1.2 OBJECTIVE

Campus Consultant Inc. has performed a Phase I Environmental Site Assessment (ESA) of the Titan USA property located at 140 Baldwin St in West Springfield, MA. The purpose of the assessment is to identify recognized environmental conditions at the site, as defined in American Society for Testing and Materials (ASTM) Standard Practice E 1527-051.

1.3 SCOPE OF WORK AND LIMITATIONS

The assessment was performed for Rich Geisler in accordance with the scope of work dated 3/13/15. The assessment was performed in accordance with ASTM Standard Practice E 1527-05 (Standard Practice for Environmental Assessments of Commercial Properties: Phase I Assessment Process). ASTM non-scope items, including but not limited to evaluating asbestos containing materials, lead-based paint, mold or wetlands, were not included in this assessment. No soil, water, air, building material or waste sampling was performed.

2.0 PREVIOUS REPORTS

No previous reports were provided to Campus Consultants Inc. Campus Consultants Inc. prepared a report entitled “Environmental Site Assessment” for the current owner, Ralph Colby, in March, 2015.

The site was occupied by the current business, Titan USA, at the time of our assessment. The site building was connected to public water and sanitary sewer systems, used #2 Heating Oil for heat and natural gas for hot water/stove cooktops. The adjacent property recently went from being identified as a REC due to ground contamination at the Atlas aluminum and Brass site, while the Campus Consultants Inc. report identifies it as a CREC with an AUL as remediation efforts have recently been made in light of Titan USA’s acquisition of the property. There is a possibility of the site being impacted by releases of hazardous materials at potentially upgradient properties in close proximity, as there are many RCRA listed Generators in the area.

The site characteristics as determined at the time of this assessment are summarized below. Figure 1 is a site location map. Figure 2 is a site plan. Photographs are provided as Appendix B. A tax map depicting the site is provided as Appendix C.

3.3 SITE IMPROVEMENTS

The site is a 1.5-acre parcel of land improved with a 17,255-square foot industrial facility, a gazebo, paved driveways/parking lots, and a 1500 Liter AST with two pad mounted transformers on the premises. The site operates as a drill bit coating facility.

3.4 ADJOINING PROPERTIES

The following properties adjoin the site:

3.5 NEARBY HIGH RISK PROPERTIES

Several commercial buildings occupied by various manufacturers/businesses adjoin the site. Several properties are listed as a RCRA hazardous waste generators, and on the Massachusetts Department of Environmental Protection (MassDEP) underground storage tank (UST), leaky underground storage tank (LUST) and Spills databases. Based on the inferred groundwater flow direction, this property is presumed to be upgradient of the sites, as the ground water flows towards the Westfield River.

As this is an industrially zoned area, therefore there are many businesses in the area, which may be perceived as high risk. These sites will be highlighted in Appendix G within the EDR report that Campus Consultants Inc. is providing you with.

4.1 SITE HISTORY

Information pertaining to site ownership, structures, and usage and storage of petroleum products and hazardous substances was obtained through interviews with knowledgeable parties, review of Sanborn Fire Insurance Company maps, city directories, aerial photographs, topographic maps, previous assessments and/or municipal records when such sources were readily available.

4.2 INTERVIEW SUMMARY

4.2.1 Knowledgeable Party Interviews

Campus Consultants Inc. interviewed Ralph Colby, the owner of the site, during the visit. Ralph Colby provided access to the building and answered questions regarding the Titan USA operations. Ralph Colby was aware of one aboveground fuel storage tank at the site. He indicated that water treatment chemicals for cleaning and coating the drill bits were non-volatile and biodegradable. Ralph Colby indicated that interior renovations occurred after April 12th, 2001when he, the current owner, acquired the property.

4.2.2 User Questionnaire

The Small Business Liability Relief and Brownfield Revitalization Act of 2001 require that the user of the Phase I ESA provide certain information to the Environmental Professional. This information includes a title search for environmental liens or activity and use limitations, specialized knowledge or experience that is material to recognized environmental conditions at the site, relationship to the purchase price of the site to fair market value, commonly known or reasonably ascertainable information that is material to recognized environmental conditions at the site, and the reason for conducting the Phase I ESA. The questionnaire, completed by Ralph Colby, the user of this report, Daniel Jackman is provided as Appendix D.

