international standards. Belt shall be of fire resistance quality complying with relevant Indian Standards & Canadian Bureau of Mines Specifications for fire resistant belting.

5.7.2. Belting shall be of synthetic fibre such as Nylon/Nylon, Terelene/Nylon, Polyster/Nylon,

Polyster/Polyamide etc. with suitable (fire resistant/ heat resistant/ oil resistant/ hygienic) covers of adequate flexibility to give the desired troughing angle.

5.7.3. Belt shall have sufficient lateral flexibility so that it will trough adequately even when the belt is

empty and shall have sufficient lateral stiffness to support the load.

5.7.4. Belts shall have sufficient impact resistance to withstand impact at loading points. Suitable breaker ply should be provided as required, and carcass should be integrated skim coated.

5.7.5. Belts shall be of cut edge construction and shall have only vulcanised joints on erection. It shall

have adequate longitudinal flexibility so that it can easily flex around pulleys. It should have superior adhesion level and sufficient lateral flexibility so that material will not spill.

5.7.6. Maximum allowable belt tensions and belt designation of the selected belt should be mentioned in

the offer. However, maximum belt tension developed in the belt corresponding to design capacity should not exceed 80% of the maximum allowable belt tensions of the selected belt as recommended by manufacturers during running condition and 150% of maximum allowable belt tension during starting condition.

5.7.7. For calculating minimum slack side tension to be provided from wrap consideration, a factor of 1.5

over total effective belt tension is to be considered to prevent slippage of belt during starting.

5.7.8. Minimum tension in belt during running condition should be checked considering maximum allowable belt sag to be 2% of idler spacing.

5.7.9. Vendor should ensure that all spliced joints have 100% strength as compared to strength of

original belt.

5.7.10. Conveyor belts shall be despatched coiled on reels. While using a hoist, a bar should be passed through the crate and attached to slings.

5.7.11. While on despatch belt shall be kept in a vertical position and shall not be allowed to rest on the

side.

5.7.12. Oil and grease shall not came in contact with the belts.

5.7.13. If small lengths of belt are required to be cut from belt in store, proper coating shall be applied on the exposed ends.

5.7.14. Supply of belts should be such that there are minimum numbers of joints during installation.

5.7.15. Belt cover shall have a minimum thickness of 5 mm on the carrying side and 2 mm on the non-

carrying side.

5.7.16. Number of plies for carcass selection shall be such that a minimum strength of 400 kN/m width is obtained.

5.7.17. Belting of conveyors shall be of suitable synthetic fabric for heavy-duty application and shall have

adequate number of piles to withstand the tensions and support the load. The belt shall be with multiple-ply fabric carcasses and shall be pliable with hard covers, guaranteed against excessive stretch or shrinkage.

5.7.18. The rated maximum allowable working tension shall exceed the calculated maximum running tension by at least 15%. Ratio of breaking strength to working tension shall be minimum 9.

5.7.19. Each fabric ply for all belting shall be rubber impregnated and provided with skim coat. Each ply shall be adhesion tested.

5.7.20. Fabric shall be free of longitudinal or transverse wrinkles and cords shall be straight to ensure

proper tension distribution.

5.7.21. The belt covers shall be resistant to moisture, properly vulcanized and finished.

5.7.22. For conveyor belts carrying bulk materials, cover rubber thickness shall be minimum 5 mm on top and 3 mm at bottom.

5.7.23. The rubber used shall be of a quality which has a tensile strength of not less than 2.5 Kg/mm2 and an ultimate elongation of less than 450. All belting shall be prestretched.

5.7.24. Belts shall not blister or separate in the plies more than 1.8% (in the case of conveyor belts) of their original length within one year of installation and normal operation. Belt construction shall be such that in case of edge damage, ply separation and ingress of moisture shall not take place.

5.7.25. Belts shall be of vulcanized joints after erection.

5.7.26. Vulcanizing chemicals, splicing tools and equipment shall form part of the belting supply.

5.7.27. A length allowance for minimum two field joints and also for test samples shall be added to all belt lengths.

5.7.28. Construction and testing of the belt shall comply with the requirement of IS:1891(latest issue)/ BS:490 or equivalent.

5.7.29. As far as possible belt widths, number of plies, cover thickness etc. shall be standardized and number of types of belts shall be reduced to minimum provided it is economically justified.

5.7.30. Heat resistant (HR) grade belts shall be used where specified for application.

5.7.0 Chutes, spouts and roller paths

5.8.1. The chutes/spouts shall be welded steel fabricated section in stainless steel SS 304 assembled by bolted joints. Gaskets shall be provided between the joints.

5.8.2. The supports must be designed to withstand the weight of a plugged chute. If any member supports two chutes, it shall be designed for the condition of both chutes plugged with the materials having the maximum density.

5.8.3. Each section of the chute shall have its own inspection door. It is mandatory to have the doors located and designed to allow the opening of the door during chute operation without spillage or danger to personnel. The minimum size of one door opening side shall be 500mm

5.8.4. Spout length to be sized considering case of handling inside transfer towers/drive houses for

erection and maintenance. Also one side of each spout length shall be removable for replacement of liner plates.

5.8.5. The chutes and spout opening cross selection shall be sized so that flow of full capacity shall be possible with 30% of the actual cross sectional area of the chute. The minimum valley angle to ensure material flow shall be 60 deg to horizontal unless other wise specified.

5.8.6. Vertical drop of material on to the conveyor to be avoided.

5.8.7. Chutes shall be made of 8mm thick carbon steel with 8mm thick Mn steel liner on wearing surfaces.

5.8.0 Skirt boards

5.9.1. All bulk loading points on the conveyors to be equipped with skirt boards.

5.9.2. Distance between skirt boards to be 2/3 of belt width.

5.9.3. It is desirable that the skirt/guide plates be independent of the chutes, being supported on the

conveyor stringers.

5.9.4. Where skirt plates are provided they shall extend for a distance of not less than 1.8M from the point of loading in the direction of belt travel.

5.9.5. Skirt boards shall be provided with lip of rubber or rubberized canvas to prevent spillage of

material through gap between skirt board and belt and also to prevent mechanical contact of the skirt board with the belt. The lip shall be of replaceable type.

5.9.0 Gates (diverters) / Ploughs

5.10.1. Gates shall be used for diverting, regulating and stopping the flow of material from conveyors, chutes/spouts.

5.10.2. As far as possible gates shall be standardized.

5.10.3. Motorized / pneumatically operated gates against the flow of material and under Column of material shall be provided and the same shall be operated from remote. Instrument air piping required for actuating the pneumatic cylinder and the Instrumentation accessories for the gate/plow operation shall be in the scope of Supply. Proximity type limit switches shall be provided to stop the gate at travel ends.

5.10.4. Gates shall be fabricated from minimum 8 thick MS plates and provided with 8mm thick hard liners on wearing surfaces.

5.10.0 Drive units

5.11.1. General

1. The type and horsepower rating of drive units for all the equipment shall conform to the load and duty requirements.

2. Bulk carrying conveyor drive units shall be designed for wet condition between belt and drive pulley.

3. Drive motors shall be selected with the following margins over the absorbedHP at the motor shaft at the design duty point.

4. Chain and belt drives shall be avoided. Motor, gear box and pulleys shall be directly coupled. 5. Vendor may use geared motor where ever required.

5.11.2. Coupling

1. The high speed couplings shall be tyre couplings.

2. The low speed couplings shall be heavy duty gear type flexible coupling contained lubrication

and proper sealing.

3. Coupling other than hydraulic couplings shall be sized for minimum service factor 2 calculated on motor horsepower.

4. All couplings shall provide for lateral, angular and longitudinal misalignment of shafts.

5. Couplings requiring lubrication shall have protection against dirt and dust incorporated in the design.

6. Conveyors above 22kW rating motor power shall be provided with fluid coupling between motor and gearbox. The fluid coupling shall be provided

With fusible plug screwed into the flange of the impeller of the coupling, which will act as safeguard to the motor and prevent overheating of the coupling. Fluid couplings shall be used at the input side of gearboxes when the motor ratings are 30 KW and above.

Primary speed – stall torque curve of fluid coupling shall be such that secondary side of fluid coupling can start rotating only when motor speed has reached minimum 85% of rated speed.

Running slip vs. torque characteristic curve of fluid coupling shall be such that slip across the coupling is not more than 3%.

