for the structure of a permanent and lastingpeace among civilized nations. It bases its thesison the eventual defeat of Germany by the BritishEmpire and its Allies, Without the assistanceof the UnitedStates.

However should circumstances decree thattheAmericanpublic cast its ballot in favor of wa rasa measure of self-defense (and it is the fer‑ven t prayer of the author that this may neverhappen) it would become paramount that thelives of our native sons n o t be sacrificed in vainaswere their fathers’ lives a generation ago.

Today’s W a r is n o t a war against AdolfHitler.

Nor is it a Wa r against the Nazis.It is a war of peoples against peoples; of

civilized peoples envisioning Light, against u n ‑civilizable barbarians who cherish Darkness.

Of the peoples of those nations who wouldsurge forward hopefully into a new and betterphase of life, pitted against the peoples of anation who would travel backward enthusiasti‑cally into the dark ages.

It is a struggle between the German nationand humanity.

Hitler is no more to be blamed for thisGerman war than was the Kaiser for the last one.Nor Bismarck before the Kaiser. These mendidn o t originate or wage Germany’s wars against theworld. They were merely the mirrors reflectingcenturiesaold inbred lust of the German nationfor conquest and mass murder.

This war is being waged by the GermanPeople. It is they who are responsible. It isthey who mus t be made to pay for the war.Otherwise, there will always be a German waragainst the world. And with such a sword for‑ever hanging overhead the civiliZed nations ofthe world, nomat te r how great their hopes, howstrenuous their efforts, will never succeed increating that firm and solid foundation of per‑ma n e n t peace which they mus t first establish ifever they intend to star t the building of a betterworld.

For n o t only m u s t there beno more GermanW a r s in fact; there m u s t n o t even remain theslightest possibility of one ever again occurring.A final belt to German aggression, n o t a t em ‑porary cessation, m u s t be the goal of the pres‑en t struggle.

This does no t mean an armed mastery overGermany, or a peace with political or territorialadjustments, or a hope based on a defeated andrepentant nation. Such settlements are n o t suf‑ficiently cenclusive g u a r a n t e e s of nom o r eGerman aggressions.

This time Germany has forced a TOTALWAR upon the world.

As a result, she m u s t be prepared to pay aTOTAL PENALTY.

And there is one, and only one, such TotalPenalty:

Daily the truth is being impressed upon usby observation, and upon others less fortunateby bombs, that the German doctrine of forceis n o t one based upon either political expediencyor economic necessity. The personal war-luStof those who lead the German people is but acomponent p a r t of the War-lust which exists as

a whole in the German masses. German leadersare n o t isolated from the Will of the Germanpeople because apa r t from this will they couldn o t come into being or exist at all. The personalinspiration, themotivation, even the acquiescenceto their deeds are one and all drawn by Germanleaders from the very depths of the Germannational soul.

Far t o o often the claim has been made thatthe present German drive toward world-domin‑ion is only street gangsterism pracrieed on anorganized national scale, deriving principallyfrom the lowest classes, the dregs of Germany.Such a claim is n o t sustained by facrs, for thesame lust, the same brute force which the Ger‑mans display today under the ruleof the so-called“low class Nazis,” they also displayed in 1914, atatime when the “highest classes” and the “noblestspecimens” capable of being produced by theGerman nation, the Junkers, ruled that land.And a Va s t number of Germany’s intellectuals,another German “high-class," sat asmembers inthe GermanReichstag!

No! The problem of Germanism m u s t n e tagain be passed along to the n e x t generation,

The world m u s t never again be stretched andtortured on the German rack. Ours is the prob‑lem; ours the solution. The world has learned,with a knowledge born of tragedies too numer‑ous, t o o horrible to reenrd, that regardless ofwhat leader or class rules Germany wa r will bewaged against i t by that coun t ry, because theforce which compels it to action is aninseparablepa r t of the mass‐soul of that nation.

True that soul, at one time, might have beenotherwise fashioned.

But that time was in the civilizing cycle of athousand years ago. Now it is t oo late.

We know that. Our men of 1917 did n o t .They had no precedent on which to base theirexperience. We have n o t that excuse today.Their futile sacrifices and their emp t y effortsmu s t todayr dictate our o W n actions and decisions.

We are paying today for the lack of ex ‑perience of the last generation in dealing withthe peoples of the German nation. When andif the time comes for us to take similar decision‑and action we must n o t repeat their mistake.The cost is far too great ; n o t alone for us, butfor all future generations.

We m u s t bring ourselves to realize that noleader can govern Germany at all unless, in- somemanner, he embodies the spirit and expresses thewar-soul existant in the majority of her peoples.“Majority” is used advisedly for in speakingof the masses which compose a nation it mu s tbe impartially conceded that some fraction ofthat mass mu s t perforce vary from i t . Conse‑quently no unfair contention is here being made

" that everyone in Germany is guilty of its heinousoffenses against the world. In fact we shall, inpursuing our point, favor Germany by allow‑ing that asmuch as 20% of her population isentirely guiltless of complicity in her crimes,as well as being foreign to any share of herwar-soul. We therefore grant , for argument’ssake, that some 15,000,000 Germans are abso‑lutely innocent. '

BUT‐shall Poles, Czechs, Slovaks, Austri‑ans, Norwegians, Dutch, Belgians, Frenchmen,Greeks,Englishmen,Irishrnen,Scotsmen,Canadi‑ans, Australians and Americans‐for wetoo mayultimately feel the spike of the German boot‐shall all these peoples, numbering some 300,‑000,000 of the mos t civilized, mos t enlightened

on earth suffer constantly and face unnaturaldeath every generation so that some small pa r tof Germany’s populace may continue to exist?Are those 15,000,000 Germans so valuable, soindispensable to mankind that 300,000,000 guilt‑less men, women and children shall fight a W a r

with Germany every time she so decrees? Shallperpetual struggle against the German be theonly future facing civilized peoples? Why breedchildrenwhile Germany breedsWar?

Are n o t the Dutch a sober and thriftypeople? Are n o t the French cultured? Are n o ttheCzechs industrious? Are n o t the Poles deeply ,attached to land, family and God? Are n o t theScandinavians a decent people? Are n o t theGreeks brave and fearless? Are n o t the English,Irish, Scotch and American freedom-loving andprogressive people? And in very simple arith‑metic are nor these 300,000,000 more than15,000,000 Germans?

If Democracy asAmericans know it is m a ‑jority rule in a national sense, it mus t be so inaninternational sense aswell. The greatest goodfor the greatest number is Democracy’s rule ofthumb; to fight for world Democracy is to

secure the rights of the majority of democraticpeoples against the incursionmade upon thembyany autocratic minority.

If this is n o t so, why conscript a vas t armyfor Democracy’s defense? Why train Americansoldiers to murder a hypothetical enemy ofDemocracy, when the Will which spawned thisenemy waxes and grows with each successiveblood-bath?

In 1917 American soldiers, asthose of everyother major nation,were forced to murder by themillions. What for?

Suppose we are forced again to kill? Forwars are won only by such killing, n o t by dying.Again what for? Another sell-out? Is selling‑o u t ou r soldiers to become a national habit? Forquite patently, to fight once more in democraticdefense against Germany with any goal in viewsave that canntry’s extinction constitutes, eventhough it lose the war, a German victory. Tofight, to win“, andno t this time to endGermanismforever by exterminating completely thosepeople who spread its doctrine is to herald theoutbreak of another German war within ageneration.