4.3 HISTORICAL DOCUMENT REVIEW

4.3.1 Sanborn Fire Insurance Company Maps

Campus Consultants Inc. requested Sanborn Fire Insurance Company maps from Environmental Data Resources, Inc. (EDR). Maps from 1911, 1931, 1950 and 1970 were provided, with the property not being occupied until 1950, when the foundry was constructed. The earliest form of Titan USA is identified in the 1970 map. Critical maps attached in Appendix E.

4.3.2 Street Directories

Campus Consultants Inc. reviewed 1928 to 2013 West Springfield city directories in approximately five year intervals from an EDR data package. Nothing was listed in the town directories until the year 1958. Attached in Appendix A are the necessary copies of historic directories. The following basic information was found for the site address:

4.3.3 Aerial Photographs and Historical Topographic Maps

Campus Consultants Inc. reviewed 1952, 1970, 1985, 2006, & 2012 aerial photographs provided by EDR. Copies are included as Appendix F.

In 1952, there appears to be the foundry structures on the site. Several small homes are located nearby at this time.

In 1957 and 1970, the site appears similar to that shown in 1950. With the adjacent properties remaining vastly unchanged.

From 1985 to 2012, the site resembles its current extent. More homes and businesses appear adjacent to the site over this time period.

USGS 1938 and 1979 South Springfield, MA topographic maps were reviewed online at http://docs.unh.edu/nhtopos/nhtopos.htm. Baldwin St is present on both maps, but no structures appear to be present on or near the site. The maps appear to be very close to their current layout in the Baldwin St area, and a rail yard, “coal bin” and oil tank are all visible within close proximity to one another within one quarter mile of the target property.

4.3.4 Municipal Records

According to West Springfield Tax Assessor’s Office records, the site was acquired by the current owner, Ralph Colby on 4/12/2001 The date of construction of the existing site building is listed as 09/15/89. Previous occupants are listed as Gordon Colby

West Springfield Building Department records provided for the site included a permit dated September 2013 for Titan USA to construct a new building to be used as a office space as an addition to the current structure.

Massachusetts Land Records included a map of the site (http://www.masslandrecords.com/) entitled Plan of Land owned by Gordon Colby dated 04/10/1992, 08/01/1994. This map depicts a structure on the site, know to be Titan USA.

4.4 SUMMARY OF SITE AND AREA HISTORY

4.3.4 Site History

The site expanded from 140 Baldwin St to acquire the adjoining properties of 101 and 133 Norman Street. The 140 Baldwin St property is known to have been a Sherwin Williams paint store prior to becoming Titan USA, according to the testimony of a current neighbor (no documental proof). The property is also known to have housed other businesses as listed in section 4.3.2. The 101 Norman St property was a residential home prior to Titan USA’s acquisition of it. The 133 Norman St property was the former Atlas Aluminum and Brass foundry prior to Titan USA’s acquisition of it.

4.3.5 Area History

According to a review of topographic maps and aerial photographs, Baldwin St does not appear to have been present until 1919. The area underwent gradual development, with the first visible structure at the site being the former Atlas Aluminum and Brass foundry.

According to the MassDEP Priority Resource (21e) Map (http://maps.massgis.state.ma.us/21E/viewer.htm), the site is not located within a Zone II of a public water supply or within an Interim Wellhead Protection Area. Groundwater at the site would be classified as GW-3, and as GW-2 if average annual depth to groundwater is 15 feet below grade or less within 30 feet of an occupied building.

6.0 REGULATORY INFORMATION

Campus Consultants Inc. obtained a commercial environmental database search from EDR. The search distances are consistent with those specified in ASTM Standard Practice E 1527-05. A copy of the database search report and database descriptions is provided in Appendix G.

6.1 ON-SITE DATABASE LISTINGS

The site address is not listed on any of the ASTM-required state or federal environmental databases searched. The EDR report included a search of databases in addition to what is required by ASTM E 1527-05. While 140 Baldwin St did not appear on any of the databases, the recently acquired 133 Norman St was found to be registered in SHWS and RELEASE, which means it had a reportable release of a hazardous material.

