A new parish, Prince of Peace, will determine whether the church and its rectorv will be sold, but sale is surely the expedient course - when and how would it be used again? - and the roof struc- ture is said to be weakening. But this is a building - a group of six buildings, in fact - that seems to call for extraordinary efforts of preservation. Its hillside location, presenting diffrculties ofaccess and parking, may perhaps have been one reason for the closing, but it has also given the St. Michael's group a dramatic and conspicuous setting. People think of Europe when they see St. Michael's up on the hillside among the little houses, see the copper spire against the trees. The church, dedicated in 1861, may be the oldest functioning church in the city. Its spare mid-Victorian Romanesque architecture is sim- plg handsome, and lucid. Its tower is a true landmark, a familiar and prominent presence on the South Side over seven generations. And the church and its build- ' ings, along narrow Pius Street, is one of the most visually effective architectural groups in Pittsburgh. October 18 Bus Tour

Albert Gqllqrin's Friendship HillMembers and friends of Landmarks willtravel by bus to "Friendshìp Hill," near Un-iontown. This was the home of Albert Gal-latin from 1791 to 1825. Gallatin, who livedto be 8& was one of the most remarkableAmericans of his time. As Secretary of theTreasury, he nearly halved the national debt,arranged to buy the Louisiana Territorywithout serious trouble to the budget, andspared the budget once more when the U.S.undertook the National Road. He was alsoMinister to France for five years.

Gallatin bought "Friendship Hill;' 340acres overlooking a Monongahela Riverbend, in 1785. He began to build, first abrick house completed in 1791, then a frameannex of 179$ then a stone part fìnished in1823. To these, other people added morearound 1895 and 1900. The house hasbelonged to the National Park Service since1980 but only recently has it been restoredfor tours.

Marilyn Parris, superintendent of theFriendship Hill National Historic Site, willpersonally guide us through the 35-roomhouse, including the attics and basement.

The tour bus will leave Station Square at12:45 p.m., returning at 6:30 p.m. Tour fares:S20 lor Landmarks members and $30 fornon-members.

December 5 Bus Tour

The Brookville VictorionChristmos CelebrotionBrookville, Pennsylvania is a tiny place, theseat of Jefferson County, with a populationof only 4,500. But it has a handsome nine-block historic district, and was an early ben-eficiary (from 1983) of the PennsylvaniaMain Street Program, executed in collabora-tion with the National Trust. Successful eco-nomic revitalization has included carefulrestoration and preservation of houses, insti-tutions, and business buildings in the areaaround the 1869 Italianate Courthouse.Brookville prospered in the Victorian periodthrough lumbering and wood products, andthere is some lavish residential architectureas a result. Along and near Main Street are26 historic buildings ofinterest.

The Victorian Christmas celebration tourwill include an introduction to the MainStreet Project by David Taylo¡ boroughsecretary, while tour participants eat lunchat The Meeting Place. Following lunch, par-ticipants will be able to explore the MainStreet area at their leisure: there will be toysales, street crafters, walking tours, museumdisplays, horse and buggy rides, strollingcarolers, a brass ensemble, and a"Christmas-tree lane" in the Courthouse.At 4:00 p.m., tour participants will gather atThe Meeting Place for a cup of hot choco-late and a pastry belore returning toPittsburgh.

Four miles southwest of downtownPittsburgh, the borough of Thornburg,founded in 1909, rises on a terracedbluffin the Chartiers Valley. In 1806,

Thomas Thornburg acquired over 400acres of land including the parcel onwhich the borough ofThornburg nowsits. This parcel - some 250 acres -was acquired by Thomas'heirs FrankThornburg and his cousin David in1899; they established the ThornburgLand Company and began developingtheir share of the family estate intoa planned suburban residentialcommunity.

The decade from 1899 to 1909 sawthe development of the unique charac-ter of Thornburg. It began with FrankThornburg's arrival from Clinton,Iowa. The inception of the projectengendered acclaim and rapid growth;of the 75 buildings in the ThornburgHistoric District, 28 were in place by1905. It ended with high drama: thebankruptcy ofthe Thornburg LandCompany, the permanent departure ofFrank Thornburg for California, and

the establishment of the borough. Dur-ing the intervening years residents wereattracted by the beauty ofthe region,the convenient rail links with the city,the novelty of the first golf course in thearea, and the special character ofthecommunity emerging under the direc-tion of its founder - businessman,showmân, and architectural aficionado.