Let us then beware, for it is n o t illogical toassume that some day the soldier may emergefrom underneath the heavy cloak of "duty” andcome, like labor, capital and civilian to demandhis “rights.” It m u s t n o t be unreasonable toconjecture that a soldier mu s t have rights too,aswell asduties. Certainly, aman forced againsthis instinct to kill has rights; perhaps n o t therights of Wages and hours, no r the rights ofprofits, no r the rights of untrammeled speechagainst his superiors, which in a military sensespells catastrophe. No, none of these; just a fewsimple rights‐‐three of which would appear hisincontestable duty to demand: one, that he beadequately supplied with the proper arms in suf‑ficient quantities so that there beaminimum ofWaste attached to his "killing,”‐secondly, thatheben o t betrayedbyfifth-columnists who mus t ,in W a r time, be summarily dispatched, byimprisonment or execution, and lastly, of the _primest importance, that be receive a defirzite /avowal by his government guaranteeinghimonceand for all time that this whole ghastly, horriblebztsiness of killing the Germans is at an end; thathis son may know peace without having to killfor i t .

If such a guarantee be n o t vouchsafed himbefore his struggle, or be n o t upheld after hisstruggle, asit was n o t the last time, (though theGenerals knew, among them our O W n Pershing,that Germany at that time should have beenunalterably snuffed out) may he n o t then takesuch action in his own hands? Granting laborhas the right to strikewhen its rights are violated,granting that capital withhold itself from cir‑culation when it feels its usage unprofitable,granting that the civilian feels tyrannized whenhis civil liberties are jeopardized, what coursemay the soldier n o t take once he realizes he hasbeen cheated, once too often, o u t of that forwhich hekilled?

When the day of reckoning with Germanycomes, as com-e it will, there will be only oneobvious answer. No statesman or politician orleader responsible for pos t -wa r settlements willhave the right to indulge in the personal luxuryof false sentiment and specious sanctimony anddeclare that Germany, misled by her leaders,shall deserve the right of resurrection! He willn o t be permitted this time to forget so easilythe bomb-blasted, earth‐entombed millions of

women and childrenWho lived through ahell onearth; the bullet-ridden, tank-crushed bodies ofsoldiers; the many countries Whose energies weresapped and resources drained. And mos t of all,he will n o t be permitted to disregard the u n ‑selfish sacrifices made by the common people sothat the b93§t that is Germany shall never roamon earth again!

It is a definite obligation which the worldowes to those who struggled and died against theGerman yesterday, and to those Who are fightinghim again today, as it is the bounden duty ofthe present generation to those yet unborn, tomake certain that the vicious fangs of the Ger‑man serpent shall never strike again. And sincethe venom of those fangs derives its fatal poisonn o t from Within the body, but from the wa r ‑soul of the German, nothing else would assurehumanity safety and security but that thatwar-soul be forever expunged, and the diseasedcarcass which harbors it be forever removedfrom this world.

There is no longer any alternative:

This war, With its harrowing miseries, itsindescribable German devastations, its unutter‑able German atrocities, isbornof the war-soul ofthose barbarians of Whom Machiavelli, writingover four hundred years ago, observed:

German t own s are at little or no expensein any thing, but in laying up military storesand making good their fortificationson holidays instead of other diversion, theGermans are taught the use of weapons.

History repeats itself.

We can remove a tiger from his naturalenvironment, his lair in the jungle, and withpatience so t a m e him that eventually he willrespond to our caress, feed from our hand andperformat ou r command. Themore acquiescenthe becomes in response to this outwardCOnditiOrl‑ing, the more deceived are we in believing thathis jungle days have been forgotten. This is afatal deception. For inevitably there comes atime when the tiger‐soul Within the tiger driveshim again to the use of fang and claw. In thatinexorable response to that irresistible soul-force,the tiger rever ts once again to jungle lore. Hebecomes, again, a killer.

And so it is with the people of Germany.Theymay respondfor awhile to civilizing forces;they may seemingly adopt the superficial man ‑nerisms and exterior behaviorisrns of civilizedpeoples but all theWhile there remains ever pres‑en t Within them that War‐scul which eventuallydrives them, as it does the tiger, to kill. Andno amo u n t of Conditioning, or reasoning, orcivilizing‐past, present or future‐will ever beable to change this basic nature . For i f noimpress has been made upon this war-soul overa period of some t w o thousand years is it to beexpected that of a sudden, on the morrow, thismiracle Will occur?

This analagous linking of the people ofGermany with savage beast is no vulgar com‑parison. Iflfeel no more personal hatred forthese people than I might feel for a herd ofwild animals or a cluster of poisonous reptiles.One does n 0 t hate those who souls can exude no :spiritual warmth; one pities them. If theGerman people Wish to live by themselves, indarkness, it would be strictly their own affair.But when they make constant attempts to en‑shroud the souls of other people in those fetid

wrappings Which cloak their own, it betzomestime to remove them from the realmof civilizedmankind among which they can have no place,or right to existence.

We need n o t condemn the Germans. Theystand self‐condemned. For it suffices us to readand hear those words written and spoken onlyby Germans; to observe deeds performed solelyby Germans; to endure sufierings and disloca‑tions caused, solely by the German people inpursuit of their megalomaniacal ideals and dae‑monic aspirations to realiZe that it is theGermansthemselves who decree, almost demand, theirostracism from their fellow-man. They havelost the wish to be human beings. They arebut beasts; they m u s t be dealt with assuch.

This is an objective VieWpoint, carefullyconsidered and factually sustained. It is theView taken of them in this book.

Naturally there are men in the World, ou rown count ry included,who think otherwise andwho would deal differently with the Germanmenace. It is the c u s t om of such men to take,

What they te rm, a "sensible” View of the prob‑lems and progress of humanity. These menwould rely upon fate to fashion the future.They Would, in effect, permit the Germans toconquer and enslave the world by explaining,in terms whose degree of Vociferousness is de‑pendent upon the ex ten t of their own personalmotiVe or gain, that German World-dominioncanno t last forever; that at some future dateGermany wouldultimately lose its iron grip uponthe World and then enslaved mankind wouldcome to free itself again. Or, if neither collusionno r surrender seems palatable to their listeners,they would suggest a compromise with theGermans, the so-called "Negotiated Peace.”

These are soulless postulates. They canoriginate only in men Whose hearts and souls arestill held captive by the marine life of theirorigin; human species of spineless jellyfish floun‑dering about in the wa te r s of yesteryear. Theseare men of the pasr forever living in that past.Menwho, being incapable of mastering their ownintellectual andspiritual primitivism,seek to dragothers downwith them to the murky depths andstygian blacknesswhich surround their own piti‑fu l existence.

These are the men, indeed, Who Witnessingthe actual enslavement of such civilized and hu‑mane peoples as the Austrians, Czechs, Poles,French, Dutch, Norwegian and Belgians wouldall too willingly close their eyes and simulatedisbelief in that which is stark and dread reality.These are men who with fatalism astheir creedcome intellectually to beanesthetized by i t ;who,proclaiming fate an ally, have become its mo s tpathetic servants.

Fortunately, such men are n o t ye t in themajority nor will they be unless Germany canharness, employ or bribe enough of them tospread the German netherworld, doctrinesthroughout the earth. But even asaminority thedanger which these “appeasers” represent is nonethe less real and they mus t beharshly dealt with.For by such actions asthey may take under thecloak of "unquestionedpatriotism” it isapparentthat they would no t do so unless, within theirown soul there existed some par t complementaryto the war-soul of the German. Those otherappeasers whose integrity is doubtful and patri‑otism quesrionable ‐‐ those who advocate theprinciples of Germanismhare dowmight traitorsto their count ry. Andwhen, asand i f a govern‑

m e n t can no t or refuses to t rea t them as such,may it nor come in time to depend upon thepeople, whose lives and liberty are at stake, todo iso!

I have no desire that this work be con ‑sidered as a means of encouraging war for thisor any other nation.

As a human being I deplore war; as acivilized member of acivilized nation I hate i t .

