Promotion Process No. 01 for Promotion from MMG Scale-II to MMG Scale-III through Normal
Channel (Interview) and Fast Track Channel (Written Test), OJM Scale-I to MMG Scale-II & from
Office Assistant (Multipurpose) to OJM Scale-I through Normal Channel and Fast Track Channel
(Written Test) for the posts as on 31.03.2014.
Staff members are aware that promotions in the Bank are governed by Regional Rural Bank
(Appointment and Promotion of Officers and Other Employees) Rules, 2010 and other amendments
made from time to time.
Applications are invited from Officers in OJM Scale-I, MMG Scale-II and Office Assistants
(Multipurpose) who fulfill the eligibility criteria, for promotion to MMG Scale-II, MMG Scale-III & OJM
Scale-I, respectively.
Salient features of the Rules and Eligibility Criteria, etc. in seriatim are given here under:
1. Officer Middle Management (Scale III):
(i) Mode of
Promotion
50% of the vacancies for promotion shall be filled under Normal Channel
while 50% under Fast Track Channel as per eligibility and selection process
given as follows.
(ii) Eligibility Promotion shall be made from amongst the officers holding, on full time
and regular basis, the post of Officer Middle Management (Scale II)
HRD Department Circular No. 17/2014
Normal Channel
Must have seven years experience as an Officer Middle Management
(Scale II). The minimum eligibility in terms of the number of years of
service for promotion shall be reckoned as on the 1st day of April, 2014.
Relaxation in eligibility criteria of one-year service will be given to such of
the candidates who have passed Junior Associate of the Indian Institute
of Bankers (JAIIB) of Indian Institute of Banking and Finance and one
more year in case of such candidates who have passed Certified Associate
of the Indian Institute of Bankers (CAIIB) of Indian Institute of Bank &
Finance as on 01.04.2014. However, such relaxation will be available only
once during the entire service period.
Provided that no officer shall be considered for promotion unless he has
been confirmed in the feeder grade post.
Zone of consideration:-
Three times of the number of vacancies including repeaters.
Explanation:-
(1) Vacancies under Normal Channel shall be filled after filling the vacancies under Fast Track Channel.
(2) The Officers who are eligible under Normal Channel shall also be considered under Fast Track Channel. Eligible candidates need not submit separate form for each channel.
(3) There shall be a written Examination for Fast Track Channel.
Fast Track Channel:-
Must have five years experience as an Officer Middle Management (Scale
II). The minimum eligibility in terms of the number of years of service for
promotion shall be reckoned as on 1st April, 2014. Relaxation in eligibility
criteria of one-year service will be given to such of the candidates who
have passed Junior Associate of the Indian Institute of Bankers (JAIIB) of
Indian Institute of Banking and Finance and one more year in case of such
candidates who have passed Certified Associate of the Indian Institute of
Bankers (CAIIB) of Indian Institute of Bank & Finance as on 01.04.2014.
However, such relaxation will be available only once during the entire
service period.
Provided that no officer shall be considered for promotion unless he has