Only two restrictions were placed onprospective residents: (l) houses mustcost a minimum of $2,500, and (2) thefirst stories must be built of brick orstone to prevent fires. In 1900, the firstfive houses were erected along Prince-ton Road. These can be described as"simplihed Queen Anne;" a style foundin abundance at the turn ofthe centuryin urban as well as suburban communi-ties. Very soon, however, distinctivehousing came into being: comfortable,informal, rustic yet sophisticated. Somehouses wear the attire of the earlier"Shingle Style," others the emerging"Craftsman" style, and both traditionaland contemporary ornamentation wereused. However diverse such decorativeelements may be, however varied theroofs or the fenestration, Thornburghouses appear to be family memberswho share primary building materials offìeldstone, brick, stucco, and woodshingling, and whose differing detailsare charming expressions of individuality.

quent influence, on some level, on thedesign ofthe residences erected by hisclients and neighbors. In l90t the AprilI issue af Constructionmagazine noted:

Frank Thornburg arrived homefrom Los Angeles, Cal., last Fri-day, after two months'absence.While away Mr. Thornburg, wholaid out and is developing Thorn-burg, adjoining Crafton, secured60 photographs of Los Angelesresidences, and intends reproduc-ing most of the dwellings atThornburg. The suburb is notedfor its pretty homes, nearly all ofwhich are patterned after housesin other cities, of which pictureswere taken by Mr. Thornburgfrom time to time. The 60 newphotographs are mostly of housesof the mission type and some arevery artistic. Mr. Thornburg sâysthat throughout California housearchitecture is rapidly improving.Until a year or two ago nearly alldwellings in California cities werebuilt of wood exclusively and fewwere provided with cellars. Nowstone foundations are being used,some first stories are brick or cob-ble stone and the upper storiesplaster.

One can almost hear Frank Thorn-burg's voice. He was apparently awareof residential design "throughoutCalifornia." He therefore probablyknew about the revival and extension ofthe Shingle Style taking place in the SanFrancisco Bay area in the work of Ber-nard Maybeck and his colleagues. ButLos Angeles and surrounding commu-nities most certainly provided the locusof his inspiration; one can discern visualaffinities between houses in Thornburgand the early work of Greene andGreene and Hunt and Grey in Pasadenaas well as the "Mission/Craftsman"bungalows designed by Roehrig, theHeineman brothers, and others in theArroyo Seco. (Almost certainly it was toLos Angeles that Thornburg's founderreturned in 1909; he died therein1927,thirteen days after his Tlst birthday.)

Frank Thornburg found an ally -someone who could translate ideasabout buildings into buildings - in hiscousin, the Pittsburgh architect, SamuelT. McClarren (about whom we know,as yet, very little). McClarren designednumerous houses in the community,including his own home at 533 Hamil-

ton Road which burned in November of1905 and which he rebuilt the followingyear; almost certainly Frank Thorn-burg's second home at 501 HamiltonRoad sometime prior to 1905 (and itssibling at 1060 Stanford Road); and thethird, and last, Thornburg family homeat ll32 Lehigh Road sometime between1907 and 1908. Other local architectsworked in Thornburg but SamuelMcClarren, more likely adapting ratherthan copying cousin Frank's photo-graphs, was responsible for much of thebuilt fabric of the borough.

In1979, the Pittsburgh History &Landmarks Foundation, at the requestof the Thornburg Community Cluþsurveyed the borough and preparedhistoric district nomination forms forthe older section of the community. In1982, the Thornburg Historic Districtwas added to the National Register ofHistoric Places.

t-r.lIhornbrrrg's significance is three-fold.

