511-11-1 Purpose. The purpose of th is chapter is to

provide minimum standards of sani tat ion so that publ ic heal th

and human welfare wi l l be protected, and safety hazards wi l l be

S11-I I -2 Def in i t ions. As used in th is chapter:

"Bui ld ing" means any structure enclosed by a roof and wal- l -scarrr ina far l_]

- ie occupancy of persons, animals, or chattels.

"Director" means the director of heal th of the Statedepartmenl of heal th or his duly author ized agent.

"Eradicat ion" means the el- iminat ion or exterminat ion ofrodents or other publ ic heal th vectors by measures, : -ncluding

"Refuse" means the decomposable organic mater ia ls, rubbish

or t rash , or a mixture of any of these i tems.

"Rubbish" means waste, broken or rejected matter, and al l

loose mater ia ls, not including garbage, whether combust ib le or

noncombust ib le."Sani t ize" means the treatment of a cfean surface for the

deslruct ion of micro-organisms including pathogens.

"Shop" means al l barber shops, hair-dressing or hair

sty l ing estabf ishments, manicur ing par lors and beauty par lors,

and the term shaf l include af l premises or port ions thereof

(5) Every shop shal l be kept in good repair , and

shal l be proper ly and adequately I ighted and

vent i lated. Shops ut i l iz ing mechanicalvent i lat ion shal l not be connected to a

central ized ai-r condi t ioning system.(6) Every shop shal l be provided with adequate

sani tary faci l i t les, including toi lets, hot and

cold running water, and sinks or wash basins.

(6) Convenient ly located toi let faci l i t ies shal l beprovj-ded within 200 feet of any massageestabl ishment.

(b) Personnel .(1) Operators af f l ic ted wi th a contagious or

infect ious disease rn a communicable form shal lnot at tend any customer, and shaf l be al lowed toreturn to work only upon wri t ten permissron froma physic ian.

(2) Al l operators shal l wear c lean outer garments,

marntain a high degree of personal- c l -eanf rness

and conform to good hygienic pract ices whi le onduty.

(3) Hands shal l be thoroughly washed before and af terat tending each customer.

(c) Equipment.(1) Towels, other fabr ics, and al l instruments that

S11-11-5 Publ ic Iaundr ies. (a) Requirements.(1) No publ ic laundry shal l be establ ished, erected,

marntained, used, or operated except upon a

cert i f icate of the department of heal th issuedpursuant to SS322-42, 445-87, or 445-L92, HRS.

(2) The f ]oor of every bui ld ing used as a publ ic

laundry shal I be constructed of imperviousmater ia l s loped to a proper ly-plumbed trap andconnected to a sewage disposal system approved bythe director.

(3) Al l publ ic l -aundr ies shal l be equipped wiEh

faci l i t jes for saniLiz ing laundry.(4) No publ ic laundry shal l be used as a l iv ing,

cooking, food storage, or s leeping aparLment, nor

shal l any room adjorning a publ ic laundry be usedfor such purposes unfess separated by a Lightpart i t ion having no direct opening into suchlaundry.

(5) The wal ls, f loors, cei l ings, equj-pment, f ix tures,

and af ' l

other parts and apparatus shal- l be kept

cfean and in good repair .(6) Every publ ic laundry shal f have adeguate sani tary

S11-11-6 Livestock, pouftry, and stables.(a) Anrmal manure, refuse, etc.

(b) Animal enclosures; construct ion, locat ion, andmaintenance.

(1) Al l poul t ry houses, yards, p igeon lof ts, rabbi thutches, dog kennels, pens, or enclosures for anyanimal shal l be kept cfean and free fromaccumulat ion of excreta, decayed food, and f i l thof every k ind. The encl-osures shal l be kept f reeof rodents, f leas, l ice and other insect pests

and maintained in a c lean and sani tary condi t ion.Enclosures shal l be constructed as to excluderodents and prevent the harbor ing of rodents.A11 food products, goods, wares, or merchandiseon the premises which are l iable, in the oprnronof the director to at t ract or become infestedwith rodents, whether kept for sale or for anyother purpose, shal l be protected as to prevent
