The Government of Tamil Nadu in G.O.Ms.No.219 Finance (PGC) Department,dated 27.07.2016 have fixed the rate of interest at 8.1% for the period from01.04.2016 to 30.06.2016 on the accumulations at the credit of the subscribers toContributory Pension Scheme besides allowing the rate of interest as above on belatedfinal payment of Contributory Pension Scheme.

2. It has been decided to adopt the orders of the Government to the employeesin Tamil Nadu Electricity Board Limited, Tamil Nadu Generation and DistributionCorporation Limited and Tamil Nadu Transmission Corporation Limited (formerlyTamil Nadu Electricity Board).

3. Accordingly, in exercise of the powers conferred by section 79(c) of theElectricity (Supply) Act, 1948 (Central Act 54 of 1948), read with section 185 of theElectricity (Supply) Act, 2003 and G.O.Ms. No.100, Energy (B2) Department, dated19.10.2010, it is hereby ordered that the rate of interest on the EmployeesContribution and Employers Matching Contribution under the CPS shall be revised as8.1% for the period between 01.04.2016 to 30.06.2016.

4. The rate of interest on belated final payment of Contributory Pension Schemeaccumulations shall also be paid at the rate of 8.1%.

(1) Based on the 12(3) settlement dt.10.08.2007, signed before theCommissioner of Labour, the TNEB issued orders for revival of the post of Mazdoorand for absorption of Contract Labourers who have worked continuously in DistributionCircles, General Construction Circles and Wind Energy Development Circles asMazdoor, Helper cum Meter Reader and Assessor Grade – II in a phased manner videBoard Proceeding 1st read above. As per these orders, the Contract Labourers whosequalification was below 10th standard and 'nil' qualification have been appointed tothe post of Mazdoor.

(2) Further, based on the various demands from the unions, TANGEDCOconsidered the promotion of the Mazdoors absorbed vide 12(3) settlement in its22nd Board meeting held on 06.03.12 and approved the proposal for the relaxationof rules relating to qualification of NTC/ NAC for promotion to the post of Helper in aphased manner and accordingly all the Mazdoors were promoted as Helper (FieldAssistant).

(3) In the TANGEDCO Proceeding 5th read above, orders were issued forabsorption of 4,037 Contract Labourers who were not covered in the 12(3) settlementdt.10.08.2007 but were engaged prior to 05.01.1998 and were continuously engagedas per Memo dated 20.02.2008 and 04.03.2008 (+) 236 TCLs. (covered in theHonorable High Court order dt.08.09.2009 made in Writ Petition No. 12960 / 2009)as Mazdoor (Trainee) on consolidated wages for 3 years at the rate of Rs.3,100/-,Rs.3,200/- and Rs.4,000/- respectively. After adhering to the instructions issued inthis regard, the said training period of 3 years was later reduced to one year vide Per(FB) TANGEDCO Proceeding No.5 dt.23.01.2014 in terms of 12(3) settlementdt.09.01.2014. Besides, the 24 Mazdoors absorbed on various court orders areworking as Mazdoor for more than 2 years as mentioned in Annexure – A enclosed.

(4) Various Unions representing the workmen of TANGEDCO/ TANTRANSCOhave been frequently representing for the promotion of the above said Mazdoors asHelpers by relaxing the pre-requisite qualification viz. a pass in ITI with a NTC/NAC.

(5) In the 63rd Board meeting of TANGEDCO Ltd., held on 23.08.2016, theBoard has considered the representation of the unions sympathetically and approvedthe proposal by relaxing the rules relating to qualification of NTC/ NAC and herebypasses the following orders:-

(i) To promote 4297 Mazdoors to the post of Helper (Field Assistant) (i.e.) (i)4273 Mazdoors absorbed vide (Per.) FB TANGEDCO Proceedings No.22 dated25.10.2012 and (ii) 24 Mazdoors absorbed based on various Court Orders and whohave completed 2 years of service as Mazdoor by relaxing the pre-requisite EducationalQualification (i.e.) pass in ITI with a NTC/NAC.

(ii) 254 Mazdoors/ Mazdoor (Trainees), Temporary / Permanent CasualLabourers / Contract Labourers working in various circles as on 31.01.2016 furnishedin the Annexure – B based on various court orders and left out cases in 12(3)settlement dt.10.08.2007 may be considered for promotion as Helpers (Field Assistant)taking into consideration their eligibility (i.e.) after completion of 2 years in the postof Mazdoor based on the vacancy position of Helper (Field Assistant) existing at thattime by relaxing the pre-requisite Educational Qualification (i.e.) pass in ITI with aNTC/NAC.