It is an outstanding example of thel9th-century planned residential suburbmodeled after Frederick Law Olmsted'sRiverside, Illinois, and Bruce Price'sTuxedo Park, New York - communi-ties that combined the benefits of coun-try living with metropolitan proximity.Beyond this, Thornburg's communalcharacter and integrity - both naturaland architectural - has been retainedto a remarkable and gratifying degree.Other turn-of-the-century plannedsuburbs in the Pittsburgh metropolitan

area, such as Rosslyn Farms (1903) andSchenley Farms (1905), have sufferedfrom urban encroachment and unsym-pathetic development. Finally, and mostsignificantly, the houses of Thornburgare expressions of the avant garde oftheir time, unusual in the Pittsburgharea where new buildings have mostcommonly been reactive rather thaninnovative in design. The houses wereerected during those years - 1901-1909

- when architects in California, FrankLloyd Wright in the Midwest, andGustav Stickley in upper New Yorkwere creating and defining anindigenous American residential ar-chitecture. It would be 1907 beforeStickley's immensely influential Crafts-manwould devote an article to the"California" house; at the same timeSamuel McClarren was building FrankThornburg's splendid stone and shinglehouse on the summit of the borough.

We are told that on long summerevenings, Samuel McClarren would siton his porch and serenade his Thorn-burg neighbors with a rendition of "TheFatal Wedding with Variations" on thecornet. No other musical selections arementioned; the captive audience appar-ently responded with a mixture ofamusement and exasperation. Today itis unlikely that one will hear "The FatalWedding with Variations" waftingthrough Thornburg. One can, however,experience felicitous architectural varia-tions on the theme Frank Thornburgcomposed in the community that bearshis name.

A meeting ol Preservation Fund lenders andborrowers, held on June 8 to determine whateffect the Preservation Fund has had on theneighborhoods where it has operated,elicited the following:

Susan Golomb of the South Side LocalDevelopment Company called it "invalu-able," citing the construction of EdwardsCourt. This lO-unit project not only addednew housing but has stimulated rehabilita-tion near by.

Jim Nordin of the Spring Garden Neigh-borhood Council said that the Fund allowedcommunity control of site-development is-sues.

Harriet Henson of the Northside TenantsReorganization stated that the BrightonPlace rehabilitation has depended on the$220,000 loan that allowed the purchase andclosing of two nuisance bars. Their closinghas given lending institutions and residentsnecessary faith in the project.

Mark Fatla of the Allegheny West CivicCouncil says that the Fund has helped hisneighborhood tremendously. He cites itsfirst application, at the fire-damaged NevinRow at Galveston and Lincoln Avenues. Noother lender would finance rehabilitation.The restoration ol the Darlington house atBrighton Road and Lincoln Avenue, 901-05Western Avenuq and940 Beech Avenuewere other Fund beneficiaries that helpedstabilize and improve the neighborhood.

Nancy Schaefer of the Northside Confer-ence called the Fund extremely helpful. Thepurchase olthe Masonic Hall, made poss!ble by the Fund, was a desirable stabilizingaction.

Helen Hurst of the Homewood-BrushtonRevitalization and Development Corpora-tion said that the Fund has allowed them torehabilitate conspicuous residential andcommercial propertieq,

In addition, neighborhood representativesspoke ofhow many projects could not havehappened without the Fund, and en-couraged its continuing emphasis on loansto low- and moderate-income neighbor-hoods.

Landmarks Preservation Fund is workingand is appreciated by the neighborhoodswhere it is operative. Its effectiveness is be-ing noted in other cities too. The ClevelandRestoration Society, announcing the start ofits own revolving fund, cited those ofPittsburgh, Providence, and Savannah asexamples ofhow successful a fund can be.

After more than three years ol planning,Brighton Place Associates gave the "Noticeto Proceed" with construction on theBrighton Place project on Tuesday, July 28.

The project includes the renovation of 19

existing historic townhouses on the North-side into 34 units ofrental housing, a neigh-borhood laundromat and offices lor North-side Tenants Reorganization, the developer,owner and manager lor the properties. Theproject will be historic tax credit certified.The architect for the project is LandmarksDesign Associates. The contractor for theproject is Mistick, Inc. The contractor willemploy WBE, MBE, and neighborhood resi-dents. The project is partially fundedthrough low income and historic tax credits,the URA, PHFA, Integra Bank, the Pitts-burgh Partnership for NeighborhoodDevelopment, Pittsburgh National Bank,and the Pittsburgh History & LandmarksPreservation Fund. The first units should beready for occupancy in early 1993.