Fluid coupling shall be Traction type in general. However for higher ratings scoop type can be provided, if required.

Impeller of the coupling shall be shaped member with radial vanes extending to the periphery. Runner shall be of similar proportioned bowl and shall be set facing the impeller and keeping adequate clearance yet providing acceptable efficiency. Housing of the coupling shall be robust design, either of aluminium or of steel.

Housing shall be so designed that effective natural/ air cooling can be ensured. Provision shall be kept so that amount of oil quality inside the housing can be adjusted at site. Water-cooled fluid coupling shall be avoided. In case of very high capacity water-cooling is acceptable, with purchaser’s approval.

Suitable fusible plug shall be provided for all fluid couplings. This shall be able to fuse away by the increase in temperature during prolonged overloading and allow oil to be disposed such that hydraulic connection between impeller and runner ceases.

Couplings shall be suitable for full load, part load and no-load starting of the drive equipment without hampering safety of the motor and rated acceleration.

5.11.3. Reducer

1. As far as possible parallel shafts design with single or double helical construction shall be used. As conveyor Center to center is very small worm gear box may be used. As far as possible secondary reduction like chain/ belt drive to be avoided for every maintenance.

2. Reducer boxes shall be steel fabricated or steel cast and stress relieved and machined with oil and dust tight enclosures for gears and bearings. The housing shall be split on centerline of shafts. For low horsepower service having no direct external stress transmitted to the gear box, fine grain cast iron gear boxes can be permitted Internal surfaces of gear reducer housings shall be protected against corrosion by oil resistant paint.

3. All reducers shall have inspection openings, lifting lugs, an oil filling cap, oil level indicator, located oil drain plug, an air breather and a permanent magnet plug.

4. Reducers durability service factor and strength factor shall not be less than 1.5 and 2.5 respectively bases on motor power.

5. 5. All shafts bearings shall be antifriction type of capacity compatible with the class of equipment.

6. The base of the housings shall be machined level and shall be suitable for bolting to a base plate.

7. There shall be no axial movement of the shaft of the reducers. Plain shafts can be of medium carbon steel. But pinion shafts shall be of alloy steel only.

8. The thermal capacity shall be equal to or greater than the maximum motor power rating, thermal

rating of the reducer shall in any case not to exceed 65°C. The thermal rating shall be achieved without the use of any external oil cooler. Where justified external cooling system can be provided.

9. All gears shall be of single helical, double helical, herringbone design. They shall be made from high alloy steel forgings or castings, heat treated for optimum combination of wear resistance and strength. Pinions will be preferably integral with their shafts.

10. Bearings shall have labyrinth seals to prevent oil leakage and ingress of contaminants into the bearings.

11. Gears and bearings shall employ the same lubricant. The method of lubrication shall be such as to supply continuous lubrication oil to gears and bearings when the reducer is in operation.

12. Reducers shall be designed for transmitting torque in both directions and should not be self locking type.

13. Geared motor with in-built gear-box of reputed make shall also be acceptable for smaller ratings upto 22kW.

5.11.4. Torque limiter – to cut out the driving force when conveyor gets jammed, torque limiter or shear-pin hub (power transmitted through a set of pins which are designed to shear at a fixed torque) shall be provided.

5.11.5. Back Stops (hold backs)

1. Back stops shall be selected for minimum service factor of 1.5 based on maximum torque, including surges, from driven equipment. Thermal rating of back stop shall such that there shall be no undue temperature rise while running in the direction of the pulley or when back stop is applied.

2. Back stop shall be provided for conveyors wherever the force required to lift the load vertically is greater than one half the force required to move the belt and load horizontally.

3. The design of the hold back shall be such that its operation is not affected by dust, grease, moisture and extreme temperature conditions.

4. All hold back arrangement shall be integral with gear box. Hold back arrangement attached to drive drums shall be avoided.

5.11.0 Brakes:

Brakes for conveyor motors, if required to reduce coasting time, shall be of electromagnetic type. Detailed calculation justifying the requirement and/or otherwise to be submitted along with determination of braking torque and time. Brakes will be generally as per data sheet. All brakes required for equipment other than conveyor brakes will be as per details given in specification of those equipment. All brakes shall have physical brake release switch/contact which will be interlocked with the conveyor motor.

5.12.0 Belt Cleaner (scrapper):

5.13.1. External belt cleaner shall be double bladed counter-weighted type. Provisions shall be kept to adjust the pressure of blade on belt. These should be provided near head / discharge end of the each conveyor with necessary chute so that the scrapped material can be fed to main discharge chute itself. Length of each blade should not be less that width of belt.

5.13.2. Internal Belt Cleaner – V-Plough type made of mild steel flats and hard rubber strips with

necessary chutes, if required, shall be furnished for cleaning internal surface of the belt. Each blade should be provided with suitable arrangement to press the wiping edge gently but firmly against the belt. Rubber strips should be adjustable after wear. Blades should cover the entire width of belt and should be made of hard moulded rubber and not cut belt. Shore hardness of rubber brush should be 45 to 55. These v-type belt cleaners should be provided near take-up and tail pulley.

5.13.3. Other types of improved cleaners are also acceptable, subject to purchaser’s approval.

5.13.0 Belt Protection Switches:

5.14.1. Pull-cord Switches – Pull-cord (manually reset type) emergency stop switches shall be located along both sides of the entire length of all conveyors. The spacing shall be at an interval not exceeding 30 meters. Adequate length of PVC coated wire rope and all accessories shall be furnished. From either end of conveyor pull cord switches should not be at more than 15M distance. A special canopy made of 5mm M.S. plate shall be provided over the lever of each pull cord switch so that spilled materials do not trip the belt by actuating the lever (applicable for conveyors carrying lumps of 75mm and more). Also a local trip indication (diode type lamp) shall be provided with each pull cord switch.

5.14.2. Belt-sway switches – Belt Sway limit switches (auto reset type) shall be furnished in pairs at

periodic intervals of minimum 30 M to limit belt sway to permissible extent. For any conveyor, however, minimum two pairs of switches shall be provided. These switches shall be placed at points not more than 15 M from either end of conveyor.

5.14.3. Zero speed switches – Each conveyor shall be provided with a zero speed switch (auto reset

type) at the tail end for sequential operation of the system. In case of belt speed falling below the tolerable limit, the switch shall stop the conveyor. The speed setting should be adjustable. Necessary provision to be kept in control circuit to by-pass the switch during starting.

5.14.4. Switches shall be enclosed in enclosure with minimum IP-55 degree of protection, unless

specified otherwise.

5.14.0 Base Plates

5.15.1. All drive units shall have common base plates of welded steel construction. They shall be designed with sufficient depth and stiffness to ensure rigidity of drive assembly.

5.15.2. All machinery mounting surfaces shall be machined. Base plates shall be suitable for erection on both concrete and structural steel base.

5.15.3. Base plates shall be provided with lockable adjustment screws to facilitate alignment of heavy gear reducers and motors in the horizontal plane.

5.15.4. All foundation for supports of conveyor is in the scope of conveyor contractor.

5.15.0 Safety and guards

All moving parts connected with the motor shall be completely guarded. Coupling guards shall comply with IS: 7155 (latest issue) / BS: 5304 or equivalent. Conveyors shall be provided with pull-cord switches, belt sway switches and zero speed switches.

6.0.0 TECHNICAL REQUIREMENTS FOR WEIGH BELT FEEDER

6.1.0 Design Criteria

The Weigh belt feeder shall be designed for continuous 24 hour operation at any load from 0- 100% capacity and for the operating conditions specified in the data sheets. Maintenance of the Weigh belt feeder will be with an overhead crane or monorail for heavy lifts. Lifting points shall be provided for the major components.

The design and fabrication of structural steel framework for Weigh Belt feeders shall provide details and specify measures which provide the required fatigue life. Such measures shall include pre-heating of welds or global heat treatment. Pockets where dust or water may collect shall be avoided. Power requirement and belt tensions shall be calculated for design capacity on the basis of procedure given in ‘Belt Conveyors for Bulk Materials’ by CEMA, USA. The specified design tonnage throughput shall be achieved at 80% of maximum speed. The drive system shall be non-overloading at maximum speed.