(iii) All the Contract Labourers who have been absorbed as Mazdoors will becovered and promoted as Field Assistant and no such proposal will arise in future andexcept those who will be absorbed based on the court case in future.

(6) Consequent on promotion of the above Mazdoors the post of 4297Mazdoors shall be abolished.

The Government in its orders read above, have issued amendments to rule 10(a) (iv) and 39 (d) of the General Rules of Tamil Nadu State and Sub-ordinate Services.The service condition of the employees which are covered under the Tamil NaduElectricity Board Service Regulations, have been framed based on the General Rulesof TN State and Sub-ordinate Services Rules. The regulation 106 (c) of Tamil NaduElectricity Board Service Regulations are corresponding to rule 10 (a) (iv) and 39 (d)of the General Rules of TN State and Sub-ordinate Services. Therefore, the proposalfor making amendments to the said regulation based on the orders issued by theGovernment in its G.O. read above, has been considered and approved by the Boardof TANGEDCO.

In the B.P. first read above, orders were issued enhancing the monthly deductionfrom Rs.50/- to Rs.75/- per month and the lumpsum payment from Rs.60,000/- toRs.1,00,000/- under the TNEB Family Security Fund Scheme. TANGEDCO has nowdecided, as a measure of further support and security to the employees and theirfamilies, to enhance the above lumpsum payment, based on the Government Ordersecond cited.

2. TANGEDCO, accordingly, passes the following orders:-

1. In the case of death of a Board employee while in service a sum ofRs.2,75,000/- (Rupees Two lakhs and Seventy Five thousand only) shall be paid tohis/her nominee or legal heir. This payment together with the payment ofRs.25,000/- (Rupees Twenty five thousand only) under the Tamil Nadu ElectricityBoard Employees Family Security Fund Scheme will give a total benefit ofRs.3,00,000/- (Rupees Three Lakhs only) to the nominee or legal heir of the deceasedemployee.

2. The modified scheme will come into force with effect from 01.02.2016 (i.e)in respect of cases of death occurring on or after 1st February 2016. A monthlysubscription at the rate of Rs.150/- will be deducted from all the employees fromtheir pay from the month of February 2016 onwards and the deduction will continuetill the superannuation of the employees. The arrears of Rs.75/- towards the differencein the rate of subscription for the 7 months from February 2016 to August 2016 shallbe deducted along with the normal monthly deduction from September 2016 onwardson the basis of one month arrears at the rate mentioned above plus one monthlysubscription for the respective months. In case, any employee dies before thesubscription at the revised rate of Rs.150/- (Rupees One hundred and Fifty only) isdeducted as aforesaid from his/her salary for the month of September 2016 his/hernominee/legal heir will get the full amount under the scheme as per the orders inthese proceedings provided the amount of arrears of subscriptions for all the 7 monthsis deducted from the lumpsum amount payable to the deceased employee.

3. Repayment in retirement cases arising after issue of these Proceedings willbe as per the Table given in the Annexure.

4. (a) In the case of retirement, the accumulations of deductions as on28.02.2016 shall be worked out on the following basis:

(i) For the accumulation of monthly deductions made upto August 1990with interest thereon as per the Table in the Schedule-I of B.P.Ms.No.1074,dated:03.07.1974, interest shall be paid at the rate of 3.3% p.a. from01.09.1990 till the date of superannuation.

(ii) The amount repayable in respect of the deductions made betweenSeptember 1990 and January 1993 (Rs.20/- deduction period) will beworked out and paid as per the Table of the Repayment given in theAnnexure to (Per.) B.P. (FB) No.33 (Secretariat Branch), dated 20.08.1990.

(iii) The amount repayable in respect of the deductions made between01.02.1993 and 30.06.1996 shall be as per the Table given in the Annexureto (Per.) B.P.(FB) No.21 (Secretariat Branch), dated 02.02.1993.

(iv) The amount repayable in respect of the deductions made between01.07.1996 and 31.01.2006 (Rs.50/- deduction period) will be workedout and paid as per the Table of the Repayment given in the Annexure to(P) B.P (FB) No.59 (Secretariat Branch), dated 30.07.1997.

(v) The amount repayable in respect of the deductions made between01.02.2006 to 31.01.2016 Rs.75/- deduction period will be worked outand paid as per the Table of the Repayment given in the Annexure to(Per.) B.P.(FB) No.49 (Secretariat Branch), dated 11.10.2006.

(b) The accumulation of deductions made from 01.02.2016 till the date ofsuperannuation shall carry interest @ 6.6% p.a. towards Board’s contribution.

3. An entry in this regard shall be made in the Service Book of the employeesand the change in recovery of subscription shall be communicated to the employeessuitably, indicating in the pay slip by the authority who prepares the pay bill of theemployee.