Painting New BrickA question has arisen as to whether Alle-gheny Court 901-05 Western Avenue, canreceive its Investment Tax Credit withoutone further restoration feature: applicationof paint to the new and cleaned brickwork.The brickwork had been painted some 50

years ago to disguise crude remodeling, andthe Allegheny West Civic Council (AWCC)claims that repainting it is unnecessary giventhe quality of the new brickwork, which willtone in with the old. The State's Bureau forHistoric Preservation, however. is insistingon a feature present 50 years ago and there-fore part of the building's history. Some-

where the reality of the situation seems tohave gotten lost. Perhaps the AWCC willhave to replace the paint and bide its timeuntrl2042, in which year it can strip it offbecause in the historic year of 1992 thebrickwork was bare.

Smithfield Street Bridge PaintingThe City of Pittsburgh Historic ReviewCommission has approved the painting ofthe Smithfield Street Bridge in the mannerunder discussion in the last few years, recall-

ing the original 1883 color scheme: brownlor the deck, royal blue for the trusses, andsandstone, a pale gray-tan, lor the portals.Paint scrapings showed no trace of true he-

raldic colors on the escutcheons that hangover the portals of 1915, so we will have nofinal glory of black, gold, blue, and silver.

On the other hand, the original torchlikeportal lamps are to be restored, and thebridge will be largely removed from its pres-

ent ignominious state. Painting is foreseen

for sometime in 1994.

Shadyi.d.e Bed and' Brealrfast

Bed and BreakfastA current issue before the Pittsburgh CityPlanning Commission, and to come beforeCity Council on October 1, is the licensingproposed by Councilman Jim Ferlo of bed-and-breakfast inns with lewer than 11 sleep-

ing rooms in residential neighborhoods. The24-room Priory on the North Side has donevery well, and its success has saved a good

Victorian building. One hopes that smallerbed-and-breakfasts might use a number ofhandsome but awkwardly-big single-familyhouses in the same way. A number of othercities have licensed small bed-and-breakfasts,and several have special regulations to pro-tect historic character.

These are not to be rooming houses, andare to be in other ways well integrated intoneighborhoods of one-family homes. Besides

the maximum number olrooms, the maxi-mum length of stay, parking provisions, sig-

nage, and spacing are matters of importanceto their painless inclusion in such neighbor-hoods.

A hearing before the City Planning Com-mission on June 1Ç howeve¡ brought out themisgivings or outright opposition of many.The opposition made the following poìnts:

o A B&8, however small, is a commercialoperatìon in a residential neighborhood;

r its operation, adherence to safety codes, etc'would not be properly supervised by theauthorities;

o absentee owners would aggravate the situa-tion, being out olcontact with and havingno direct accountability to the neighbor-hood;

o transients would disturb the quiet of theneighborhood, with their comings andgoings if in no other waY;

. transients and delivery people might commitcrimes, shielded by their anonymity;

o one argument for B&Bs, that it gives elderlypeople a source of income, seems not to be

proven in practice.There is also a geographical argument,

related to trafltc movement, parking, andcul-de-sacs since most of the protestorsagainst the new B&B ordinance as draftedhave addresses in Maple Heights Road orMaple Heights Court, where a B&8, Shady-side Bed and Breakfast, has been in opera-tion for some time. The testimony shows

some confusion, indeed, between B&Bs ofany kind, anywhere, and Shadyside Bed and

Breakfast. This establishment, as a matter olfact, can show warm letters of appreciationfrom happy and seemingly-respectableguests; and even among their neighbors in

Maple Heights Road and Maple HeightsCourt, those in favor of the Ferlo bill as

written outnumber the opposed two to one

in the testimony presented. A visit to the site

showed an interesting rugged stone house,

said to date from 1903, very well kept exter-nally and set within a big yard. The proprie-tors say that they would like to expand fromtheir present four guest rooms though notgreatly. The impression, on a summer after-noon, was peaceful, and in practice such

B&Bs seem harmless as long as they are

chosen by people who like Peace on a24-hour basis.

