Work together for humanresource development
It is impossible to be a developed countryif a country relies only on natural resources.Human resources development is a must for thedevelopment of a country. Taking a look at theglobe, the countries deprived of naturalresources can develop thanks to the humanresources. Promoting education standardscould bring human resource development tothe country. So, human resources developmentis directly related to education standard.
In the olden days, Myanmar was a goodexample to Asian Countries. Myanmar literacyrate was much higher than those of Asia andPacific Regions. But now Myanmar’s Humanresource development Index is low comparedto other ASEAN countries. Myanmar’seducation system has lagged far behind. Topromote the education standards of the country,we need to put the factors such as parrotlearning method, parent’s interference, qualityof teachers and teacher-centered approachteaching methods into consideration.
Parrot learning method has long beendeeply rooted in Myanmar students. It is not agood sign for human resource development.They know the subjects only in theory, not inpractice, and do not know how to apply thesetheories. So, theories and practices should beequally put in the syllabus. In addition, most ofthe youths have to face problems in joininguniversities because of parents’ interference.They cannot choose their university enrolmenton their own and have to do under the influenceof their parents and relatives. Parents shouldlet their children choose the subject they want.A country cannot be built up only with thestrength of doctors and engineers. We alsoneed economists, politicians and computertechnicians etc.
High quality of teachers is at the core ofeducation promotion. Learning should not beone way direction alone. It must be two waydirections which is the interactions between theteachers and the students. Teaching methodsshould put more emphasis on student-centeredapproach rather than teacher-centeredapproach. To achieve it, we need cooperationof the government, the teachers and the parents.Let’s nurture our future generations so as tokeep abreast of the globe!

Americans’ support for Afghan war dropssharply
WASHINGTON, 27 March— Support forthe war in Afghanistan has dropped sharplyamong Americans in recent months as theygrow increasingly disillusioned with theconflict that began more than a decade ago,according to a New York Times/CBS Newspublic opinion poll released on Monday.
Two-thirds of those polled - 69 percent -said the United States should no longer befighting in Afghanistan, up from 53 percent inNovember and the highest percentage sincethe New York Times/CBS News poll startedasking that question in 2009, CBS reported.
Sixty-eight percent said the fighting wasgoing “somewhat badly” or “very badly,”compared with 42 percent who voiced thoseviews in November 2011, the New York Timesreported. Avalanche research aids search for tastierice cream

Study: US will watch moremovies online in 2012 overDVDs, VHS and Blu-ray
NEW YORK, 27 March — Years from now, DVD and Blu-ray will occupy the near-forgotten nostalgia realms thatformats like laserdisk occupy now. The only question iswhen? According to new research by IHS Screen Digest,2012 could mark the beginning of streaming movieconsumption overtaking their physical counterparts.
The US’ consumption of legal, paid movies is predictedto reach 3.4 billion views/transactions this year, whichwould be 1 billion units more than what is expected ofphysical video.
The physical video formats include DVD, Blu-ray aswell as VHS. Compared to 2011, online video consumption’sannual growth is 135 percent from 1.4 billion, and isexpected to similar growth in the near future.
Though the online trend will finally dominate, seniorIHS analyst Dan Cryan points out that, this is only a sign thatthe age of the physical format is at an end, “the transition islikely to take time: almost nine years after the launch of theiTunes Store, CDs are still a vital part of the music business.”
Amazon Prime, Hulu and of course Netflix have beenintegral to the online consuming shift. 2011 subscriptionsfor these types of services accounted for 94 percent of USpaid movie consumption.
Dan goes on to say that 2012 is the nail in the , “ thegrowth in online consumption is part of a broader trend hasseen the total number of movies consumed from servicesthat are traditionally considered ‘home entertainment’ growby 40 percent between 2007 and 2011.”
Still, in 2012 there’s far more money to be made from thephysical sales of movies, and Cryan predicts that won’tchange unto 2016.

WASHINGTON, 27 March — Astronauts aboard theInternational Space Station (ISS) had to evacuate its premisesover the weekend to escape what could’ve been a fataldisaster — a piece of space debris passed too close to thesatellite for comfort. NASA usually maneuvers the ISS out ofthe way whenever there’s passing debris, but this time, theorbiting rubble was spotted too late.
The six astronauts took shelter inside Russian Soyuzcapsules because the ISS was in danger of getting struck bythe rubble and losing pressure and oxygen. NASA identified the passing debris as a fragmentfrom the Russian satellite Cosmos 2251 that smashed intoanother spacecraft in 2009.

