Hydro Operational Safety: EDF’s definition
« Hydro Operational Safety encompasses all the provisions
implemented in the design, construction, operation and
maintenance of an HPP, so as to prevent any accident due to the
management of water which could affect employees, public
environment and goods or limit its consequences »
Hydro operational safety is a top priority which should focus on three main risks:
Risk of failure of a
component or piece
of work
Risks due to the
operation of an HPP
during flood periods
Risks linked to
normal operation
of the plant
Hydro safety requires on a strong commitment at all managerial levels .It relies on a high
level of professionalism and on the permanent implementation of sound principles of
safety culture among the teams, based in particular on regular training and on the sharing
of feedback experience of all events affecting safety (either incidents or forewarning
events ).

Risk of failure of a component or part of works
The risk
The risk of failure is not limited to the dams
The failure of a gallery, a chanel, a penstock or a
gate could also have significant impact on
people and goods. Safety can also be affected
by accidents on turbines and generators or
dysfunction of the I&C/SCADA system
Risk management based on:
Safe design, construction and impounding of the works
Comprehensive knowledge of pieces of equipment or works which bear on the safety(OMISH approach)
Maintenance, monitoring and inspection of the said key components and risk mapping (EDF carried out a comprehensive review based on hundreds of expertises over the past decadeto support the SuPerHydro program)

Risks linked to the operation of the plants during
flood periods The risk:
Worsening the natural consequences of a flood byincreasing the waterlines upstram or downstream
The hydropower plants shall be designed andoperated in such a way as to insure the floodtransit without any risk for the works andequipment nor worsening of natural consequenceson the riparian populations
Risk management by EDF
Engineering teams in charge of flood forcast
Regular training of operating teams onsimulators (implementation of a floodmanagement permit)
Set of specific procedures for flood periods
Back up teams quickly mobilized
Assistance to local operators by remote controlcenters
Regular checking/update of spillway and otherorgans design
No significant incident during flood periods overthe past 30 years

Risks stemming from normal operation of the plant
The risk:
During their normal operation hydropower
plants can generate risks for the people and
goods, resulting from flow variation in the
watercourses or variation of the reservoir
levels.
The risk management relies on:
The comprehensive knowledge of the effects of the operation on the
environment of the plant so that appropriate actions could be taken in real
times according to the events and the sites .A methodology should be settled
to reduce the number of hazardous sites, which implies close cooperation
between engineering and operationg teams ans all other river stakeholders
The detailed kowledge acquired by the operators regarding the functioning of
the works and pieces of equipment which enables the implementation of
preventative maintenance.
A strong public information policy and a permanent vigilance: incidents can
happen, water stakeholders can change or modify their habits, hazards can be
displaced from a site to another.
