SEPTA – FARE EQUITY ANALYSIS
DISPARATE IMPACT & LOW-INCOME DISPROPORTIONATE BURDEN POLICY
SEPTA has developed a policy for measuring disparate impact and low-income disproportionate burden as
listed in exhibits A and B. The policy establishes a threshold for determining when adverse effects of fare
changes are borne disproportionately by minority and low-income populations. The threshold defines
statistically significant disparity and may be presented as a statistical percentage of impacts borne by minority
and low-income populations in comparison to impacts borne by non-minority and higher-income populations.
SEPTA will apply its disparate impact and low-income disproportionate burden policy uniformly, regardless of
mode, and will not be altered until the next Title VI Program submission.
The impact is measured on the net change in the average fare resulting from the fare change and pricing of
fare instruments predominately used by low-income, higher-income, minority and non-minority riders. The
average fare will be calculated for the current and proposed fares, with the percentage change in average fare
not to exceed a maximum six percent (6%) differential between minorities vs. non-minorities and low-income
vs. higher-income riders. In addition, the fare change must target all divisional modes of service. The net
change in average fare should not exceed a six percent (6%) differential between divisional modes. For
example, if the average fare total for minorities increased by 12% and non-minorities by 14%, the difference is
two percent (2%) or within the acceptable threshold set at six percent (6%). Also, if the average fare
calculation increased by five percent (5%) for City Transit Division (CTD), six percent (6%) for Suburban Transit
Division (STD) and seven percent (7%) for Regional Rail Division (RRD), the difference is two percent (2%) or
within the acceptable threshold of a maximum six percent (6%) differential between divisions.
Excluded from the policy are fares or instruments that are discontinued and cash fare instruments that have an
electronic fare companion that offers added value. For example, the newly available SEPTA Key smart card
offers an electronic transfer, whereas a paper transfer will not be available for purchase with a cash base fare
payment when SEPTA Key becomes fully launched. The net benefit is to reduce costs associated with printing,
distributing and processing paper transfers. This is a common practice for transit agencies introducing smart
media cards.
While SEPTA service extends to low-income, minority and non-minority areas, a majority of our service is
located in the city of Philadelphia or CTD Division where most of the region’s minorities and low-income riders
reside and where 82% of SEPTA ridership is recorded. By applying the six percent (6%) disparate impact and
low-income disproportionate burden policy, if SEPTA discovers or finds impacts it will therefore consider
modifying the proposed changes in order to avoid, minimize, or mitigate the impact of the proposed changes.
The policy exempts senior citizens over the age of 65. Transit service for seniors is subsidized through
the state allowing Pennsylvania seniors to ride transit for free every day of the year. Senior citizens
ride Regional Rail service for a nominal fee of $1.00 which will become free when SEPTA Key is fully
launched. Also, Philadelphia middle and high school students who live more than one and a half
miles from school, have transit fares subsidized through the Philadelphia School District and ride city
transit service for free.

TITLE VI REGULATORY BACKGROUND
In compliance with Title VI Circular FTA C 4702.1B regulations that became effective October 1, 2012, with
regard to service and fare changes SEPTA is required to:
• Set system-wide standards and policies
• Collect and report data specific to demographic and service profile maps and charts, and survey data
regarding customer demographic and travel patterns
• Evaluate service and fare equity changes
• Monitor transit service
The fare equity analysis requirement applies to all fare changes regardless of the amount of increase or
decrease. The FTA requires transit providers to evaluate the effects of fare changes on low-income
populations in addition to Title VI-protected populations.
Through use of survey data, SEPTA is required to identify the percentage of low-income, minority and non-
minority riders who use the SEPTA system. Also required by Title VI, is the ability to measure specifically the
fare instruments used by low-income, minority and non-minority riders. Transit agencies must collect survey
data at a minimum of every five years. Based on the 2015 Customer Satisfaction Survey, the following results
identify demographic data by race/ethnicity and household income.