Honda’s automobile unit resumes operationsin Thailand
BANGKOK , 27 March — Honda Automobile Thailand(HATC) has resumed production at its plant in Ayutthayaafter severe floods halted operations in early October. HATC,a subsidiary of Honda Motor, is the last of the Japaneseautomobile companies to resume production in Thailandafter the floods. Toyota Motor and Nissan Motor resumedproduction at the end of 2011.
The floods forced hundreds of Japanese companies toshut operations, adversely affecting their earningsexpectations. Earlier this year, Honda revised down itsoperating income forecast for the year ending on 31 Marchto 200b yen ($2.4b, £1.5b) from a previous forecast of 270byen. The Honda factory in Ayutthaya has the capacity toproduce 240,000 units annually.
A Honda Motor spokeswoman said full productionwould resume at the HATC unit by the second week of April.Currently production is at about 12% of capacity. HATC wasthe only car maker whose factory was completely flooded.

BMW recalls 1.3 million cars worldwidecable cover in the trunk, the carmaker said on Monday. Therecall affects 5- and 6-Series BMWs built between 2003 and2010, BMW said in a statement. “In some remote cases, thebattery cable cover inside the boot of these vehicles may beincorrectly mounted,” it said.
“This can result in the electrical system malfunctioning,the vehicle failing to start and, in some cases, to charring orfire,” the company said, adding it was not aware of anyaccidents or injuries to people due to the problem. Fewer than1 percent of the cars BMW has so far inspected for the issuehave exhibited the problem, a BMW spokesman said. So far,the spokesman said, there have been no reports of fires.
BMW said it was writing to car owners. The repairprocedure in a BMW partner workshop would take about 30minutes to an hour and would be free of charge to customers,it added. The Central Bank of Myanmar (CBM) will imple-ment a managed floating exchange rate regime in Myanmarwith effect from 1st April 2012. The external value of thenational currency, the Myanmar kyat, will from now on bedetermined by supply and demand conditions in theexchange market.
In line with the new exchange rate regime, Refer-ence Foreign Exchange Rate will be publicized daily byCBM.
This arrangement is part of the reform program ofthe Government of the Republic of the Union of Myanmarfor modernizing the economy. A key part of this programis to unify the various exchange rates and graduallyeliminate restrictions on current international paymentsand transfers abroad. Replacing the official exchange rate,
Changes to Myanmar’s Exchange Arrangementswhich has been pegged since 1977 at the level of 8.50847kyats to SDR with a market-determined exchange rate, isthe first step toward unifying the various exchange ratesand also allow room for the CBM to influence the marketexchange rate.
In all these areas, the CBM, domestic and interna-tional concerned agencies are working together to ensurethat the changes are smooth. For FY 2012/13 UnionBudget, provisions of Foreign Exchange Budget for Min-istries and State Economic Enterprises have already beenincorporated a budgetary exchange rate assumption inline with market exchange rate.