4. The rules and other instructions governing the Employees’ Family SecurityFund Scheme/Employees’ Family Security Subsidiary Scheme so far issued shall beapplied to the scheme as modified in these Proceedings also.

In the proceedings read above, orders have been issued modifying the payband in respect of Superintendent-Cum-Stenos of Administrative/ Technical Brancheson par with the Superintendents of the said Branches, by conferring them withclass-II status. Hence, a proposal to make amendments to Regulation 17,88,92,93,94and 105 of Tamil Nadu Electricity Board Service Regulations has been placed beforethe Board of TANGEDCO. (I) in regulation 17,

a) the sub-regulation (c) shall be substituted as below:-

“(c) The age of retirement on superannuation of the employees of theBoard belonging to the categories of supervisory staff to whom the IndustrialEmployment (Standing Orders) Act, 1946 does not apply, shall be 58 years”

b) the sub regulation (d) shall be substituted as below:-

“(d) The age of retirement on superannuation of persons employed in themanagerial or administrative posts or supervisory posts to whom theIndustrial Employment (Standing Orders) Act, 1946 does not apply, shallbe 58 years”.

others has announced the payment of ex-gratia to the Contract Labourers who areengaged directly in TANGEDCO for the year 2015-2016.

2) Accordingly, it has been decided that

(A) The 14 Contract Labourers (Annexure - A) engaged directly by the Board(now TANGEDCO) on need basis @ Rs.250/- per day based on the approvalaccorded by the committee constituted vide (Per) B.P.(CH) No.9, (Adm.Br)dated 09.01.2008 and also as per the orders issued from O/o ChiefEngineer/Personnel and based on the Court orders and also as per listfurnished by the Superintending Engineers as called for in this office lettercited under reference and are working for one year in 2015-2016 andalso continuously till date without break in service (not exceeding3 months) shall be paid ex-gratia for the year 2015-2016.

(B) The 18 Number of persons (Annexure-B) who were directly engaged asContract Labourers on need basis @ Rs.250/- per day without break inservice (not exceeding 3 months) and subsequently absorbed into Board’s(now TANGEDCO) Service in various categories during/after March 2016shall be paid ex-gratia for the year 2015-2016.

3) In pursuance of the above, it is hereby ordered that the persons mentionedin para (2) above shall be paid ex-gratia of Rs.4000/-(Rupees Four Thousands only)for the year 2015-2016. The ex-gratia payment should be disbursed to all the aboveeligible Contract Labourers on 07.10.2016.

4) The Superintending Engineers are strictly informed that accountability will befixed on the officers for non-compliance of these orders and in case the payment ismade to any ineligible persons, responsibility will be fixed on the officers and disciplinaryaction will be initiated against the officers concerned. If any discrepancies are foundregarding the eligibility/identity towards the payment of ex-gratia, the same must begot clarified from this office before payment to the concerned individual.

5) The Superintending Engineers are requested to disburse the ex-gratia tothe Contract Labourers as indicated in the Annexures to this Proceedings and theSuperintending Engineers are requested to send the copy of the acquittance to thisoffice.

-----PROCEEDINGS:

The quantum of Bonus and Ex-gratia payable for the financial year 2015-2016to the Workmen of the TANGEDCO covered by the Wage Settlement has beenconsidered in consultation with Government. The Hon’ble Chief Minister has announcedthe decision of the Government for payment of Bonus and Ex-Gratia to the eligibleemployees of TANGEDCO by enhancing the ceiling limit from Rs.3,500/- to Rs.7,000/- as per the Revised Bonus Act, 2015. In the reference second cited, the Governmentsanction have been accorded for payment of Bonus and Ex-gratia to the employeesof the TANGEDCO. In the reference third cited, orders have been issued conveyingthe concurrence of the said payment of Bonus and Ex-gratia.

2. In pursuance of the above, it is hereby ordered that the Workmen of theTANGEDCO covered by the Wage Settlement, be paid a Bonus calculated at the rateof 8.33% of the salary or wage earned by them during the financial year 2015-2016,subject to and in accordance with the provisions of the Payment of Bonus Act, 1965and as amended under the revised Bonus Act, 2015.

3. The workmen of the TANGEDCO (monthly paid and full-time workmen),Helper (Trainees), Office Helper (Trainees), Assessors (Trainees) and Mazdoor (Trainees)appointed on consolidated Salary and also the workmen of the State Government,Central Government and other organisations, who had worked with Board ondeputation during the financial year 2015-2016 drawing a salary or wage, includingthose drawing pay exceeding Rs.7,000/- per month, will be eligible for the Bonussanctioned in para-2 above.