The survey data indicates minorities account for 71% and non-minorities 29% of total ridership. Low-income
riders account for 55% and higher-income riders account for 45% of ridership. Minorities and low-income
riders predominantly use the steeply discounted passes and tokens for travel. Paying with these fare
instruments affords minorities and low-income riders with savings over using cash. Comparing current pricing
for cash, token and pass use on a per trip basis, the pass will allow for the lowest average fare at $1.20,
followed by tokens at $1.80, then cash at $2.25. Paying with cash is discouraged through higher pricing due to
costs associated with handling and processing cash fares. Only 6% of minorities and 7% of low-income riders

pay with cash, compared to 8% for non-minority and 6% for higher-income. The cash fare percentage is low
for all riders, indicating minorities and low-income populations have access to and the means to purchase
discounted fare instruments like passes and tokens. Exhibits F and G show mapping of sales locations where
the public can purchase fare instruments in the Philadelphia service area within minority and low-income
census tracts.
New and improved with the introduction of SEPTA Key, Fare Vending Kiosks for sales were installed at every
subway/elevated station on SEPTA's two busiest transit routes, the Market-Frankford Line and Broad Street
Line. These lines bisect in the downtown business district and educational centers of Center City Philadelphia,
and traverse through highly dense minority and low-income residential neighborhoods. The Fare Kiosks allow
for the ability to purchase a SEPTA Key Card and load or reload discount fare products. A minimum of two Fare
Kiosks are installed at every station. In addition, Fare Kiosks are installed at bus loops in many minority and
low-income areas within the city.

For the proposed fare change scheduled for July 2017, SEPTA’s Disparate Impact & Low-Income
Disproportionate Burden Policy has specific criteria listed that can be quantified to measure adherence with
Title VI guidelines specified in circular 4702.1B. For transit riders, the proposed pricing increase for major fare
instruments will be between 0% and 11%. The cash and token increase will be 11.1%, and the weekly and
monthly transpass increase will be 6.3% and 5.5%. The $1.00 transfer fee will remain unchanged since 2010.
The paper transfer will be eliminated and replaced with an electronic transfer when SEPTA Key is fully
launched. This is a standard practice for transit agencies when implementing a smart card based fare payment
system.
AVERAGE FARE ANALYSIS FOR LOW-INCOME & MINORITY RIDERS
The impact is measured on the net change in the average fare resulting from the fare change and pricing of
fare instruments predominately used by low-income, higher-income, minority and non-minority riders. The
average fare is calculated for the current and proposed fares, with the percentage change in average fare not
to exceed a six percent (6%) differential between minorities vs. non-minorities and low-income vs. higher-
income riders. Using the survey data results and taking the proposed fare increase pricing into account, along
with automated fare collection data, the following methodology was used to calculate the net increase in
average fare pricing.
Survey data counts were totaled for minority, non-minority, low-income, and higher income riders by fare
type, then multiplied by the current and proposed transit pricing for cash, token, transfer, and transpass fares.
These are the main fare instruments used on city and suburban transit. Trailpass, cross county pass, and
senior riders that were identified in the survey data were excluded from the analysis. The senior fare is free,
and trailpass and cross county pass riders are primarily associated with Regional Rail commuter service,
opposed to city and suburban transit service. Fare collection data was used to calculate the current and
proposed average fare pricing for the transpass based on sampled data from February 2017. The paper
transfer count was calculated by adding cash and token fares, then multiplying this sum by the percentage of
riders that transfer. For example, the sum of minority cash (43) and token (127) fares is equal to 170. Multiply

this total (170) by the percentage of minorities that purchase a paper transfer (56%) results in a minority
transfer count of 95.