Detailed calculations for drive and belt selection must be furnished after award of contract for Purchaser/Consultant’s approval. Any change if felt necessary during calculation approval stage should be binding on the contractor without any extra cost. In determining Weigh belt feeder loads, the various resistances to be overcome include the following:

• Force to shear the static bulk solid; • Gravity forces; • Force to overcome skirt plate friction in the hopper zone and in the extended

skirting section beyond the hopper; and • Force to move the Weigh belt feeder against the support rollers.

In order to determine the feeder loads, and hence belt tensions and drive power, two important conditions shall be analysed:

• Initial filling condition; and • Flow condition.

Calculations submitted in accordance with the data sheets, shall give full details of the principles used in determining belt feeder loads. The calculations shall be based on proven research, such as AW Roberts, "Basic Principles of Bulk Solids Storage, Flow and Handling", The Institute for Bulk Materials Handling Research, University of NSW. Design shall take into account the heavy impact loading by the falling materials in the bin. The material drop height is defined in the Data Sheets. The rated, design and guaranteed capacity of conveyors shall be as per data sheets.

Components of Weigh belt feeders shall generally conform to those of the belt conveyors.

Width of Weigh belt feeder in crusher house (if applicable) shall be maximum so as to minimize belt speed and also to ensure uniform material loading to crusher/screen. Preferred belt speed shall be 1 m/sec. Care should be taken in design of the system so that problem of eccentric loading of material to screen and crushers is avoided.

Belting shall be of heavy duty type with breaker ply on top. Cover thickness of the belt shall be critically designed considering lump size and loading cycle so that life expectancy of the belt does not less than normal conveyor belt life.

Weigh Belt feeder shall be reversible type with reversible drive at one end and screw type take-up at the other end.

Power and tension requirements shall be calculated based on IS/BS/equivalent International Standard/Code and Material Shear phenomenon should be considered for the same.

Each Weigh belt feeder shall be provided with two (2) nos. manually operated vertical gates fixed over the feeding chutes to manually control the depth of feed, thereby ensuring desired feed to screen/crusher.

6.2.0 Hydraulic System

A complete hydraulic power pack and cooling system shall be provided (if hydraulic drive selected for application). The system shall include a heavy duty hydraulic motor, oil cooler, oil reservoir, variable volume oil pump, dual filters, hydraulic control valves, instrumentation, operating and safety interlocks, temperature and pressure indication and controls. Standby pumps shall be provided.

6.3.0 Lubrication

The Weigh belt feeder shall be fitted with an automatic lubrication system, centrally located, to lubricate the tail and drive shaft bearings. A manual lubrication system shall be provided as a breakdown back up option. The lubrication pump shall be actuated by a timer control. Ensure that lubrication and maintenance points are easily accessible.

6.4.0 Shafts

The shafts shall be designed in accordance with AS 1403. Shaft material properties shall be selected to suit the duty specified. Shafts shall be designed for fatigue resistance incorporating large radius transitions at changes of section and minimising any notch effects due to keyways.

6.5.0 Pulleys

• Pulleys should conform to IS - 8531, IS - 4776 Part-I and/or equivalent international codes.

• Pulleys shall be of mild-steel construction and welded type with continuous rim and two end discs fitted with compression hubs. Pulleys below magnetic separators shall be of non-magnetic material, including its discharge chute, up to the region of separator’s influence zone.

• Drive pulleys should be lagged with 12 mm thick herring bone / diamond (shore hardness of 55 to 65 shore A) grooved neoprene rubber. Lagging shall be vulcanised to the pulleys.

• Shaft shall be keyed to hubs and supported by heavy duty, split type pillow blocks equipped with self-aligning double row ball/roller/tapered roller bearings of reputed make with adequate dust sealing device.

• Pulleys shall be statically balanced and all the components like lugs, end discs etc. shall be accurately machined to ensure concentricity.

• Minimum pulley diameter will be selected as per IS - 1891 or recommendation of belt manufacturer, whichever is higher.

• Selection of pulley diameter, shell thickness, stiffening and shaft diameter shall be subject to approval of purchaser/consultant during detail engineering.

• Plummer blocks shall be installed on machined plates supported on rigid frame. Adequate locating screws shall be provided for easy installation/alignment of pulleys.

• Snubs of gravity take up pulleys shall have the faces machined parallel and shall be with or without lagging depending on the requirement.

• Drive tail of head pulleys shall have provision for angular adjustment of 3 to 4 degrees in both directions along the belt axis.

• Head and tails pulleys shall have straight faces, no crowning; • The pulleys shall be of the “Engineered Type”, fully welded construction; • Connection of pulleys to shafts shall be by means of Ringfeder type compression fittings sized for maximum torque conditions with a safety factor of 3; • A manual hydraulic jacking take-up system shall be provided. Allow at least 10% of pulley centres for take-up adjustment; • The hydraulic manual pump shall be securely attached to the frame for assistance With tensioning; and Pulley details shall be provided in the data sheets (Vendor information).

6.6.0 Carry and Return Idlers

Idlers should conform to IS - 8598, IS - 4776, IS-11592 or equivalent codes. Heavy duty trough (or flat carry type, depending on feeder design) idlers shall be used with sealed for life bearings. The spacing shall be such as to minimize belt sag and belt tension requirements. Impact type idlers shall be used at impact areas (impact cradles may be used if suitable for application). All idlers and rollers shall be self lubricated for life and the minimum life shall be 30,000 hours. Friction factor of idlers shall never be more than 0.02 while testing at shop. Return idlers shall be spaced to ensure proper tracking of return side of belt and avoid undue sagging. All idler assemblies shall be capable of being removed and replaced through the side of the feeder without having to dismantle any major equipment sections or components.

Impact rollers shall be made of rubber treated rings and also mounted on steel tubes and securely held in place.

Self aligning troughing idlers shall be similar in construction to troughing idlers and shall be made to swivel with respect to central pivot for aligning the belt in case of untrue running.

Return rollers shall be of two-roll type for long conveyors, which will be V-type with 100 troughing angle. For other conveyors return idler shall be straight type. Specific details are given in data sheets.

Self aligning return idlers shall be similar in construction to return idlers except that these shall be provided for swivelling action for training the belt.

For a particular size of belt each type of idlers and their components shall be identical to ensure interchangeability. All rollers of same size shall also be fully interchangeable.

Self-aligning carrying and return idlers shall be of positive action type and thus automatically train the belt to prevent injury.

Suitable numbers of adjustable transition idlers at tail and head ends shall be provided for all conveyors, at steps not exceeding 10°.

Each end cap shall be pressed type and welding of end cap shall ensure perfect balance of the roller. All other components shall be accurately machined, wherever required, to ensure concentricity and balance, and to avoid vibration due to eccentricity.

Idlers shall be water-proof, dust proof and weather proof.

Idlers below magnetic separator and metal detectors should be non-magnetic type.

Idlers shall be tested in dynamic friction factor testing machine to test the value of friction quoted, which shall not exceed 0.02. Values of friction factor obtained from shop test will have to be used for conveyor power and tension calculations for obtaining suitable ‘AI’ value, guided by CEMA.

Idler shall be introduced in dust chamber and water chamber to test dust-proof and water-proof characters of idlers. Testing procedure shall be mutually agreed upon by purchaser / purchaser’s representative and the supplier.

6.7.0 Skirts

The skirts shall be designed with the object of fully containing the loaded material within the belt load area and precluding the escape of dust. The skirts shall extend for the full length of the belt feeder.

6.8.0 Belt and Belt Alignment

Design, construction, testing and performance of conveyor belt should comply with IS - 1891 and/or international standards. Belt shall be of fire resistance quality complying with relevant Indian Standards & Canadian Bureau of Mines Specifications for fire resistant belting.

Belting shall be of synthetic fibre such as Nylon/Nylon, Terelene/Nylon, Polyster/Nylon, Polyster/Polyamide etc. with suitable (fire resistant/ heat resistant/ oil resistant/ hygienic) covers of adequate flexibility to give the desired troughing angle.

Belt shall have sufficient lateral flexibility so that it will trough adequately even when the belt is empty and shall have sufficient lateral stiffness to support the load.

Belts shall have sufficient impact resistance to withstand impact at loading points. Suitable breaker ply should be provided as required, and carcass should be integrated skim coated.

Belts shall be of cut edge construction and shall have only vulcanised joints on erection. It shall have adequate longitudinal flexibility so that it can easily flex around pulleys. It should have superior adhesion level and sufficient lateral flexibility so that material will not spill.