4. The Part-time Sweepers and Sanitary workers who are getting the timescale of pay during the financial year 2015-2016, drawing the salary or wage, willalso be eligible for the Bonus sanctioned in para-2 above.

5. It is also ordered that the workmen of the Board covered by the WageSettlement and the deputationists, entitled to get Bonus with reference to the ordersin paras 2,3 and 4 above, shall also be paid an Ex-gratia at the rate of 11.67% of thesalary or wage earned by them, during the financial year 2015-2016.

6. The contract labourers who have been absorbed as Mazdoor (Trainee),during the year 2015-2016 are eligible only for the Bonus and Ex-gratia in aproportionate manner for the period they had worked in the above post. They arenot eligible for the Ex-gratia of Rs.4,000/- payable to contract labourers.

7. Where the salary or wage of a workman entitled to Bonus exceedsRs.7,000/- (Rupees Seven thousand only) per mensem, the Bonus payable to suchworkman shall be calculated as if his salary or wage is Rs. Rs.7,000/- (Rupees Seventhousand only). The maximum Bonus amount payable shall be Rs.6,997/- (RupeesSix thousand Nine hundred and ninety seven only).

8. Salary or wage for the purpose of payment of Bonus will include the following:-

(a) Basic Pay-Grade Pay-Leave Salary;

(b) Dearness Pay;

(c) All classes of special pay (including Short hand and Typewriting Special Pay);

(d) Personal Pay;

(e) Additional Pay for additional charge;

(f) Additional days wage paid for work on National Holidays and Festival Holidays;

(g) Dearness Allowance;

(h) Personal Compensatory Allowance given for protecting loss of pay; and

(i) Deputation Allowance.

The term 'Salary' or 'Wage' will not include Interim Relief, over-time pay andallowances and any pay and allowance other than those mentioned from (a) to (i)above. Salary or Wage for the leave surrendered by an employee during 2015-2016should not be taken into account for computation of Bonus.

9. All the workmen, who had worked in the establishment for not less thanthirty working days in the financial year 2015-2016, are entitled to the payment ofBonus.

10. The maximum Ex-gratia amount payable shall be Rs.9,803/- (Rupees Ninethousand Eight hundred and three only). This Ex-gratia will be reduced on actual basisif a workman had not worked on all the working days in the financial year 2015-2016as per the provisions of Section 13 of the Payment of Bonus Act, 1965 as amendedin Revised Bonus Act, 2015.

11. The Bonus and Ex-gratia payable to Workman shall also be calculated, as ifhis/her salary or wage is Rs.7,000/- (Rupees Seven thousand only) per mensem.Under this method, the maximum Bonus and Ex-gratia amount payable shall beRs.6,997/- and Rs. 9,803/- respectively. The maximum of Bonus and Ex-gratia payableto a Workman shall not exceed Rs.16,800/- (Rupees Sixteen thousand and Eighthundred only) for the full year.

12. The TANGEDCO also directs that the workman, who is now under suspension,but was on duty during the financial year 2015-2016, also be paid Bonus for the year2015-2016 subject to the conditions mentioned above.

13. If, during any part of the financial year 2015-2016, a workman covered bythe Wage Settlement was promoted to officer category, shall also be paid the Bonusin a proportionate manner for the period he had worked in the workmen category.

14. The workman covered by the Wage Settlement, who had worked in thefinancial year 2015-2016 fully or partly but had retired or died subsequently shall bepaid the Bonus fully or proportionately, as the case may be.

15. The expenditure on the payment of Bonus shall be debitable to "TANGEDCOFunds - Revenue Expenses - Account No.75.501" and the expenditure on the paymentof Ex-gratia shall be debitable to "Account No.75.502".

16. The TANGEDCO also directs that the Bonus payment for the year2015-2016 should be disbursed to all the eligible employees on 7.10.2016.

2. TERMS AND CONDITIONS

It has been stated that all other terms and conditions of REC remain unchangedas stipulated in their earlier sanction letter dated 17.12.2014 which is as follows:

Amount : Rs.31.55 Crores (Rupees Thirty one Crores and fiftyfive lakhs only)

Rate of interest : The interest shall be charged on the loan at the rateprevailing on the date of each disbursement as per REC'slatest loan policy circular.

Tenure : 13 years including 3 years moratorium for repayment ofprincipal.

Repayment : 10 years after the moratorium period of 3 years in tenannual equal instalments.

Validity of sanction : Within 6 months from the date of sanction.

Security : Mortgage / Hypothecation of future assets so created outof loan amount sanctioned for the project subject to thevalue being 110% of the loan amount so sanctioned. Thesecurity by way of creation of charges on FUTURE ASSETSONLY shall be accepted subject to the loan amount beingrestricted to 90% of the project cost.