(iii) Selection
Process
Normal Channel:-
The selection shall be on the basis of performance in the interview and
performance appraisal reports for the preceding six years as per the
division of marks given below:
Interview 40 Marks
Performance Appraisal Reports 60 Marks
Total 100Marks
The minimum qualifying marks in the interview shall be 50%.
Performance Appraisal Reports for the preceding six years i.e. for the
years ended 31.03.2009 to 31.03.2014 shall be considered for the purpose
of awarding marks for promotion. The minimum qualifying marks in the
Performance Appraisal Reports shall also be 50%.
Fast Track Channel:-
The selection shall be on the basis of Performance in the written test,
interview and Performance Appraisal Reports for preceding six years as
per the division of marks given below:
Written Test 50 Marks
Interview 20 Marks
Performance Appraisal Reports 30 Marks
Total 100 Marks
50 marks allotted to written test shall be further divided as under:-
Part “A” 25 Marks
Part “B” 25 Marks
The candidates shall be required to appear for a written test comprising
two parts namely:-
Part (A) covering Banking Law and Practice of Banking; and
Part (B) covering Credit Policy, Credit Management including Priority
Sector, Economics and Management.
(iv) Preparation of
Merit List
Normal Channel:-
There shall be minimum qualifying marks of 50% in aggregate of Interview
and Performance Appraisal Reports.
Selection of successful candidates for promotion shall be made by going
down in Seniority Order starting from the top and selecting those found
to score the said minimum qualifying marks of 50% in the aggregate up to
a number equal to the number of vacancies notified for this channel.
Fast Track Channel:-
The selection of candidates shall be made by the Committee in order of
merit on the basis of written test, interview and Performance Appraisal
Reports.
There shall be a minimum cut off marks of 60% in aggregate in the written
test, interview and Performance Appraisal Reports. Selection will be
based on the aggregate marks secured in the written test, interview and
Performance Appraisal Reports by placing the candidates in descending
order of merit to the extent of number of vacancies.
The vacancies under this channel, which remain unfilled for want of non-
selection of adequate number of candidates shall lapse and shall be filled
up by way of normal channel.
(d) Inter-se-
Seniority
The Inter-se-Seniority of all the empanelled Officers selected through
normal channel or fast track channel in their feeder posts shall remain
unchanged.
2. Officer Middle Management (Scale II):
(i) Mode of
Promotion
50% of the vacancies for promotion shall be filled under Normal Channel
while 50% under Fast Track Channel as per eligibility and selection process
given as follows.
(ii) Eligibility Promotion shall be made from amongst the Officers holding the post of
Officer Junior Management (Scale I), full time on regular basis.
Normal Channel
Must have eight years experience as Officer Junior Management (Scale I)
on full time and regular basis. The minimum eligibility in terms of the
number of years of service for promotion shall be reckoned as on the 1st
day of April, 2014. Relaxation in eligibility criteria of one year service will
be given to such of the candidates who have passed Junior Associate of
the Indian Institute of Bankers (JAIIB) of Indian Institute of Banking and
Finance and one more year in case of such candidates who have passed
Certified Associate of the Indian Institute of Bankers (CAIIB) of Indian
Institute of Bank & Finance as on 01.04.2014. However, such relaxation
will be available only once during the entire service period.

time and regular basis, the post of Office Assistant (Multipurpose).
Normal Channel
Must have ten years experience as an Office Assistant (Multipurpose) on
full time and regular basis. The minimum eligibility in terms of the number
of years of service for promotion shall be reckoned as on the 1st day of
April, 2014. Relaxation in eligibility criteria of one-year service will be given
to such of the candidates who have passed Junior Associate of the Indian
Institute of Bankers (JAIIB) of Indian Institute of Banking and Finance and
one more year in case of such candidates who have passed Certified
Associate of the Indian Institute of Bankers (CAIIB) of Indian Institute of
Bank & Finance as on 01.04.2014. However, such relaxation will be
available only once during the entire service period.
Provided that no employee shall be considered for promotion unless he
has been confirmed in the feeder grade post.

Relaxation in eligibility criteria of one-year service will be given to such of
the candidates who have passed Junior Associate of the Indian Institute
of Bankers (JAIIB) of Indian Institute of Banking and Finance and one
more year in case of such candidates who have passed Certified Associate
of the Indian Institute of Bankers (CAIIB) of Indian Institute of Bank &
Finance as on 01.04.2014. However, such relaxation will be available only
once during the entire service period.
Provided that no employee shall be considered for promotion unless he
has been confirmed in the feeder grade post.
Zone of consideration:-
All eligible employees.
(iii) Selection
Process
The selection shall be on the basis of performance in the written test,
interview and last five years performance appraisal reports i.e. for the
years ended 31.03.2010 to 31.03.2014 as per the division of marks given
below:
Written Test 50 Marks
Interview 20 Marks
Performance Appraisal Reports 30 Marks

The candidates shall be required to appear in a written test comprising
test in General English or Hindi and General Banking Knowledge. 50
marks allotted to written test shall be further divided as under:
(i) General English or Hindi 20 Marks
(ii) General Banking Knowledge 30 Marks
Total 50 Marks
(iv) Preparation of
Merit List
Normal Channel:-
There shall be minimum qualifying marks of 50% in aggregate of written
test, interview and Performance Appraisal Reports.
Selection of successful candidates for promotion shall be made by going