Since there is confusion between B&Bsanywhere in Pittsburgh and one B&B in aSquirrel Hill cul-de-sac, the opposition tothe Ferlo bill may actually be less than one

might suppose, while some opposition is tothings included or not included in the billrather than to the idea as such ol B&Bs inresidential areas.

The best solution may be one proposed

that would require the consent of abuttìngowners, as well as meeting certain standardsofaccess, parking, safety, and so on' These

met, there remains the human element, andanother proposal made would require resi-

dence not only by a B&B owner but his resi-

dence at the address for a minimum timebefore his licensing. Short ofa rigid exclu-sion of "trade" from a residential neighbor-hood, such provisions seem to promise thebest way of maintaining neighborhoodintegrity.

The Old Stann Tauern

The Okl Stone TavernCoates'Tavern, or the Old Stone Tavern, is

up for sale. A 1752 datestone said to be onthe building is incredible - not even theFrench had a ltrm hold on the Pittsburgharea rn 17 52 - but a pre-1800 date is possi-ble, and this is certainly one of the oldestbuildings in the city. Coates'Tavern stands

on Greentree Road in the West End, largeand in need of restoration. It has been a tav-ern and restaurant for 150 years at least. Forfurther information in regard to the tavernsale, call Wayne Dean at (412) 471-9923

African-,4.merican Historic SiteSurvey Focus: ChurchesThe African-American Historic Site Surveywas finished on September 1. Originally, thesurvey was to be completed by July, but theextension marked an intensified focus by thePennsylvania Historical and Museum Com-mission on such ethno-history surveys in thisstate, particularly the history ofblacks. Thissurvey is the hrst ofits kind in the state.

The thirteen-month survey started July1991, when project director Eliza Brown,marketing and research director at Land-marks Design Associates, Architects, beganpreliminary research for the survey and as-sembled an advisory committee of local resi-dents and historians. Since then the surveyhas covered 51 communities throughout Al-legheny County, documented over 300 sites(many not extant), and completed nearly200 survey lorms for individual sites andthree districts.

The African-American Survey will be cir-culated widely throughout Pittsburghschools, libraries, and community associa-tions, and will be kept in the PennsylvaniaState Archives in Harrisburg. Ultimately, thesurvey will provide groundwork for furtherresearch projects, be the initial step in thenomination and preservation of some struc-tures, and lead to a better understanding ofblack residents who have been a crucial partof Allegheny County's history.

More time was given to the survey in partbecause of the large number ofblackchurches in Allegheny County. Findingthem and recording their physical andcultural characteristics requires especiallythorough and innovative research methods.Some churches are gone, but many still exist,although a congregation may not inhabit theoriginal building in which it began.

Many old black churches that are nolonger used stand vacant and threatenedwith future developments. The old Bethle-hem Baptist Church in McKeesport, the firstblack Baptist church in that town (1903), isslated for demolition by the PA DepartmentofTransportation. It stands vacant, and anew Bethlehem Baptist replaced it down thestreet in 1980, but its strong brickRomanesque Revival styling is rare and a

testimony of the early cohesiveness ofMcKeesport's black community.

Anothe¡ the Mt. Zion Baptist Church(formerly the A.M.E. Zion Church) inElizabeth, a small, wood-frame structure(1910), is also targeted for demolition. It issituated in an area called the "Hollow" bor-dered by Route 51, which black workers inthe mills of Clairton and Duquesne havecalled their home for nearly 100 years. Mostof the original residents are gone now andhave left the Mt. Zion Baptist Church anunguarded historic structure.

Dozens of black churches throughout thecounty, particularly those outside Pitts-burgh, are threatened with neglect, dwin-dling membership, and development. Formost black communities, the church servedas the center of social, moral, and spirituallife, and some provided recreation, educa-tion, and sporting activities. Many todaystand as the only physical remnant of aonce-thriving black community long sincemoved out with the shifting economics ofW'estern Pennsylvania.