After careful consideration, the Borrowing Committee of TANTRANSCO haveapproved and accept Additional loan amount of Rs.31.55 crores (Additional LoanScheme code No. TN-TD-TRM-333-2016-10581-A1) due to Cost escalation for 400KV & 230 KV Bay Extension and Erection of 80 MVAR, 420 KV Switchable Line reactorsin various sub-station. Transmission scheme under P:SI (Trans) category of TamilNadu, sanctioned by the Rural Electrification Corporation Limited, New Delhi, (RECLtd.) and accepting all terms and conditions as mentioned in REC sanction letterdated 01.07.2016.

4.0) The energy generated by the WEGs who fall under various categoriesbased on the Agreements and usage, have to be accounted properly so as to ensureaccuracy in billing for making payment to generators; Enabling adjustment of generationagainst consumption and for realizing appropriate revenue to TANGEDCO.

5.0) From the time of installation of a Wind Energy Generator and subsequentgeneration every month various accounting procedures are involved and up keep ofrecords and its maintenance is very essential in order to protect Revenue and toensure Consumer Satisfaction.

6.0) This necessiates suitable personnel to carry out the work. Hence, theCMD/TANGEDCO in the reference has approved to form a ‘Team’ to ascertain therequirement of the accounting staff in the Wind Generation Circles. The ‘Team’ comprisesof the following officials:

the year 2016-2017 is enclosed herewith for strict adherence. The actual inventorylevel in the circles should bot be allowed to exceed the level now fixed at any point oftime during the year 2016-2017.

2.0 Excess inventory result in unnecessary locking up to TANTRANSCO'smoney and other associated costs such as interest cost, inventory carrying cost,obsolescence etc. At the same time, it should also be ensured that enquired materialsfor executing budgeted T&D programmes, for routine maintenance work etc. aremade available at stores so as to complete the works in time.

3.0 Further, in view of the tight financial conditions prevailing in TANTRANSCO,the Superintending Engineers and the Chief Engineers are requested to ensure that allefforts are taken to control the inventory and to keep it within the prescribed level,by adhering to the following:

i. To be more cost conscious in inventory management.

ii. By regulating the P.O.s and delivery schedules to suit the work schedulerequirement, the inventory may be kept for minimum period in stores. Wherevernecessary, the delivery can be rescheduled after getting the approval of the CompetentAuthority. The concept of "Just in Time" (JIT) inventory management can be achievedover a period, so that the inventory cost gets considerably reduced.

iii. Scraps and empties must be disposed off then and there and money realizedto TANTRANSCO's account without delay.

iv. Periodical review and inspection of stores by the Superintending Engineers/Chief Engineers and other inspecting officers may be ensured to keep constant watchover the inventory level and to insure that the level is maintained within the limitprescribed. The materials arrived in stores should be taken into stock immediately forbeneficial use and should not wait for more than 3 days for want checkmeasurement etc.

v. Maximum inventory level fixed should not be taken as an authorization tokeep the inventory at that level.

a. The maximum inventory level should not exceed the limit prescribed during2016-2017 under any circumstances and any proposal for ratification of the excessstock held in the circles will not be entertained.

As for Rule 15 (18) (a) (v) of TNVAT Rules 2007, effective from Jan-29,2016,there is a requirement/obligation on the part of Buyer/Receiver of goods which arenotified under Section 67-A of Tamil Nadu Value Added Tax Act 2006 (such as cement,electrical goods, iron and steel goods, scraps etc,.) to generate "advance inwardway bill" in form JJ during interstate purchase and this form JJ should accompanythe notified goods (as detailed below), when they enter the state of Tamil Nadu.

Notified Goods:

In terms of the Notification G.O. (Ms) No.15 dated 29.01.2016; the followingare the notified goods for the purpose of Advance Inward Way Bill.

• Refrigerators, air-conditioners, air-coolers and water-coolers;

• Alcoholic Liquors of all kinds for human consumption falling under the SecondSchedule to the Act;

• All Kinds of non-ferrous scraps;

• All types of plastic granules, plastic raw materials including master batches,and scraps and all kinds of plastic products;

• Tabacco products falling under the Second Schedule to the Act;

• Cement, including white cement and their substitutes and concrete mixture;

• Granite blocks, ceramic tiles, and marbles of all kinds;

• Electrical goods of all kinds;

• Iron and Steel as specified in clause (iv) of Section 14 of the Central SalesTax Act, 1956 (Central Act 74 of 1956), including scrap, stainless steel sheets, ironand steel products;

• Cellular Telephone (Mobile Phone) including smart phones and its accessories;

• Oil seeds as specified in clause (vi) of section 14 of the Central Sales TaxAct, 1956 (Central Act 74 of 1956);

• Raw Rubber of all grades and qualities;

• Sanitary equipment and fittings of every description; Timber, plywood andwood based products;

• Vegetable oils including refined vegetable oils; and

• Cotton and Readymade garments.