I hate W a r n o t alone for the sufferings,misery, tragedy and senseless waste which followsin its path, but even more because I consider itto be the still-unsevered umbilical cord whichbinds the moral and spiritual embryo of man tothe physical womb of the beast-instinct. And Iknow that so long as that cord remains uncu tsocial evolution and human progress m u s t res tforever upon animpermanent and insecure basis.And too , that so long aswar persists there willnever come into being that world peace o u t ofwhich, some day, a world confederation of na‑tions will beborn. For it is such aconfederationwhich is the ultimate aim of the human ra t e .

Peace! Hardly aman,woman or child liveswho has n o t heard the word! Throughout the

ages it has been a subject of more discussion anddebate than any other single problem of man‑kind. In the halls o f gove rnmen t great oratorshave loudly extolled its virtues. The greatprophetsof every religionon earth havepreachedits gospel and catalogued its benefits to worldhumanity. And in all the world we find thatpeace is the one common denominator whichbinds together the people of all nations, of allcolor and races, in common thought and prayer.

Why then, after passing through thousandsof years of such great desire and yearning havewe failed to find peace? Why is it that aftersuch a prolonged period of time n o t one singlepractical and enduring step has been taken t o ‑ward its absolute realization? Certainly no oneman or group of men. shall be born tomorrowwho shall exceed in knowledge and excel inability all those great men who have written,spoken and preached about peace over the longpast. What shall we do then? Throw up ourhands and give up? Shall we have done withpeace by exclaiming that it does n o t exist be‑cause it cannot? That it is an unobtainableabstract?

I do n o t believe that it is any such thing.I sincerely believe that peace on earth can cometo exist asa permanent condition of living. Butbelieving in it as I do, I would n o t expect itto arrive, on'some fine morning, knock on mydoor, and suddenly announce its presence! No,it will never come of itself!

I believe that peace can be produced, no tmerely conceived. But never so long as warpersists.

Then why does war still exist?

Simply because it has not been made im‑possible for it to be waged.

There is only one way to abolish war: im ‑pose a penalty of sue/J dire magnitude andfrightful consequence upon aggressor peoples asto render it virtually impossible for any nationto start a war.

\Var m u s t be fought n o t with weapons ofever-increasingdestructiveness butwith penaltiesinfinitelymore frightful and hazardous than waritself.

This book sincerely believes that it has foundsuch a penalty; and by its imposition upon thepeople of Germany, this book believes that n o tonly would a great scourge be removed from theworld, but a great good born to i t .

Germans are an exeerable people! Theythink and dream of nothing but chieanery.Their great joy consists in fanlt-finding, shriek‑ing and threats. They brandish arms which arelike barbed clubs; from their mouths instead ofordinary human speech, issue the rumbling ofartillery and the clash of steel; their life is oneof perpetualexplosion. TheGerman does not liveon the heights; heavoids light, and from his hitti‑ing place he picks to pieces treaties, exercises hismalign influence on newspaper articles, poresovermaps,measuresangles,and traces withgloat‑ing eagerness the lines of frontiers. To love theirCOnn'try is for them to despise, float and insult

every other country. They are capable of littleelse but hating and lying, even to themselves.They meddle in everyone else’s affairs, pokingtheir nose intomatters that do not concern them,criticising everything, bossing everything, low‑ering and distorting everything. What a pitythat twenty-three centuries after Socrates andPlato, two thousand years after Christ, the voiceof men like theseshouldstill beheardin theworld,worse still that they should be listened to, andworst of all that any one should believe them!Country for them is an isolated organism andthey admit it is possible for them to live andbreathe in an atmosphere of haughty contemptfor their neighbors. They conceive their C o n n ‑

t ry asa permanent element of dissolution like adevouring and insatiable monster, a beast ofprey,whose one function isto plunder. Al l thatit does not possess it has been robbed of. Theuniverse belongs to it by right. Whoever a t ‑tempts to escape from its tyranny is a rebel.This jingo country, this bloodthirsty fetish ofwhich they are the champions, they endow, withthe capricionsness of potentates, when it suitstheir purpose, with every marvelous and charm‑ing attribute. Whoever does not at Once agree

with their extravagances is a barbarian. Youmust love their country in fall armor, withdernish‐like celebrations and howls, eyes shutand body tremblingwith ecstasy; adeaf ear mustbeturned to the rest of the world on its failings.Everything that is not IT must be hated. Hateis sacred. Love and hate are in connection withyour country two terms proceeding from onecondition of mind. For them Industrialprogressis no t a happy sign of national prosperity buta means of domination. Geography is not thescience of the earth, but amere revelation of theboundaries between which are elaborated stra‑tegical schemes of conquest. Every neighbor isof necessity a jealous one, and the enemy whois vigilant is jealous too. The world is populatedby hyenas crouching on the plots of earth fromwhich they ought to be dislodged.

The German has decided that his race hasbeen elected by God to order the modern world.Anyone who resists him will be an arrogantnsnrper, who ought to be crushed. The Germanprofesses to want peace, but it must“ be his ownsort of peace, after the pattern of the Persiansatrap’s who Oat of love for peace and concord,throws everyone to the lions who dares dispute

him. His voice is raucous and resounding,- hedoes not argue but makes sweeping assertions andlays down the law. At the first sign of resistancehe grows crimson in the face, and has resourceto thunder and lightning. He holds forth onthe authority of a sacred categorical imperatinewhich stands in the stead of truth and order;he respects nothing and no one. Should he findhimself confronted by the law, he says that itneeds reforming. Ministers are mere clerks tohe used aspawns in his manoeuvring. He is ex ‑acting and cantankerous; whoever undertakes toshout with him never shouts loud enough. Togive in to him means becoming enlisted as hiscivil agent. He is an agitator and swashbuckler.He dips his pen in gall and he sets in motionwith his antics the marionettes which appeal tothe nation and may come to conquer i t . Thefundamental superiority of the German race, thenecessity of expanding German prestige in allquarters of the globe, of protecting the Germanwherever he may he found, no matter what hemay be, because he hears within him a residinmof the race; that is what the educatOrs of youthcoming down the years in disciplined array likebattalions crossing the manoenver fields, have

never ceased to drum into the popular under‑standing and the flame of victory rising to thesky will he the signal for it to boil over.‘

A vivid portrait of a Nazi? Emphaticallyso, and yet, though thirty years have past sinceit was first written, we can easily discern, in thecharacter of the German of that remote period,every single trait which characterizes the Germanmadmen of today. Yesterday they may havebeen called Pan-Germans; today Nazis; t om o r ‑r o w perhaps the Supergerman. Time canno tchange the infernal breed, Whatever its label.Time merely enlarges the field in which theGerman can, with ever-increasing intensity andthoroughness, practise those monst rous actswhich his fevered, war‐intoxicated brain dic‑tates, and his vile instincts and barbaric, savagesoul prompts.

To most people the fantastic “progress” ofthe Nazi has seemed asmeteoric and unexpectedasan unheralded bolt of lightning suddenly dis‑charged from the heavens. Others hold tena ‑ciously,with dangerous deceptiOn, to the opinionthat the Nazi came into power only asa resultof the German-termed “inequities” of the

Versailles t rea t y, and that the beliefs and aims ofthe Nazi were, and are, merely the result of acon tempo ra r y but transient political and econ‑omic upheaval in Germany. By thus helping to create the impression ofhis transiency of character and purpose, and bypromoting propaganda proclaiming his e V e r ‑

imminent downfall, the Naziknew full well thatthose nations would incorrectly gauge thestrength and deprecate the durability of his pa r t yand, what was and is infinitely more important,would fail to correctly interpret the growth andaims of the Nazi asbeing compatible t o , and n o tat variance with, the German character; a budwhose nourishment is drawn no t from an isolatedbranch but from the very roots of the Germansoul.