CONCLUSION
In the summary results above when measuring the change in the current and proposed average fare cost, the
analysis indicates the minority fare will increase by 7.1%, non-minority by 8.1%, low-income by 7.3% and
higher-income by 7.7%. The net differential between minority and non-minority is 1.0%, and between low-
income and higher-income is 0.4%. These percentages, 1.0% and 0.4%, are within the acceptable threshold set
at a maximum of a 6% differential. Therefore the results indicate the effects of the fare change will not be
borne disproportionately by minority and low-income populations, since the percentages do not exceed the
acceptable threshold of a 6% differential.
In addition, as seen in exhibit D – Fare Proposal, the average fare is stated to increase by 7.1% for the City
Transit Division, 2.3% for the Suburban Transit Division, and 7.5% for the Regional Rail Division. The calculated
difference between the three divisions takes the high of 7.5% minus the low of 2.3% or a differential of 5.2%.
The 5.2% differential is within the acceptable threshold of a maximum 6% differential between divisions. This
insures the fare proposal targets all fare instruments and divisions of service in a fair and equitable manner.
The lower average fare percentage for the Suburban Transit Division results from the elimination of higher

premium fares on five suburban routes (123, 124, 125, 150 and NHSL). The elimination of premium routes
standardizes the fare on all SEPTA transit routes. Fare simplification is an on-going SEPTA initiative since 2007.
Based on the analysis above and the criteria set forth in the SEPTA standard for measuring disparate impact
and low-income disproportionate burden, SEPTA is in compliance with the terms outlined in the Title VI
guidelines with regard to fare equity from a proposed fare change.
FACTORS CONSIDERED IN SEPTA’S FARE PROPOSAL
Evaluation of the operating budget, public opinion, historical trends and peer data were all a consideration in
the development of SEPTA’s fare proposal. The fare proposal is targeting to increase passenger revenue by
$25 million annually or a 5.6% increase over the current year projected revenue of $441.9 million net of
Paratransit, and is projecting a 3 million or 1.23% decline in linked ridership. Other planned changes in SEPTA’s
fare proposal will have a positive effect on minority and low-income riders. For Regional Rail service, SEPTA is
proposing to eliminate the $1.00 senior citizen fare when SEPTA Key is fully launched. For transit service,
SEPTA is proposing to eliminate five premium routes for fare simplification. Cash fare on these premium
routes is $0.50 or $1.50 higher than the standard base fare. In addition, the cross county pass city zone transit
fee of $0.50 is being eliminated. Also with implementation of smart media cards, the paper transfer will be
eliminated and replaced with an electronic transfer present on a durable card. The smart media card will also
have balance protection if it is lost or stolen. This will increase the incentive for minority and low-income
riders to purchase a weekly or monthly pass affording the lowest fare pricing option on a per trip basis. The
purchase of a weekly or monthly transit transpass also provides the added benefit of anywhere travel privilege
on all SEPTA service across the five county region during weekends and major holidays.
SEPTA Key launched in June 2016 where patrons could purchase daily, weekly and monthly smart media passes
for transit travel. As the program expanded, added fare products were introduced through December 2016
including Quick Trip tickets, Travel Wallet stored value, and senior media cards. Through March 2017, over
57,000 smart cards were issued for free to the public in lieu of the standard $4.95 card fee amounting to
$282,000 in waived card fees. In addition, over 40,000 senior photo ID cards were also distributed for free.
With the rollout, fare ambassadors have been stationed at all operational fare kiosks to answer patron
questions concerning the purchase and use of the new media. SEPTA will continue to rollout new products
and expand the program to include commuter rail service later in 2017.
SEPTA has established relationships with a vast number of English as a Second Language (ESL) and or/Limited
English Proficiency (LEP) community groups, agencies, and regional associations with regard to exchanging
information about the rollout of the SEPTA Key program. SEPTA has provided and will continue to provide
information through community outreach efforts, workshops and community events that address the needs of
the ESL/LEP patrons. In addition, translated informational resources are consistently forwarded to the ESL/LEP
community during periodic updates and as new SEPTA Key fare products are advanced.