The format of the Advance inward way bill in Form JJ is enclosed herewith. Thisform may be generated online by the respective circles using their Tax payersidentification number (TIN), to whom the materials are consigned.

2. TERMS AND CONDITIONS:

The terms and conditions for the above term loan of Rs.18678.36 Lakhs(Rupees Eighteen thousand six hundred and seventy eight Lakhs and thirty sixthousand only) for 4 Nos. of Transmission scheme under P:SI (Trans) category inTamil Nadu as stipulated by the REC Ltd., New Delhi, in their letter dated 18.08.2016is as follows:

Amount : Rs.18678.36 Lakhs (Rupees Eighteen thousand six hundredand seventy eight Lakhs and thirty six thousand only)

Rate of interest : The interest shall be charged on the loan at the rateprevailing on the date of each disbursement as per REC'slatest loan policy circular.

Tenure : 13 years including 3 years moratorium for repayment ofprincipal.

Repayment : 10 years after the moratorium period of 3 years in tenannual equal instalments.

Validity of sanction : 6 (Six) months from the date of sanction.

Security : Mortgage / Hypothecation of future assets so created(TANTRANSCO"s out of loan amount sanctioned for the project subject toOPTION) the value being 110% of the loan amount so sanctioned.

The security by way of creation of charges on FUTUREASSETS ONLY shall be accepted subject to the loanamount being restricted to 90% of the project cost.

3. After careful consideration, the Borrowing Committee of TANTRANSCO haveapproved and accept Rs.18678.36 Lakhs (Rupees Eighteen thousand six hundredand seventy eight Lakhs and thirty six thousand only) for 4 Nos. of Transmissionscheme under P:SI (Trans) category in Tamil Nadu sanctioned by the Rural ElectrificationCorporation Limited, New Delhi, (REC Ltd.) and accepting all terms and conditions asmentioned in REC sanction letter dated 18.08.2016.

4. The following resolutions are also passed as requested by Rural ElectrificationCorporation Limited, New Delhi.

RESOLUTIONS

I. ANNEXURE-1

Terms and conditions of the Lease Agreement.

(i) The lease rent for TANGEDCO's land will be at Rs.1,30,640/- per acre permonth which is inclusive of Govt. & Municipal taxes excluding service tax.

(ii) The applicable service tax on lease rent shall be payable by the EPC Contractor

(iii) The monthly lease rent will be deducted from the running bills.

(iv) The lease shall commence from the date of possession of the earmarkedland and shall remain in force till the completion of EPC Contract andcommissioning of the project.

(v) The lease rent will be Rs.1,30,640/- per month per acre upto the Scheduledperiod of completion (i.e.) 13.01.2018 beyond which 10% escalation peryear will be added in the lease rent.

(vi) The EPC Contractor have to arrange water supply, sanitation facilities to theirworkers and periodically cleaning of the Septic tanks has to be ensured.

(vii) The labour area has to be protected by proper chain link fencing and theirsecurity, law and order issues are the responsibility of the EPC contractor.

(viii) It is the responsibility of the EPC Contractor to ensure for the good relationshipwith the neighbor labourers put in the labour Quarters.

(ix) On Completion of EPC Contract/Commissioning of the project, the TANGEDCOland has to be handed over back in good condition, after removing all thetemporary construction and removing the rubbish and excavated debris fromthe site, failing which the amount required to carry out the cleaning work willbe recovered from the EPC contractor.

(x) It is the responsibility of the EPC Contractor to arrange the cooking gas,water and power supply and Sanitation facilities to the labourers.

(xi) Safety against possible menaces from miscreants and Security of the labourersis the responsibility of the EPC contractor.

(xii) TANGEDCO shall not be held responsible for any damage caused to theCompany's property inside the TANGEDCO's territory.

(xiii) M/s.LITL should maintain pollution free atmosphere as per Tamil Nadu PollutionControl Board Rules and Regulations.

(xiv) Loss due to accidents either to person or property, either loss of limbs or fatalbelonging to the Board or others shall be compensated by M/s.LITL and savethe Board from all harms against all actions, suits, claims, demands, costs,liabilities, expenses, litigations, compensation and allied causes etc., To thiseffect an indemnity bond duly undertaking to indemnify the BOARD shall beexecuted by the Company.