As fantastic and aseyclonic asNazi “ac‑complishments” might seem, it is still morefantastic to n o t e as a fact that in the entireannals of history no doctrine ever existed Whichhad all its major beliefs so clearly defined, itsmethods so concisely detailed, and its aims so

The unfortunate neglect displayed by theVarious governments in preparing for the cata ‑clysmic events brought about by the GermanNazis becomes all the more startling and tragicwhen we examine records existing by the thou‑sands and emanating solely from unbiasedGerman sources, some written as far back asfif ty years ago, clearly indicating the precisecourse of procedure to be some day adopted bythe German in his march to world-conquest.These documents are n o t pedantic treatises ex‑pressing theories or extravaganzas dealing infables or fancies. They are substantial, soberoutpourings from the very soul of Germandom.And assuch they define lucidly its structure, andinterpret frankly its yearnings.

Moreover, these records are soexact in theirtheme and comprehensive in their scope that the

In searching through these o r i ginal papers one is struck by the realization thatMein Kampf is nothing more than a clumsily‑Written hodge-podge collection of the writings,opinions and teachings contained in those rec ‑ords and expounded by Germans years beforeAdolf Schickelgruber was born! As we shallsee later, even Hitler’s much-publicized mysticprophecies, and his time-tables of conquests aremerely reprints of those published, too, long be‑fore his time.

If Hitler was able to make suchrapidstridesin resurrecting again the monstrosity that isGermanism, it was only became the Germanpeople, long before his birth, had already becomecompletely instilledwith each and every princi‑ple and precept, with every yearning and desirewhich hehimeslf, later, came merely to expressandadvocate. The poisonouswineof destructionhad long before been distilled; Hitler is merelythe agent decanting the poisonous fluid from itsbottle, which is the German war-soul, into thejug that is world humanity. According to her own writers, teachers andstatesmen Germany has but one great reasonfor existing; that of achieving world-dominion!Since that is its higheSt aim, therefore, Germanyconstantly claims that it has every right to makefree and liberal use of chicanery, deceit, intol‑erance, lust, persecution and oppression, in orderto achieve that goal. Consequently such a per‑verted nation, such a State of human negation,views its vices asbeing the only t r u e virtues inlife, Whereas to the Germans the virtues as theyare known and may be practised by the res t ofthe World are merely vices due to the latter’sdecay and degeneration!3 As though there existsanywhere in the world a nation which can boastof degeneration in the same degree asGermany!

The primary reasonwhich stirs German lustfor world‐dominion was best summarized by aGerman professor who declared that since Ger~manywill never beable to understand the world,

It is just such mass megalomania, crass ego‑ism and intellectual aberrancy which stirred thedemented brain of the German of yesterday tofoment hiswars; which animates the insaneNazitoday in continuing those Wa r s and which will,if the schizophrenic Teutons continue to exiSt,direct the policies and actions of any pa r t y incontrol of Germany in the future. For, toreiterate, the German idea of World‐dominionand enslavement of its peoples is no politicalbelief: it is a fierce and burning gospel of hateand intolerance, of murder and destruction andthe unloosing of a sadistic blood lust. It is, inevery literal sense, a savage and pagan religionwhich incites its worshippers first to a barbaricfrenzy and then p r omp t s them to v e n t theiranimal ferocity in the practise of every horrible,ruthless and unmentionable atrocity upon inno‑' c e n t men, women and children. Such are thet r u e Germanic yirtues! And the World will feeltheir sting so long as they continue to tolerateGermany and her peoples on the earth, for thoseGermanic traits are the same as those which,

emanating from the German soul, animated theGermanic tribes of yore. We have but to ex ‑amine the development of those tribes to per‑ceive just to what ex ten t within the Germansoul, the German ideal of world conquest anddominion really lies.

The German slave-holding tribes were notedfor their unnaturally passionate love of wa r anddestruction. Seeck, a noted German historian,writes with pride that the Germans of ancientdays were notorious for their Villain}r and treach‑ery and “their faithlessness became almost p ro ‑verbial with the Romans,”5 who found that theGermans were adept at breaking apac t or apeacewhenever it best suited them to sodo.

Lamprecht, anorher German historian, re ‑counts that even among themselves the Germansheld no pledge valid!6 Is it so much to bewondered at then that a nation whose peopledistrust one another, would hesitate at doublecrossing any of its fellow nations? \

Germanism‐the theory of amaster race ofGermans destined to enslave a weak world byforce and brutality‐hadbeen anunvoiced doc‑trine of Germanbelief since tribal days until thelatter pa r t o f the last centu ry when i t reachedits maturity by becoming fashioned into a vas tand well‐organized movement . Its astoundingand ambitious program amalgamated all themajor doctrines and beliefs of such Germanteachers, Writers, statesmen and philosophers asKant, Nietzsche, Hegel, von Bernhardi, Rohr‑bach, Treitschke and Spengler. And becausethe doctrine which it preached touched upon the

very roo ts of the German soul, and embracedthe fundamental tenets of the German intellect,the m o v em e n t m e t with immediate and t r em e n ‑dously popular response. In fact its programwas sopopular with the German that within t e nyears after its inception its malignant dogma,was already spread throughout the entire world.

In 1886 aDr. Karl Peters convened a Gen‑eral GermanCongress in Berlin during the courseof which allGerman national assOciations thereinrepresented, were merged into one group, a so‑called German League.13 Its program at firstwas vague and indefinite, and so much strifegrew to exist among the various groups compos‑ing the League, that its dissolution seemed im‑minent until 1891 when Professor Ernst Hasse,adeputy in the Reichstag from Leipzig, becameits president and took its management into hiso w n hands.

The first step of Professor Hasse was tobroadcast awidespread plea for help, appealing, ashe said, “ t o the traditions of the German soul.”His appealm e twithsuchafavorable response thatthe League grew by leaps and bounds until it wasn o t long before it was able to publish and main‑

tain its own newspaper. In 1894 it changed itsname to the Pan‐German Leagues and proceededto lay down an entire program of action relativeto world‐conquest and domination by Germany.This program of action for achieving such agoalwas so replete with details, and its plan of pro‑cedure so comprehensive that it was adopted,almost unchanged, by the Nazis. For its m o t t othe League used the words of the Great Elector:“Remember you are aGerman!”

During the interval in which the Pan‑German Leaguewas organized, aGerman profes‑sor, Heinrich von Treitschke was being hailedthroughout Germany as a new prophet. For' years hehad been spreading the fiery message ofGermanism; it was a rabid admixture of war,hate, anti-Christism and destruction. It was thepreaching of such doctrines which todayr hasearned for Treitschke the great “honor” of be‑ing recognized by’ the Germans as the apostleof their ideology.

Heinrich v o n Treitschke was born in Dres‑den in 1834. After graduating from variousGerman universities and spending some time inaimless drifting, he suddenly became consumed

with the tor tuous idea of a German unityfounded, by the sword. Feeling that the bestmethod, in his day, of spreading such abelief wasthrough teaching, he turned eagerly to that.profession. His continual insistence on spread‑ing Prussianismand its doctrine of the "mailed‑fist rule” finally enabled him to settle in Berlinwhere he became established as a popular his‑torian and publicist.

T'reitschke was awar-monger and a"mightmakes right” advocate of the first rank. Pos‑sessing a natural gift of eloquence he held hisstudents spellbound during his lectures on"conquer at all costs” for, according to his in ‑terpretation of German’s development and his‑t o r y, it had to pursue such a course in orderto spread itself beyond its boundaries. At firsthe set Europe asthe area of Germany’s "Lebens‑raum” but, after the success of the Germanarmy in 1870 heenlarged and expanded uponhisoriginal declarationby stating that theworld wasGermany’s to conquer and dominate; thatthrough foisting war upon theworld the Germannation was destined to become the “super-state”of the universe, and to hold its people in thral‑dom. These teachings soappealed to the German

character that Treitschke, like Hitler, soon cap‑tured the intellectuals aswell as the masses ofhis day. His doctrines were spread throughoutGermany by his many pupils until, eventually,practically every educated German of that dayfell under his influence. Conceivably, he couldn o t have inspired such aprofound belief in suchmons t r ous doctrines unless, in substance, theyembraced aims and ideas already very definitelyexisting asinherent in the German character andinnate in his soul. Many of those beliefs explainmuch of Germany’s present actions.