Maximum allowable belt tensions and belt designation of the selected belt should be mentioned in the offer. However, maximum belt tension developed in the belt corresponding to design capacity should not exceed 80% of the maximum allowable belt tensions of the selected belt as recommended by manufacturers during running condition and 150% of maximum allowable belt tension during starting condition.

For calculating minimum slack side tension to be provided from wrap consideration, a factor of 1.5 over total effective belt tension is to be considered to prevent slippage of belt during starting.

Minimum tension in belt during running condition should be checked considering maximum allowable belt sag to be 2% of idler spacing.

Vendor should ensure that all spliced joints have 100% strength as compared to strength of original belt.

Conveyor belts shall be despatched coiled on reels. While using a hoist, a bar should be passed through the crate and attached to slings.

While on despatch belt shall be kept in a vertical position and shall not be allowed to rest on the side.

Oil and grease shall not come in contact with the belts.

If small lengths of belt are required to be cut from belt in store, proper coating shall be applied on the exposed ends.

Supply of belts should be such that there are minimum numbers of joints during installation.

Belt cover shall have a minimum thickness of 5 mm on the carrying side and 2 mm on the non-carrying side.

Number of plies for carcass selection shall be such that a minimum strength of 400 kN/m width is obtained.

Belt alignment shall be maintained by the use of Sandvik-Roxon-Evergreen guide rollers installed in both carry and return belt runs at close proximity to head and tail pulleys.

6.9.0 Bearings and Seals

Bearings shall be of heavy duty, anti-friction type and shall have a basic rating life B10 in excess of 100,000 hours for bearing loads encountered at design duty, calculated in accordance with AS 2729 and AS 3890. Adjusted rating life B10a shall be calculated according to AS 2729 and AS 3890 or modified theories by bearing manufacturers. The above calculations shall be submitted as specified in the data sheets (vendor information). Double row, self-aligning spherical roller bearings shall be used for head and tail shafts, housed in heavy duty cast steel bearing blocks. Fixed bearings shall be fitted on the drive side. Taconite seals shall be fitted on the bearing housings with connections to the central lubrication system.

6.10.0 Frame

An integral, fully load bearing main frame shall be provided capable of being mounted on a separate fabricated structure and allowing adequate access for operation, maintenance and tramp metal removal.

6.11.0 Gear Box

Mechanical ratings of gearboxes should not be less than 1.5 times of the rating of its drive motor and 2 times of the demand power or as per manufacturer’s selection method, whichever is higher. This shall be subject to purchaser’s review.

Thermal rating calculations of gearboxes shall be submitted for review. Type of conveyor drive gearboxes should be as mentioned in data sheet.

Helical Gearbox:

a. Casing – Housing shall be of closed grained cast iron of grade FG-260 of IS-210 or equivalent, and stress relieved. Casing area shall be sufficient to ensure effective cooling. Suitable ribs shall be placed under the bearing seats for strength. Walls shall be sufficient strength to withstand the most severe stresses encountered during operation.

b. Gear and pinions – Gear and pinions shall be manufactured out of high tensile carbon / alloy steel duly hardened and ground to withstand local conditions. High wear resistance and increased fatigue strength of gear teeth shall be ensured by proper heat treatment (case carburising and hardening) as per design requirement. Gears shall be generated from hobbing machine with necessary precision and accuracy.

c. Shafts – Input shaft shall be integral with the first stage pinion duly heat-treated and hardened. Low speed shafts shall be manufactured from heat-treated carbon steel and precision ground. Shaft ends shall be properly sealed for protection from any ingress of dust.

d. Bearing – Antifriction ball/roller bearings of adequate size shall be incorporated. Provision shall be kept for reinforcing with an additional roller bearing, if felt necessary by the bidder.

e. Lubrication – For general purposes, splash type lubrication shall be provided. The level of oil which should be in the housing for most effective lubrication shall be clearly marked. If splash type lubrication is not adequate, built-in or separately mounted lubricating pump shall be used for proper lubrication.

f. Cooling – Surface area of the housing shall be so designed that proper cooling of lubricant can be achieved. In case this leads to an uneconomic size of the housing, bidder may incorporate fan or separate pump, radiator type lube oil cooler, thermometer, flow meter etc. Water-cooled gearboxes shall not be used.

g. Shaft shall be of suitable material and ultrasonically tested as per BS 4124 part 1: 1991 if diameter is more than 80 mm.

h. Hold Back – Hold back device shall be provided for all inclined conveyors.

i. Baseplate – Baseplate shall be supplied by the vendor. Base plate shall be so designed that axial and lateral misalignment are kept to a minimum.

Worm Gearbox:

a. Gearbox casing – Gearbox casing shall be of streamlined design, rugged in construction and made of close grain cast iron to grade FG-260 of IS-210 or equivalent. Casing shall be dust proof and oil-proof, and shall be accurately machined on all joints and bearing boxes.

b. Worm and worm wheel – Worm shall be made of case hardened alloy steel, suitably heat-treated, ground and polished. Worm wheel shall be made of phosphor bronze. Worm shall be generated on special purpose worm milling machine, heat-treated and ground on automatic worm grinders.

Worm wheels shall be hobbed on precision hobbing machines with high accuracy hobs. Each and every wheel shall be checked to match with the master worms to ensure

complete interchange ability. Right hand thread shall generally be provided unless otherwise stated.

c. Bearings – Worm and worm wheels shall be supported on anti-friction type ball/roller bearing of adequate design. As overhung loads will be significant, suitable provision shall have to be kept.

d. Shaft - Worm wheel shaft shall be of sufficient dimension to take care of design load and torque. Shaft shall be of carbon steel.

e. Lubrication – Splash type lubrication shall be incorporated unless otherwise stated. Oil level required in the box housing for efficient lubrication shall be clearly marked up. A larger oil filter-cum-breather shall be provided together with drain plug and vent. For high temperatures forced lubrication may be considered.

f. Cooling – If surface cooling is not sufficient, air-cooling shall be carried out by means of radial fan that shall direct air over the ribbed side of the case.

g. Hold back – Suitable hold-back device shall be incorporated to lock reverse rotation for all inclined conveyors.

h. Base plate – Base plate shall be supplied by vendor. Base plate shall be so designed that axial and lateral misalignment is kept to a minimum. Suitable stiffening rib may be utilized to render adequate stiffness to the system.

Bevel Helical Gearbox - should generally be in line with helical gearbox requirement.

Reduction gears shall be designed to AS 2938. Full details of the rating system and Factors used shall be provided in the data sheets (vendor Information).

6.12.0 Fluid Coupling:

Fluid couplings shall be used at the input side of gearboxes when the motor ratings are 30 KW and above.

Primary speed – stall torque curve of fluid coupling shall be such that secondary side of fluid coupling can start rotating only when motor speed has reached minimum 85% of rated speed.

Running slip vs. torque characteristic curve of fluid coupling shall be such that slip across the coupling is not more than 3%.

Fluid coupling shall be Traction type in general. However for higher ratings scoop type can be provided, if required.

Impeller of the coupling shall be shaped member with radial vanes extending to the periphery. Runner shall be of similar proportioned bowl and shall be set facing the impeller and keeping adequate clearance yet providing acceptable efficiency. Housing of the coupling shall be robust design, either of aluminium or of steel.

Housing shall be so designed that effective natural/ air cooling can be ensured. Provision shall be kept so that amount of oil quality inside the housing can be adjusted at site. Water-cooled fluid coupling shall be avoided. In case of very high capacity water-cooling is acceptable, with purchaser’s approval.

Suitable fusible plug shall be provided for all fluid couplings. This shall be able to fuse away by the increase in temperature during prolonged overloading and allow oil to be disposed such that hydraulic connection between impeller and runner ceases.

Couplings shall be suitable for full load, part load and no-load starting of the drive equipment without hampering safety of the motor and rated acceleration.

6.13.0 Guards

Safety guards shall be provided to cover all exposed moving parts of machinery such as couplings and connected shafting, according to AS 4024.1 latest edition. All guards shall be capable of being removed without disturbing other parts of the equipment. Guards shall have sufficient space for chain tensioning and adjustment.

6.14.0 Dust Covers

Dust covers shall be provided along the sides and top of the feeder to prevent dust emissions during operations.