Popcorn healthier than fruit, vegetablesBEIJING, 27 March—A new study finds out that popcorn
contains more highly healthy antioxidant substances thanfruits and vegetables, if it isn’t covered with butter, salt, orsugar.
Popcorn in its pure form, as an unprocessed grain, canbe one of the healthiest snacks one can have, according tothe research presented at the American Chemical Society’sscientific society on Sunday.
One of the scientists behind the study, Dr Joe Vinsonof the University of Scranton in Pennsylvania, explainedthat there are more of the antioxidant substances calledpolyphenols concentrated in popcorn than most fruits andvegetables. One reason is that popcorn only contains about4 percent water while fruits and vegetables contain up to 90percent water.
The researchers also find that the hulls of popcorn - the
part that everyone hates for its tendency to get caught in theteeth - has been found to have the highest concentration ofpolyphenols and fibre. They are actually “nutritional goldnuggets,” according to Vinson.
“Popcorn may be the perfect snack food,” said DrVinson. One serving of popcorn will provide more than 70percent of the daily intake of whole grain needed by anadult.
Vinson warned, however, that how the popcorn isprepared is the key to its healthiness. Air popped popcornis the best, while microwave popcorn is much worse, as ispopcorn made in pot full of oil, butter, and covered withsugar or salt.
Popcorn, in its air-popped form is healthy, but couldnever fully replace fruits and vegetables due to the othervitamins and nutrients found in them.—Xinhua
10 killed in clashes between rivalgangs in northern Mexico
MEXICO CITY, 27 March — At least 10 people werekilled in a clash between rival groups in the municipalityof Temosachi, in the northern Mexican State of Chihuahua,local authorities announced Monday.
State police spokes-woman Alexa Estrada said theinvestigation established that the confrontation betweenarmed groups in the mountainous area of Chihuahua haveoccurred between Sunday and the early hours of Monday.
Once arriving at the scene, staffs of the state police andforensic services were attacked from a hill with gun shots,but no officer was injured, she said. availability of purified wateron 10 March and the workcompleted on 14 March.
The OT Water System isinstalled with US NSFStandard Filtration toproduce quality water.
In the past, the hospitalwas supplied water by NayPyi Taw Council. At present,
thanks to OT Water System,the equipment of operationtheatre can be used withpurified water so that theequipment can be kept forthe long term. Moreover, aplan is under way to installone more water purifier atout-patient ward so as tosufficiently fulfill the purifiedwater to patients and theirrelatives and to two operationtheatres, said MedicalSuperintendent Dr Daw PhyuPhyu.
The Directorate of WaterResources Development hassuccessfully sunk 4-inchtubewell in the compound ofthe general hospital with theuse of RG 02 drillingmachine. Jing Yiming, vice-president of ShanghaiAirport (Group) Co Ltd, saidthere were 132 business jetsregistered in the Chinesemainland in 2011, up from 32in 2008.
“About 3,500 flightswere taken by business jetsin 2011 in Shanghai, makingup a third of the total for thecountry,” he said. “And weexpect this year will see a 10to 15 percent increase intraffic.” Jet-chartercompanies in China havealso expanded considerablyas the country relaxes itsrestrictions on the use ofairspace. “In the past, youhad to apply for a route oneweek ahead of making a flight,while nowadays it takes onlyone day to apply,” Jing said.
Kong Linshan,president of MinshengFinancial Leasing Co Ltd,said China’s business jetmarket took off after the 2008Beijing Olympics, seeing anannual growth rate of morethan 150 percent. China isnow one of the chief growthmarkets for business jets.
And China has workedincreasingly harder to tapthat market since 2009.Makers of business jets areexpected to pay even moreattention to the countryduring the next decade.
“China’s business-jetmarket has become one ofthe markets with the mostpotential and is drawing moreand more attention fromaround the world,” he said.

paintings from the 1700sthat’s owned by Japan’s royalfamily and considered acultural treasure is beingshown in its entirety for thefirst time outside of thecountry at an exhibit inWashington.
The “Colourful Realm ofLiving Beings,” created morethan 250 years ago by artistIto Jakuchu, consists ofintricate paintings of birds,flowers, insects, fish and otheranimals on vertical silkscrolls. It opens to the publicFriday at the National Galleryof Art and will be on viewthrough 29 April.
For only the second timein 120 years, the naturepaintings are paired withJakuchu’s “SakyamuniTriptych.” In this piece, threeBuddhist deities overlookthe bird-and-flowerpaintings to serve as the
exhibit’s centerpiece. Thepairing evokes the originalreligious context of the naturepaintings as objects ofworship, curators said.
Since 1889, the fragilesilk scroll paintings havebeen held in separatelocations. The naturepaintings were donated toJapan’s royal family and heldever since by the world’soldest monarchy. TheBuddhist triptych is held atthe monastery where
Jakuchu originally left hisworks.
Even though hismasterpieces are kept mostlyout of view to help preservethem, Jakuchu has becomeJapan’s most famous pre-modern artist, said guestcurator Yukio Lippit, aHarvard University professorof Japanese art. ‘Bully’ to be released unrated on 30 MarchNEW YORK, 27 March—The controversial
documentary “Bully” will be released unratedin the United States this month, The WeinsteinCo announced Monday.
The movie studio lost its appeal to havethe Motion Picture Association of Americarate the film PG-13 instead of R due to itsinclusion of expletives.
The documentary’s producers and itsgrowing number of supporters said thelanguage demonstrated the abusive behaviorof bullies and argued rating the film R prohibitskids under 17 — who will benefit from themovie the most — from seeing it.
“The kids and families in this film are trueheroes, and we believe theater ownerseverywhere will step up and do what’s rightfor the benefit of all of the children out there
who have been bullied or may haveotherwise become bullies themselves.We’re working to do everything we can tomake this film available to as many parents,teachers and students across the country,”TWC Marketing President Stephen Brunosaid in a statement.