6.2 ADJOINING AND NEARBY PROPERTY DATABASE

LISTINGS The following nearby locations were identified in the

EDR report:

(see Appendix G due to density of surrounding area)

Campus Consultants Inc. reviewed the available electronic files for this property online at http://public.dep.state.ma.us/SearchableSites/Search.asp. The site has contained a foundry, Sherwin Williams Paint store, several minimal risk businesses (sec. 4.3.2) and the current business, Titan USA Drill Bit Coating.

A Phase I Initial Site Investigation (ISI) and Response Action Outcome (RAO) Statement were submitted for RTN 1-0019567 in November 3rd of 2014 after the property had been on the Massachusetts Contingency Plan (MCP) Transition Site List as an unclassified Disposal Site and required a Licensed Site Professional (LSP) opinion.

The Phase I ISI report included a memorandum dated the 3rd of November, 2014 which indicated that a complaint of soil contamination containing Lead, PCB’s and Benzo(A)Pyrene. The site has since excavated two feet of soil and installed a monitoring well, as well as been distinguished as a CREC with an AUL.

A soil removal project had taken place in December 11th of 2014. The removal of two feet of soil, or 2000 yards3, as well as the installation of a monitoring well were carried out. Soil samples were submitted for laboratory analysis of the contaminants. The concentrations of the suspected contaminants, Lead, PCB’s, and Benzo(A)pyrene, were confirmed by lab analysis.

Soil borings and groundwater monitoring wells were installed on the former Atlas Aluminum & Brass Foundry property as part of the Phase I ISI and RAO. Groundwater sampling events occurred over a year in November 2014, and PCB’s, Lead, & Benzo(A)Pyrene in soil had exceeded the applicable state standards. The primary contaminants of concern were Polychlorinated Biphenyls and Lead. Concentrations of this contaminant have not decreased to levels below applicable standards by the time the RAO was submitted in 12/19/14. The site is now distinguished as a CREC with an AUL on it.

6.3 NON-GEOCODED PROPERTIES

EDR identified 18 locations that could not be mapped due to inadequate address information. Based on the information provided, none appear to refer to the site.

7.0 SITE RECONNAISSANCE

Campus Consultants Inc. personnel inspected the site on Friday, March 13 th of 2015. The inspection of the building interior was limited to common areas, utility rooms and to several representative guest rooms. The inspection of the exterior was limited by vehicles, vegetation, stored materials, and snow cover in some areas.

Access was not provided to one outdoor shipping container as well as one wing/loading bay of the building.

7.1 SITE LAYOUT

The site is 1.5-acre parcel of land located on the east side of 160 Baldwin St. The site is improved with a 17,255-square foot commercial building. The site operates as a Drill Bit Coating facility.

Titan USA is a drill bit coating business which dry electroplates products with various strengthening metals. All metals are contained to the coating units, and HEPA filters are used cooperatively with all coating machinery. All of the cleaning products are biodegradable and non-volatile.

The site building is serviced by municipal water and sanitary sewer systems. Heat is provided by #2 Heating Oil, while multiple cooking stoves use Natural Gas, and guest rooms use electric wall-mounted heating and cooling units. A utility room containing a natural gas-fired furnace and one hot water storage tank is located on the basement floor.

During Campus Consultants Inc. visit, it appears that no utility upgrades had recently occurred on the site and nearby properties. According to the site owner, the sanitary sewer and storm water drainage were linked into municipal systems. Sidewalks were located on the North and South Sides of the building, with storm drains located in each designated parking area/loading bay.

7.2 PETROLEUM PRODUCTS AND HAZARDOUS SUBSTANCES

7.2.1 Petroleum Products and Hazardous Substances

One 1500 Liter AST containing #2 Heating Oil, tank in good condition.

7.2.2 Aboveground and Underground Storage Tanks

One 1500 Liter AST containing #2 Heating Oil, registered with the city of West Springfield’s Fire department.

The West Springfield Fire Department had one registered above ground storage tank (AST).

7.2.3 Hazardous Waste Generation and Disposal

The site is not registered as a Resource Conservation and Recovery Act (RCRA) hazardous waste generator. The site operations do not appear to generate hazardous waste.