6.15.0 Brakes:

Brakes for conveyor motors, if required to reduce coasting time, shall be of electromagnetic type. Detailed calculation justifying the requirement and/or otherwise to be submitted along with determination of braking torque and time. Brakes will be generally as per data sheet. All brakes required for equipment other than conveyor brakes will be as per details given in specification of those equipment. All brakes shall have physical brake release switch/contact which will be interlocked with the conveyor motor.

6.16.0 Belt Cleaner (scrapper):

External belt cleaner shall be double bladed counter-weighted type. Provisions shall be kept to adjust the pressure of blade on belt. These should be provided near head / discharge end of the each conveyor with necessary chute so that the scrapped material can be fed to main discharge chute itself. Length of each blade should not be less that width of belt.

Internal Belt Cleaner – V-Plough type made of mild steel flats and hard rubber strips with necessary chutes, if required, shall be furnished for cleaning internal surface of the belt. Each blade should be provided with suitable arrangement to press the wiping edge gently but firmly against the belt. Rubber strips should be adjustable after wear. Blades should cover the entire width of belt and should be made of hard moulded rubber and not cut belt. Shore hardness of rubber brush should be 45 to 55. These v-type belt cleaners should be provided near take-up and tail pulley.

Other types of improved cleaners are also acceptable, subject to purchaser’s approval.

6.17.0 Belt Protection Switches:

Pull-cord Switches – Pull-cord (manually reset type) emergency stop switches shall be located along both sides of the entire length of all conveyors. The spacing shall be at an interval not exceeding 30 meters. Adequate length of PVC coated wire rope and all accessories shall be furnished. From either end of conveyor pull cord switches should not be at more than 15M distance. A special canopy made of 5mm M.S. plate shall be provided over the lever of each pull cord switch so that spilled materials do not trip the belt by actuating the lever (applicable for conveyors carrying lumps of 75mm and more). Also a local trip indication (diode type lamp) shall be provided with each pull cord switch.

Belt-sway switches – Belt Sway limit switches (auto reset type) shall be furnished in pairs at periodic intervals of minimum 30 M to limit belt sway to permissible extent. For any conveyor, however, minimum two pairs of switches shall be provided. These switches shall be placed at points not more than 15 M from either end of conveyor.

Zero speed switches – Each conveyor shall be provided with a zero speed switch (auto reset type) at the tail end for sequential operation of the system. In case of belt speed falling below the tolerable limit, the switch shall stop the conveyor. The speed setting should be adjustable. Necessary provision to be kept in control circuit to by-pass the switch during starting.

Switches shall be enclosed in enclosure with minimum IP-55 degree of protection, unless specified otherwise.

6.18.0 Hoppers, chutes & skirt boards:

Hoppers, chutes and skirt boards shall be designed for the flow condition stipulated in the data sheet.

Hopper and chutes shall be made of structural steel plate unless otherwise stated in the data sheet and shall be of welded construction. Mating flanges shall be bolted. Felt/rubber gaskets shall be provided at all flanged connections. Minimum thickness of steel plate shall be as indicated in the data sheet.

Hoppers and chutes shall be provided with necessary inspection and maintenance covers. Suitable poke holes shall be provided.

Hoppers and chutes shall also be provided with hoods to arrest leakage of cool dust and suitable rubber curtains at entry and exit points of chutes.

If required, liners shall be applied on chutes and hoppers. For chutes, liners shall be applied over all sides unless otherwise stated. Material and thickness of liner plates shall be as indicated in data sheet. Liners shall be fastened with chutes or hoppers by countersunk and/or removable screws. Each piece of liner should not weigh more than 20 kg.

Suitable columns and brackets for supporting hoppers and chutes shall be provided by bidder.

Chutes shall be so designed such that the belts are not loaded eccentrically.

Minimum valley angle of hoppers and minimum inclination of the chutes shall be as stipulated in Data Sheet.

Long chutes, guiding flow from considerable heights, shall be provided with impact plates wherever change in direction takes place.

The chute shall be liberally sized to avoid chocking problems. Capacities of chutes are to be adequate to hold the dumped material due to difference in coasting time of preceding and succeeding conveyors. Necessary calculations to be furnished by bidder in support of the above. However, during selection of brake accumulation of material in chute should be minimised.

Skirt boards shall be provided at all loading points. Minimum length of skirt boards shall be 4 M per loading point.

Skirt boards shall be made of steel plates having minimum thickness as stipulate in data sheet. Skirt boards shall be provided with top cover having necessary opening for connection of dust extraction ducts. Increasing gap shall be maintained between skirt plate and belt towards direction of flow. Bottom of the skirt board shall be fitted with moulded rubber strip (not cut belt) of thickness as stipulated in data sheet and shall have facility of adjusting the pressure for easy replacement. Shore hardness of rubber plates should be 45 to 55.

7.0.0 MATERIALS

7.1.1. The materials of construction shall be as specified in the datasheet. Where materials have not

been specified, the vendor shall select and specify in detail the material most suitable for the service conditions.

7.1.2. The materials selected shall comply with established standards and codes. Particular attention shall be given to the abrasive and corrosive nature and the temperature of the material being handled. Chemical action should also be considered when deciding on the belt material.

7.1.3. All parts of scraper, ploughs etc which require regular adjustments, such as springs, bolts, nuts, cylinders, piston, shaft etc., shall be of SS 304. Bolts and nuts used for fixing skirt boards shall be of SS.

7.1.4. All structural material for supports etc. - ASTM SA 36

8.0.0 Noise Levels

Equipment design shall meet the noise level (85 dBA @ 1m). It is SUPPLIER's full responsibility to ensure that the noise level of supplied equipment (including drive equipment as a combined unit) shall not exceed the maximum permitted limit.

9.0.0 PAINTING AND PROTECTION

9.1.1. All bought out items of gear reducer, motor etc shall be painted with two pack cold cured Epoxy

Zinc phosphate primer and epoxy resin based finish paint , totaling 150 microns DFT. The shade shall be as per vendor’s standard practice. If any specific requirement of shade from Purchaser, the same shall be intimated during drawing approval.

9.1.2. Structural’s also shall be painted as above. All exposed parts other than SS/machined surfaces of the Belt conveyors, etc shall be sand blasted and given one coat of anticorrosive primer before dispatch. After erection, another coat of primer and two coats of anti corrosive epoxy paint as per mentioned in datasheet to be applied.

9.1.3. All exposed machined surfaces shall be protected against rusting before dispatch.

10.0.0 INSPECTION AND TESTING

10.1.1. CLIENT/ Authorized representative shall have the right to witness inspection and tests to be performed by vendor and review vendor’s records.

10.1.2. CLIENT / Authorized representative shall have free access to the vendor’s and sub vendor’s works at all reasonable time to inspect the work under order.

10.1.3. If shop inspection is required during manufacturing, the vendor shall furnish advance notice of his manufacturing schedule. The number of calendar days advance notice required shall be mutually decided.

10.1.4. Inspection by CLIENT/ Authorized representative shall not in no way relieve the contractor.

10.1.5. Surfaces or parts shall not be painted until the inspection is completed.

10.1.6. Inspection and Test Records

10.1.6.1. Records and data required –

10.1.6.2. Following tests shall be witnessed at the manufacturer’s shop as per approved QAP.

10.1.6.3. The vendor shall carry out performance test on full load after erection at site, to

demonstrate that the equipment complies with the requirement of this specification and the vendor’s warrantee. Any equipment/part found defective should be replaced/rectified by the vendor, free of cost. The following shall be noted and recorded during the performance test.

1. Speed of the conveyor and motor RPM 2. Output of the conveyor 3. The bearing temperature 4. Temperature of gear box oil 5. Bearing housing vibration 6. Noise level 7. During performance run, check for oil leaks shall be made. Any indicated

leaks shall be corrected.

11.0.0 GUARANTEE

11.1. The Belt conveyor / Weigh belt feeder package shall be guaranteed for trouble free operation for a

period of 12 months from the date of handing over.

11.2. A trouble free runs of 7 continuous hrs. of eight days operation shall be offered by vendor.

11.3. Performance Guarantee runs shall be conducted after one month of continuous trouble free

operation.

11.4. Any defect due to faulty material/bad workmanship shall be rectified free of cost to the entire

satisfaction of the purchaser.

11.5. All guarantees from equipment vendors will be vested in the client.

11.6. Guarantees will be full guarantees & will include all overhead, profit, incidental charges and

miscellaneous items.