According to Treitschkei' the individual hasno right of his own, but exists only for the StateWhich has the exclusive right to use him as itWills. There is no other force except the willof the State, and wa r is the only and best wayin which that Will might beemployed, by it . AGermany soconstituted can recognize no earthlypower and "might makes rig/at” only when aGerman wields the sword! There is no suchthing to the German as "sacredness of humanlife” and W a r is sublime to him because in- ithe can "murder without passion.” War is thebest way in Which Germany can enforce its will

upon its neighbors, asWell as being “the onlycure for diseased nations.”

Treitschke then treats with various methodsto beemployed by Germany in order to conquerand dominate the world.

“Germany,” he writes, “must make it aduty to employ traitors in the enemy state forits own interest,” even though, he adds, “everygood German subject is a latent, and when op ‑portunity arises, anactive spy.”

Lying and deceit are encouraged as beinga foundation stone for German policy and asfortreaties and the' likeTreitschke advises that theyare mere scraps of paper and, urges that “theyCan and m u s t be denounCed by Germany When‑ever the promise they hold become unprofitableto her.” In such a case a t r e a t y becomes au t o ‑matically obsolete and “German honor” demandsthat it be broken! There is, he continues, nosuch thing as international lav»r and order, no 'covenants between nations. As for justice, thereis no such thing except at the point of a Germansword.

of the German ego is best summarized in a de‑claration in which hemaintained that Germanycould never have peace with the world becauseto the German mode of thought it "is a foreignworld, which cannot be reformed, but can onlybe overthrown.” Thus the ideal of Germanybecomes allied to the "rule of evil” in a commonGerman effort to anihilate civilization!

The Pan-German League combinedTreitschke’s various doctrines into a program ofaction and issued, among its statutes, four mainprinciples which lay down broadly its chief ob‑jectives.10 They were:

1 . To watch over and suppor t all Germannational movemen t s i n all countries where Ger‑mans have to sustain a struggle in support ofGermanism with the object of embracing anduniting allGermans on the globe.

2. To promote an active German policy ininterests in Europe and across the seas, and espe‑cially to further all Colonial movements forpracticalpurposes.

3. To t rea t and solve all questions bearingupon the bringing up of children and highereducation in the Germanic sense.

4. To quicken patriotic self‐consciousnessof Germans, and to offer opposition to all move‑ments antagonistic to national development.

In further explanationof the above statutesthe League issued amanifesto declaring that “thefate of the Germans in Austria cannot be ama t t e r of indifference to Germany; it canno tbe a matter of indifference whether the Saxonsor Swabians in Hungary are Magyarized, or theGermans in Switzerland or the Flemish inBelgium are Gallicized. Germans must activelysupport all movements in those countries in sup‑p o r t of Germanism. Germanism across the seasmus t be preserved and fostered by every possiblemeans.”12

We already know how well the German hasheeded and obeyed such advice.

By 1900 there were some fifty various asso‑ciations in existence all subservient to the Pan‑German League. Ramified in character butidentical in aim these groups, which ranged frommilitary and naval cliques to sports leagues andbanking institutions, were all fervidly pledgedto preserve and foster Germanism in foreignlands. Politically too , the League gained con‑

siderable prestige. In 1903 no less than forty‑three members of the Reichstaghad already beeninitiatedasmembers.

Branches of the League sprang up in majorcities of the world. Of the t w o in the UnitedStates one was located in New York, the otherin Texas. With the spread of its propaganda, theLeague scattered a large number of secret agentsthroughout the world for the purpose of supply‑ing it with confidential reports relating to thegospel of Germanism. These agents were theforerunners of the present day fifth-columnists;it was their work which started the compilationof the notorious German “scrap‐book” in whichthat government listed all its enemies, and ene‑mies to the idea of aGerman-dominated world.To a nation such asGermany blackmail palesin insignificance to its other crimes. And so,with every passing hour, the members of theGerman League continued with their nefariouswork which, teaching and enforcing the greatcommon German ideal of world‐enslavement,quickly became an integral p a r t of the averageGerman’s life and dreams. By 1905, the tenetsof the Pangerman were already known to all.The initial work had been done. The vicious

virus of Germanism had been injecred into thelife stream of the public, and the Germansawaited the epidemicwhich they felt m u s t sooneror later infest the world.

As a m a t t e r of fact, the work and program ]aswell as the propaganda which they spread hadreached such a pitch that as far back as 1895various German writers were already busy pro ‑phesying how and when the ideologic goal ofGerman world-dominion would be attained!These prophets were by no means few in numaher; there exists a large number of serious worksby German authors in which the destiny of theircount ry is elaborately worked o u t in ful l detailand the deification of Germanism asaworld reli‑gion depicted.

From one such prophecy, written in 1900,we learn that “things about the year 1950 havebegun to cause great uneasiness. All Germanshave been united, Holland enters the Germanunion; in Belgium the Flemings grow in powerand because the French element causes increas‑ing trouble, Germany is obliged to intervene. IfFrance objects to a total absorption (of Belgiumby Germany) then the French Walloon terri‑

t o r y falls to France the Flemish portion to Ger‑many. Maybe the French fight, in which caseall Belgiumwill be annexed and incorporated inthe German World Empire.” The author thengoes on to discuss, rather vaguely, the case ofFrance,SwitZerland,and theBalkans,afterwhichhe cautions the Germans “by all means avoid awar with Russia, if possible.” He completes theprophecy by stating that “ i n the year 1950GreatWorld Germany will possess apopulation of t w ohundred millions. Everybody is bappy becauseall the Germans are now unitedand are ruling theworld.”’“

This prophecydid no t ,by any means,appearfantastic to the German of that day. Actuallyit was considered as altogether too conservativebecause more radical leaders had.set the establish‑m e n t of the “German World” at a much earlierdate than 1950. Writing in 1895 one ambitiousGerman predicted that Der Tag would arrivesometime in 1915. Here is a summary of hisaugury:

“Around about 1915 the whole world startstrembling. Two great States take action in self‑defense, America andRussia. America proclaims

aloud the doctrine of. ‘Pan‐America.’ Russiaconcludes customs treaties with Turkey, PersiaandChina. Great Britain, Pan-America and thePan-Slavonic Russian Colossus threaten to over‑whelm the sixteen states of Europe. At thisjuncture Germany intervenes and rising to theoccasion, sets to work to prepare army and navyfor the coming struggle.” Then follows a de‑scription of the war and a few miSCellaneousvagaries after which the writer continues:

“The Junkers roll in money. MeanwhilePan-America has become a source of great u n ‑easiness to Germany for Germanism is threatenedin South America. The UnitedStates, decliningto give way, the German, Italian and Frenchnavies mobilize and set sail for America. TheAmerican navy is destroyed. On land the Ger‑man troops made short work of the Americanmercenaries. Under the brilliant leadership ofthe German Leader, the Germans were every‑where victorious. On sea the German ships,guns and men showed their great superiorityover the English who were regularly defeated.German discipline, courage and skill made theGerman navy invincible. The British navy was

destroyed. Invaded, the English offered but ahalf‐heartedresistance. The German and Italiansoldiers seized London. England and Americawere defeated. Peace was concluded.”15

Concerning the te rms of such a peace, thewriter declared that, “Germany took Mexico,Guatemala, British Honduras, all Brazil south ofthe Amazon, Uruguay, Paraguay, Bolivia, Peruand northern Chile. France took Brazil northof the Amazon, British Guiana, Venezuela, Co‑lombia and Ecuador. Italy took what was leftof SouthAmerica, includingthe Argentine. The ,West Indies were divided between Germany andFrance. Gibraltar was restored to Spain, Maltagiven to Italy, Cyprus to Turkey. The Englishhad to pay an enormous war indemnity. Therewas great discontent in England because theentire British navy was held by the Germansas a guarantee of payment . A l l England’s SuezCanal shares were confiscated and distributedamong the victorious powers. The Kimberleydiamond mines were seized by Germany and allEnglish and American capital invested in Braziland South America was transferred to Germanhands. The Cable lines were taken by Germany

and all English and American colonists wereordered to leave South America Within a year,never to be permitted to settle in any coun t r yon that continent again.”