(xv) M/s.LITL shall abide any other terms and conditions that may be imposed bythe Board from time to time for mutual safety/security reasons.

(xvi) Any tax /Levy/ Duty of any kind imposed for erecting labour quarters arisingfrom any local authorities, civic bodies, any other Govt. departments shall beborne by M/s.LITL.

(xvii) M/s.LITL shall not undertake any other activities except for the purpose forwhich the land is leased out.

(xviii) M/s.LITL shall not sub lease the land to any other persons or purposes.

Accordingly man power assistance by contract out sourcing is presently carriedout for 11 Nos. in Tirunelveli NCES Circle and 6 Nos in Udumalpet NCES Circle for dayto day operation and maintenance works in these 17 Nos. Wind farm Sub-Stations.

The existing manpower assistance contract outsourcing (Tech. AssistantGrade-II and Tech. Assistant Grade-III) expires in 2016. In view of the critical situationand urgency, man power assistance for Wind farm SSs operation and maintenance isessentially needed for a further period of 3 years from the date of execution forcarrying out day to day operation and maintenance works in 19 Nos. Wind farmSub-Stations.

The PWD schedule of rates for the year 2015-2016, for the respectivecategories of staff to be engaged has been adopted. As the proposal is for 3 yearsi.e., for the financial year 2016-2017 to 2019-2020, an average increase of 5% peryear in the rates has been adopted for each category so as to arrive at a realisticvalue.

NEED:

The Hot lines wing /Chennai at Korattur is carryingout various Live Linemaintenance works up to 230 KV level by utilizing Hot Sticks of 52 Nos. suitable forHot lines works. The Hot Sticks were originally procured from M/s. AB CHANCECompany / USA.

According to the manufacturer, hot sticks are designed, manufactured as perOccupational Safety and Health Administration (OSHA) standard. As per OSHAregulation "Live Line Tools used for Primary Employee Safety shall be removed fromservice every 2 years for examination, cleaning, repair and testing".

The Hot Stick available at Hot Lines wings are to be tested for "Power FrequencyVoltage Withstand Test per foot Length" as per OSHA regulation. M/s.CPRI, Bangalore(A Government of India Society) is the only agency is carryout the "Power Frequencywithstand voltage test per Foot Length”. As per Power Frequency withstand test isbeing conducted at CPRI, Bangalore, the testing agency fix up a date within a timespan of 15 days for testing based on the request with advance payment of entiretesting fees.

Further, it is submitted that the Hotlines Stick cannot be utilized without carryingout the above test once in 2 years. The above tests was conducted during 27.08.2014& 28.08.2014 and it is due for testing. Without testing, hot line sticks could not beutilized. Hence, testing (power frequency voltage withstand test per foot length) of52 Nos. Hotline sticks is very much essential.

Also, Schemes cancelled in 24 towns are being implemented(15 towns with loan from REC/PFC + 9 towns with TANGEDCO funds but appealed toMoP/GoI for reinstatement into Part-B) as resolved in Proceedings under ref. (i)cited.

MoP/GoI have directed the following in respect of R-APDRP Part-B schemes.

a) Extension of timelines for Part-B schemes ongoing in 39 towns, as month-wise target for completion, upto 31.03.2017.

b) Revoking cancellation of Part-B schemes in 9 out of 24 towns for totalvalue of Rs. 363.61 Cr. and cancellation of Part-B scheme for SCADA enablers only inSalem town for Rs. 28.12 Cr. to avoid duplication.

c) Permitting variation in Bill of Quantities (BoQ) within sanctioned cost of eachproject town.

Summarising, 88 Nos. schemes (80 Nos. sanctioned earlier + 9 Nos. reinstatednow – 1 No. cancelled now) are implemented with funding under R-APDRP Part-Bschemes. 15 Nos. schemes are implemented by availing loan from REC/PFC (Total103 schemes listed at Annexure-I).

As per the direction (c) above by MoP/GoI, the proposal for methodology toobtain the approval of MoP/PFC for final executed BoQ of each project in 88 townsunder Part-B schemes was submitted. After careful consideration of the proposal of

i) The CE/D/Regions shall arrange to furnish the revised and final executedBoQ of respective project towns under R-APDRP Part-B schemes (total 88 schemesat Annexure-I) for actual execution of schemes, subject to the guidelines of theMonitoring Committee enclosed at Annexure-II.

ii) The CE/D/Regions shall certify the finally executed BoQ of the respectivetowns in line with the guidelines of Monitoring Committee.

iii) The wings of TANGEDCO / TANTRANSCO, wherever tenders for R-APDRPPart-B schemes are dealt with, shall certify that the award rates were discovered in atransparent manner as per prevailing practice of TANGEDCO as stipulated by theMonitoring Committee.