Note:-
1. The incumbents eligible for promotion on or before the publication of the notification in the
official Gazette dated 13.07.2010 shall continue to be considered for promotion.
2. The service of the incumbents, who are holding the post eligible for promotion before
publication of the notification dated 13.07.2010, shall continue to be counted for the purpose of
promotion.
General Instructions:
1. Reservation:
Provision of Reservation Policy for Scheduled Castes, Scheduled Tribes and other Special
category of persons as per the guidelines of Department of Personnel and Training, issued from
time to time, to the extent relevant in the context of the Regional Rural Banks, shall apply while
following these Rules.
2. Sealed Cover Procedure:
Officers who are otherwise eligible for promotion but are either under suspension; or in respect
of whom a charge sheet has been issued and the disciplinary proceedings are pending; or in
respect of whom prosecution for criminal charge is pending; will be eligible for participating in
the selection process but the result shall be kept in sealed cover as per the procedure applicable
in the Sponsor Bank.
3. Consequences of absence in Interview/refusal to accept promotion:
(i) An Officer/Employee, who refuses promotion for higher grade will be eligible for reconsideration for promotion after a gap of two years. These two years shall be reckoned from the date of approval of the promotion by the Competent Authority.
(ii) An Officer/Employee, who seeks reversion after accepting promotion, will be eligible for consideration for promotion after a gap of two years. The period of two years in this case will be reckoned from the date of reversion to a lower stage.
(iii) If an officer/employee remains absent from the interview, which is the one of the parameters for selection process, he shall be treated having refused promotion.
4. Consequences arising out of imposition of penalty:
An Officer who has been imposed any of the Minor Penalty(s) enumerated under Regulation 39
(1)(a)(ii to v) and Major Penalty(s) under Regulation 39 (1)(b)(i to ii) during the last six or five
years as the case may be, will not be eligible for promotion. AND
An employee who has been imposed any of the Minor Penalty(s) enumerated under Regulation
39 (2)(a)(ii to iii) and Major Penalty(s) under Regulation 39 (2)(b)(i to iv) during the preceding
three years will not be eligible for promotion.
However, an Officer is otherwise eligible and he/she has been imposed the lightest minor penalty
of censure enumerated under Regulation 39(1)(a)(i) and an employee who has been imposed the
lightest minor penalty of censure enumerated under Regulation 39(2)(a)(i) at a single instance
during the period of last 6/5/3 years (as the case may be) reckonable from the date of issue of the
circular initiating promotion process, will be eligible to apply for promotion.
The Officers/Employees who have been rated ‘Unsatisfactory’ which is considered an adverse
remark and the same has been conveyed during the last six/five/three years, as the case may be
will not be eligible for promotion.
The eligibility or otherwise, on account of imposition of penalties referred to above, shall be
reckoned as on the date of initiation of relevant selection process i.e. the date of issue of this
circular.
To illustrate, in case an officer/Employee has been inflicted the penalties referred to above on
03.04.2008 (in case of six years performance) and 03.04.2009 (in case of five years
performance), he/she would be eligible to apply for promotion in case the circular for promotion
is issued on or after 03.04.2014.
5. Probation:
(i) An Employee promoted to a post in Scale I of Group ‘A’ shall be on probation for a period of
one year, which may be extended by the Appointing Authority for a period not exceeding six
months.
6. The Performance Appraisal Reports for the following years shall be considered for the
purpose of awarding marks for promotion:
From MMG Scale II to MMG Scale III: 2008-09, 2009-10, 2010-11, 2011-12 2012-13 and 2013-2014.
From OJM Scale I to MMG Scale II: 2009-10, 2010-11, 2011-12 2012-13 and 2013-14.
Office Assistant (Multipurpose) to OJM Scale I: 2009-10, 2010-11, 2011-12 2012-13 and 2013-14.
The Officers/Employees concerned are advised to ensure submissions of their PAFs/CRs for
the above mentioned period.
7. Category of the candidate i.e. General/SC/ST, etc., is to be entered correctly in the
Application.
8. Before sending the applications of the candidates for approval to Head Office, Regional
Managers are required to check all the data relating to debar details/eligibility of the
candidates properly.
9. Applications are to be submitted by the eligible candidates as per the enclosed Performa
from 07.04.2014 to 21.04.2014 to the Regional Manager concerned. Accordingly, only those
applications which are submitted within the stipulated time will be taken into consideration.
Incomplete applications and the applications received after the last date are liable to be
rejected without further reference.
10. Call letters for written test will be issued in due course and information Hand out for the
online test will be sent along with the Call Letter.
11. The date of online test will be informed in the due course.
The contents of the circular be got noted from all the concerned Officers/Employees.