Thus EnglandandAmerica are humbled andthe rule of the German Mailed-Fist secured!Maps, circulated soon after this prophecy wasmade public, illustrate the division of SouthAmerica; the northern half and Central Americabeing portrayed thereon as'German colonies.

Still another writer, predicting aW a r some‑what similar to the one mentioned above finisheshis prophecy by stating that “after completelyhumbling England, the time had arrived forGermany to settle with the United States, butupon German mobilization UnitedStates yieldedto all her demands without striking a blow?”

Though many of these “prophecies” varyin detail the reader is aware of the one outstand‑ing fact which pervades them all; that thedeificationof Germanisrn canno t beaccomplishedwithout the fall and humiliationof bothEnglandand the United States. This Was declared to bea fact by Dr. Paul Samassa, a German professorwho, in 1902, stated that Germany m u s t be

In 1904 one observer, taking serious no te ofall such German prophecies and desires wro te anenvisioned analysis in which he forewarned that“the doctrine of Germanism may quite wellbecome anational ideal and kindle avery danger‑ous spirit. For Anglo-Saxondom the lesson itteaches is obvious. Readiness is all. Let Englandand the United States be prepared at all timessuccessfully to meet the Teutmzie onmsb if everit should come.”"

pressed itself against the United, States manytimes. The first of these crises occurred at thetime of the Spanish‐American war when Ger‑many tried to raiseacoalitionof nations to opposeou r stand. Next it was Germany’s plan to effecta European Customs Union against the UnitedStates, a step which was immediately followedby attempts first to annex Samoa and then tobreak the force of the Monroe Doctrine bytesting it in Venezuela. Al l these attempts failedprincipally because of England’s refusal to a c tin collusion with Germany against an indepen‑dent United States, as well asEngland’s firmaCCeptance and advocacy of theMonroeDoctrineasa major and pe rmanen t policy o f our coun t r y.

Chagrined at her failures to impress her willupon the United States Germany decided to t r ynew tactics. She adopted a policy of “takingit easy”; a policy which she hated because itwas one antagonistic to her natural ideals ofarrogance, brute force and aggression, and con‑t r a r y to thespirit of her war-soul. Such inherenthatred of Germany to adhere to a sane courseof international procedure which takes intoaccoun t human rights and decencies, was well

summarized by one of her mos t able and popularpolitical writers, D r . Paul Rohrbach Who ex ‑claimed:

"Does any one think that Germany likessaying nice things to the United States, or thatthey are the outpourings of a loving heart? Sheonly says them because Garmany must eradicatethe suspicions with which Americans regard herpolicy?”

Because of their common language and theirhumanistic philosophies the German regardedboth England and the United States asdire ene‑mies of his Super‐state and, therefore, his mainfunction asa trouble-maker in the latter count ryexpressed itself in attempts to drive a wedgebetween it and England. Part of his hatred forEngland was directed toward it for its “not feel‑ing ashamed” to openly recognize the MonroeDoctrine. Again and again reference to theDoctrine creeps up in connection With the originand development of Germanisrn in the UnitedStates.

In 1903 Johannes Volert declared that “theMonroe Doctrine is indefensible. It is a direct

impertinence, and all the more so as Americaislacking the means to enforce its application.”'”

This perpetual opposition of Germany tothe Monroe DoCtrine as well as its centinualdefiance of it was best delineated in an articleprinted at the beginning of this cen t u r y by theJournal of Commerce in answer to the Germanclaim that the Monroe Doctrine was "an emp t ypretension.” The p u r p o r t of that message issofraught with vigor and truth, its every wordsofresh and alive and Currently apropos, that itdeserves quotation here in full.

"The last German professor (Mommsen) tofall foul of the Monroe DOCtrine seems to showthe usual Teutonic incapacity to understandwhat it means. He assumes that this ‘emptypretensionv’ on the p a r t of the United States is tocontrol the destiny of the South Americannations, and to keep Europeans o u t of them. HeCanno t see that the United States seeks no pre‑dominance, but only objects to European pre‑dominance. The German mind fails to see thatour policy is to leave South American countriesindependent, to develop on their own lines; andall we ask of Europe is that it shall leave them

independent, and n o t undertake to appropriatetheir territory or suppress their sovereignty. TheUnitedStates wishes South America to doits o W n

controlling.”Failing constantly in their attempts to drive

awedge between the t w o English-speaking coun‑tries Germans were instructed by their head‑quarters to t r y to create a force of their o w nwith which to combat Americans. In reviewingthis angle of attack, Professor Hasse stated thatthe only way in which hecould envision a futurefor Germanism in the United States was for theGermans to "so organize and educate theGermanelement in that country that political power willfinally fall into its lap.” And in order to do so,the professor advises that “Germans m u s t aban‑don all attempts to take sides on democratic andrepublican mat ters , and form themselves into anational political party.” Another professor,Muensterberg, agreed with Hasse by adding thatthe Germans should build a State within a State,in the United States. Still another Germanwriter added that the best way for the Germansto form a political p a r t y of their own was toinfect the American, especially those of Irish ex ‑traction, With the German Virus of Anglo‑

phobia. The recommendationwas also made thatthe Germans appoint a confidential agent inWashington who might keep in touch with the(American) government and influence i t ! ”

All these wild notions of Germanism pro ‑duced a great deal of agitation in this coun t rybut the German was n o t able to maintain thatany real progress had been made by his move‑m e n t in the United States. It is only since therise of present Germany and its “exported agi‑tators” aswell ashired spies and bribed sycho‑phants that the nightmare of Germanisrn hasbeen forced through coercion and ter ror downthe throats of a slight handful of Americansof German descent.

2. SOUTH AMERICA

German designs in South America, particu‑larly towards Brazil, aswell asthe underhandedmethods they employed in trying to further herinterests there have never been kept entirelysecret . Long before the advent of the presentGerman governmen t , Germans had alwayscovetously regarded Scuth America as a landwhich someday would belong to them. That to

pursue such a course might bring them face toface with the power of the United States wasan eventuality they foresaw and for which theyprepared. They felt no uncertainty asto theirultimate success against the United States; inscores of books prominent German authors havetime and againmade the forecast that the UnitedStateswould, through fear, yield to the GermansWithout striking a blow or else, WOuld capitulatein a short war. In any e v e n t the Germans wereinstructed to be prepared, for that day, for thatday m u s t come for theGerman.

Such warnings, persistently expressed byGerman writers, teachers, and statesmen werefully clarified in the sta tement o f ProfessorSchulze-Gaevernitz to the effect that “The moreGermany is condemned to an attitude of passiveresistance towards the United States, the moreemphatically m u s t she defend her interests inCentral and Scuth America. For this purposewe need a fleet capable n o t only of coping withthe miserable forces of the Scuth Americanstates, but powerful enough to cause Americansto think twice before making any attempt toapply theMonroeDoctrine in South America.”21

German colonists to South America wereencouraged to preserve their nationality, theirlanguage, their German ways of life, and theirinterest in their “mother country.” Thus therecame to exist, especially in Brazil, states withinstates. The methods the Germans used in Brazilwere those applied in strict accordance with theprinciples expounded by Dr. Kapfi in- his bro‑chure on the “German Schools.” In that workis found the cautionary advice that “Germansin South Brazil had better become Braziliancitizens asthat is the quickest and surest way toobtain political power.” Dr. Kapif also fore‑warns his count rymen that "the danger of Ger‑manism in South America comes from NorthAmerica, and it is n o t only a question of com ‑mercial interest. Is Germany to stand idly byif America sets about the task of Americanizingthat continent? Germany cannO t ; she mus tproclaim, urbi et orbi, that she is determined tomaintain her rights in South America. AndBrazil holds o u t the m o s t buoyant hope for theGerman and the spread of Germanisrn.”