11.7. Where damage is caused to any other item by any failure of the item guaranteed, then the

guarantee shall also include the costs incurred in rectifying that damage.

11.8. Data furnished as in datasheet will have to be demonstrated by vendor for acceptance of the

system by client.

12.0.0 TECHNICAL COMPLIANCE Vendor is required to submit the filled in Technical Compliance sheet along with the bid. Refer attached Technical Compliance sheet.

13.0.0 EXCEPTION / DEVIATION

No deviation or exception from this specification shall be permitted without the written consent from Consultant. Any deviations from the requirement of this standard shall be clearly mentioned in the technical bid with reference supported by reasons for the consideration of Consultant. Unless specifically mentioned in the offer, all the clauses of this standard shall be deemed to be acceptable to the vendor. Vendor is required to mention exception / deviations, if any, Clause number wise in the Exception/Deviation schedule sheet which is to be submitted along with the bid. Refer attached Exception / Deviation Schedule.

14.0.0 TRANSPORTATION AND HANDLING OF MATERIAL AND EQUIPMENT

The major components shall be delivered to site as a single piece and minor components removed for shipping. Where this is not possible, individual modules shall be delivered as to require only a minimum amount of site assembly. Protect information shall be legibly punched on the components.

15.0.0 DOCUMENTATION

Vendor is required to submit the filled in datasheet, performance guarantee statement and documents as highlighted in Drawing and Data schedule- Engineering and Drawing Data schedule- Inspection.

16.0.0 DRAWING AND DATA SCHEDULE – ENGINEERING

This form indicates the drawing and data required with the proposal and those to be supplied as part of the Purchase Order. Vendor shall show in schedule columns the number of days required to mail the information requested (example: D+30 indicates 30 days after purchase order is mailed to vendor). The vendor will be held to the delivery promises made in this form. Proposal drawings must be in sufficient detail to lay out equipment & locate drives, foundations and supports. Approval drawings must show component removal distances and space required for maintenance. Units shall be in the metric system unless otherwise specified. All drawings shall be complete with Equipment No., P.O. No. and Contract No.

17.0.0 DRAWING & DATA SCHEDULE – INSPECTION

This form indicates the documents and data required to be supplied as part of purchase order. The vendor shall furnish the documents required for approval within 15 days from the date of purchase order. The vendor will be held to the delivery promises made in this form. All documents shall be complete with equipment No., P.O. No., Contract No., Client’s and Consultant’s names. Some of the documents may be combined.

(TERMS & CONDITIONS INCLUDING INSTRUCTION TO BIDDERS AND CONDITIONS OF CONTRACT)

1. GENERAL: Quotations in sealed cover are invited on behalf of the Director, Central Salt & Marine Chemicals Research Institute, Bhavnagar from the reputed Indian and foreign manufacturer. The offer/ quotation must be strictly as per required specifications and the tender terms & conditions. One Indian Agent can participate in a tender on behalf of one manufacturer the offer(s) will not be entertained if the same Indian Agent is representing more than one foreign principal manufacturer.

2. SUBMISSION OF OFFERS: a. Quotation should be submitted directly by the original manufacturer/supplier or its sole authorized distributor/dealer. b. The quotation should be addressed to the Director, Central Salt & Marine Chemicals Research Institute, Bhavnagar and sent to the Stores & Purchase Officer. c. Each offer/quotation should be kept in separate envelope against each item of the tender notice. d. The offer/quotation should be submitted in two separate envelopes containing Techno-Commercial bid and Price bid and these put in one envelope. e. The outer cover containing the offer/quote should be super-scribed with our tender No., due date and date of opening of tender. f. The Techno-commercial offers must contain the Technical Leaflets/literature and complete specifications of the quoted model(s) of the item along with

commercial terms & conditions, compliance statement of specifications & Compliance statement of tender terms & conditions and the required amount EMD. g. Kindly mention the source from where NIT was made available to you i.e. CSMCRI website, CSMCRI letter or specify if any other source. 3. DUE & OPENING DATES: The Offer/Quotations must reach at CSMCRI on or before _________ up to _____ P.M sharp. The tenders will be opened next day

i.e. ________ at ________ P.M. in the presence of bidders, who wish to present themselves at the time of opening of tender. In case opening date happens to be a holiday, the tender will be opened on next working day at the same time & location. The price bids of two bid tender system shall be opened after technical evaluation of technical bids. The date of opening of price bids shall be informed to the bidders found suitable in technical evaluation.

4. EARNEST MONEY DEPOSIT (EMD): EMD for an amount of Rs. ________ in the form of Bank guarantee or Term Deposit Receipt/FDR or Bank Draft of a

scheduled bank pledged in the name of Director, Central Salt & Marine Chemicals Research Institute, Bhavnagar valid for six months from the date of opening of the tender for the required amount as mentioned in the tender notice separate for each item must be submitted along with the quotation (with the techno-commercial quotation in case of two-bid system and photocopy of the same enclosed with the price bid, otherwise quotation may not be considered. The firm registered with DGS&D/NSIC as manufacturer for the supply of the same category of item for which the party is submitting quotation will be exempted from submission of EMD. Exempted parties will have to give proof of registration along with their quotation. EMD of the unsuccessful bidders shall be refunded at the earliest but latest within 15 days after finalization of the purchase of concerned item. The party must therefore, submit a pre-receipted Bill in triplicate along with the quotation (in case of EMD sent in form of Bank Draft, to enable us to refund their EMD.

5. PRICES: a) For Imported supplies: The prices shall be quoted in FOB value up to International Gate way Airport of the shipping country/CIF Mumbai. The prices should

include all the charges up to the Board /Air Cargo. If ex-works prices are quoted then packing, forwarding, documentation, and inland freight charges must be mentioned separately. The airfreight & insurance shall be arranged and charges paid directly by us in Indian Rupee at our end. However, these charges should also be mentioned separately for our estimation purposes.

b) For indigenous supplies: For indigenous/local supplies, the prices should be FOR at Central Salt & Marine Chemicals Research Institute, Bhavnagar inclusive of packing, forwarding, installation and commissioning charges etc. If ex-works/go-down prices are quoted then packing, forwarding, documentation, freight and insurance charges must be specifically mentioned separately. We are exempted from payment of Excise Duty under notification number 10/97 dated 01.03.1997 and Customs Duty under notification No.51/96 dated 23.07.1996. Hence Excise Duty and Customs Duty, if any, should be shown separately. Sales tax/other Govt. levies will be paid at actual and the prevailing rates of excise duty and sales tax etc. may be mentioned separately. No other charges than those mentioned clearly in the quotation will be paid.

c) Sales Tax: We are not authorized to issue any Sales Tax Form ‘C’ & ‘D’. However, being R&D Organization concessional Sales Tax Forms can be issued, if it is applicable in your states from where the material is being supplied.

d) In case of confusion in the figures and words of the quoted prices, the amount in words shall be treated final. e) Validity of Price / Period of Validity of Bids

1. Bid shall remain valid at least for a period of 180 days after the date of bid opening prescribed by the Purchaser. A bid valid for a shorter period may be rejected by the Purchaser as non-responsive. 2. In exceptional circumstances, the Purchaser may solicit the Bidder’s consent to an extension of the period of validity. The request and the responses thereto shall be made in writing (or by cable, telex, fax or e-mail). The bid security provided under Clause 12 shall also be suitably extended. A Bidder may refuse the request without forfeiting its bid security. A Bidder granting the request will not be required nor permitted to modify its bid. 3. Bid evaluation will be based on the bid prices without taking into consideration the above corrections.

f) Modification and Withdrawal of Bids 1. The Bidder may modify or withdraw its bid after the bid’s submission; provided that written notice of the modification or withdrawal is received by the Purchaser prior to the deadline prescribed for submission of bids. 2. The Bidder’s modification or withdrawal notice shall be prepared, sealed, marked and dispatched in accordance with the provisions of Clause 15. A withdrawal notice may also be sent by telex or cable or fax or e-mail but followed by a signed confirmation copy, post marked not later than the deadline for submission of bids. 3. No bid may be modified subsequent to the deadline for submission of bids. 4. No bid may be withdrawn in the interval between the deadline for submission of bids and the expiration of the period of bid validity specified by the Bidder on the bid form. Withdrawal of a bid during this interval may result in the Bidder’s forfeiture of its bid security, pursuant to Clause 12.7.

