During the second quarter of FY 2018, the Jackson Bond Citizens’ Advisory Committee met once to discuss updates presented by staff. Seven projects were presented for approval during the reporting period. The cancellation of two projects and formal close-out of one bond-funded project were also presented to the committee.

Equipment and technology purchases under the bond during the period represent approximately $6.86 million of Miracle-Building Bond proceeds. The largest purchases in those categories included security parking equipment across the system, MRI equipment and operating-room medical equipment at Jackson Memorial Hospital, air handlers at Jackson Behavioral Health Hospital, and pharmacy equipment at Jackson South Medical Center.

As staff completes the purchases of previously-approved major technology and equipment, our aggressive negotiations and procurement procedures are resulting in substantial savings compared to budget and funds approved by the committee and the Public Health Trust Board of Trustees. These savings are detailed in the attachments to this report, just as savings from under-budget completion of capital projects are detailed in close-out reports.

This explains the net negative numbers in this quarter’s bond dashboard.

Financial Update

Reimbursements received during the report timeframe totaled $28,073,474, bringing to $257,341,874 the total reimbursement received since the bond program began.

Small-Business Enterprise Contracting

During this reporting period, 88 contracts were awarded totaling $86,544,282. Twelve of those projects, 13.6 percent, were awarded to prime contractors who are certified small business enterprises (SBEs). Those 12 contracts had a total value of $1,754,598, or 2 percent of the combined value of all bond-funded contracts awarded in this period. It is important to note that some subcontractors on those projects are not registered SBEs. Another $25,653,539 flowed to SBE sub-contractors through non-SBE prime contractors, representing an additional 31.7 percent of total contract value this quarter.

At the committee meeting on October 25, 2017, the committee requested the subsequent quarterly reports include a summary of the ethnic and gender data provided by the vendors for all contracts awarded during the reporting period. For the current reporting period, the following data was compiled:

These totals do not include bond-funded expenditures on non-construction items such as equipment and technology. The totals also do not include projects approved by the Trust Board that have not yet completed the procurement process. This list only represents contracts awarded during the reporting period – some projects include additional contracts detailed in prior reports or still pending award.

Status of Major Projects

Rehabilitation Center

Design and construction efforts continued during the reporting period with no changes to the overall project timeline.

Construction plans for the master permit and building foundations were submitted to the City of Miami, and additional plans were provided to the Florida Agency for Health Care Administration.

Demolition was completed of the Institute and Annex buildings, which sat on the footprint of the future Christine E. Lynn Rehabilitation Center for The Miami Project to Cure Paralysis at UHealth/Jackson Memorial, and preliminary work began for the new foundation.

A temporary corridor was completed to connect the existing Jackson Rehabilitation Hospital to Jackson Memorial Hospital, as the prior indoor connection was made through the now-demolished buildings. This represents the final major piece of enabling work.

There were no substantial changes to the timelines for already-announced UHealth Jackson Urgent Care centers during this reporting period. The North Dade Health Center site is expected to open in summer 2018, as is the Doral location, which is not funded with bond proceeds. The Doral location was scheduled to begin operations in July.

During the reporting period, we announced a new UHealth Jackson Urgent Care location in Coral Gables at 3737 SW 8th Street. The location will also include an outpatient specialty center. The funding from the bond program will be supplemented by Jackson’s capital contribution, which is also fully funding the Doral site. The Coral Gables location is scheduled to begin construction in 2019.

Additional Project Updates

Construction documents for renovations at Jackson South Medical Center were submitted to Miami-Dade County and the Florida Agency for Health Care Administration during the reporting period. Construction was about to begin on the central energy plant at Jackson South, and the hospital’s new intensive care unit was nearing completion, with a ribbon-cutting scheduled for July.

Work proceeded on schedule at Jackson North Medical Center on the fifth- and sixth-floor patient units, second-floor maternity unit, and main lobby, along with an elevator modernization project. Work was also underway on the new interventional radiology suite and new physical therapy suite, and installation of the new chiller was completed. Designs were also finished for the hospital’s renovated emergency department and surgical suite, with bids due in July and a guaranteed maximum price scheduled for completion in August.

One bond-funded project was formally closed during the reporting period, meaning the contracts were completed and all payments fully reconciled.