Chocolate ‘may help keeppeople slim’
SAN DIEGO, 27 March—People who eat chocolateregularly tend to be thinner,new research suggests.
The findings come froma study of nearly 1,000 USpeople that looked at diet,calorie intake and body massindex (BMI) - a measure ofobesity.
It found those who atechocolate a few times a weekwere, on average, slimmerthan those who ate itoccasionally.
Even though chocolateis loaded with calories, itcontains ingredients that mayfavour weight loss rather thanfat synthesis, scientistsbelieve.
Despite boosting calorieintake, regular chocolateconsumption was related tolower BMI in the study,which is published inArchives of InternalMedicine.
The link remained evenwhen other factors, like howmuch exercise individualsdid, were taken into account.

According to international reaction, the fact that MNHRC is fifth nationalhuman rights institution in ASEAN has enhanced image of country
On 16 March 2012, the Speaker of the Pyidaungsu Hluttaw, based on the opinion of theJoint Bill Committee that the establishment of the Myanmar National Human RightsCommission (MNHRC) is not consistent with the Constitution and existing laws, decidedthat the Myanmar National Human Rights Commission is not part of the Leading Bodiesof the State and that the request for the budget appropriations for the Commission is revoked.
This items of news was widely reported both inside and outside the country and led tothe public assumption that the Commission has become defunct and resulted in variouscomments and queries. There were also expressions of concern both inside and outside thecountry.
The Commission was established in order to promote and protect the fundamental rightsof the citizens of Myanmar enshrined in the Constitution as well as to interact with the UnitedNations and other international organizations. This is to enable the enhanced enjoyment ofhuman rights and to contribute to the current democratization process both in form andessence.
Here it is pertinent to examine all the relevant provisions of the Constitution. It is found thatunder these provisions, every citizen shall enjoy the rights of equality, the right of liberty andthe right of justice and necessary laws shall be enacted to make citizens’ freedom, rights, benefits,responsibilities and restrictions effective, steadfast and complete.
It is found that, subject to the provisions of the Constitution, the executive power of theUnion extends to administrative matters over which the Pyidaungsu Hluttaw has power tomake laws. It is also found that, subject to the provisions of the Constitution, the executivepower of the Union is vested in the President. The Commission is of the view that it is as partof the exercise of that executive power that the President had established the MNHRC. Theestablishment of the Commission under the present circumstances is not only appropriate

and timely but also has resulted in positive benefits for the citizens and the State. TheCommission is an institution formed by the President under the executive power vested inhim. The fact that it is not part of the Leading Bodies of the State and that its budget had beenrevoked has no effect on the existence and functioning of the Commission.
The MNHRC is an institution founded to promote and protect the human rights ofcitizens in a sustainable manner. The Commission is of the view that, in order to fully complywith the Paris Principles and act as an independent institution, it needs to become aninstitution established under an act of Pyidaungsu Hluttaw. Under the Paris Principles, toenable the Commission to function independently, adequate funding should be providedto it. The Commission will systematically utilize the funding provided by the Governmentas well as other sources.
Indonesia, Malaysia, the Philippines and Thailand from ASEAN and many countriesof the world have established national human rights commissions to promote and protecthuman rights. In the initial stages of establishing their commissions, many of the countriesestablished them under a Presidential decree or decree by the Prime Minister. Subsequentlyenabling acts of national human rights commissions were enacted and those commissionsfunctioned in accordance with those acts. According to international reaction, the fact thatthe MNHRC is the fifth national human rights institution in ASEAN has enhanced the imageof the country. For these reasons, to strengthen the MNHRC in the long run, the Commission,pursuant to the guidance of the President of the Republic of the Union of Myanmar, is alreadydrafting an enabling national human rights commission act. The Commission will submitthe draft to the President and, if approved, present to the Pyidaungsu Hluttaw for adoption.
The Myanmar National Human Rights Commission, in accordance with its mandate,will continue to promote and protect the fundamental rights of citizens enshrined in theConstitution with added momentum.
