CSPR is the required annual reporting tool for each State, the Bureau of Indian Education, District of Columbia, and Puerto Rico as authorized under Section 8303 of the Elementary and Secondary Education Act (ESEA), as amended by the Every Student Succeeds Act (ESSA). The CSPR collects data on programs authorized by:

• Title I, Part A;

• Title I, Part C;

• Title I, Part D;

• Title II, Part A;

• Title III, Part A;

• Title IV, Part A (New for the 2018-2019 SY);

• Title V, Part A;

• Title V, Part B, Subparts 1 and 2; and

• The McKinney-Vento Act.

▪ Title IV-A is currently not one of the programs included in the CSPR, but it will be added in the 2018-2019 school year data collection. The specific data submission period has not been established. Most likely in the Spring 2020.

▪ For the Title IV-A program, data collected through the CSPR are state-level data. States will need to collect data from LEAs and aggregate the data.

▪ The data will be entered (manual entry) in the Annual Performance Reporting Tool in the EMAPS platform. For specific questions regarding the CSPR process in your State, please contact your State’s CSPR Coordinator.

on the three content areas under Title IV, Part A of the ESEA.

The data are reported through the Annual Performance

Reporting Tool.

DRAFT Indicator #2: LEAs Who Spent Funds Under Title IV, Part A

▪ This section collects data on the number of LEAs who spent funds by the

content areas under Title IV, Part A of the ESEA. An LEA should be

included in the count of each content area it spent funds on (i.e., an LEA

may be represented in more than one content area in the table below).

For the “Any” category, report the number of LEAs that spent funds in any

of the three content areas. The data are reported through the Annual

Performance Reporting Tool.

Important Caveats

• This Excel workbook is currently in draft format and will be released during the State Coordinator meeting in December.

• The reporting period is currently under consideration and will be decided by the December meeting.

• The definition of school year will determine which fiscal years’ spending will be included in the workbook calculations.
