perceptual and school process data across grades kindergarten through fourth grade in all populations in literacy, comprehension of content and practical texts continue to be a weak trend in reading, while content and style continue to be a weak trend in writing. Contributing factors include: high mobility, poverty, and an implementation dip.

2. Arkansas was granted a waiver from the US Department of Education in 2012. This waiver resulted in changes in the accountability system.