The proposed fare increase in the above table indicates the cash base fare will increase $0.25 and the
token/SEPTA Key reduced base fare will increase $0.20. The transfer pricing will remain unchanged from 2010
and the city zone fee of $0.50 for the cross county pass will be eliminated. Pass fees will increase $1.00, $1.50
and $5.00 for the daily, weekly and monthly pass.
SEPTA has adopted a policy of making periodic fare adjustments every three years as recommended by the
Pennsylvania Transportation Funding and Reform Commission in 2006. SEPTA is sensitive to the State’s
recommendations, as the State plays a major role in subsidizing SEPTA by providing about 80% or $725 million
of SEPTA’s total operating subsidies of $915 million budgeted for FY 2018. The Commission recommended
regular fare adjustments to improve the financial stability of public transit agencies and to ensure that
passenger revenues are increasing in accordance with inflation. With regard to regular fare adjustments, the
FTA has cited studies that show passengers prefer frequent and smaller incremental increases over larger and
less frequent fare increases.
The fare increase scheduled for July 2016 was postponed one year to allow time for the initial rollout of the
SEPTA Key fare payment system. Fare revenues help fund SEPTA’s Operating Budget and are expected to total
$475 million in passenger revenue for FY 2018. The Operating Budget provides for the everyday expenses of
running the system, such as labor, material, services, fuel and power.
PEER TRANSIT REVIEW
Fare data was collected from peer transit agencies in March 2017. Listed below is a review of SEPTA’s
proposed fares for a daypass, weekly transpass, monthly transpass, cash base fare, and reduced base fare in
comparison to peer transit agencies. SEPTA’s proposed fares are very competitive and lower than many peer
transit agencies.

In the ranking of SEPTA fare instruments against peer agencies, SEPTA is in the middle of the pack for pricing of
daily and weekly passes. The SEPTA monthly pass is on the lower tier with only two agencies lower and five
agencies with higher pricing. The weekly or monthly pass provides a fixed pricing level and the greatest value
on an average fare basis when taking a base and transfer ride a minimum of nine times per week or for riders
taking a high volume of trips per week.
SEPTA’s peer ranking for a cash base fare is at the median price level, however SEPTA has the lowest reduced
base fare (token or electronic fare) price at $2.00. SEPTA’s low reduced base fare is of great value to minorities

and low-income riders who depend on public transit, especially if they do not own a car, and need to make a
one-ride trip for work, shopping or leisure.
SEPTA RIDERSHIP BY DIVISION
Last year SEPTA ridership recorded 326.1 million trips between July 2015 and June 2016. During the 2016
fiscal year, City and Suburban Transit accounted for 88% of ridership or 288.4 million trips. Regional Rail
commuter trips set an all-time record with 37.7 million trips, accounting for 12% of SEPTA ridership.
Demographic data on race/ethnicity and household income were collected as part of the 2015 Customer
Satisfaction Survey. Listed below are the results by division of service. The results indicate that 71% of SEPTA
trips were taken by minorities and 55% of trips were taken by low-income riders. Minorities and low-income
riders predominantly use transit in a ratio that shows more than nine out of ten trips are taken on transit and
less than one in ten trips are taken on Regional Rail.

GIS mapping shows current and proposed sales locations in minority and low-income areas in the Philadelphia
area. The current sales locations numbering 380 offer discounted passes and tokens for travel on the SEPTA
system. The proposed sales locations numbering 1,774 will offer smart media card load/reload options for the
purchase of discounted fares such as weekly/monthly passes and loading cash value to be used for reduced
base fare payment. The GIS mapping results are listed in exhibits F and G.
PUBLIC NOTICE OF FARE PROPOSAL & HEARING DATES
Listed in exhibits H (English), I (Spanish) and J (Chinese) is the public notice to be posted on the SEPTA website
and sent to twelve local newspapers in the Philadelphia area announcing the proposed adjustment to
passenger fares to take effect on July 1, 2017. Included in the notice are five public hearing dates scheduled
between April 19 and April 25, 2017. The public hearings will be conducted in each of the five counties
serviced by SEPTA. Additional instructions are included for submitting written comments for consideration by
the Hearing Examiner.