Bill of Quantity (BoQ) Variation guideline

a) Variation in BoQ (Bill of Quantities) and cost of sanctioned projects in respect ofclosure of R-APDRP Part-B Projects

Variation in BoQ (Bill of Quantities) within sanctioned cost of each project in respectof Closure of R-APDRP Part-B projects shall be dealt as per following guidelines.

i) Cost of each DPR shall be limited to the cost sanctioned by Steering CommitteeNo escalation of cost in any DPR to be considered.

ii) Quantity as finally executed by utilities is to be certified by the Head of Utilitystating that these changes made were mandatory as per the local requirementsand the objective of distribution system strengthening as envisaged under R-APDRP would not be compromised upon by way of these BOQ Changes.

iii) Increase in unit price of awarded item over DPR rate shall be permitted, providedit is certified by Head of Utility that the prices have been discovered in a transparentmanner as per prevailing practice of Utility.

iv) The actual expenditure incurred OR the sanctioned amount, against the projectDPR (whichever is less) shall be the final project cost any expenditure over andabove the sanctioned cost to be borne by utility.

v) Utility shall submit the proposal for final executed BOQ of the project afterrecommendation of State DRC’s with full justification and certifying that objectiveof the scheme in respect of distribution infrastructure strengthening will not becompromised upon with the changes so proposed.

2. The expenditure is chargeable to TANTRANSCO – Funds – Capital Expenditure– Sriperumbudur Operation Circle – A/c code No: 14.646.

3. By virtue of the provisions contained in sub-section (2) (a) of section 185of the Electricity Act, 2003, the TANTRANSCO being the State Transmission utility,Licensee and successor entity of TNEB will exercise the powers of the TelegraphAuthority under the provisions of section 164 of the Electricity Act, 2003, which havealready been conferred upon the Board under section 51 of the Indian ElectricityAct, 1910.

4. The work is to be taken up after ensuring necessary budget provision.

REPORT TO ACCOMPANY THE ESTIMATE

This proposal envisages erection of 400 KV SC line with Twin Moose conductoron one number DD tower which has to be introduced near the existing 400 KV NCTPS– Sunguvarchatram DC line so as to string one circuit of the existing DC line throughDD tower to get the working clearance between the two circuits inside the premisesof Sunguvarchatram 400/230-110 KV SS in Sriperumbudur Operation Circle of Chennai/South Region at an estimated cost of Rs.111.387 Lakhs (Gross) and Rs.103.043Lakhs (Nett).

NEED:

1. Sunguvarchatram 400/230-110 KV SS was commissioned on 31.07.2011.There are 2 nos. 400/230 KV ICTs and 2 Nos. 400/110 KV ICTs in service. Theexisting 400 KV NCTPS – Sunguvarchatram DC line was commissioned on 17.03.2014.

2. The NCTPS – SV Chatram 400 KV Feeders 1 & 2 have been strung from aMulti Circuit tower to DC tower inside the 400 KV Sunguvarchatram SS. In case ofany fault in any one of the line, breakdown maintenance work cannot be carried outon the faulty line since the working clearance between the above two 400 KV circuitsis not within the safety level.

3. The Chief Engineer / System Operation / Chennai during his inspection atSunguvarchatram 400KV SS on 23.02.2016 has suggested that, one DD tower canbe introduced adjacent to Multi Circuit tower and one circuit of the above DC line canbe shifted to DD tower, so that sufficient clearance will be available and any emergencybreakdown maintenance works can be carried out without interruption to anothercircuit.

4. Hence, the estimate has been evolved for erection of 400 KV SC line withTwin Moose conductor on one number DD tower which has to be introduced near theexisting 400 KV NCTPS –SV Chatram DC line so as to string one circuit of the existingDC line through DD tower in order to get the working clearance inside the 400 KVSunguvarchatram SS premises.

3. Details of work:

The following major works are involved in erection of 400 KV SC line with TwinMoose conductor on one number DD tower which has to be introduced near theexisting 400 KV NCTPS – SV Chatram DC line.

(i) Supply and Erection of one No. DD type tower

(ii) Releasing of existing one Km. Moose conductor and 160 KN Disc insulators.

(iii) Hoisting of Insulators and stringing of Moose conductor and earth wire.

4. Estimated cost:

The estimated cost works out to Rs.111.387 Lakhs (Gross) and Rs.103.043Lakhs (Nett) based on the TANTRANSCO cost data for the year 2016-2017. Therates estimated for dismantling of materials have been adopted from the TANTRANSCOcost data for the year 2013-2014. The quantity of material required for the work hasbeen furnished by TLC wing of GCC as per the field condition.