8.1 FINDINGS AND ENVIRONMENTAL PROFESSIONAL OPINION

8.2 FINDINGS

The site is a 1.5-acre parcel of land improved with a 17,255-square foot industrial facility, with a storage shed, a gazebo/patio, paved parking areas and a paved loading bays. The site operates as drill bit

coating facility.

The site building is serviced by municipal water and sanitary sewer systems. Heat and hot water are provided by natural gas, and all rooms use central wall-mounted heating and cooling units.

According to a review of historical resources, it appears that the site was not improved with any buildings prior to construction of what is now the current Titan USA. There have been expansions and renovations of existing structures with plans to develop more parking areas.

No releases of oil or hazardous materials have been reported to MassDEP for the site.

There was a release at the former Atlas Aluminum and Brass foundry, leading to contamination that has since been brought to appropriate levels, given it’s activity and use limitation (AUL).

8.3 DATA GAPS AND OPINION

According to ASTM E 1527-05, a data gap is a lack of or inability to obtain information required by the practice despite good faith efforts by the Environmental Professional to gather such information. Data gaps may result from incompleteness in any of the activities required by the practice, including, but not limited to site reconnaissance, interviews and data failure. A data gap is only significant if other information and/or professional experience raises reasonable concerns involving the data gap.

During Campus Consultants Inc.’s site visit, access was not provided to one wing of the building/loading bay (due to construction), one large shipping container, and had limited view of ground cover due to snowfall.

It is the opinion of the Environmental Professional that no other data gaps were identified during this assessment.

8.4 RATIONALE FOR IDENTIFICATION OF RECOGNIZED ENVIRONMENTAL CONDITIONS

In accordance with the All Appropriate Inquiry Final Rule (40 CFR Part 312) and further detailed in Section 12.6 of ASTM E 1527-05, the opinion summarized below concerning the presence of recognized environmental conditions identified during the site assessment is provided by the Environmental Professional supervising this assessment. The opinion has considered the usefulness and completeness of information obtained during the course of the assessment, whether or not data gaps identified in Section8.2 adversely affect the ability of the Environmental Professional to provide an opinion.

Based on the findings of this assessment, it is the opinion of the Environmental Professional that recognized environmental conditions warranting further investigation were not identified at the site.

Adjacent sites appear to be in satisfactory condition, although they do pose a future risk of release.

9.0 CONCLUSIONS

Campus Consultants Inc. has performed a Phase I ESA in conformance with the scope and limitations of ASTM Practice E 1527-05 of the Titan USA property at 140 Baldwin St in West Springfield, Massachusetts. Any exceptions to, or deletions from, this practice are described in Section 1 of this report. This assessment has revealed no evidence of recognized environmental conditions in connection with the site with the exception of the following: A CREC/AUL on the recently acquired plot of the former Atlas Aluminum & Brass Foundry.

Based on the findings of this assessment, the Campus Consultants Inc. feels there are no environmental business risks identified at this site.

10.0 LIMITATIONS

This report was prepared for Rich Geisler and is not to be relied upon by any other party without the written authorization of Campus Consultants Inc.

Campus Consultants Inc’s inspection of the site building and grounds was limited to those areas readily accessible and not covered by snow, ice, debris, fixtures, furniture, materials, vehicles or vegetation. Observations described in this report represent conditions at the time of the visit on 3/13/15 and may not be indicative of past or future circumstances. Campus Consultants Inc. makes no representations with respect to potential environmental concerns in areas that were inaccessible or hidden at the time of the inspection.

This assessment was performed to evaluate environmental conditions at the site in accordance with generally accepted engineering and hydrogeological practices. Absolute assurance that any and all possible contamination at the site was identified cannot be provided. The scope of work did not include a facility compliance audit with respect to local, state or federal laws and regulations.

This assessment did not include sampling and/or analysis of sediment, septic liquid or sludge, asbestos containing building materials, surface water, groundwater, soil, air, polychlorinated biphenyl containing fluids, radon, mold or lead-based paint.

The report conclusions are based, in part, on information provided by the site owner, site occupants, property manager and/or local municipal offices. Campus Consultants Inc. did not independently verify information provided by others and assumes no responsibility for its accuracy or completeness. The conclusions and recommendations are based on the information available within the timeframe given to complete the assessment and the conditions observed during the site visit. Discovery of information subsequent to the issuance of this report could affect the conclusions and recommendations.