6. The Vague terms like “packing, forwarding, transportation………….. etc. extra” without mentioning the specific amount/percentage of these charges will not be accepted. Such offers shall be treated as incomplete and rejected.

7. REASONABILITY OF PRICES : a) Please quote best minimum prices applicable for a premiere Research Institution, leaving no scope for any further negotiations on prices. b) The quoting party should give a certificate to the effect that the quoted prices are the minimum and they have not quoted the same item on lesser

rates than those being offered to CSMCRI to any other customer nor they will do so till the validity of offer or execution of the purchase order, whichever is later.

c) Copies of at least last two-supply orders received from other customers or details of last two supplies made to other customers preferably in India for the same item/model may be submitted with the offer giving reasons of price difference of their supply order & those quoted to us, if any.

d) The party must give details of identical or similar equipment, if any, supplied to any CSIR lab during last three years along with the final price paid and Performance certificate from them.

e) Purchaser’s Right to Accept Any Bid And To Reject Any Or All Bids: The Purchaser reserves the right to accept or reject any bid, and to annul the bidding process and reject all bids at any time prior to award of Contract, without thereby incurring any liability to the affected Bidder or bidders or any obligation to inform the affected Bidder or bidders of the grounds for the Purchaser’s action.

f) Notification of Award: Prior to the expiration of the period of bid validity, the Purchaser will notify the successful bidder in writing by registered letter or by cable or telex or fax or e-mail that the bid has been accepted by way of a Purchase Order.

8. ANNUAL MAINTENANCE CHARGES: The party should mention in the quotation, the rate/amount of annual maintenance charges, if we opt for maintenance contract after expiry of the warranty period.

8 A. Inspection and Tests:

1. The Purchaser or its representative shall inspect and/or test the Goods to confirm their conformity to the Contract specifications at no extra cost to the Purchaser. SCC and the Technical Specifications shall specify what inspections and tests the Purchaser requires and where they are to be conducted. The Purchaser shall notify the Supplier in writing in a timely manner of the identity of any representatives retained for these purposes. 2. The inspections and tests may be conducted on the premises of the Supplier or its subcontractor(s), at the point of delivery and/or at the Goods final destination. If conducted on the premises of the Supplier or its subcontractor(s), all reasonable facilities and assistance, including access to drawings and production data – shall be furnished to the Inspectors at no charge to the Purchaser. 3. Should any inspected or tested Goods fail to conform to the specifications, the Purchaser may reject the goods and the Supplier shall either replace the rejected Goods or make alterations necessary to meet specification requirements free of cost to the Purchaser. 4. The Purchaser’s right to inspect, test and, where necessary, reject the Goods after the Goods’ arrival at Project Site shall in no way be limited or waived by reason of the Goods having previously been inspected, tested and passed by the Purchaser or its representative prior to the Goods shipment. 5. Nothing in GCC Clause 8 shall in any way release the Supplier from any warranty or other obligations under this Contract.

8.B Incidental Services 1. The supplier may be required to provide any or all of the following services, including additional services, specified in SCC, if any:

(i) Performance or supervision of the on-site assembly and/or start-up of the supplied Goods; (ii) Furnishing of tools required for assembly and/or maintenance of the supplied Goods; (iii) Furnishing of detailed operations and maintenance manual for each appropriate unit of supplied Goods; (iv) Performance or supervision or maintenance and/or repair of the supplied Goods, for a period of time agreed by the parties, provided that this service

shall not relieve the Supplier of any warranty obligations under this Contract; and (v) Training of the Purchaser’s personnel, at the Supplier’s plant and/or on-site, in assembly, start-up, operation, maintenance and/or repair of the

supplied Goods. 8. C Spare Parts

1. As specified in the SCC, the Supplier may be required to provide any or all of the following materials, notifications, and information pertaining to spare parts manufactured or distributed by the Supplier. (i) Such spare parts as the Purchaser may elect to purchase from the Supplier, providing that this election shall not relieve the Supplier of any warranty

obligations under the Contract; and (ii) In the event of termination of production of the spare parts; (iii) Advance notification to the Purchaser of the pending termination, in sufficient time to permit the Purchaser to procure needed requirements; and (iv) Following such termination, furnishing at no cost to the Purchaser, the blueprints, drawings and specifications of the spare parts, if requested. 2. Supplier shall carry sufficient inventories to assure ex-stock supply of consumable spares for the Goods, such as gaskets, plugs, washers, belts etc. Other spare parts and components shall be supplied as promptly as possible but in any case within six months of placement of order.

9. SPECIFICATIONS: Specifications are basic essence of the product. It must be ensured that the offers must be strictly as per our specifications. At the same time it must be kept in mind that merely copying our specifications in the quotation shall not make the parties eligible for consideration of the quotation. A quotation has to be supported with the printed technical leaflet/literature of the quoted model of the item by the quoting party/manufacturer and the specifications mentioned in the quotation must be reflected/supported by the printed technical leaflet/literature. Therefore the model quoted invariably be highlighted in the leaflet/literature enclosed with the quotation. Non-compliance of the above shall be treated as incomplete/ambiguous and the offer can be ignored without giving an opportunity for clarification/negotiation etc. to the quoting party.

9A. Amendment to Bid Document 1. At any time prior to the deadline for submission of bids, the Purchaser may, for any reason, whether at its own initiative or in response to a clarification requested by a prospective bidder, modify the Bid Document by amendment. Such amendments shall form an integral part of bid documents and it shall amount to an amendment of relevant clauses of the Bid Document. 2. All prospective bidders who have received this bid document will be notified of the amendment in writing or by cable or by fax, or by e-mail and will be binding on them. 3. The prospective bidders are required to keep a watch on the CSMCRI website w.r.t. any amendment to the tender document or to clarification to the queries raised by the bidders till 07 (seven) days prior to the opening of the tender. The Purchaser reserves the right to reject the bids if the bids are submitted without taking into account these amendments/clarifications. In order to allow prospective bidders reasonable time in which to take the amendment into account in preparing their bids, the Purchaser, at its discretion, may extend the deadline for the submission of bids.

10. COMPLIANCE STATEMENTS:

a. Bidders must furnish a Compliance Statement of each and every required Specification of our tender in the format given below. The deviations, if any, from the tendered specifications should be clearly brought out in the statement. Technical literature/leaflet showing the compliance of the specification may also be attached with the quotation.

b. Similarly, the Compliance Statement/questionnaire for Terms & Conditions of the tender may be furnished, as per the enclosed format, along with quotation (with techno- commercial bid in case of two bid tender system).

c. The firms are advised to submit both the compliance statements essentially along with their quotation failing which their offer may not be considered.

11. PERIOD & MODE OF DELIVERY: The delivery period is the essence of supply, hence it must be indicated specifically in the quotation. Mode of delivery,

tentative size and weight of consignment may also be indicated in the quotation.

12. PERFORMANCE BANK GUARANTEE: All the successful bidders will have to submit the Performance Bank Guarantee or establish a Standby Letter of Credit (SLOC) for required amount as per payment terms mentioned at clause 13 below except where supplier opts for release of amount equivalent to PBG after expiry of warranty period. The PBG format shall be provided to the successful bidder later on along with the purchase order.

13. PAYMENT CONDITION:

A. FOR INDIGENEOUS SUPPLIES:

Payment on Bill Basis after supply: For local supplies the payment will be made only after satisfactory installation, commissioning and performance of the equipment at Central Salt & Marine Chemicals Research Institute, Bhavnagar and after certification by our technical expert/scientist. However, supplier will be required either to submit performance bank guarantee for 10% amount of the total value of equipment, after installation of the material, valid up to 60 days after the expiry of warranty period or the equivalent amount shall be released after expiry of the satisfactory warranty period.

B. FOR IMPORTS:

The payment against imports shall be made through irrevocable LC. L/C will be opened for 100% FOB / CIF value. 90% of LC amount shall be released on presentation of complete and clear shipping documents and remaining 10% shall be released after installation/demonstration/commissioning, subject to submission of PBG of equivalent amount to cover the warranty period. The PBG should remain valid upto 60 days after the expiry of warranty period.. In case of non-submission of PBG after installation/ demonstration/commissioning, remaining payment i.e 10% will be released only after the completion of warranty period.

You are requested to mention the exact product/import code(i.e. HS code) in your quotations.