Meason House SurveyLandmarks'library has just acquired "Cul-tural Resources Reconnaissance ofthe IsaacMeason House National Historic Land-mark, Fayette County, Pennsylvania," byEdward J. Siemon III and Ronald C.Carlisle. The text describes the physical set-ting, background history, past and presentarchaeology, and man-made features of thesite, at present four acres around "MountBraddock," Isaac Meason's great house of1802.

A few years ago, the house was in dangerfrom blasting vibrations in connection witha nearby strip-mining operation, butmonitoring suggests that the mining com-pany is conlorming with the conditionsagreed upon. Landmarks Design Associates,Architects, has been engaged to investigatethe physical history of the house and itsgrounds, and to do a bibliography olsourcematerial, for Preservation Pennsylvania.

"Woodville"A Family Home for Two CenturiesIn July, Landmarks printed a handsomecolor brochure for "Woodville," the Nevillehouse in Collier township that has been aLandmarks property since 1976. The eight-panel pocket folder reveals the restorationprogress that has taken place at the NationalHistoric Landmark, and announces that thehouse is available for house tours, privategroup rentals, and special events by appoint-ment. The brochure was supported throughgrants from Landmarks, the Neville HouseAuxiliary, and the Allegheny County Com-mittee of the National Society of ColonialDames of America. Professional pho-tographer David Rentz volunteered his timeand talent, and, as a result, there are severalstriking color photos of the house.

Kitchen RestorationNathaniel Neblett, who has the restora-

tion of Gunston Hall in Virginia to hiscredit, is consultant for the ongoing restora-tion of "Woodville's" 1og kitchen, probablythe original part of the house. Both thefloorboard and random-width beadedplanking on three walls have had to bereplaced, and all four walls, including one ofbare log, painted a strong red-brown.

Landscaping PlansLandmarks, the Neville House Auxiliary,

and the Colonial Dames now are looking tothe two-acre property of "Woodville," andthe need to improve landscaping andparking through a coordinated plan. TheAllegheny County Garden Club is donating$2000 for landscape planning and imple-mentation, so that "Woodville" will onceagain be surrounded by gardens appropriateto its time and architectural character, andbenefit from the convenience of adequateparking.

And the Courthouse: as designed in1884, the side archways of the Court-house were open to the weather at bothends, with the ñrst-floor corridors run-ning through them like covered bridges.In the early l9l0s their proporrions wererendered taller because the street levelwas lowered, and in 1923 the wholefirst- and second-floor level in the arch-ways was filled in lor more office space.Only the informed will sense that thiswas done.

In 1936, an architect wrote of the"renovizing" of a hypothetical Vic-torian "atrocity," which he saw trans-formed from an affair "full of curvesand wiggles" into an academically-correct piece of Neo-Georgian. Ourmoderns might demand every curve andwiggle intact, on the contrary. ButBloodgood Tuttle, the architect, showed

a midway stage in the house'seconomically-timed evolution thatseems agreeable in itself - no whitepaint on the bricks yet, the homely butample porch, porte-cochere, doubledoorway, and upstairs corner bay un-touched though the roof and chimneyshave been tamed- One might stop theremodeling about here.

A half-century ago a vocal part of thearchitectural profession was in highdudgeon about the long-continuedhabit of most architects and clients indesigning, and commissioning, build-ings in one or another historic style, orat least in something that looked like ahistoric style. Much of what was beingbuilt at that time was, indeed, silly,fakey, wasteful, and worse yet, bland.Now of course Modernism itself hascome to seem habit-ridden, self-satisfied, and visually barren; we havebeen looking back to history and thepossible applications of its forms oncemore. Such applications have theirdangers, as a builder's magazine wereceive at Landmarks shows. The maga-zine displays on the cover, every time,an expensive house that in its detailsmakes traditional noises but - almostevery time - lacks coherence; thewhole thing is a jumble, as if the buildercould not see from one Palladian win-dow to the next. Whatever he lacked inintellectual integrity, a competentarchitect of 1925 did have a sense ofthewhole design and subordinated hisdetails to it rather thán exhibiting them,as so often is the practice today, like somany trinkets on the humiliated carcassof his building.