SEPTA TITLE VI
DISPARATE IMPACT POLICY (FARES)
SEPTA has developed a policy for measuring disparate impact. This policy establishes a threshold for
determining when adverse effects of fare changes are borne disproportionately by minority
populations. The threshold defines statistically significant disparity and may be presented as a
statistical percentage of impacts borne by minority populations in comparison to impacts borne by
non-minority populations. SEPTA will apply its disparate impact policy uniformly, regardless of mode,
and the policy will not be altered until the next Title VI Program submission.
The disparate impact policy is measured on the net change in the average fare resulting from the fare
change and pricing of fare instruments predominately used by minority and non-minority riders. The
average fare will be calculated for the current and proposed fares, with the percentage change in
average fare not to exceed a maximum six percent (6%) differential between minority riders vs. non-
minority riders. In addition, the fare change must target all divisional modes of service. The net
change in average fare should not exceed a six percent (6%) differential between divisional modes.
For example, if the average fare total for minorities increased by 12% and non-minorities by 14%, the
difference is two percent (2%) or within the acceptable threshold set at six percent (6%). Also, if the
average fare calculation increased by five percent (5%) for City Transit Division (CTD), six percent
(6%) for Suburban Transit Division (STD) and seven percent (7%) for Regional Rail Division (RRD),
the difference is two percent (2%) or within the acceptable threshold of a maximum six percent (6%)
differential between divisions.
Excluded from the policy are fares or instruments that are discontinued and cash fare instruments that
have an electronic fare companion that offers added value. For example, if a smart media card is
offered, an electronic transfer may be offered with the smart media card and a paper transfer may not
be available for purchase with a cash base fare payment. The net benefit is to reduce costs
associated with printing, distributing and processing paper transfers. This is a common practice for
transit agencies introducing smart media cards.
While SEPTA service extends to minority and non-minority areas, a majority of our service is located
in the city of Philadelphia or CTD Division where most of the region’s minorities reside and where 83%
of SEPTA ridership is recorded. By applying the six percent (6%) disparate impact policy, if SEPTA
discovers or finds impacts, it will therefore consider modifying the proposed changes in order to avoid,
minimize, or mitigate the impact of the proposed changes.
The policy exempts senior citizens over the age of 65. Transit service for seniors is subsidized
through the state, allowing Pennsylvania seniors to ride transit for free every day of the year. Senior
citizens ride Regional Rail service for a nominal fee of $1.00. Also, Philadelphia middle and high
school students who live more than one and a half miles from school have transit fares subsidized
through the Philadelphia School District and ride city transit service for free.

establishes a threshold for determining when adverse effects of fare changes are borne

The Southeastern Pennsylvania Transportation Authority (SEPTA) has scheduled public hearings on the Proposed Operating Budget for the Fiscal Year ending June 30, 2018 (Fiscal Year 2018) and the Five Year Financial Plan. The Operating Budget proposal includes fare changes as listed below.

SUMMARY OF PROPOSED FARE CHANGES EFFECTIVE JULY 1, 2017
TARIFF #1 CITY TRANSIT DIVISIONFare increase presented above
$.50 Cross County transfer fee is eliminated
TransPasses valid on weekends and major holidays for travel on the railroad
Once SEPTA KEY is fully operational the following changes will be implemented:
• Transfers will only be available via SEPTA Key Card, paper transfer eliminated
• Disabled Fare only available via use of SEPTA Key Card containing photo ID
• Senior rides only available upon swiping a valid PA Driver’s license, PA issued photo ID card or tapping a SEPTA Senior Key Card. Medicare, blue/yellow senior citizen cards will no longer be valid
TARIFF #155 SUBURBAN TRANSIT DIVISIONFare increase presented above
NHSL premium fares removed and replaced with standard transit fare
Routes 123, 124, 125 and 150 premium fares removed and replaced with standard transit fare