D r . Kapff’s declarations were amplified byProfessor Gustav Schmoller Who emphatically

asserted that "a t all costs aGerman count ry m u s tgrow up in the twentieth cent ry in Brazil,”22for in South America GermansWill found anewGermany, "which shall prove a blessing to theold, coun t ry, and stand asa model to the wholeworld!”23

Dr.PaulRohrbach’sexplanationof Germanintentions in Brazil were even more arrogantlyexpressed. He stated that “although the UnitedStates may possibly prevent the acquirement ofSouth American territory by Germany it c a n n o tprevent the creationof astate Within astate, andthat When theGermanshave finally accomplishedthat deed, they would rule the roos t in Braziland rule over the inferior peoples of thatcountry.”

“But,” headded, “propaganda mu s t bemadein Germany to popularize the idea, and everygood German m u s t assist in the work because apromising future for Germany lies in her SouthAmerican colonies, and to attain those endsGermans mu s t work quietly, jointly and firmly‐underground.” Professor Wolf, coincidingwith that view expressed his opinion that “SouthAmerica for the German, is the land of the

future, for that land holds greater promise fortheGermans thanEuropeorAfrica.”

Hence we find that hand in hand with hermarch toward world-daminion Germany has al‑ways deemed it her mission to establish, by forceor by trickery, great South American colonies.As she does today, Germany has always laughedat any actual resistance from the United States,consistently declaring our coun t r y to benothingmore than, to use the words of a German, “aheterogeneous melange of crass egoistic Jingoistshaving no pure racial blood to build upon” andtherefore a land and a people to be easily van‑quished, at any time, by the great German super‑men.

Germany tried often to suit her words withaction. Prince Solms-Braunfels made a realeffort to found aGerman colony in Texas asanAmerican outpost of Germanism and, thoughhe failed, the idea which prompted his actionalways persisted in the Germanmind as a possi‑bility fraught with great promise of eventualfulfillment.

The Pan-German League heeded the adviceof its leaders to labor in partial silence in South

America and sokept unusual secrecy about theirwork on that continent. Little by little theysought to honeycomb those parts of SouthAmerica which seemed favorable to Germanismby establishing branch leagues and to reticulatethose regions with confidential agentswho carriedon their work disguised astravelers, teachers ordiplomatic agents. From time to time they re ‑ported their progress to the Central Associationin Germany. The startling disclosure was onlyrecently made that the German consulates too,had given their aid, serving as hypodermicsthrough which the malignant bacilli of Ger‑manisrn was being syringed into the blood s t reamof theSouthAmerican peoples.

In his work on Chile, D r . Unfold advisedGerman settlers in South America "to send theirchildren to Germany to beeducated in afittingGermanSpirit” and that then they should besen tback to propagate and disseminate the animus ofthe German war-soul. "The time will assuredlycome,” he encouraged, "when Germany, duringthe confusion caused by some international 0 0 n ‑flagration, will have the opportunity to acquirecolonial territory in SouthAmerica.”11

Records and facts, whose truths are everyminute being sustained by cu r r en t events, makeit obvious that Germanpolicies in SouthAmerica,her aims and methods too, have all been, for along time, clearly, persistently and publicly pro‑nounced by her leaders. To the Germanhis Msin South America are merely some additional"must items” on a long list of German-planneddepredations against humanity and civilization.

Here, quoted ad verbatim, are the wordsof one observer of German ambitions in SouthAmerica who, writing his analysis almost twosecre years ago, declared:

“Whether Germany’s aim in South Americais obtainable without friction is somethingwhich the future alone can decide. The futureof South America m u s t depend largely upon theMonroe Docn'ine and the navy which is behindit. There will come a time, n o t so remOte i nthe future, when the economic penetration ofBrazil and other South American states by theGermans may lead to political supremacy which,if questioned, must be abandoned or cantendedfor. Conceivably, the issue may be a fightingone. Though Germans rave against the Monroe

Doctrine as an empty pretension, that dOCtrinenevertheless is destined to bar Germany’s way.Already there are unmistakable signs that Ameri‑Cans have become cognizant of such Germanaims and ambitions in South America. On thecreation of a great American fleet, as on thesolidarity of England and the United States, thefate of South America depends. If America isto cry ‘Hands ofi!’ they mu s t have the powerto support the words.”"

3. EUROPEAustria:

True Germanism, being as it is a purelyprimitive paganism with some modern "refine‑ments” finds that it can express itself best bycommitting truly barbaric and. bestial acts ofviolence against innocent civiliZed peoples. Thus,if Germanism were ever to prevail upon thisearth, we can be sure that every step would betaken‐though few indeed are these steps whichthe Germans have n o t already taken!‐‐to r e ‑awakeneverydormant animal instinct and vicioustrait in man.

Thus it has been achief aim of the Germanto eradicate each andevery one of the three prin‑

cipal religions from the earth. However, theGerman was practical enough to realize that hecould n o t successfully combat all these religionsat one timewith any hope of emerging supreme.But since their extinction was absolutely neces‑sary to the propagation of the German dogmaof hate and destruction, the Germans conceivedtheir now infamous and oft-tried trick of pit‑ting first the believers in one religion againstthose of another until, at a single coup, theycould deliver the final knock-out blow againstthe single remainingadversary. It Was in Austriathat they first tested the efficiency of theirscheme, a test which, at that time, actually con‑stituted organiZed high treason against thatc oun t r y.

Germanism had its birth in Austria as anorganized movement founded and, headed by anAuStrian- statesman, one Schoenerer, in 1878. Itsactivity was rather limited in scope until 1898when Schoenerer joined with Hasse; from thattime on the Pan-German League in Berlin be‑came the head of the movement in Austria, andit proceeded at once to establish permanent basesof operation in that coun t ry.

First a plan of attack was decided upon.Hasse and Schoenerer agreed, that if Germanywas ever to rule over Austria the latter coun t r ym u s t first beforced to break withRome (RomanCatholicism). In order to achieve this objectivethe leaders decided upon a roundabout course ofaction. Theyr therefore first created an arti‑ficially stimulated pseudo-religious revivalistmovemen t having anti-semitism as its primaryrand immediate purpose.

The German Hasse found, some renegade,SO-Called Catholics (though such men We r e nomore Catholics in spirit than those men of anyreligion who, hidingbehind a pulpit of achurch,rail against God and preach hatred and intoler‑ance) members of the leading Catholic Party,who agreed to a c t as leaders of such a move‑men t . It was n o t longthereafter that afrightfulwave of anti-semitic perseCution began to sweepover Austria, continuing unabated in intensity,untilSchoenerer andHasse felt that asufficientlyhigh degree of agitation and terrorism had beenreached. Thereupon theyr turned their effortsagainst the Catholic Party and in turn, started arabid anti-Catholic, “free-from-Rome” move‑m e n t of their own, Schoenerer declaring that

“the chains which tie us to a Church hostile toGermanismm u s t bebroken!” The "NoPopery”and anti‐Catholic agitation was stimulated byHasse and Schoenerer through their introductioninto Austria of numerous pseudo-evangelical,free‐booter German clergymen who were liber‑ally paid, with money and liquor, to rail againstthe Catholics.

