While PA capability, at NU level, is understood to be delivered and implemented only in connection to MMA-NU, thus in CNMs, SRS-140 mention usage of PA loudspeakers also in RNM. Please clarify the following:

a) shall PA materials/licenses be priced in both CNM-NU and RNM-NU, for each DPOP?

b) In SRS-138 there is mention of internal and external loudspeakers, but quantities (2) are only given for internal ones. Which is the total number of external loudspeakers (with mast/cables/ancillaries) per each DPOP?

c) How many PA systems shall be considered, in case RNM as well need to be equipped, and deployment distances are greater than 800mt? One (1) per each RNM-NU plus one (1) per each CNM-NU?

Remote Nodes do not require PA capability. SRS-140 has been amended. The PA speakers shall be able to reach 250 meters from the PA system.

Confirmed. Both tents are going to operate under POE-1a conditions, although Service Desk Tent does not have BC protection. The UAMs are not supposed to be operated outdoors. Please see AMD 5 T.390 response.

Requirements and clarification answers on Call Manager implementation somehow collide in the interpretation of “support” vice “implement”. SRS-124 states that local MMA subsystem shall implement Call Manager (CM), and corresponding application shall support running as a workload in the ISM. Moreover, SRS-137 requests that MMA subsystem shall implement a local Call Management instance. But SRS-148 states that “Call Manager function of the MMA shall be integrated and operate as a workload in the ISM”, and T.525 states this prevails over SRS-124. But T.475 says to refer (again) to SRS-124.

Please, clarify.

SRS-148 prevails over everything else for the Call Manager. T.124 refers to SRS-190 and SRS-89 which states these are design driven and do not specifically talk about Call Manager functionality.

The WAN-facing interface is the interface used to carry traffic between the CNM and the ISM. The LAN-facing interface is the interfaced used to carry traffic between the ISM and the UAM, through the CNM. Refer to T.552 response for details.

In STK, Table 3-18 mention the interface from PCA to IP Crypto as being 1 port, 10/100Base-TX, while SRS-344 requires 1 port 100/1000 Mbps Ethernet interface for interfacing the TCE-621M. However, the TCE-621M datasheet only mentions 10/100Mb/s black side and 100Mb/s red side.

Please, can you confirm SRS-344 shall read “1 port 100Mb/s”, or clarify whether CCA-xS shall interface the TCE-621M on 100Mb/s or 10/100Mb/s?

The interface shall be 100/1000 Mbps, as per SRS-344.

T.572 Book II Part IV AMD 6 SOW-Annex A-V1.2, SRS-95, SRS-192, SRS-203, and SRS-24 point 5), plus T.126

While SRS-24 states that only RNM-NS=RNM-MS, SRS-95 (which also is applicable to CCA-NU in RNM, as per T.126 and SRS-192) and SRS-203 state that all CCA in RNM shall be built/implemented the same, irrespective of the security domain. However, [100] seems to allow the possibility, for RNM-NU, that “PCA subsystem and the CCU-NU subsystem may be collapsed into a single router appliance.”

Can you please clarify whether this choice is acceptable as compliant, or the SRS-95 and SRS-203 take precedence, and thus forbid a different implementation for CCA-NU (i.e., a possible “collapse” of PCA and CCA-Nu in a single router appliance)?

SRS-203 concerns RNM-NS and RNM-MS. It is not permitted to collapse the two subsystems into a single router appliance. The RNM-NU runs the PCA function, which makes this module different from RNM-xS, in terms of minimum platform specification (the throughput requirements of the PCA are higher than those of a CCA, as it aggregates the traffic of all CCAs).

1) Based on the Amendment 8 the sheet "9) Option-Additional Equipment" contain added quantities for CLIN 1.1.1 - 5.1.1.3, however with shaded cells in column Currency, Unit Price and Total Firm Fixed Price. Should the bidder price these items in their proposal?

2) It is required from the Bidder to populate all highlighted cells (in yellow), sheet "2) CLIN Summary" contain CLIN items that have no quantity defined but still have highlighted cells for currency, unit price and Total FFP (i.e. CLIN 1.2.6.6, 5.1.2., 5.1.3, 2.4.2, etc). Should the bidder price items only that contain quantities and ignore any items with highlighted cells without quantities?

1) Option CLIN 13 – Additional Equipment is still valid. Bidders however, are not required to fill in the Prices in their price proposals for this CLIN in Book I Annex A Tab 9 – or in the CLIN Summary in Tab 2. In accordance with Article 27.6 of the Contract Special Provisions the Purchaser may increase the quantities of supplies and services in any line item of the SSS at the prices stated therein. The Bidders price breakdown for the specific equipment listed in Tab 9 of the Bidding sheets for Option 13 will not be known until the price evaluation. The Purchaser therefore will insert the equipment prices of the winning Bidder into the SSS before the Contract award. The list of equipment in Option CLIN 13 depicts additional equipment that the Purchaser may expect to order during the Contract Period of Performance from EDC through FSA. 2) The Bidder shall price all items highlighted in yellow. The fact that the quantities may not have been identified is irrelevant.

However, in requirement SRS-326 is stated" None of the cases shall weight more than 20 kg or exceed the dimensions assigned to the Small Case in Table 3-1."

Subject: Virtualization Implementation Constraints SRS-292 requires to implement in ISM VMware Cloud Foundation Advanced that is a commercial bundle encompassing a centralized orchestration solution. Besides, SRS-258, -459, -496 require OASIS TOSCA format for ISM API and SDE. However, VMware orchestration solution is not compliant with these SDE requirements, and thus, a additional TOSCA compliant SDE solution is required.

Could you please clarify if "VMware Cloud Foundation Advanced" commercial bundle is required or if a less populated VMware bundle is acceptable (VMware Cloud Foundation Standard for example)?

The requirements for OASIS TOSCA are on top of SRS-292 (please note that SRS-292 is an implementation constraint, as defined in para. [17]). These requirements are intended to exploit the RESTful API’s of the products adopted to deliver the SDE capability, using OASIS TOSCA as a common blueprint format (as per SRS-459 and SRS-496), and in order to achieve the level of orchestration sought from the SDE in the SRS, which is above and beyond what SRS-292 alone can deliver.

Rates As discussed previously in these instructions, the detailed rates calculations are not required to be included in the bidding sheets, although the bidders may chose to do so. However, ALL bidders are required to state the G&A/OH/Material handling and any other rates that they have applied to the bid.