14. COMMENCEMENT OF WARRANTY PERIOD: The warranty period of an item shall commence from the date of receipt of the item in good working condition and satisfactory installation/commissioning/demonstration at the project site in Central Salt & Marine Chemicals Research Institute, Bhavnagar. The warranty period and validity of Performance Guarantee shall be extended for the period of delay in satisfactory installation and delay in warranty services.

15. NO ADVANCE PAYMENT: No advance payment will be made to any supplier.

16. INSTALLATION: The equipment should be installed/commissioned and demonstrated, by the supplier at the lab immediately but in any case within

one month after receipt of the item in the lab and the same will be put under operation to the satisfaction of our technical expert/Scientist who will test the performance of the equipment. No separate charges for installation etc. will be paid to the party beyond the quoted prices.

17. GUARANTEE: The equipment/instrument must be guaranteed/warranted for a period of at least one year, if not specifically mentioned otherwise in

the specifications sheet, from the date of its satisfactory installation/commissioning against all manufacturing defects. If the equipment is found defective during this period the whole equipment or part thereof will have to be replaced/repaired by the supplier free of cost at the lab. or at site of the supplier for which ‘to and fro’ expenses will be borne by the supplier. However, if the items are guaranteed for a period of more than one year, it may be specifically mentioned in the quotation.

18. SPARE PARTS: Availability of spare parts of the equipment/instrument must be guaranteed for a period of at least five years from the date of supply.

19. AFTER SALES SERVICES: It should be clearly mentioned in the quotation whether the after sales services during and after the completion of warranty shall be provided directly by the supplier or their authorized agent/representative. Terms of the after sales services, if any, may be mentioned in the offer. However, in both the cases the original supplier shall be responsible for poor performance/services.

20. INSPECTION:

a) The inspection of the system will be done by our technical expert /Scientist in the presence of firm’s representative. b) In case of receipt of the material in short supply or damaged condition the supplier will have to arrange the supplies/ replacement of goods free of cost

pending the settlement of the insurance case wherever applicable on FOR at the lab. or CIF basis till satisfactory installation of the system.

c) The supplier should arrange for physical Inspection of the items directly or through their authorized representative within seven days of arrival of the consignment failing which they will be responsible for the losses. After the shipment is effected, the supplier/its representative/Indian agents must remain in touch with the lab/instt. to ascertain the date of arrival of consignment.

21. AUTHORIZATION OF INDIAN AGENTS & INDIAN REPRESENTATIVE:

a) In case there is involvement of an /Indian agent/representative in any form as mentioned at (b) below, an authority letter /copy of agreement from the

principal manufacturer must be submitted with the quotation. b) Where quoting party/Indian representative claims to be the subsidiary or branch office or an authorized representative of the principal foreign

manufacturer/supplier in India, then a copy of approval from RBI/Ministry for operating business in India as Subsidiary/Branch/Liaison office or Joint-Venture may be submitted with offer.

c) The details of all supplies involving the foreign exchange shall be furnished to the Enforcement Directorate, New Delhi as per rule. It may be noted that only

the quoting parties & their principals shall be responsible for violation of Foreign Exchange Management Act (FEMA) for not declaring the actual bilateral mutual interests, if any.

d) Indian agency commission shall be paid only to the Indian Agents in Indian Rupee out of the quoted FOB/CIF/Ex-works prices, after receipt of goods in good

working condition & satisfactory installation/demonstration/commissioning of the items.

22. USERS LIST:

(a) The list of users specifically for the same model/make of the quoted item (not the list of general users) along with the complete name, address & contact numbers of the user organizations/persons may be submitted with the quotation along with the performance certificates from all/some of them. The information may be furnished in the attached performance statement form.

(b) If you have supplied identical or similar equipment to other CSIR Labs./Instts., the details of such supplies for the preceding three years shall be given together with the prices finally paid.

23. PENALTY CLAUSE FOR LATE DELIVERY & LATE INSTALLATION:

a) Subject to operation of Force Majeure, time for delivery and acceptance is the essence of this contract. The supplier shall arrange to ship the ordered materials within the delivery period mentioned in the order unless extended with/without penalty. b) In case of delay in supply on part of the supplier, a penalty @ 0.5% per week subject to maximum of 10% of Order/FOB/CIF value will be charged for delayed period.

c) If the delay in the shipment of the ordered materials attributable to the supplier exceeds agreed time period from the date of original agreed upon date of shipment and extended with/without penalty, the Central Salt & Marine Chemicals Research Institute, Bhavnagar shall have the right to cancel the contract/purchase order and recover the liquidated damages from other dues of the party or by legal means. It will also affect the other/future business dealings with such suppliers. d) The same rate of penalty shall be applicable for late installation of the equipment/instrument also.

24. TRAINING: Wherever needed, Our Scientist/Technical persons should be trained by the supplier at the project site free of cost. In case the person is to be trained at supplier’s site abroad or in India it should be mentioned in the quotation clearly. The supplier should bear all the expenses for such training including ‘to & fro’ fares and lodging & boarding charges.

25. VALIDITY OF OFFER: The prices must be valid at least for a period of 90 days for indigenous supplies & 180 days for imports from the date of opening of the

Tender. No changes in prices will be acceptable in any condition after opening of tender till the validity of the offer or execution of the order whichever is later.

26. NON-SUBMISSION OF TENDER: In case you are unable to submit your quotation against our tender enquiry we would appreciate and expect a note of regret from your side giving in brief, reasons for not quoting.

27. DELETION OF NAME: Names of bidders, backing-out/defaulting after opening of tenders will be recommended for deletion from the list of suppliers in addition to forfeiture of EMD submitted by them, if any.

28. LATE/ DELAYED /UNSOLICITED QUOTATION: Late or delayed/Unsolicited quotations/offers shall not be considered at all. These will be returned to the firms as

it is. Post tender revisions/corrections shall also not be considered.

29. ACCEPTANCE OR REJECTION OF OFFER: The Director, Central Salt & Marine Chemicals Research Institute, Bhavnagar reserves the right to accept or reject any quotation /tender in part or full without assigning any reason thereof.

31. INTERIM ENQUIRIES: No interim inquiries will be attended.

32. FORCE MAJEURE: The Supplier shall not be liable for forfeiture of its performance bank guarantee, liquidated damages or termination for default, if and to the extent that, its delay in performance or other failure to perform its obligations under the Contract is the result of an event of Force Majeure. For purposes of this Clause, “Force Majeure” means an event beyond the control of the Supplier and not involving the Supplier’s fault or negligence and not foreseeable. Such events may include, but are not limited to, acts of the Purchaser either in its sovereign or contractual capacity, wars or revolutions, fires, floods, epidemics, quarantine restrictions and freight embargoes.

If a Force Majeure situation arises, the Supplier shall promptly notify the Purchaser in writing of such conditions and the cause thereof. Unless otherwise directed by the Purchaser in writing, the Supplier shall continue to perform its obligations under the contract as far as is reasonably practical, and shall seek all reasonable alternative means for performance not prevented by the Force Majeure event.

33. DISPUTE SETTLEMENT: All disputes arising out of this contract shall be referred to the sole arbitration of the Director General of Council of Scientific & Industrial Research (CSIR) and Secretary, Department of Scientific & Industrial Research (DSIR) Govt. of India or his nominee, who is overall controlling authority of this laboratory as per the provisions of Indian Arbitration and Reconciliation Act 1996 and his award shall be final and binding on the parties to the dispute. The venue of arbitration shall be BHAVNAGAR, GUJARAT (INDIA). The dispute settlement mechanism/arbitration proceedings shall be concluded as under:

a. In case of Dispute or difference arising between the Purchaser and a domestic supplier relating to any matter arising out of or connected with this agreement, such disputes or difference shall be settled in accordance with the Indian Arbitration & Conciliation Act, 1996, the rules there under and any statutory modifications or re-enactments thereof shall apply to the arbitration proceedings. The dispute shall be referred to the Director General, Council of Scientific & Industrial Research and if he is unable or unwilling to act, to the sole arbitration of some other person appointed by him willing to act as such Arbitrator. The award of the arbitrator so appointed shall be final, conclusive and binding on all parties to this order.

b. In the case of a dispute between the purchaser and a Foreign Supplier, the dispute shall be settled by arbitration in accordance with provision of sub-clause (a) above. But if this is not acceptable to the supplier then the dispute shall be settled in accordance with provisions of UNCITRAL (United Nations Commission on International Trade Law) Arbitration Rules.