Though the complete success of this planwas n o t achieved, it did have a salutary effect;that of establishing and proving the audacityand ruthless aggressiveness of the German.

Czech‐Slovakia:Notwithstanding the fierce resistance which

m e t them and their ideas in Bohemia” the Ger‑mans were able to organize various ancillaryassociations of their League, aswell as to main‑tain their own press in- that coun t r y, They werefurther aided in their work by the importationof German clergymen, agitators and school‑masters all of whom played leading roles in thestruggle to spread Germanism throughout thatbrave land of free thought.

The vile work of the Germans was n o t easy;they were m e t with a bold and determined

resistance. The Czechs fought the dementedGermans with that fierce and patriotic intensitycharacteristic of their old hero, Hus, whosefamous mo t t o , "NothingGerman!” became theirrallying call and slogan. In fact sostrong Wasthe ( i n c h resistance to Germanism that by 1900leading Germans were ready to declare that thefate of their movement lay in Bohemia, and de‑pended on the outcome of their struggle in thatcoun t r y.

Besides attempting to spread their doctrines,the Germans did everything possible to inter‑ferewith the establishment of the Czech languagein Bohemia.

It is to the redounding credit of Czecho‑Slovakia, that even before it hadbecomeanatiOnit had already fought alone against Germandominion; left to its own devices, it would neverhave suffered surrender.

Hollend:‘A decade before the last world war it was

noted asa fact that the one State which Ger‑many dreaded was Russia; the t W o States whichshe would. have liked to see at odds with each

other were Britain and the United States, andthe one State she would really have liked toabsorb was Holland, a free and democraticc o u n t r y which hated Germanism and all its na r ‑r o w spiritual and political principles. Never‑theless, the German pursued his work in thatcoun t r y with that fanatic stubborness so im‑bedded in his character,

In 1898 a General Dutch League wasformed in Holland primarily for the purposeof spreading theDutchlanguage in South Africa.Not meeting success they appealed to the Pan‑German League for aid and found themselves,shortly thereafter, to be entirely supported bythat German organization. With their aptitudefor “protecting” and "adopting” countries, themembers of the League early regarded, Hollandasan essential and integral pa r t of Germany anddeclared that if they were n o t able to secureHolland by "peaceful persuasion,” they m u s t dosoby force.

In 1901 a Germanwriter stated that in caseof wa r “Germany could n o t be expected toregard the Dutch ports asneutral and refrainfrom making use of them.”25 Writ ing in, the

Deutsche Zeitschrift in 1901, Kurt von Strautzdeclared that “ I t is impossible that outposts ofGermanism like the Netherlands, Belgium,Switzerland, and Austria remain permanentlyoutside the boundaries of Germany.”

At the same time another German assertedthat Germany would do well to secure posses‑sion of the Dutch colonies so as to acquire navalbases and additional oversea trade routes, whileanother suggested that the Dutch colonies We r ethreatened by England, the United States andJapan, and therefore mu s t be “proteCted” byGermany!

Though the League did manage to succeedin stirring up a great deal of mischief and agita‑tion in HollandGermanismwas unable to achieveany marked success in that land so noted forits great intellectual freedom, a freedom whichdid n o t exist even among the highest class ofGermans who, at the time, were labeling theDutch, "Low Germans.”26

The Dutchwished to remain Dutch. Theyfelt too strong and independent in their ownfreedom to need or desire the gangster-like p ro ‑tection of the brutish, uncivilized German.

Belgium:Belgium has never been considered as any‑

thing but anegligible factor in German plans forworld-dominion. The German felt that becauseof its size Belgium could easily, and at any time,be forced to bow to the German will. How ‑ever, he did n o t neglecr Belgium entirely and,as a ma t t e r of fact, he even adopted somewhatdifferent tactics from those which he employedin other lands.

Instead of trying his u tm o s t to sponsor theuse of the German language in. Belgium, theGerman believed that his success in that coun ‑t r y would depend u p o n his ability to p0pularizeFlemish language in contradistinction to French.By thus creating a sense of Flemish nationalityin Belgium the German hoped to p re ven t thespread of French influence and sodrive awedgebetween France and Belgium.

However, the German was regarded withgrea t suspicion by the Belgian populace andtherefore hewas forced to carry on m o s t of hiswork through underground channels. He failedto make much headway. But this failure didn o t dim his hopes for future realization. In

fact hewas socertain that the seeds being plantedwould some day result in fruition that, back in1901 he had already, with habitual high-and‑mightv German arrogance, renamed BelgiumGerman "West Mark.”Denmark:

As with Belgium, the German felt his taskin Denmark to be such an easy one that he didn o t even bother to use any “finesse” in his a t ‑tempts to sa tu ra te the Danish people with hisGermanism, and so, instead of trying to at leastrender the idea “palatable” to the Danes, heaimed at ramming it down their throats.

Nothing came of such attempts. TheDanes might be invaded by German arms; theywould never fall victim to What the Germancalls "Ideals.” For the Danes are an indepen‑dent, civilized people with no inclination to bedragged back a thousand years to saVagebarbarism.

Switzerland:The work of the German League in Swim‑

erlandwas impededby its own tactless and stupidblunders. The propagators of Germanism, past

and present, have always failed in estimating thelOCal or national patriotism of any peoples bycompletely undervaluing it .

When, therefore, the German early andloudly proclaimed that Switzerland, was merelyan annex of Germany; that it had no cultureand could maintain no freedom of its own, hewas m e t with the intensest antagonism on thep a r t of the majority of Swiss.

The Swiss have always burned with thedesire to remain forever free, neutral and inde‑pendent and everywhere the German Was m e twith the firm declaration that “We Swiss are noGermans!”

Andwhat more Vivid testimony to that factcan be offered than the moral to be gleanedfrom the story of William Tell, an admittedGerman Classic written by a German author!

Scandinavia:Of all countries in continental Europe, the

German has aIWays been the least liked in Nor‑way and Sweden, and though from time to timepro-German voices were raised, the GermanLeague enjoyed little success there.

This modernmethod, known to science asEugenie Steriliza‑tion, is at once practical, humane and thorough.Sterilization has become a byword of science, asthe best means of ridding the human race of itsmisfits: the degenerate, the insane, the hereditarycriminal.

Sterilization is n o t to be confused withcastration. It is a safe and simple operation,quite harmless and painless, neither mutilatingno r unsexing the patient. Its effects are mos toften less distressing than vaccination and nomore serious than a tooth extraction. Too, theoperation is extremely rapid requiring no morethan t e n minutes to complete. The patient mayresume his work immediately afterwards. Evenin the case of the female the operation, thoughtaking longer to perform, is assafe and simple.

When onerealizes that such health measures asvaccinationand serum t r ea tmen t s are considered as directbenefits to the community, certainly sterilizationof the German people c a n n o t but be considereda great health measure promoted by humanityto immunize itself forever against the virus ofGermanism.

The population of Germany, excludingconquered and annexed territories, is about70,000,000, almost equally divided betweenmaleand female. To achieve the purpose of Germanextinction it would be necessary to only sterilizesome 48,000,000‐a figure Which excludes, be‑cause of their limited power to procreate, malesover 60 years of age, and females over 45.

Concerning“ the males subject to sterilizationthe army groups, asorganized units, would bethe easiest and quickest to deal with. Taking20,000 surgeons asan arbitrary number and onthe assumption that each will perform a min‑imum of 25 operations daily, it would take nomore than one month, at the maximum, tocomplete their sterilization. Reviewing the foregoing case of steriliZa‑tion we find that several factors resulting fromit firmly establish its advocacy.

As a mat te r offact it is n o t inconceivable that after Germany’sdefeat, the long-suffering peoples of Europemaydemand a far less humane revenge than that ofmere sterilization.
